1. INTRODUCTION

Sugarworld Parklands is a regional destination for the greater Cairns community. The site has been a recreational destination since CSR established the water park in 1989. The parklands and waterpark were associated with the Hambledon Mill which ceased operation in 1991. Cairns Regional Council (then Mulgrave Shire) took over ownership of the park and water slides in 1995 and over the last 2 decades periodic improvement and investment has continued to enhance the location as a key destination for residents , particularly those in the south of the city.

In 2012 a redevelopment of the waterpark was opened and following the closure of the Edmonton pool in 2014 a commitment to establish a new lap pool for local residents was made with the Sugarworld site being the preferred location.

The purpose of this Master Plan is to develop a guiding document for the continued improvement of the Sugarworld Parklands which includes:

The Raintree and Events Area ( Communit Building in the background- half of this is used as the office and entry for the Waterpark, the rest has public toilets and a large space which is meant to be availabale for community use). The second photo showsthe perfomance space in the foreground.

Entry area- right of the current entry to the waterpark. (The new pool will go to the right. The old mill wheels will need to be relocated to a new entry feature.) The All Abilities Play Space. (To comply with standards this space needs to be fenced. To enhance diversity of use picnic and BBQ facilities have been installed and an open area is included inside the fence.) The All Abilities Play Space. (This is the location of the liberty swi an all access swing which is currently being replaced.

The Old Cane Engine. (this is a popular feature of the park and there were suggestions it could be made more accessible for children however a number of risk issues exist so it will remain a displa featue not a pl feature. The interpretive sign is damaged and needs replacement)

Park Entry Features. (The main entry passes the old rail station which serviced the model rail that used to run through the gardens. The large entry gates are closed at night)

The Old Administration Building now Edmonton SES. (The bulding is fenced from the rest of the area. A large parking area sits behind the building. The palm avenue in the small photo is the old entry avenue to the building and has been retained as a feature in the gardens)

2. CONSULTATION

2.1. Current Users and Stakeholders

2.1.1. Friends of Sugarworld Gardens The Friends of Sugarworld Gardens had the following comments:

Tours are provided through park;

Large trees are iconic and shouldn t be lost to car parking or other uses;

There are valuable trees near the entry roundabout;

Concerned about losing open space to development e.g. new pool;

There t enough parking;

People park in gardens, so vehicle movement needs to be contained (tastefully);

Bike racks are provided but are hidden under trees could be put right outside entry to make them more attractive;

The Tamarind tree that was planted recently needs to be retained;

Pool will probably need a small grandstand for locals;

Council has a plan of the trees throughout the gardens;

Entertainment node doe get enough use;

Power needs to be upgraded to entertainment node (power to site will be upgraded with next stage of pool development);

Entertainment node is a small facility for small groups and should stay that way;

Parklands closure time should be extended in summer;

Parklands are closed by a security company but the re not reliable closure times are irregular;

Booking system working well bookings are made but large groups take over areas and don espect that bookings take priority;

An improved booking and management system needs to be developed;

Building needs to be used more regularly; and

Building needs improved lighting.

2.1.2. Hambledon House A representative of Hambledon House had the following comments:

Parklands are used every three years for Australia Day activities (sound shell, area around fig tree, around the building);

Half of the building is supposed to be used for community purposes, but not actually used for this purpose. An opportunity exists to expand community use;

End Credits Film Club sometimes use building;

Hambledon House have used parkland for events and sometimes use veranda of building, but not the building itself;

The half of the building which is intended for community purposes could be managed by Hambledon House under the Community Hall Framework; and

Need to keep the connection with the old Mill in future design for the parklands.

