2. Harvesting Objectives

Silviculture Type Harvesting Objectives, Plantation Condition and History

Dunns White Gum Plantation Clearfell

Location:

1. Taylors Rd and adjacent areas.

2. Old Lawrence Rd and adjacent areas

The objective is to clearfell all available Dunns White Gum within the plantation. Stump height must be less than 10cm.

Areas of productive plantation will be managed under a coppice regime for a future pulpwood crop. To facilitate coppice stumps must be left clear of debris.

Areas of failed Dunns White Gum plantation will be returned to pasture or made available for softwood plantations.

The Dunns White Gum plantation was originally established in 1997. Being managed as a pulp crop the plantation is ready to be harvested for pulp wood export.

Spotted Gum C.maculata Silviculture to be determined

Location:

The reminder of the NHA

Spotted Gum within the plantation is temporarily unavailable for harvest while silviculture and roading is determined.

It is intended that productive Spotted Gum plantation will be thinned encourage high quality products (eg. Sawlog, veneer and poles).

4. Harvesting Exclusions, Modified Harvest Areas and Boundary Management

Exclusion/Boundary Conditions

Forest Management Zones (FMZ)

FMZ 5 – Hardwood Plantation – Available for harvesting in accordance with the conditions of this harvest plan (yellow and dark yellow on operational map). The Crew must maximize product utilization and endeavor to pull harvesting debris away from all boundaries to facilitate the reestablishment operation.

Exclusion Zones and pasture

Areas dark green on HPOM are environmental exclusions or pasture. Harvesting machinery can traverse these areas where there are pasture. Any extraction through native vegetation requires approval from Planning Supervisor.

CH Exclusion Zones Surveys and consultation were completed during July 2017. 2 sites are present within the planned compartments however are not marked in the field due to being located away from forestry activities.

If any potential heritage sites are identified an interim 100m exclusion buffer must be applied and Planning Supervisor notified immediately. The interim buffer will apply until alternative prescriptions are approved in writing by the Planning Supervisor.

5. Haulage Route and Contractor Travel Route

Haul Route Haulage is planned to access the Bruxner Highway via Deep Creek Rd. Deep Creek Rd contains a bridge with a 20T gross weight limit.

FCNSW has been issued an approval for mini B-double configuration log trucks to haul over a bridge with 20T gross limit on Deep Creek Rd subject to the following conditions:

• 20km/hr speed limit applies to log trucks going over the bridge. • No greater weight then 20T on bridge at any one time. To ensure this

the required weight for each axle must be recorded within each truck. • Any damage to the bridge must be reported immediately

Tabulam Road and Clarence Way are not gazette haulage routes for 19m B-Double over 50 tonnes, however haulage companies may submit permit applications to the National Heavy Vehicle Regulator (for further information refer to the https://www.nhvr.gov.au).

Non-haulage Roads There are a number of non-haulage roads as indicated on the operational map. They may be used with HC approval for snigging or extraction provided they are drained to the appropriate specifications. They may be used for vehicular access where they have been assessed by the HC prior to use, and are in a stable condition unlikely to cause environmental harm.

6. Community

Issue Conditions

Recreational access to harvesting area

The area of active harvesting operations and associated forest roads will be closed by the harvesting crew using their standard signage and barriers. For public safety compartments 522 and 523 Conglomerate State Forest will be closed during the period of roading and harvesting operations.

Maintaining public access

The HC in consultation with the HS, Crew and adjacent neighbours, must develop and implement a traffic management plan to ensure safe public access along Taylors Road and Old Lawrence Road, adjacent to the private property during roading and harvesting operations. Refer to FCNSW WHS Procedure 4.11 Traffic Management for guidance.

Noise When working in areas in close to residential properties, mitigative measures to lesson the impact must be developed on a site specific basis by the HC. Measures may include: liaising with neighbours regarding noise issues, changes to the activity that would reduce the noise impact or disturbance, restricting hours of operation (eg. 6am to sunset).

7. Infrastructure

Infrastructure Conditions

All Mapped Trails Mapped trails must be reinstated to similar or better condition to that prior to harvesting/extraction and comply with the Code. Where trails do not comply with the Code the HC, in consultation with the RS, must determine the most appropriate maintenance work.

Overhead powerlines An overhead powerline exists within compartment 7257, 7259, 7261, 7262 & 7263 as shown indicatively on the HPOM.

FCNSW and its contractors must:

- Prior to work commencing, areas in the vicinity of powerlines must be identified.

- When areas identified, conduct a risk assessment and review relevant Safe Work Practice or Safe Work Method Statement.

- Develop suitable controls including maintaining appropriate ‘approach distances’ and only felling trees that can be safely directionally felled away from the powerlines.

Refer to WHS Procedure 4.8, Working in the Vicinity of Overhead & Underground Electric Lines.

Underground cable Telstra cable exists within 7258 and along Old Lawrence Rd as shown indicatively on the HPOM. Due to the cable location being different to what is mapped, care must be taken in vicinity of Taylors Rd as it is highly likely the cable runs underground through this area.

FCNSW roading contractors and harvesting contractors must:

- Prior to work commencing, areas in the vicinity of underground cable must be identified. Use existing markers in the field for identification and Indicative areas are shown on the HPOM.

