2010 ANNUAL REPORT OF ACTIVITIES

SPLASH MOU

The Cooperation Agreement signed by SPLASH members outlines an understanding between governmental and quasi-governmental entities within Arapahoe County to coordinate on water quality activities associated with the Colorado Department of Public Health and Environment (CDPHE), Colorado Discharge Permit System (CDPS) Permit’s (MS4 Permit) Six Programs. The SPLASH members coordinate efforts to plan and develop SPLASH organizational products and activities, including: 1. Annual outreach activities (Program 1: Education and

Outreach) 2. Annual brochure (Program 1) 3. Annual education activities (World Water Monitoring

Day, Annual Stewardship Partners conference or similar) (Programs 1 and 2: Public Participation)

4. Organization web site (Programs 1 and 2) 5. Operations manuals, program development, standard

operating procedures, and training materials (Programs 3, IDDE and 6, Good Housekeeping and Pollution Prevention).

Although not specified in the MOU, SPLASH members collaborate, as necessary, on Program 4, Construction BMPs, and Program 5, Post-Construction BMPs.

COMMUNITY EVENTS COMMITTEE REPORT (PROGRAMS 1 & 2)

SPLASH members planned, coordinated and participated in the following community events: • Earth Day Event at Arapahoe Community College, April

21; Arapahoe County Fair, July 21-25; Western Welcome Week, August 21th (booth displays; handouts; discussing WQ impacts of ‘routine household activities’ using pet waste container bags, duck, beach ball give-a-ways)

• Cherry Creek Stewardship Partners Teacher Workshop, July 13&15 (handouts, WQ activities)

• National Night Out, August 3 (booth displays; handouts discussing WQ impacts of ‘routine household activities’)

• Cherry Creek “Run for the Watershed” Relay Rally Race, October 2 (watershed maps; SPLASH WQ information, sponsored aid station)

• World Water Monitoring Day, September 28 (Table display, EnviroscapeTM model, handouts, give-a-ways)

• Cherry Creek Stewardship Partners Annual Conference, November 4th (Sponsor event, Poster Session booth, handouts)

All members had the opportunity to meet their public events requirements, as applicable.

BROCHURE COMMITTEE REPORT (PROGRAM 1) Letters with informational brochures were sent out to targeted business in the Denver Metro area in 2010. Targeted businesses included Power Washers, Painting Companies, and Pool Servicing Companies. Each letter discussed proper waste disposal and State permitting requirements. Brochures are available at reception areas and as handouts at public events. Brochures include: Lawn Care, Managing Construction Sites, Managing Household Hazardous Wastes, and Pollution Prevention: Pet Waste. IDDE COMMITTEE REPORT (PROGRAM 3)

Each entity took the lead in implementing training on their respective IDDE Manuals. All members had access to resources to meet training requirements, as applicable. The Spill Response SOP Fact Sheet was available in Spanish and was available to all members.

TRAINING COMMITTEE REPORT (PROGRAMS 3 & 6)

Several Fact Sheets for the Visual Observation Program (IDDE, Program 3) and Municipal Operations (Pollution Prevention/Good Housekeeping, Program 6), and several stormwater training videos were made available for use by the SPLASH members for training. Formation of SEMSWA The Southeast Metro Stormwater Authority (SEMSWA) is an independent governmental entity formed by Centennial, Arapahoe County, the Arapahoe County Water and Wastewater Authority (ACWWA), the East Cherry Creek Valley Water and Sanitation District (ECCV), and the Inverness Water and Sanitation District (IWSD) to provide stormwater management. The City, IWSD, and ECCV will remain participating members of SPLASH, and will participate in community events as their schedule allows, but will not be paying dues, as SEMSWA is the permit holder. The County and ACWWA retained their permits for the 2009 permit year and continue to participate and pay SPLASH dues.

SPLASH members collaborated with following organizations: • Cherry Creek Stewardship Partners • Douglas County Stormwater Co-op Group (CLEAR) • UDFCD MS4 Permittee Group • Colorado Watershed Assembly • Cherry Creek Basin Water Quality Authority TAC • Colorado Stormwater Council (CSC) • South Platte Segment 14 TMDL Working Group • Colorado Foundation for Agriculture • Chatfield Area Network for Education and Outreach

(CANOE)

PROGRAMS 4 AND 5

The land use agencies within SPLASH, administered requirements for Programs 4 & 5 for land development within the non-standard permittee boundaries. The non-standard permit holders administered Programs 4 and 5 requirements for their own construction projects.

SCHOLARSHIP COMMITTEE REPORT (PROGRAMS 1 AND 2) In 2010, SPLASH funded several classroom and after-school activities for kids involved in science classes & fairs, scouting groups and science clubs, in association with the Cherry Creek Stewardship Partners, including:

Municipal Operations: Everyone training on revised SOPs/existing SOPs. Training: Everyone implementing training. Discuss opportunity for someone to go to StormCon or similar conference- EPA MS4 Conference in Santa Fe June 2010. Steve is working to set up trainings in Arapahoe County (code enforcement/trustees). If anyone has an area they would like to put an “Eco-cache” let Carrie know. Cherry Creek Stewardship Partners update: Check website (ours or Casey’s for upcoming events). Casey would like more Scout projects. If you have any in your area, she would LOVE to work on projects in your area. Call her! Casey would like to develop a list of projects on the Partners website. Also has grad and undergrads looking for projects. IDDE: Everyone implementing IDDE programs and training for the year. Steve spoke with Xcal regarding a new IDDE video. County is working through agreements with Xcal now. Opportunity to influence the script. Municipal Operations: Everyone training on revised SOPs/existing SOPs. MINDI Permit fact sheet completed. Website has been updated to include information for powerwashing businesses, painting, and carpet cleaning. Scholarship Committee: Discussion on using some of our funds for white papers or proposals that are submitted. Everyone to suggest parameters/guidelines and email them to Carrie.

