This was the most successful season since the league’s inception in 2009. A record 16 teams with more than 190 players participated. The championship game involved Team Sunny Isles Beach and Team Panadish. Team Sunny Isles Beach was victorious with a final score of 2-1, repeating as champions. The championship game had it all - excit- ing plays, blood, sweat, tears, and even a lit- tle drizzle of rain. To set the tempo the game started with an early goal by Team Panadish, followed up with the equalizer before the end of the half. The score was 1-1. The second half was an intense battle, with the game being decided with five minutes remaining with a goal by Ignacio “Nacho” Calcagno. This goal clinched the second consecutive title for the Sunny Isles Beach soccer team. Congratulations to Team Sunny Isles Beach!!! TT he 2011 spring Adult SoccerLeague season came to an end onSunday, May 16, 2011. This was

the most successful season since the league’sinception in 2009. A record 16 teams withmore than 190 players participated. Thechampionship game involved Team SunnyIsles Beach and Team Panadish. TeamSunny Isles Beach was victorious with a finalscore of 2-1, repeating as champions.

The championship game had it all - excit-ing plays, blood, sweat, tears, and even a lit-tle drizzle of rain. To set the tempo the gamestarted with an early goal by Team Panadish,

You notice lately that a lot of stories havebeen written about the race relations situa-tions in the sixties when the civil rights sit-uation was very much in flux.

Freedom riders going south trying topush integration forward andbeing greeted by mobs soincensed that they tried to bombthe buses the riders rode in. Therewere many incidents of youngblack children killed by hordesand problems of even allowingany black students into previouslyall white colleges.

Today this isn’t quite the samesituation but it does bring up some memo-ries of a special incident that occurred inthe sixties.

There was a politician who had beenrecently voted into his position by just afew votes. He actually had never won anelection. Had tried at all levels but justnever made it, however this time his oppo-nent had so many scandals that surfaced

during the election, that even though hewas a constant loser because of his views,particularly on civil rights, he won his elec-tion by not too many votes. His opponentsdecided to try to get rid of him with a threat

of all kinds of reprisals if he did-n’t change his views. There werefights between those who favoredhim and those against that spilledover into the streets and every-where it seemed to involve thosefor him and those against him onhis views of civil rights.

It got to a point where even hisadvisors felt he should say some-

thing to calm everyone down.After a pretty big nasty encounter

between those who liked him and thosewho didn’t, he decided to try to clear the airand to try to explain his views as simple aspossible so that everyone might understandhow he felt. He began his speech “fourscore and seven years ago” … He camefrom the sixties. The 1860’s…..

Life is all aboutchoices. But ofcourse, thesepearls of wisdomaren’t exactlybreaking news.Save or splurge,buy or sell, pre-

mium or unleaded, regular or decaf, bridgeor mah jong. Some build character andsome are just mundane decisions that takeus through the day.

In an attempt to teach Goldie, an ageappropriate sense of autonomy, we encour-age her to make her own choices too. Doraor Hello Kitty Panties, Pink or Purple,Challah with Cream Cheese or Butter,Water Park or Pool and well, I imagine youget the point. But, to date, nothing makesme kvell more than when my little niecedashes into my shop curls bouncing andarms outstretched preparing for what Ibelieve to be one of her favorite choices ofthe day- selecting her daily favorite TastiD-Lite flavor. I love to witness her refineher young palate by finding her flavor dujour. This week Goldie has proven to be a

vanilla based gal and opts for delicaciessuch as Vanilla Marshmallow, Angel FoodCake, Cake Batter and NY Cheesecake.However, she is less predictable with hertoppings as she waivers from rainbowsprinkles to Oreo cookies, fresh fruit andeven gummy bears (a wonderful Tasti com-pliment-who knew?!?)

I hope your life journey kept you onthe same healthy path that apparently my 3year old niece is adopting. This includes,exercising regularly, watching your diet,drinking lots of water, limiting your chick-en fat intake to Shabbos meals only. ‘POWERHOUSE GROWTH’ Back in 1998, the late Mayor David

Samson and members of the inauguralCity Commission celebrated the firstanniversary since Sunny Isles Beachincorporated in ’97 with a small cake atCity Hall, operating out of rented space inan RK shopping center. Dental infections arenot only painful, but canbe very serious and shouldbe treated promptly. It’simportant to understandmost infections will causepain, prompting a dental

visit, but many can remain silent and pain-less for years as the process can be veryslow and gradual.

Dental infections usually begin from acommon tooth decay or cavity. Tooth decayoccurs from the breakdown of tooth enamelfrom bacteria acidic environment. As thecavity gets deeper, the bacteria enters thepulp tissue causing infection within thetooth that could spread to neighboring tis-sues; including bone, soft tissue and eventhe bloodstream. Symptoms can include:pain, swelling, fever, and difficulty openingthe mouth among others. An infection isusually diagnosed by x-rays and a dentalexamination.