2.1.3. Gimuy Wallaburra Yidinji The traditional owners of the land on which Sugarworld is situated had the following comments:

Gimuy are the traditional owners and have a strong connection to the area and this is all part of their country (they are claimants);

The site celebrates settlement history but does not mention or acknowledge indigenous history, Gimuy culture and their Traditional Owner status there is an opportunity here for council to continue implementing the Reconciliation Action Plan;

It would be appropriate for the masterplan to allow for recognition of Gimuy history and culture. Ideas include:

Signage throughout the site featuring stories on Gimuy culture and past use of the area; Acknowledgement of ancestors and maybe a series (along a path) of signs talking about specific elders (could be set up as a timeline series of signs); Linkage of some native trees and Gimuy language/uses/past use of the landscape;

Interpretation around the wider landscape and key features and their importance to Gimuy culture; Develop a cultural centre or Information centre for Gimuy on the site and integrate cultural interpretation with some activities on the site as well as allow for possible education programs for school children to come and learn about Gimuy culture/history; Establish a bush food trail to complement/contrast with the tropical fruits planting;

Develop a specific display area focused on talking about Gimuy culture and history; and Fly the Gimuy flag at the site as part of recognising them.

A key issue is that Gimuy representatives will need to be on site when the pool excavation commences so that any artefacts can be identified and preserved. This is something that Council will need to negotiate with Gimuy and the cultural representatives will need to be paid.

Gimuy are happy to work with Council on any ideas and understand that external funding may be needed to implement some of the ideas- but also that the intent needs to be clear in the Master Plan so they can seek grant funding to develop interpretive elements.

2.1.4. SES The SES is happy with the size of the building and the location.

Storage is an issue and an additional 3 bay shed would be good.

Issues with access and parking arise on weekends when the gardens and waterslide are busy.

Sometimes it is difficult to get space for training activities, especially on the weekend. They have used off-site locations but need to organise insurance approval each time which creates additional work. An area for vehicle training would be good.

The second entry on Hambledon Dr is important and needed for direct access especially when the site is busy. They would also like to have a set of gates installed from the internal carpark.

An alternative location that provided a similar building area and more storage and more on- site open space for training (that was not open to the public) would be good if one could be found. However the Sugarworld location is very central.

The SES group is strong with more than 50 members.

On site safe storage for gear, trailers etc. is important and there are some issues with the fact that there is so much public access around the SES complex.

There are some improvements they would like to make to the area including: removal of the hedge along the entry drive and installing a safety rail adjacent to the drain behind the building.

2.1.5. Mulgrave Community Baptist Church

The facility is used for a range of programs and they are active in running a lot of youth programs in the community.

They feel the location is good and where they need to be to provide support to the community. However they could consider other locations if suitable site with an established facility arose.

Happy for community use of the carpark and appreciate the access issues to Sugarworld.

They do have some plans for the carpark in terms of possibly putting in some informal rec facilities (i.e. ½ court) - but want to upgrade it- however their focus is upgrading the main building at the moment.

They have an agreement with the Community Garden that allows them a pedestrian gate access to the garden area from the carpark.

Any sale of the site would need to be at commercial rates as that is the value of the property.

The land is actually owned by the state church body who would be looking to make a return (for reinvestment into community good of course).

2.1.6. Community Gardens

Have a strong garden group that started 7 years ago and has around 14 members at the moment.

Community gardens are important particularly in developing areas with small lots. There are good opportunities to link with primary school programs and to develop family activities focused on the garden area. The community garden works well in the Sugarworld precinct

There are issues with the layout of the current site and the shade from mature trees.

They have worked hard to develop some god viable beds and establish the garden

Overall the ideal footprint would be about 2000m2. (with good sun).

Could consider entry form the new development side to the west.

The proposed path along the alignment to Walker Rd might be hard to do as there are large manholes which access gross pollutant traps and need to be opened every year- so we

t cover them in concrete

Has growing membership and with the small lot stuff happening adjacent feels that the garden will continue to attract members

They are happy to look at relocation or reconfiguration as long as it includes the shed and they have a good area with better sun.

Have had an agreement with the Baptist to use their carpark and access from a gate there.

2.2. Internal Stakeholders

2.2.1. Caretaker The master plan is important and needs to be done to resolve a number of issues:

o We should consider relocating the works shed as it is really close to residential and would be better over near the church

o Service access for the water park is a major issue. The continued use of the internal path network for deliveries, service vehicles and plant is not desirable and creates a number of conflicts with users. Opening up a service only access on the Coles Rd to the east is a great idea and should be a priority

o The Gardens and waterslide can really overload the site in peak times and additional parking is needed.

