The Valley Newsletter SUMMER 2019 CITY OF SUNSET VALLEY THE VALLEY NEWSLETTER New City Administrator Meet Ups Planned This weekend the newly appointed City Administrator, Sylvia Carrillo-Treviño, will be vising Sunset Valley to meet with the Mayor and residents. All are welcome to come and meet her on: Friday, August 9th from 4:30 PM to 6 PM—City Hall; Saturday, August 10th from 9 AM to 10:30— Stouthaus Coffee Pub, and Saturday, August 10th from 12:30 PM to 2 PM—Police Building On July 29th, Mayor Cardona announced that Sylvia Carrillo-Treviño had accepted the City’s offer to be the next City Administrator. The following is the Mayor’s announcement for those who may not have received the previous noc- es. I am happy to announce that a contract for our new City Administrator Posion was accepted. Thank you to our recruiter who outlined and guided the process for the hiring commiee and who procured 54 candidates, 13 semi- finalists and 4 incredibly qualified finalists. The posion is now considered filled and the City will no longer accept applicaons. Sylvia Carrillo-Trevino accepted the City’s offer and will start at the beginning of September. Council voted 4 to 1 to offer the contract to Ms. Carrillo-Trevino. Although I did not cast a vote, I agree wholeheartedly with process and decision rendered. The upcoming Newsleer will provide addional informaon on when Sylvia will introduce herself to the community before starng in September. A lile about Sylvia… She has worked in public administraon and public service for more than twenty years, fourteen of those years in local government. Her path to local government management began in Texas as a graduate intern for the City of Corpus Chris. Ulmately, she managed the Development Services “One Stop Shop” where over 20,000 develop- ment and construcon permits were issued annually. In 2012, she was appointed City Manager of Aransas Pass, Texas, where she served unl 2017. In Aransas Pass, her management skills and development experience encour- aged economic development, aracted new business, and in partnership with the Port of Corpus Chris, San Patri- cio County, and the State of Texas, helped retain large industry in their extra territorial jurisdicon. She served as the Assistant City Manager in Corpus Chris from 2017-2019 and currently, as the Development Manager for Odes- sa, Texas on a contract basis. She has wanted to move her career path to the Central/North Texas area where her daughters currently live and aend college, which is what brought her to Ausn.     • Approval of a salary increase for the interim City Administrator posi�on the remainder of FY18/19, and possible car-

    ryover into FY19/20 depending on when the appointment of the City Administrator.

    • Update on City Administrator pos�ng, posi�on profile and schedule. No ac�on taken.

    • Presenta�on on Community Policing by Chief Carter.

    • Approval to amend Financial Policy 103, General Financial Guidelines to read: contracts and agreements for the on-

    going provisions of goods or services that are for an account of not less than $10,000 annually shall be reviewed every

    three (3) years through issuance of a Request for Proposal or Request for

    Qualifica�ons. Such agreements for a term of up to five (5) years at fixed prices or rates shall be similarly reviewed not

    less frequently than 5 years.

    Update: At the June 4th mee�ng, con�nued discussion of this new policy led Council to direct review and a recom-

    menda�on from the Budget and Finance Commi7ee for implementa�on.

    • Approval of an Ordinance to amend Sunset Valley Code of Ordinance Chapter 31.59 related to the du�es of the City

    Administrator.

    • Presenta�on of the water planning project and water management strategies recommended by the

    Public Works Commi7ee. Council directed that a town hall mee�ng be scheduled to provide this

    presenta�on to the community.

    • Tabled discussion of a recommenda�on of the Public Works Commi7ee to postpone the Sunset Valley Regional Pond

    Dam Improvements Project.

    June 4, 2019—Regular Council Mee�ng

    • Approved on consent the minutes from the May 21, 2019 mee�ng.

    • Approved on consent an Ordinance to amend Sunset Valley Code of Ordinances Chapter 96 related to the regula�on

    and use of public parks and spaces owned by the City.

    • Approved on consent the recommenda�on of the Public Works Commi7ee to postpone the Sunset

    Valley Regional Pond Dam Improvement Project and authorize staff to pursue FEMA Flood Mi�ga�on funds in the FY

    19/20 grant cycle.

    • Scheduled possible dates for Council to meet with the City Administrator recruiter.

    • Approval of a work order in the amount of $23,380 to Miller Gray, LLC for professional engineering

    services for Jones Road AISD Meter Conversion Project.

    • Approval to award a contract to Smith Paving, Inc., in the amount of $185,142.50, and authorize staff to approve con-

    �ngencies up to 10% of the contract price, for a total of up to $203,656,75 for the Oakdale Drive maintenance and

    mill/overlay project.

