PRESIDENT’S MESSAGE Patricia M. Hanlon, DMD

Getting Back to Normal, Or at Least a New Normal

As fall approaches, we slowly return to the in-person activities that we took

for granted, pre-pandemic. Almost all children are back at school for in-person

learning, albeit with masks on. Broadway, whose curtains have been dark for a

year and a half, is set to begin opening in September. My daughter and her fel-

low members of the Rolling Thunder Special Needs Running Program, are finally

able to participate in in-person running events

again-virtual running is just not the same!

At the Stony Brook dental school's June White

Coat Ceremony, I was honored to represent the

Suffolk County Dental Society, along with our Exec-

utive Director, Bill Panzarino. There were very strict

covid protocols in place, and the students' family

members were not allowed to be there in person,

and could only view the ceremony virtually. At the

most recent White Coat Ceremony, which was held

on August 30th, it was great to see that the 46 stu-

dents were able to have loved ones attend in per-

son to see the event!

While the 2020 New York State Dental Association

House of Delegates had to be a virtual event, this

year's New York State Dental Association House of

Delegates was held in person in Jersey City, August

13-15th. Our own Kevin Henner was sworn in as

President of the New York State Dental Association,

and we wish him all the best. Kevin will make us

proud!

Here at Suffolk County, we are transitioning from

almost all virtual events to mostly in-person

events. Although we were unable to have our tra-

ditional Officers Gala this past January due to Covid

restrictions, we are looking forward to an informal

get together at Jason's Vineyards on September

26th, in-person. Our General Membership Meetings

will alternate between virtual and in-person events,

with October 6th being virtual and the November

10th meeting being held at the Radisson.

We have many continuing education events

scheduled to be held in-person as well. On Septem-

ber 29th, Anne L. Koch will present Seminar Series

2, "Endodontics Revisited". Howard S. Glazer will

present on November 3rd, "I Have It.... You Need

It", Seminar Series 3. The 12th annual Scrubs and

Stilettos event will be held at the Heritage Club at

the Bethpage Golf Club on November 12th. Regis-

tration links for these and other events can be

found on our web page, www.suffolkdental.org.

I look forward to seeing you all at one of our

many fall events, not on a monitor, but in person!

Whole lot of shaking going on!

Your SCDS leadership is making things happen locally, across the state and across

the nation! Your SCDS President Dr. Patricia Hanlon continues to work tirelessly in

the interest of the society, be it as Medicaid Committee chair, Access to Care

participant and on virtually every SCDS Committee. The balance of line officers also

reach far and wide to advance the profession here

in Suffolk County: President-Elect Craig Smith DMD,

Vice-President Radha Munk DDS, newly appointed

Secretary Steven Feigelson DDS, and Treasurer John

Guariglia DDS. These individual are active and

engaged with many committees, councils and

organization including some outside of the ADA.

But the reach surely doesn’t end there. Maria

Maranga DDS is the 2nd Vice-President of the ADA,

and Paul Leary DMD is the ADA Trustee from the

second district serving their 2nd and 4th years

respectively on the ADA Board in 2022. August

2021 was a big month! Kevin Henner DMD was

sworn in as President of the New York State Dental

Association leading nearly 12000 members. Also in

August Dr. Steven Snyder was recognized by NYSDA

with the Distinguished Service Award. Dr. Guenter

Jonke became SCDS’s Trustee to the NYSDA Board

of Directors. A whole lot of hand-shaking going on,

(or fist bumping as times may dictate), but sure a

lot of SCDS moving and shaking. These folks are

your advocates! Do you have a message or question

for them? Send it along to us at

[email protected] , I’ll be sure they get it.

Meanwhile, I hope you take a ton of pride and feel

inspired by what these individuals have

accomplished and continue to accomplish. I hope

you feel their passion for the profession and can

put some of that to work in your own endeavors.

Speaking of moving and shaking, be on the watch

for a new Suffolk County Dental Society logo, and a

new look and feel to the SCDS website. These will

take place in due course over the next few months.

Dentists around the nation took advantage of the Economic Aid available to help our

businesses weather the storm known as Covid-19. At this time, it is important to pay

close attention to the deadlines and requirements that are attached to these loans and grants. The ADA and NYSDA update their websites frequently with information regarding these loans and grants. Please make sure to pay close attention to the information provided by these sources and contact your Accountant for guidance.

Small Business Administration Loan (Economic Injury Disaster Loan-EIDL)

Last year the Small Business Administration offered low interest loans to American Businesses that were closed and/or suffered losses due to the Covid-19 pandemic.

The EIDL loan required that the borrower sign a UCC-1 financing statement which will generate a Lien against the business. The SBA may also be named as a Loss Payee on hazard insurance policies.

Once the borrower completes payment of the loan, they will receive a letter either by mail or e-mail from the Small Business Administration stating that the loan has been Paid in Full. This letter can be given to the insurance company and also must be retained to remove the lien from the business.

PLEASE BE SURE TO SAVE THE LETTER FROM THE SMALL BUSINESS ADMINISTRATION AND FILE A UCC-3 FINANCING STATEMENT AMENDMENT WITH YOUR SECRETARY OF STATE TO TERMINATE THE SBA LIEN. Instructions on how to do so will be in the letter, and questions can be directed to the SBA at [email protected]

PPP forgiveness application and deadlines

Paycheck Protection Program borrowers who received loans shortly after the program was established in April 2020, and had to spend the funds within an eight-week covered period, are urged to start forgiveness applications as soon as possible according to experts. Some of these earliest borrowers needed to apply for

forgiveness by mid-July, after which the funding automatically becomes a standard loan with 1% interest according to The Business Journals.

