The project is not a standalone project but dependent on IWMP. Though initially watersheds were looked as mere conservation of soil & water through various land treatment interventions, in recent years there has been paradigm shift from conventional to multi sectoral participatory mode. SUJALA-III A Technology Driven World Bank Project

The Karnataka Watershed Development Project II (SUJALA-III) is mainly aimed at strengthening the institutions that implement centrally funded Integrated Watershed Management Programme (IWMP) in planning and management. The project is not a standalone project but dependent on IWMP. The beneficiaries of the project (in terms of capacity development) would be the key agencies responsible for watershed programs in the state, which in the first instance is the Watershed Development Department (WDD), Karnataka State Department of Agriculture (KSDA) and Department of Horticulture (DoH) and other Government Departments besides strengthening local watershed teams, committees and community institutions such as the Gram Panchayats, farmer groups and SHGs.

The project is innovative and provides inputs in planning with scientific tools enabling institutions leading to development of participatory micro watershed plans to ensure more accurate and effective implementation of Integrated Watershed Management Programme (IWMP) and bringing convergence with programmes of other departments for increased agriculture production and livelihood opportunities in the selected districts of rainfed areas.

Project. It is a pilot project for the

entire country designed by the World Bank and the

Government of Karnataka.

SUJALA-I Project was successfully implemented in

Karnataka. Though initially watersheds were looked as

mere conservation of soil & water through various

land treatment interventions, in recent years there has

been paradigm shift from conventional to multi

sectoral participatory mode. This holistic approach

also encompasses additional dimensions of social

equity & stakeholders participation in enhancing

Visit of World Bank Task Team Leader Dr. Grant Milne

The World Bank Task Team Leader from Washington Dr. Grant Milne visited Karnataka for three days

th thfrom 27 to 29 November 2014. He held discussion on the first day with Project Director & Commissioner,

Executive Director and other senior officials at Watershed Development Department. Project Management Unit presented a detailed report on Land Resource Inventory & Hydrological Studies undertaken in the project districts. He reviewed the progress of implementation of the project and various tasks fixed during the earlier missions. On the second day Dr. Milne reviewed the progress of horticulture The World Bank Task Team Leader from Washington Dr. Grant Milne visited Karnataka for three

th thdays from 27 to 29 November 2014. He held discussion on the firstday with Project Director & Commissioner, Executive Director and other senior officials at Watershed Development Department. On the second day Dr. Milne reviewed the progress of horticulture component with the officials of Directorate of Horticulture at Lalbagh. A meeting with all the project

rdpartners was held on 3 day at Watershed Development Department H.Q. The Lead Scientists from 12 partner institutes explained their role in the project & achievements made so far and also bottlenecks faced by them in implementation. The problems were analyzed threadbare and possible solutions were discussed with a direction for adopting the same. The Task Team Leader has expressed that the project team has made a good beginning in addressing the agreed actions from the full implementation support mission from World Bank in early October 2014.

IUFR Workshopth

One day workshop was organized on 15 December, 2014 at H.Q of Watershed Development Department for training the project partners in the process of preparation of Interim Unaudited Financial Report (IUFR). Shri. Anantha Krishna, Financial Management Expert from World Bank, New Delhi was the resource person. He explained the importance, purpose & methodology of preparation of various financial reports. About 40 participants who handle the accounts, representing 12 partner institutes of the Sujala-III project attended the workshop and imbibed the skills for preparation of various financial reports.

Keeping in tune with digital era, this e-Newsletter is reaching you through your email box, to provide regular information on SUJALA-III project, its path of progress. SUJALA-III project will address mainly three issues. Firstly,

all other land based R&D programmes helping the

rainfed farmers to go in for crop diversification such as

horticulture & livestock production & improve value

chain. Secondly, better understanding of hydrological

dynamics for scientific management of water &

qualification of watershed interventions. Thirdly, to develop science based land & water management practices for effective convergence of Integrated Watershed Management Programme (IWMP) approach with programmes of other departments.

