That this House condemns the UK Government’s response to the Scottish Government’s publication of 27 January 2020, Migration: Helping Scotland Prosper, setting out proposals for a Scottish visa scheme within a UK-wide system; welcomes support for the Scottish Government’s proposals from the business and rural communities in Scotland as well as the Scottish Trades Union Congress, Federation of Small Businesses Scotland and Scottish Council for Development and Industry; notes Scotland’s unique demographics in that all population growth for the next 25 years is projected to come from migration; recalls comments from the Chancellor of the Duchy of Lancaster in June 2016 that Scotland would decide immigration numbers if the UK were to exit the EU; and calls on the Home Secretary to engage positively with the Scottish Government in relation to these proposals before introducing the Immigration Bill and to devolve powers to the Scottish Parliament to enable a tailored migration policy for Scotland.
Amendment (a)Wendy ChamberlainSir Edward DaveyMr Alistair CarmichaelTim FarronSarah OlneyJamie Stone
Daisy Cooper Wera Hobhouse Munira Wilson Layla Moran Christine Jardine
Line 1, leave out from “condemns” to end and add “the hostile environment created by the Government’s policies, which have caused people to be wrongly denied access to public services, evicted from their homes, detained and deported; further condemns the Government’s decision to end EU freedom of movement in the UK; notes with concern the quality of and delays to Home Office decision-making, with more than 26,000 people awaiting an initial decision on their asylum claim more than six months after applying, and half of all immigration and asylum appeals allowed in the First-tier Tribunal; believes that indefinite immigration detention is unnecessary, expensive and inhumane; and calls on the Government to abolish its policies that have created a hostile environment, establish a new non-political agency to take over the processing of visa and asylum applications, end indefinite detention, and build a fair, effective immigration system for the whole of the UK that treats everyone with dignity and respect.”