Please consult your Accountant to verify the appropriate time to file for forgiveness for your individual loan.

HHS Provider Relief Fund (PRF)

There are Terms and Conditions attached to the Provider Relief Fund. The payments received from this fund could not be used to reimburse for expenses that were already reimbursed using the PPP loan. Information relating to the terms and conditions of the Provider Relief Fund can be found on the ADA website or at HRSA.gov: provider-post-payment-notice-of-reporting-requirements-june-2021.pdf (hrsa.gov).

It is important to remember that there is a Deadline in which the funds had to be used and there are reporting requirements that recipients must submit:

PRF recipients that received one or more payments during a “Payment Received Period”, outlined in the table, are required to report in the “Reporting Time Period” associated with the date in which they their received payments that exceed $10,000 in aggregate.

MONDAY MORNING ETHICS Guenter J. Jonke, DMD

Ethics in Dentistry on One Page

We face ethical issues every day. Some are easier than others. Supreme Court Justice

Potter summed it up pretty well. He said ethics was “knowing the difference between what you have a right to do and what is the right thing to do.” Personally, I like to add when “no one is looking” at the end of Justice Potter’s statement. As stated in the

first sentence of our Principle of Ethics and Code of Professional Conduct, our profession holds a special position of trust within the society. In return, our pro-fession makes a commitment to society that its mem-bers will adhere to high ethical standards of conduct.

The five fundamental principles: Autonomy, Benefi-cence, Non–maleficence, Justice and Veracity are the desirous goals of our profession. They provide guidance and offer justification for the Code of Profes-sional Conduct and the Advisory Opinions.

Autonomy: “Self Governance.” This principle express-es the concept that professionals have a duty to treat the patient according to the patient’s desires, within the bounds of accepted treatment. A dentist’s primary obligation includes involving patients in treatment de-cisions in a meaningful way. Allowing the patient to decide to have a three unit bridge instead of an im-plant restoration or even to not to have a tooth re-placement is fundamental to this principle.

Our second principle, Non-maleficence: Meaning “Do no harm.” Keeping our skills and knowledge, knowing our limitations and when to refer to a specialist or oth-er professional are our main obligations. A difficult molar endo or severely impacted wisdom tooth extrac-tion are common scenarios with this principle.

The principle of Beneficence: Essential meaning “Do Good.” We have a duty to act for the benefit of others. Our obligations here include service to the patient and public-at-large. This includes the competent and time-ly delivery of dental care within the bounds of clinical circumstances presented by the patient, with due con-sideration being given to the needs, desires and val-ues of the patient. We encourage leadership and community service. Maintaining and elevating the es-teem of our profession is an obligation that all of us must participate in.

Principle four is Justice: “Fairness.” We must treat patients, colleagues and society fairly. Our obliga-tions include dealing with patients justly and delivering care without prejudice. Dentists have reasonable dis-cretion in selecting their patients, but shall not refuse treatment on the basis of a patient’s race, creed, col-

or, gender, sexual orientation, gender identity, na-tional origin or disability of any kind. Making rea-sonable arrangements for after office hours emer-gency care is also an obligation we must abide by with this principle.

Finally, our fifth principle, Veracity: “Truthfulness.” Dentists have a duty to be honest and trustworthy in their dealings with people. Our obligations in-clude respecting the position of trust inherent in the patient-dentist relationship, communicating truthful-ly and without deception, and maintaining intellectu-al integrity. Representing care and dental fees in a clear concise manner, truthfulness with insurance billing, and avoidance of any unnecessary proce-dures and services are just a few examples with respect to this principle.

Advisory Opinions are the interpretations that apply the Code to specific fact situations. They also pro-vide guidance to the membership on how the Coun-cil on Ethics, Bylaws and Judicial Affairs, CEBJA, might interpret the Code in a disciplinary hearing. Remember that the Code is an evolving document and cannot be a complete doctrine to all ethical ob-ligations. Our Code functions as a dialogue be-tween the profession and society as a whole, and as such, will be subject to continued review.

Ethics and the law are closely related, but they are not the same. Ethical obligations may – and often do – exceed legal duties. In finding a solution to any ethical dilemma not specifically covered by the Code, dentists should consider the ethical princi-ples, the patient’s needs and interests, and any ap-plicable laws. The qualities of honesty, compas-sion, kindness, integrity, fairness and charity are part of the ethical education of all of us and helps us define a true professional.

The ethical dentist strives to do that which is right and good. The ADA Code is an instrument to help

us in this quest. {Dr. Jonke is the Past Chair of the NYSDA Council on Ethics and is currently serving on the ADA Council on Ethics, Bylaws and Judicial Affairs.}

2020 NYSDA CONTINUING EDUCATION AWARDS

The following members received NYSDA certificates rec-ognizing continuing education hours completed from the date of membership through the end of 2020. Awards are given only at the benchmark levels of 100, 300, 500, 1000, and every 500 credit hours thereafter. For exam-ple, members who completed 450 total hours in 2020 will not receive an award until they complete 500 hours. OBITUARIES

William Joseph Tinkler, DDS – Dr. Tinkler (Capt. USAF, ret.) of Holtsville, NY passed away on July 7, 2021 at age 93 in Stony Brook, NY. He graduated from the NYU dental school and practiced general dentistry in Med-ford until 1998. Dr. Tinkler was a Clinical Associate Professor teaching dentistry and dental assisting at Stony Brook University, retiring in 2008. He also served with the Suffolk County Medical Examiner’s office on the flight 800 disaster in 1996. Dr. Tinkler was an ADA member for 65 years, 41 of which were with the SCDS.