The success of any project depends on building a strong partnership among the stakeholders & partners. Bridging the information gap at every stage of implementation holds the key to success. The discussions on different activities, analytical studies & events would be most useful for the staff working in the project. e-Newsletter

can serve for dissemination of information, improve the

performance & as a tool to measure the growth of the

project. It is expected to create interest to all the

concerned to contribute reports, success stories, new

innovations for inclusion to make it a better reading

material for further adoption. We always welcome

Workshop on FFS Curriculum Development

Farmer field school (FFS) is a school without walls. A group of farmers gets together in one of their own fields to learn about their crops and things that affect them. They learn how to farm better by observing, analysing and trying out new ideas in their own fields. FAO and other development organizations have been promoting farmer field schools an innovative approach to adult education. A typical FFS will have 30 farmers as participants. It is a time bound activity implemented by extension staff for a particular crop over 2 acres for group study for a full crop season, covering seed to seed. There will be at least 20 training sessions of 4-5 hours each. The first 16 sessions are held on weekly basis while remaining 4 fortnightly. The training curriculum is based on local needs as decided by the farmers. Sujala-III project has adopted this approach to enhance the knowledge & skills of the farmers in dry land area of the project districts. Normally, FFS is facilitated by two technically competent facilitators.

th thIn this background, six day workshop from 24 to 29 2014 for Master Trainers to develop a curriculum for Training of Facilitators who are supposed to conduct FFS, was organized at the District Agriculture Training Centre, Dharwad. The training programme was inaugurated by Sharanappa Mudugal, JDA, Dharwad. The curriculum was developed keeping in view that the facilitators should imbibe necessary technical & group building skills. The officers who participated from different districts: Bengaluru H.Q. Dr. H.R. Prakash, Karwar R.B. Hiremath, Bellary Vasantha V. Arabhavi, Belgaum I.S. Hiremath, Chamarajanagar S.Krishna & Kemparaj Urs, Dharwad C.I. Hugar & C.C. Angadi, Shivamogga D.M. Chandrashekar & N.G. Raghunath. The curriculum is sent to all the Agriculture Universities for suggestions & input for improving.

KVASFU, Bidar

Karnataka Veterinary, Animal and Fisheries Sciences University (KVASFU), Bidar is one of the consortium partners in KWDP-II (Sujala-III) has launched the project on livestock support and extension activities in seven Sujala districts for a period of over 5 years at a project

cost of ` 936.4 lakhs. The project was formally inagruated on 04/12/2014 at University H.Q, Bidar by Dr. P.C. Jafar,

A one day orientation Programme on Project Implementation was also conducted at Bangalore on 10/12/2014 for the project staff involving resource persons from the university and the Commissionerate of the Watershed. The university has constituted a core committee and district teams by assigning the task to regular faculty drawn from different institutes and the research and field staff have been engaged on contract. The bench mark survey is bieng carried out and action plan for each district will be finalized. It is envisaged to take up important activities such as animal health care and Disease management, Animal feed and fodder development, Livestock management, Pig husbandry, Poultry, Demonstration on value added milk and milk products, inland fisheries,awareness programmes and such other need based location specific programmes derived out of baseline survey of each district. It is also proposed to establish a semen bank exclusively for small ruminants (Sheeps and goats) for their up gradation through artificial insemination. Both the programmes were co-ordinated by Dr. Sreeramachandra Murthy, Jt. Director (Livestock), WDD and Dr. Y. Basavaraju, Associate Director of Research and Nodal Officer of the project.

One Day Divisional Level Orientation Training

Bangalore/Dharwad: One day orientation training was organized in the conference hall of Institute of

ndAgriculture Technologists, Bangalore on 2 December 2014 for the district officials of Bangalore and Mysore Divisions.