5. Membership Accounting Update: Review of budget. Discussion on what to use our money for. Ideas: new enviroscape, buckets with wq message, dog waste bags, ducks, a new banner, tent, CDOT’s “sand box”. CDOT is building a watershed model to use for training. SPLASH to explore opportunity to partner with CDOT and contribute financially.

Raptor Trip in Cherry Creek State Park

A special program sponsored by the Cherry Creek Stewardship Partners Date: Saturday, January 30th at 9:30 am

(Meet at the Cherry Creek High School Parking Lot and carpool to the new Cottonwood Creek Trailhead parking area)

Leaders: Casey Davenhill, Cherry Creek Stewardship Partners Description: Cottonwood Creek is a tributary to Cherry Creek Reservoir and is the site of an innovative restoration project designed to stabilize the channel and recreate a natural, well-vegetated, functional prairie stream system. Enjoy this guided exploration with knowledgeable naturalists. The Cherry Creek Stewardship Partners organize volunteer opportunities specifically to assist with the Cottonwood Creek Restoration. Volunteers help to assess the overall health and function of the stream and wetland complex. We are scheduling field trips for interested groups and individuals to help us collect census information on Colorado wildlife and native plants. If you would like to become a part of this demonstration project, please join us on January30th at 9:30 am as we look for prairie dogs, rabbits and the raptors who love them.        Held on May 17th, 2010 at the Community College of Aurora, this one‐day festival is an opportunity for fifth graders to learn all about water through hands‐on, fun activities and exhibits. Classes can participate in the Water Ambassador Program by completing standards‐based lessons before the festival. Students receive ambassador training and free t‐shirts.  This year, SPLASH, along with River Watch, presented “"How clean is my stream? Ask a bug." to over 100 fifth graders.

1) Pictures of booth  Specifics: Activity Date: 5/18/10 Participants: Greenwood Village Location of Activity: Greenwood Village Public Works Number of individualized contacts with public: 100 students from Belleview Elementary  On Tuesday, May 18th Greenwood Village held its 12th Annual Public Works Day Event.  Over 100 children from Belleview Elementary School attended, to enjoy learning about the contributions Public Works makes towards their quality of life in the Village.  This year’s theme “Making Things Happen…Together,” brought awareness as to how government, the community, contractors, consultants, local businesses, and departments work together to create the community in which we live, work, and play.    A station was dedicated to Water Quality where staff utilized the Enviroscape model to demonstrate all the good things that Public Works does to protect water quality.  Discussion also included how the children could do their part by helping their parents realize how their home activities that can affect water quality and how they can assist the Village by participating in household hazardous waste roundup and utilizing pet waste stations that the Village provides to residents.  The Village received generous donations from SPLASH and Republic Services, to assure the success of our annual event in support of engaging youth in the community.

Exploring the Ecology of Your Local Landscape 2010  Teacher Workshop, 7/13/10

resources of the Cherry Creek sub‐basin of the South Platte River watershed for local

1) Thank you letter for participation  Specifics: Activity Date: 8/3/10; 6 PM‐ 8:30 PM  Location of Activity: Walnut Hills School, Walnut Hills Subdivision  Number of individualized contacts with public: over 100 residents from Walnut Hills in Centennial   Walnut Hills is a subdivision of approximately 1200 homes in the city of Centennial.  Little Dry Creek runs through the area, which made it an excellent opportunity for SEMSWA and SPLASH to get information out to residents.   Over 100 residents attended the National Night Out Celebration. The event was advertised in the Walnut Hills Newsletter that gets dropped at every door in the neighborhood.  Posters of recent stormwater maintenance projects and CIP projects planned for the area were displayed and discussed with citizens.  Floodplain and pollution prevention brochures were provided along with giveaways such as dog poop waste containers, ducks, and beachballs.

To all the organizations that helped Walnut Hills celebrate its first National Night Out,

I sincerely want to thank all of the organizations who, on August 3rd, attended the Walnut Hills Civic Association-sponsored National Night Out. This was the first time Walnut Hills held this event in our neighborhood. I heard from many of the neighbors in attendance that they were really enjoying everything you had to offer.

I gathered lots of new information from the many displays you all brought. I enjoyed visiting Southgate's camera and vac trucks and South Metro's fire truck (sponsored by Station #33, C shift). I didn't get to visit the Sheriff's van as no one was there at the moment I was touring. SEMSWA's stream exhibits and goodies were very informative.

Metrum Credit Union provided a wonderful "balloon lady" and Target's play area was phenomenal! The children present had a marvelous time, by their parents' accounts.

The Walnut Hills Civic Association would also like to thank Metrum for their generous cash donation for holding this event.

All in all, we had a great event and we'll surely see many more people as the word gets around. We hope to make this annual and that you continue to be a part of it.

Cooler with water will be provided; there will be food booths available nearby if you get hungry. We will be located at Booth No. 746, on Prince Street, just south of Main Street, on the west side of the street (same as last year). There should be shade in the afternoon (and it does get HOT regardless, so dress cool). Chairs will be provided as well. Parking can be found at the County building, 5334 S. Prince, (Alley) Nevada
