Project Description Convert a portion of the roadway to non-motorized transportation use. The project will be a combination ofnew alignment and existing roadway. Phase 3 begins at the southeast quadrant of Bison Trail parallel toLower Station Camp Creek Road. The trail then turns east along the southern boundary of the schoolproperty and ends at Big Station Camp Boulevard. There is also a trail to the backside of the elementaryschool. The trail will connect to the elementary and middle schools and end at Bid Station Camp Blvd.

From SE quadrant of Bison Trail parallel to Lower Station Camp Creek Road. The trail then turns eastalong the southern boundary of the school property and ends at Big Station Camp Boulevard.

12/17/12 - The Franklin Road from Concord Road to south ofMoore’s Lane improvement project provides three mainbenefits. First, it will serve to relieve traffic congestion alongthe corridor. Secondly, it will address both the horizontal andvertical safety concerns associated with the existingconditions. Finally, it will provide an alternative means of publictransportation with the addition of designed multi-use trail.2011 TDOT traffic count data shows an ADT of 17,223 alongFranklin Road in this area.The proposed roadwayimprovements will consist of 5 lanes (4 thru lanes and a centerturn lane), curb and gutter, a 10'-0" multi use (bike/walk) pathon the east side of the road separated from the roadway by a5 foot wide grass strip. The City has a project developmentagreement with TDOT that calls for Brentwood to pay forengineering design and ROW acquisition from propertieswithin Brentwood. There is small portion of ROW requiredwithin the City of Franklin and Franklin has agreed to acquirethis ROW at its cost. TDOT has agreed to fund construction ofthe road improvements.Engineering design is nearly completeand TDOT field review of ROW plans was completed inOctober. Appraisals and ROW acquisition are expected tostart in the first quarter of 2013 and continue through early2014. TIP funding for ROW acquisition in the amount of$1,000,000 is being requested in FY 2014. 12/27/12 -Considering the project has an approved TPR fromTDOT, the City is ready to engage in the PreliminaryEngineering and NEPA process once an approved contractwith TDOT is in force. The City has ranked this as a priority inthe 2010 Major Thoroughfare Plan Update and it continues tobe a corridor of interest with regard to activity from developers.The City had intended to fund the PE, NEPA and ROWprocess but has had to refocus city funding to other significantroadway projects such asHillsboro Road and McEwen Phase3. The City can fund the 20% match required for each stage ofthe project. As for the project it is considered to be one of the“Gateways” into the Franklin community and we would expectsome additional aesthetic treatments as part of the earliermentioned Gateway Corridor and Connector Streets EconomicDevelopment Project. If approved the City would manage theproject and begin PE in 2014. This requires us to budget forthe project in the FY 2013-2014 budget year that begins onJuly 1, 2013. We would engage a designconsultant to startsometime after the federal FY 2014 budget year begins. NEPAand ROW would begin the following year with Constructionstarting as early as spring 2016. Completion of the 1.4 sectionwould be anticipated by spring of 2017.