Shri. H.G. Shivananda Murthy, The Project Director & Commissioner, WDD in his introductory remark expressed that in the light restructuring of WDD, all the agriculture officers of WDD are now with KSDA while the officers of Forestry, Horticulture, Fisheries and Livestock are only with WDD there is a need to expose the district officials for watershed project planning, technical up gradation, timely release of funds following the rules & procedures and monitoring. The senior officers of WDD were the resource persons. He also said the main aim of the WDD is to increase the agriculture production and employment in the rainfed area. While IWMP covers all the 29 districts SUJALA-III covers 11 districts in the state.

Gangappa, Smt. Nandinikumari, Dr. Sreeramachandra Murthy and Smt. G.H. Taramani were the resource persons. Development under Horticulture component of Sujala-III

The Department of Horticulture (DoH) is implementing this component. The activities under horticulture cover

Training for productivity improvement to farmers, demonstrations, organizing field days, formation of Farmer Interest Groups (FIG), testing of soil & water samples & issue of health cards including setting up of establishment of soil, water & leaf analysis labs, strengthening of model nurseries in horticulture farms, establishment of pack houses & Farmers Producers Organizations (FPO), exposure visits to farmers & offices etc. The department has organized 69 trainings benefitting 3000 farmers, conducted 103 horticulture crop demonstrations & 35 field days, formed 205 FIGs and issued 645 soil health cards. The cumulative financial achievement is ` 225.12 lakhs against the target of ` 1745.00 lakhs up to December 31, 2014.

Project Implementing Agencies:

The responsible agencies for implementing the project are: a) Watershed Development Department (WDD) b) Karnataka State Department of Agriculture (KSDA) c) Department of Horticulture (DoH).

Main Activities under the Project and Partners:

Component 1: Support for establishment and maintenance of a Digital Library (DL) and Land Resource Portal (LRP) and Decision Support System (DSS) for watershed development. Partners:a) Indian Institute of Science (IISc). b) National Bureau of Soil Survey and Land Use Planning (NBSS-LUP) c) Regional Agriculture Universities.

Component 2: Research, Development and Innovations for best practices in a rainfed farming comprising four sub components: a) Research for integrated landscape management and agricultural intensification through thematic studies. b) Integrated Hydrological Assessment and Moni tor ing . c ) Technology t ransfer and d) Strengthening research management. Partners: a) Regional Agriculture Universities b) International Crops Research Institute for the Semi-Arid Tropics ICRISAT, Hyderabad c) Indian Institute of Science (IISc).

Component 3: Institutional Strengthening - Capacity Building of officers WDD, KSDA, DoH & other related line departments, local institutions and farmer's organization. Partners: a) WDD b) KSDA c) DOH. d) Regional Agriculture Universities e) Private sector and NGOs.

Component 4: Strengthening Horticulture in Rainfed Areas. This component focuses broadly on following areas: a) Extension and demonstration to Farmer Groups on horticulture crops, strengthening model nurseries, nutritional gardens and crop water management for adopt ion of Good Farming Prac t ices (GFP) . b) Establishment of soil, water and leaf analysis laboratories. c) Training and capacity building programs. c) Post-harvest management through technical d) Strength-ening horticulture sector by providing market linkage to horticulture farme Partners: a) WDD b) KSDA c) DOH d) Specialized Capacity Building NGOs. e) Regional Agriculture Universities f) Private sector and NGOs.

Component 5: Supports the WDD Project Management Unit (PMU) for necessary management and coordination activities to ensure effective implementation of activities. Partners: WDD would monitor the quality of research and development. WDD, KSDA and DoH monitor the activities pertaining to respective department's viz. Watershed, Agriculture and Horticulture.

The cumulative financial achievement under the project is `1363.35 lakhs against the target of `10397.00 lakhs up to December 31, 2014 (This also includes the funds released to the project partners).