    • Acceptance of the recommenda�on by the Planning and Environmental Commi7ee and approval to

    proceed with research needed to support use of the Uplands Property as a community oriented

    greenspace. This ac�on did not authorize addi�onal funds for the projects. Mo�on passed with 4 votes for and 1

    (Council Member Rosengarten) against.

    • Discussion of amendments to Chapter 30 related to du�es and responsibili�es of the Mayor and Council. This item will

    be brought back for review at the June 18th mee�ng, and scheduled for possible adop�on at the July 2nd mee�ng.

    • Tabled discussion and considera�on of Con�ngency Modifica�on Number 7 for the Sunset Valley Police and Public

    Works Facili�es Construc�on project and proposed revisions to Chapter 6 Building and

    Construc�on Permits of the Land Development Code.

    • Approved staff to issue a Request for Proposal for landscaping services; and, directed the Budget and Finance Com-

    mi7ee to make recommenda�ons on the implementa�on of the changes made to FP103 at the May 21st mee�ng.

    June 18, 2019—Special Called Mee�ng (3:00 PM)

    • Council went into Execu�ve Session (Special Called Mee�ng) to consult with the recruiter regarding the appointment

    and employment of a city administrator. No ac�on taken.

    • Presenta�on to the Council on JDRF One Walk by Mike Brin, Execu�ve Director, and presenta�on of an apprecia�on

    plaque to the City.

    • Reviewed proposed amendments to Chapter 31 Code of Ordinances related to du�es of the Mayor, Council and

    Commi7ees to be brought back as an ordinance at the July 2nd Council Mee�ng.

    i�ng the Owners Be7erment Allowance by $2,162.50, giving the City a new balance of $212,248.68.

    July 2, 2019—Regular Mee�ng

    • Approved on consent the minutes from the June 18, 2019 Regular mee�ng

    • Approval to increase the Adopt a Tree Program to four �mes a year .

    • Approval of an Ordinance to amend Chapter 31 of the Sunset Valley Code of Ordinances related to the du�es of the

    Mayor, City Council and Standing Commi7ees.

    • Approval to release $7,000 project funds allocated to Sunset Valley Elementary for the Parent Support Specialist for

    Literacy Specialist posi�on.

    • Approval to an Ordinance to amend Land Development Code, Sec�on 1.201 to include defini�ons of masonry, fiber

    cement siding and stucco, Sec�on 2.1306 Construc�on Regula�ons regarding exterior finishes, and to re-number

    Divisions 13 and 14.

    • Reconsidered Council’s (June 4th) decision to postpone the Sunset Valley Regional Dam Improvement project.

    • Approval to change the frequency of the use of City Hall by a resident allow for no more than 12 weekend days per

    year and no more than two days per month. This change will go in effect January 1, 2020

    • Approval of an Ordinance calling for an elec�on on November 5, 2019 to elect three (3) Council Members.

    • Approval of an Ordinance to restrict parking on both sides of Pillow Road, every day and at all �mes, from Jones

    Road to point between 8 and 10 Pillow Road, unless the vehicle displays a valid residen�al parking permit. Mo�on

    passed with 4 votes for and 1 (Mayor Pro tem Kharod) against.

    • Approval of a request for watershed variance at 10 Reese Road for 5,567 square feet (7.76%) of Impervious Cover

    within the Cri�cal Water Quality Zone. Mo�on passed with 3 votes for and 2 (Council Member Gonzales and

    Rosengarten) against.

    • Approval of a request from the Sunset Valley Elementary PTA for a series of banner signs to be installed along the

    fence at Sunset Valley Elementary School to recognize school sponsors; and, to waive $350 in associated fees.

    • Approval of the implementa�on schedule for vendors and contracts review.

    July 25, 2019—Special Called Mee�ng

    • Approval of an employment agreement for the City Administrator posi�on. Mo�on passed with 4 votes for and 1

    (Council Member Gonzales) against.

    Summer Teen and Intern Program By Fletcher, Lorenzo, Bella, Stevie and Lucas

    The teen program has been a very valuable experience for me. I was in the program for three years

    and I have now spent a summer as an intern. I have worked in a team and learned important construc-

    �on and carpentry skills. This year I have taken a greater leadership role. I learned to build and man-

    age a team efficiently, which I am sure will be a very useful skill later in life both personally and profes-

    sionally. There are no programs like this elsewhere and it has had a very posi�ve impact on me as well

    as the community at large. This program fosters a �ghter knit community and promotes civic pride.