A second entry for the gardens might be good in peak times but should be closed otherwise as it could encourage shortcuts and undesirable morning or daytime use. When the Coles pedestrian gate was open it was a major issue with rubbish and undesirable uses during the day.

Would like the whole gardens to have fencing like that adjacent to the waterpark- far more visually appealing while preventing access.

Maintaining and managing the site is extremely difficult with only one staff member. The addition of the pool and further enhancements to the gardens will have a big impact on site management. Council should be considering employing two staff with offset shifts so there is a presence there from 6-6. This approach would get far better coverage on the site across seven days and would probably allow for a reduction in security hours paid for.

With the pool there will be a need to keep some parking open later for pool users. It might be worth considering having a lockable section of the carpark that can be closed after the gardens are closed and leaves a section for the pool users that is then locked at the main gate but the pool lessee when they close. It would work in the mornings as well when they open for early squad etc.

The old cane train engine is a great feature of interest but it is not really feasible to open it up for direct access as there are too many risk issues involved with the structure.

2.2.2. Multi-Department Workshop and Discussion Key Issues for the site are:

o Locating and integrating the new 25 M (10 lane) pool

o Consideration of expansion of water park

o Future development may need power upgrade

o Internal pathways and wayfinding/ signage

o Parking and access

Power upgrades need to consider:

o Power for water slides

o Power for new pool

o Power for gardens

o Lighting for Carpark areas

Sugarworld is an important destination for play and this could be enhanced

Preferred management approach is for Pool and Waterslides to be managed under a single contract/lease.

Could consider longer term relocation of SES if a suitable site was found.

Sound Shell/ performance space is too small and expansion should be considered

Carpark will need lighting at least in the section proposed to service the pool in evenings (i.e. after the rest of the gardens is closed), ideally though all carpark is lit.

Road access to site via a proposed service road along the Coles service road coming of the Hambledon Drive roundabout is a good idea but will need negotiation with Coles.

Lighting of the internal path network in areas where evening/ night use is intended will be required.

Water to site is at sufficient capacity to service all uses.

Important to retain accessible parking and path network with any additions to the site

2.3. Community Surveys

A community survey was promoted to local residents via signage, on line media, Email newsletters and s communication spaces in the local newspaper (Council Corner). The survey was hosted on

Councils Your Say page.

The results are summarised below.

In an open-ended question, the survey asked respondents what they most liked about Sugarworld Parklands. There were 68 responses out of 43 participants with the most liked elements being the playground (n=13), beautiful grounds and gardens (n=12) and trees (n=7). Refer to the table below.

In an open-ended question, the survey asked respondents what changes or improvements they thought were important for Sugarworld Parklands. There were 121 responses out of 43 participants with the changes or improvements most important being introduction of a pool (n=13), more/better slides (n=13).

The Parks and Leisure Visitor Survey was performed for Esplanade Parklands, Botanical Gardens, Barlow Park and Sugarworld Parklands. A total of 35 surveys were collected at the Sugarworld Parklands during this time, mainly in the afternoons to include visitors who may have been using the BBQ / picnic facilities, as well as the playground.

2.3.3. Outcomes from Sugarworld Gardens Master Plan Community Consultation January 2006 The Cairns City Council received six (6) submissions in response to their community consultation in January 2006, which were all supportive of the master plan. The following twelve (12) issues were raised:

Need for additional parking;

Walkways and creative play areas will expand children imaginations;

Increase displays on nutrition;

Art / craft activities from fruits and seeds;

Provide information on growing the trees;

Provide simple, sturdy equipment for kids and adults to exercise on;

Chess board;

Improve access to Sugarworld;

Include local history and traditional owner information;

Increase security around area;

Mist visitors to keep them cool;

Develop Friends of Sugarworld Gardens.