Digital Library for Watershed Development

A traditional library offers information, keeping documents as the central object. In the changing age of information, there is a need to keep information as the central object. Though the search patterns are similar in traditional and digital libraries, the digital libraries use the Internet as the delivery mechanism for services, thus increasing the variety, efficiency and availability of improved library services. Also the digital libraries have no location barriers. The user as well as the virtual library can be anywhere in the world and the library is accessible to everybody 24 /7. Digital Library for watershed can become a geo-science community resource that supports teaching and learning about the watersheds and earth ecosystem. The digital library will enable easy access to quality teaching and learning resources about the Earth as a system for users.

A digital library for watershed should normally contain dossiers on issues, publications, articles, audios, videos, special features, blog posts and organizations related to watersheds. It should become an open access information source for all, for web-based contacts, data distribution & management. It should facilitate policy debate & dialogue related to watershed development. It should help to raise the expertise of those institutions & individuals who benefit from the above efforts through active knowledge sharing & collaboration.

The digital library can be used for soil and water quality analysis, regional environmental research and economic development analysis. The digital library will also provide the capability for a dynamic analysis of ecosystem within the context of changing hydrological and meteorological measurements in the watersheds. Incorporation of hydrological and meteorological data will enable the

WDD Mission : “To strive towards sustainable agriculture through integrated watershed management approach by conserving natural resources such as soil, water & bio-diversity and adopting improved farm practices that are evolved through participatory process involving both scientific and indigenous knowledge system to empower the rural people to enhance their livelihood”.

A complicating factor is that much of the data that would be useful in this archive is only found in articles, papers and other text documents that that are not currently in digital format. Entering this kind of data manually would be impossible in any finite amount of time. Therefore, another important component of the digital library is the application of text processing algorithms that can automate this process. Data maintained in the Digital Library will also allow complex analysis of many pressing current environmental problems.

The digital library under SUJALA-III project houses all the

primary and secondary datasets and various resource and

thematic maps of the surveyed watersheds. The line departments

and other users can source from it their data needs such as for

· Delineating homogeneous areas based on soil-site

characteristics into management units.· Interpretation of climatic and agronomic data for crop

planning in relation to soil units.· Identification of problem and potential areas and strategies

for their management.

· Identification of capability of the area for agriculture,

horticulture, forestry and other uses based on Land

Capability Class (LCC).

· Preparation of ideal conservation plan in a given landscape

· Delineate upper reach, middle reach and lower reach of

each micro-watershed at land parcel level.· To identify areas for establishing groundwater and

vegetation sanctuaries for optimizing resource use.· To develop plans to overcome market fluctuations and

identify value added products through alternative

livelihoods.

The outcomes from land resource inventory and secondary data

collected would be the basis for developing the digital library.

Integrated Hydrological Assessment and Monitoring

The main themes under this package are:

· Reconnaissance of the catchment · Topography of the micro-watershed· Rainfall and weather parameters· Stream flow· Infiltration· Crop growth monitoring· Ground water modelling· Water quality· Water use for different purposes

The SUJALA-III project will strengthen the research for

affective ground water management by identifying areas for

ground water recharge and discharge along with the

recuperation rates in a given hydro-geological unit based on

geo-morphological characteristics, rainfall and surface water

bodies.

examination of the effects of weather, seasonal changes, and long-term changes in regional climate on ecosystem health. A comprehensive digital library would provide both the long- term historical data record and the analytical capabilities that will be needed by society to maintain, preserve and improve the watershed ecosystem and associated with rural environment. This includes the fusion of the data with regard to soil, water and other natural resources in order to accurately capture all factors that influence the watershed. To critically evaluate changes in watersheds, researchers must be able to access all pertinent literature. At present, the data are kept within different agencies and it is necessary to bring the contents of this literature together and compile a comprehensive database with information on soil, water and biota. Such a database will serve citizens' groups in villages, state, central government, other governmental agencies, NGOs, and other national/international scientific communities.