    I have enjoyed my experience here at Sunset Valley Public Works. I

    believe that the summer teen program offers a unique and valuable

    work experience for young Sunset Valley residents. During the summer

    I mostly worked with the water department. A normal day includes

    checking the quality of water with chemical tests for both residen�al

    and commercial areas. In addi�on we have been replacing the old wa-

    ter meters with new ultrasonic meters, so we won’t have to check

    them manually every few weeks. I have learned many skills while a

    part of the teen program such as fixing a broken water pipe and build-

    ing a roof for a shed. I have learned a lot and enjoyed working in the

    teen program for the past three years.

    The teen summer program was an eye-opening experience. This summer was especially memorable

    due to the helpful staff and how much I learned. The job has taught me so much from endurance and

    hard work to team building. Before I started working summers at Sunset Valley public works, I didn’t

    pay much a7en�on to how our community is kept so well. AVer my first summer here, I appreciate the

    environment and all the workers that make it look neat and �dy. For example, before the program, I

    never no�ced how the swings in front of city hall were kept in perfect condi�on. Then during the pro-

    gram, the other teens and I sanded the swings and repainted them and I realized how much hard work

    goes into making them look brand new again. I loved that I was being a part of the community and

    helping out. The teen summer program has taught me so much and it is a wonderful opportunity to

    further your knowledge of the community.

    The Summer Youth Program helped me a lot and I’ve learned so

    much that can help me in the future. This program taught me how to

    sand wood, shovel granite, pull weeds, and much more. Hopefully,

    one day in the future I can use all of the things I learned to make my

    house look nice. The program was hard work, but it was fun and I

    got to meet very nice people. I really liked this job, especially since it

    was my first job. It was a great experience and I hope this program

    never ends. I’m sure all the memories and things I have learned will

    s�ck with me forever.

    This summer I shoveled a lot of granite and used a weedeater. The teen program has been helpful in giv-

    ing me work experience. It helped cul�vate a strong rela�onship with the kids who live around me and I

    am be7er for it. I have composed a haiku for the summer:

    About the Program: The Summer Teen Program was started in

    1996 to provide paid summer jobs to Sunset Valley teenagers and

    to educate the youth about the city and local government. The

    teens work on a variety of projects throughout the summer with

    the Public Works Department, from brush clearing and chipping,

    to repairing fences and painting, and flushing water systems.

    The Intern program employs high school graduates and college

    students. Teens and Interns interested in the summer work pro-

    gram must complete an application and go through an interview

    In her own words…

    This posi�on will allow me to do what I love, that is to serve the public in the most meaningful way I know how; improving the

    quality of life through coopera�ve and a�en�ve government. As the daughter of an immigrant, I was taught that an educa-

    �on should always be valued and pursued; and always, always give more than you take. On January 1, 2019, I became 1 of 2

    La�nas in the state of Texas to hold an ICMA-CM (Interna�onal City/County Management Associa�on) creden�al designa-

    �on. This is an important milestone for me because it demonstrates my dedica�on to public service as well as my respect for

    the infinite value of con�nuous learning. I have a passion for what I do, and I want to help you make the City of Sunset Valley

    the best city it can be.

    I am confident that Ms. Carrillo-Trevino has the skills and experience to develop and lead from within the exis�ng organiza-

    �on, while welcoming and managing community input. I am excited to see her fresh perspec�ve and how she might create

    new outlets for residents, commi7ees, council and other stake-holders to work together toward common goals for the fu-

    ture of Sunset Valley’s success. She and her husband are beyond excited to start a new chapter and commit fully to our

    community and its needs. Please join me in welcoming Sylvia to Sunset Valley!

    Movie with a Cop — June 19, 2019 On Wednesday, June 19

    th the police department hosted

    “Movie with A Cop” inside the training room of the new

    police facility for a group of children residing in a group

    foster home in our city. The kids and cops made a con-

    nec�on while ea�ng pizza and watching the Wonder

    Park movie. The Department is planning future events

    with the foster kids.

    Filing Period for November Ballot is OPEN November 5th is Elec�on Day. Sunset Valley will have three (3) Council seats on this ballot up for elec�on. These seats

    are currently held by Council Members Bruner, Kharod and Rosengarten. All City Council seats are at large, so any eligible

    resident may file to be on the City Council. Residents interested in running must complete and submit the required forms

    before the August 19th deadline. Candidate packets are available Monday-Friday 8 A.M. to 5 P.M. at City Hall. Please

    contact Rae Gene Greenough, City Secretary, in City Hall for more informa�on.