2.4. Emerging Themes from Community Consultation

Based on the feedback received via the on line survey, the parks intercept surveys, the 2006 consultation and the discussions held with community stakeholder groups for this master plan the following key themes should be considered in the development of the Master Plan.

2.4.1. The importance of Sugarworld as a play destination The value of the playground, the repeated mentions of potential improvements for play and the strong expressed desire for the parklands to provide more play opportunities for a greater range of ages, all indicate that the master plan should consider building on play as a central element of the site. Considerations include:

Opportunities for more active play for older children

Consideration of specific play features such as play sculpture or adventure play that are not provided elsewhere and strengthen the location as a regional playspace.

The existing playground is an all abilities play area and opportunities to expand this could be considered.

Better integration of picnic facilities with play was also identified as priority.

2.4.2. The Need for Improved Parking and Access Hours Parking at peak times is clearly an issue. On investigation it is clear that demand for parking space comes from both the water park and users of the gardens. It is also evident that there is reasonable demand to consider keeping the gardens open longer in the summer. Improvements to the gardens, the addition of the community pool, and the proposed stage two of the water park will only exacerbate the issue. Considerations include:

Investigate expanding car park areas

Investigate alternative parking and access points to service the gardens when the water park is busy (such as school holidays)

Consideration of options to separate sections of parking in an attempt to cater for different user groups.

Increasing public transport, cycle and pedestrian access options.

2.4.3. The Proposed Community Pool The construction of the 25 m pool has strong support, however there are some concerns about the location of the pool and any impact on the gardens. The pool is anticipated by the community who have also expressed a desire that it operate as a normal community pool and not to the restricted hours of the water park. In addition concerns raised by Gimuy Wallaburra Yidinji indicate that pool construction needs to be undertaken with some oversight during the excavation phase in case any artefacts are unearthed. Considerations include:

Ensuring the new pool is in a location that allows it to operate independently of entry to the water park so that hours are not restricted.

Locating the pool in space that wont impact on other valued features of the gardens.

Ensuring involvement of cultural experts at the construction phase.

2.4.4. Local History and Cultural Values There were numerous mentions of the local history of the gardens and the interest users have in the history of the site. In addition the planting of the tropical fruit orchid has added another dimension to the site that is valued by many and suggested by some to be used as part of healthy eating and fruit tasting activities. Local indigenous culture is also important to many and a desire for more information and understanding in this area was clearly expressed. Master planning will need to consider:

Protecting the site elements of historical and cultural value.

Where the pool development will require relocation of features (such as the Mill wheel) these historical elements can be reinstated in an alternative location that adds value to telling the story of the sites history.

Negotiate with Gimuy Wallaburra Yidinji elders to ensure cultural representation at appropriate stages of construction.

New opportunities are developed to explain indigenous history in the area and integrate the larger history of the site into a single narrative.

Investigate opportunities to provide space for groups wishing to provide expanded historical content including interpretive activities and displays.

2.4.5. Community Events and Gatherings The survey feedback indicated that the site is valued for its ability to support local events, community gatherings and private ceremonies such as weddings. Music and movie nights were mention as were several suggestions that there could be improvements to the gardens that will support events. It was also clear that the main event space was the large raintree and grassed area adjacent to the small performance space. Community feedback also mentioned that the building adjacent to the event area was meant to be used for community events but i t made available. There were also several mentions of the need for a café or kiosk to add to the range of opportunities. Planning to enhance these aspects of the site should consider:

Reinforce the legitimacy of the main events space in the design.

Upgrade the power supply to the performance space.

Investigate expanding the adjacent building with a covered area to support community activity and gatherings in poor weather.

Identify other areas in the Gardens that could be used to support smaller gatherings or ceremonies.

Consider the future of the building and investigate if it can be converted back to 100% community and event use.

Consider options for a small café or kiosk to be operated by a community group and to service gardens users when the waterpark operating a kiosk.

2.4.6. Picnic Facilities The surveys also indicated that there was a need for more picnic facilities and BBQs. In particular there was mention of a need for more tables and seats in other areas of the park such as the tropical fruit orchid. BBQs were also mentioned although there were mixed views on where more BBQs might be needed or if the issue was just more tables near BBQs. Considerations are:

Provide additional seats, tables or picnic platforms in new areas.

