Construction Management Solutions (CMS) is a firm specializing in project controls and project management. Since 2002, CMS personnel have provided expertise as project managers, engineers, superintendents, schedulers, cost engineers and estimators for engineering construction projects. Recycled Water Pipeline Projects, Inland Empire Utilities Agency / Cu-camonga Water District– Performed multiple schedule analysis, presenta-tion and evaluation of compensable delays that have occurred within the recycled water pipeline projects at IEUA and CWD.

The earliest phase includes hundreds of miles of replacement, testing and valve replacements all over Southern California.CMS is augmenting the Sempra Project Controls Team with schedulers and cost engineers by seamlessly working along side their employees. CMS is also working to develop project procedures and training materials to bring industry best practices to program management.
San Onofre Nuclear Generating Station (SONGS)Location: San Clemente, CAOwner: Southern California Edison Description of Project: CMS developed, implemented and managed controls for the SONGS Design Engineering Organization (DEO) which provides engineering support for roughly $200 million in capital improvements yearly. We developed and maintained a fully resource and cost loaded DEO schedule that captured work ranging from basic design support tasks to multi-million dollar construction implementation projects. CMS was responsible for the management of weekly DEO schedules and corresponding update meetings with Engineering work center team leaders and SONGS senior management. Robert Springer, PresidentRobert’s responsibilities include staff management, business development, and project oversight. He is also skilled with time impact analysis, claims preparation and review, trend analysis, and estimating, and he works personally with clients on sched-uling, project control issues, and construction management. Robert has over 30 years of experience in the construction industry as an engineer, contractor, and consultant. As an accomplished civil engineer, he acquired extensive hands-on field, planning/scheduling, and construction management experience in a wide variety of worldwide construction projects. As a project planner and scheduler, he has extensive knowledge of baseline schedule development and reviews, resource and cost loading scenarios, project schedule updating, and progress pay claims analysis. Relying on his extensive background in construction and scheduling, Robert is uniquely suited to communi-cate with the entire project team and deliver superior project controls that work.
Michael Cornelius, P.E., MASCE, ADSCMichael’s skills include developing, analyzing or advising Contractors or Owners on heavy construction, foundation, earth retaining or other construction related claims for negotiation, mediation, arbitration or trial. He can testify as a Civil Engineering/Construction expert witness, for Contractors or Owners, in depositions, arbitrations or trial on both entitlement and quantum issues arising from construction related disputes. Implement systems and procedures for dispute avoidance and for the management of dispute issues from the beginning of dispute to conclusion. Michael sits on Dispute Review Board (DRB) panels hearing evidence of dispute(s) and providing formal recommendations as to the entitlement and quantum components of dispute. In addition, he is an approved member of the Caltrans DRB Panel.
Wade Diehl, Managing PartnerWade has over 30-years experience in the management of the engineering, procure-ment, and construction phases of projects. His background includes licensed Profes-sional Engineer, certified Cost Engineer, and licensed Construction Manager. He is also a member of the Project Management Institute, the National Society of Profes-sional Engineers, the International Society of Pharmaceutical Engineers, AACE Inter-national, and the Society of American Value Engineers. Wade has extensive experience using and developing schedule and cost control systems used for managing all phases of projects and has been involved in key roles on projects such as project controls manager and project manager. Wade’s experience also includes helping prepare for operational readiness then transitioning to operational excellence. Specialties include Critical Path Method (CPM) Analysis and Application, Baseline Estimate Preparation and Evaluation for Projects, Project Delivery Strategy and Implementation Project Control and Earned Value Application to all Project Phases and Disciplines, as well as Claim Preparation/Defense and Expert Witness.