- Where there is a risk of damaging the cable due to earthworks or rutting, a cable locator must be engaged to precisely locate the cable before

commencing work in the area. - When areas identified conduct a risk assessment.

Develop suitable controls such as increasing cover of earth over cables at set locations and restricting crossing machinery over the cables to set locations (as opposed to running along the cable). This is particularly important on the easement south of Thompsons Link track.

8. Flora, Fauna and Endangered Ecological Communities

Condition Prescription

Koalas The HC and Crew must look for koalas, and evidence of koalas (scats), throughout the operation. The Planning Supervisor must be notified immediately if a koala is detected within the plantation area.

If a koala is located during harvesting, the inhabited tree must be marked by the HC or Crew, a 50m buffer instigated around the inhabited tree and a temporary corridor of unharvested vegetation retained (collectively referred to as the temporary protection zone (TPZ)) to link the inhabited tree to the nearest retained native vegetation. Harvesting operations may then proceed around the TPZ. When the koala has moved from within the TPZ, all available trees within this area may be harvested.

The impact of the plantation harvesting operation on koalas will be minimised by not harvesting native forest adjacent to the plantation during the operation.

Unique and Special Wildlife Values

The following endangered fauna species are known to occur within 2km of the harvest area:

• Mixophyes iterates, Giant Barred Frog • Ephippiorhynchus asiaticus, Black-necked Stork

The following endangered flora species are known to occur within 5km of the harvest area:

• Owenia cepiodori, Onion cedar • Sema acclinis, Rainforest cassia

The HC and Crew must review descriptions and diagrams of these species prior to commencing operations. If identified during operational activities the Planning Supervisor must be notified immediately and operations halted until appropriate conditions are determined.

Native Habitat Trees Native habitat trees should be retained during harvesting. Native habitat trees should be easily identified due to the presence of hollows and their large size, compared to the surrounding plantation trees. To avoid doubt, native habitat trees do not include plantation ingrowth from native species.

9. Protecting Soil and Water

Issue Conditions

Drainage Lines While permitted under the Code, harvesting within 5m of any drainage line (the 5m zone) is not permitted under this plan. Harvesting trees between 5m and 10m from a drainage line is permitted, but harvesting machinery is not permitted within the 10m buffer (‘reach in’ techniques

must be used).

This clause does not apply to mapped drainage lines that are identified as drainage depressions in the field (see clause below)

To assist in locating drainage line features the operational map contains indicative LIDAR derived drainage features. These indicative features may be drainage lines, depressions or neither.

Drainage Depressions Within 5m of the centre of drainage depressions trees may only be harvested if the top 200mm of soil is dry enough to avoid erosion to the feature. Machinery within 5m of the centre of drainage depressions must:

(1) Not create log furrows. (2) Minimise soil exposure by using slash, littler and other ground

cover; and by using walkover extraction techniques where possible.

(3) Prevent skewing of machinery tracks. (4) Not travel along drainage depressions. (5) Elevate the leading edge of the log when skidding.

Rivers

(3rd order or higher stream with permanent flow)

All 3rd order and higher drainage lines within the plantation with a permanent flow have a 20m buffer. All 3rd and higher drainage are mapped on the HPOM with a 20m buffer, however if there is not a permanent flow then it can be managed as a Drainage Line. The crew must identify the boundary using GPS.

Wetlands A 20m buffer applies to any wetland > 0.1 hectare in size. Prior to harvesting in close proximity to any wetland, the 20m buffer must be marked in the field. A wetland is any area that meets all of the following:

1. Covered by a shallow body of water (being a body of water that is not the result of unusual flooding, high rainfall or temporary water diversion).

2. Inundated cyclically, intermittently or permanently with water.

3. Under normal circumstances, predominantly vegetated with plant communities adapted for life in saturated soil conditions.

4. Characterised by soils that exhibit reducing conditions.

Wetlands generally include marshes, billabongs, swamps and sedge lands.

Slope Limits for Harvesting Machinery

No areas are mapped >25 degrees, therefore no restrictions apply.

Condition 59(2) of the Code, regarding the assessment of slope within the majority of the plantable area, applies to this operation.

Ground Cover Any areas of significant soil disturbance must be stabilised by the Crew to prevent soil erosion (e.g. spreading grass seed).

Roading Management During Harvesting

HC is responsible for monitoring road and crossing drainage during haulage.

Wet Weather Harvesting Refer to Condition 64C of the Code.

Indicative areas suitable for wet weather harvesting are marked using wet weather dump symbol.

notified closures.

HC is responsible for ensuring crew notified when notified closure is lifted.

Extraction Tracks Refer to Condition 64A and 64B of the Code.

Crew is responsible for progressive drainage of extraction tracks.

10. Drainage Line Crossing Approvals

Crossing Conditions

Crossing C2

Install 12m pontoon supported by 8 concrete blocks.

Crossing C3, C4 & C5

Where practical extraction routes must avoid drainage line crossings.

Slash crossings must be used to cross drainage lines and depressions, but only if there is no water flowing in the channel or depression.

The HC/stumpage company must assess indicative drainage line crossing points and determine the most suitable location. No crossings must take place within 20m of wetlands. The HC must authorise the use of drainage lines crossings prior to use.

Harvesting machinery must cross drainage lines at authorised crossings as per conditions 37-41 the Code.