Investigate if additional BBQs could be provided at existing BBQ stations.

Investigate if there are existing tables or seats which are not used and consider relocation.

Consider more wayfinding signage to let users know where BBQs and picnic facilities are.

3. OPTIONS AND CONSIDERATIONS FOR THE MASTER PLAN

Development of the Master Plan should be guided by the following options for the key elements:

3.1. Pool and Waterslides

Develop a new shared entry point to service both the 25 m pool and the waterslides

New entry point should be a small administration building (including change rooms and toilets) which provides access to both facilities but allows access control to both (i.e. access to the pool does not provide access to the waterslides).

Relocating the waterslide entry to the new building will free up the old building for community uses

3.2. Current Waterslide administration building and entry

This should be converted back to a community building to support events and activities in Sugarworld Gardens. It could provide a small hire venue for functions and possibly provide a small kiosk/ tea rooms as revenue stream or fundraiser for a community organisation.

As it is a popular location for events and community gatherings, the front of the building should have the roof extended to create a covered space able to support events in poor weather and possibly for outdoor tables as part of a café or kiosk.

The large paved area at the back of the building could be enhanced with a shade sail to create an additional space for community events and funcitons.

The building should also provide some display and information space where local settlement and indigenous history can be highlighted. This space should also be large enough to support temporary displays such as for local artists, about tropical fruit, local groups activities etc.

3.3. New Service entry

The entry for service vehicles should be relocates out of the main gardens and vehicle use of the internal path network should be stopped.

The best option is to establish a new service access along the existing road coming of the Hambledon Drive roundabout and leading to the rear of Coles. Gates and the internal road works are already in place and this option provides direct access to sugar world plant and chemical store. A pin code access system could be installed.

The proposed new service road would provide restricted access for council maintenance staff, Sugarworld operations and special needs visits requiring vehicle access into the site.

As the road leading to the access is via easement on private land (Coles), Council will need to negotiate with them in regard to the road access.

3.4. SES Precinct

Ideally the SES would have a location for their operations which t on a multi-use site and allows them more freedom and space for essential training activities and storage of plant and equipment. However there are currently no suitable sites and the Sugarworld location is very central to the community they service.

Relocation is likely to be a longer term plan and in the interim the following is recommended:

o Retain the separate entry for SES from Hambledon Drive rd.

o Include entry points to the SES area from carparks adjacent to the building/ behind the building(which is currently fenced off). SES have stated they have gates already and could install them.

o Consider allowing them special use of the proposed new parking area adjacent to them for activities and training except during peak weekend times.

o Consider an interim option that identifies a space in the Walker Rd precinct that SES could use for regular training until the sports fields are developed. This might help with their need for weekend training space.

3.5. Council Maintenance Shed

The Maintenance shed should be relocated away from residential areas to be adjacent to the proposed new service access and the shopping centre.

The shed and use of small plant, causes noise impact for residents and relocation to the other side of the gardens will remove that issue

There is a suitable site which will not impact on gardens use and would be adjacent to the proposed new service access.

3.6. Play and Picnic Facilities

The current playground needs to remain fenced as this is needed for all abilities play spaces to comply with safety requirements. The fenced area should remain at the same size to allow for future expansion of play elements and to offer open space within the fence boundary.

As the gardens are such an important play destination, additional play features catering to a wider age range are recommended.

Two new play areas are proposed to be established within the gardens and designed to be integrated with existing trees and landscaping.:

o A Low ropes adventure play area for older children

o A more challenging adventure play area such as a skywalk for older children and youth.

Additional tables and benches should be provided in the gardens near the new play areas and to provide some quitter locations which are easily accessed from the proposed Walker Rd entry.

Additional BBQs are not proposed at this time, however should demand increase then expansion of the existing BBQ station may be the best approach.

3.7. Indigenous Culture

The site needs to acknowledge indigenous history in the area along with the settlement history. Gimuy Wallaburra Yidinji would like to share stories of their use of the area and their history and culture. Adding this dimension to the existing history features on the site increases value and interest for visitors and would complete the interpretive framework for the gardens.

As a site that was used by Gimuy peoples there are also concerns about artefacts that may be present on the site. Gimuy Wallaburra Yidinji have requested that a cultural advisor is present at the excavation stage for the new pool to oversee works in case any object of significance is unearthed.

It is recommended that Council work with Gimuy to:

o Establish a culture trail along the existing path network that provides signage telling stories of past use and talking about some of the significant ancestors that are connected with the history of Cairns. This trail could also take advantage of some of the views to the mountains and talk about significant landscape features important to Yidinji culture.

o Encourage Gimuy to develop other interpretive activities that could be conducted on site such as culture talks, displays in the proposed community building and possibly language names for some of the local tree and plant species.

3.8. Community Garden

Relocate the community garden so that it has better access to sunlight and more functional space. The relocation would part of the old site and would probably allow the shed to remain in the current location. Relocation would also allow for a path access to be established to Walker Rd (see below).

A potential site is along the eastern boundary and the removal of some of the canopy shade from adjacent trees should be considered. The use of the community garden along the boundary of the church land is a good buffer to the rest of the gardens.

3.9. Parking demand and Site Access

To address parking demand on the site the following broad strategies are proposed:

o Construct an additional parking area near the SES and the maintenance shed (which will be relocated).

o Construct additional parking in the main area near the entrance gate

o Allow increased use of external parking by constructing a pedestrian access from Walker Rd.

o Consider discussions with the Baptist Church regarding shared use of their car park.

o The two new internal parking areas should provide an additional 60-70 spaces.

The shortage of parking in peak demand times could be partially solved through providing additional pedestrian access for gardens users via a gate on Walker Rd. This gate would be closed during normal hours but opened on but opened during busy times such as summer weekends and school holidays. The gate and path link could allow local residents pedestrian and cycle access to the gardens and this would help to reduce parking demand as well as encourage active transport options amongst the local community.

The proposed Walker Rd pedestrian gate is not proposed to be opened at all times as there are concerns that it would create some issues with undesirable site use. It would be a peak use time or special event access only. The path would not be designed or planned as an alternative access point for the water park.

The Baptist chu carpark adjacent to the current community garden could also offer some additional parking in times when it is not in use by for church activities. Gardens users could park there and walk round to the walker Rd entrance. The Church has indicated it is not concerned with general community use of the carpark and may be willing to discuss some shared approach to the carpark with Council and a possible reconfiguration to make it more efficient spatially and able to accommodate more cars.

An additional option is to look at entry from the future residential road to the west of the community garden which on current plans shows a possible access point into the Gardens.

3.10. Increased Parking Demand from the New Pool

The development of the 25 m community pool will increase demand for parking and will also create a demand for parking that would be outside the normal hours of operation for the gardens. Additional parking will be needed and a solution to providing limited parking for pool patrons during early morning and evening use times.

One of the two new parking areas will be designed to accommodate pool users and will be accessible form the first section of the carpark.

A boom gate or similar could be used to seal off the main part of the carpark (when the gardens are closing) and leave the section close to the pool open for extended hours. The pool manager/staff could then close the main gate when they leave at the end of the night or open it in the early mornings.

3.11. Management issues

The current demand for management / operational staff exceeds the single position currently responsible for Sugarworld Parklands. With improvements to the gardens and the addition of the pool there will be a greater need for a more appropriate staffing model.

Consideration should be given to 2 full time staff who have staggered shifts so that someone is there from 6 am 6 pm and weekends are covered appropriately.

It would also be worth pursuing some partnerships with employment and training providers to see if a program could be established in the gardens, that provides training in grounds maintenance, urban parks maintenance and possibly horticultural maintenance. There may be potential to pursue a work and training program that benefits all involved and improves capacity to maintain the grounds.

The pool will operate earlier and later than the gardens so it is important that the lease or management contract outlines responsibilities of pool operators to lock and unlock gates and assist in oversight of the parklands in general.