Once an infection is present treatmentoptions are: a root canal or an extraction ofthe tooth. In some cases, the infection site

may also need to be incised and drained.Antibiotics will accompany most treatmentplan to help fight and control the infection.

The most important thing to remember isprevention. Regular brushing and flossingare of utmost importance in preventingtooth decay in the first place. Routine den-tal visits will also allow the opportunity tospot a problem in those cases where pain orother obvious symptoms are not yet pres-ent.

“Physically Exhausting, MentallyChallenging And Stressful, But All Worth ItIn The End!”

Those were the words and descriptionsgiven by two (2) Sunny Isles Beach PoliceOfficers who laid it all on the line while com-pleting a grueling, competitive and stressfultwo week certification in Rapid DeploymentForce Training.

Detective Luke Plesa and Officer JavierEstevez never anticipated they would bechallenged to their limits, physically andmentally, when they accepted the trainingcourse. They did not know that they wouldemerge in the absolute best physical shape oftheir lives at the completion. They did notknow that 50% of those accepted into thecourse do not make it through. Even up untilthe last day of a two week training a stu-dent/participant can and will be dropped forfailure to pass or advance.

Did they ever think about dropping outthemselves as 50% of the others did? Attimes to be honest they said. Mostly becauseyou just never knew what lies ahead or howmuch more demanding is it going to get. Itnever got easier, not one day.

And for what? Why? You might ask. It’sto become a member of an elite task force,countywide, that is known as RapidDeployment Force, (R.D.F.).

This is the group consisting of variouspolice agencies who are trained to deal withthe MOST CRITICAL and the WORST ofSITUATIONS and INCIDENTS that maybefall our communities. In a moment’snotice these highly skilled and trained offi-cers respond to disasters, acts of terrorism,

provide dignitary protection when needed,protest events or summits, and SpecialEvents like Presidential Inaugurations. Theycover the gamut of whatever might happen.

What did some of the Training consist of?Intensive physical training, cardiovasculartraining, mental intensity challenges; runningstairwells in complete riot gear and gas masks;long distance runs up to and including 7 plusmiles, over challenging terrains and obstacles.And when someone “messed up” in thegroup? Well, hit the pavement and give uspushups or sit-ups or other calisthenics untilyou dropped. REASON? DON’T MESS UP!In real time, real life, real situation, it may costyou or your partner, your life!

The Instructors: Experts in the subjectmatter they are assigned to teach. TheApproach: NO NONSENSE. Because theseincidents and details you are about to embarkon are seriously and critically for REAL!

Why for Sunny Isles Beach? Presidential biographer John E. Ferlingwrote that George Washington engaged in a“rather shadowy love affair with anotherwoman during his marriage to Martha.”Washington revealed an intimate part of hispersonality in correspondence, “When oncethe woman has tempted us and we havetasted the forbidden fruit, there is no suchthing as checking our appetites, whateverthe consequences may be.”

At 16, George was totally taken by thebeautiful, flirtatious 18-year old Sally, whomarried his neighbor, 25-year-old sedateGeorge Fairfax. The flame and passion forSally “continued for the rest of his life.”When Fairfax’s sister found letters fromGeorge to Sally, she pleaded with him notto write again. George continued writing toSally while in military service for theBritish, asking for one more letter to “makeme happier than the day is long.” Sallyresponded, inviting him to Belvoir, herhome, while her husband was in England

on business. George received criticismthereafter for his frequent trips away fromhis troops to Belvoir.

At age 27, Washington proposed mar-riage to Martha, the wealthiest widow inVirginia. The romance was “respectful butnot passionate, as it had been with Sally.”While on military service, George receiveda letter from Sally, his first contact from hersince his engagement to Martha, kiddinghim on his coming marriage. He respondedby stating that although he was engaged toMartha, he confessed his true love was toSally. The Washington’s and the Fairfax’sthereafter became close neighbors, oftenstaying at each other’s homes.

Sally and her husband traveled toEngland for medical reasons in 1773 andnever returned. Years later, upon the deathof Sally’s husband, George again wrote toSally expressing his feelings for her, advis-ing that nothing could “eradicate from mymind those happy moments, the happiest ofmy life, which I have enjoyed in your com-pany.” He suggested that she might consid-er returning to Virginia. She never returned.After George died, Martha burned most ofhis correspondence, perhaps feeling that thecountry would be better off not knowingeverything about the “Father of OurCountry.”

If you own a house or condo, yourinsurance company may notify you soonthat they’re sending an inspector tocheck out your property. It’s part of theindustry’s efforts to better understandthe amount of risk they have in yourproperty… and what it will cost torebuild.

Unfortunately, in most cases thoseinspections will end up leaving you withhigher insurance bills. That’s becausethe inspectors may cancel mitigationcredits like storm shutters and roof rein-forcements that have saved you moneyon your bills.

Those credits, and the way homesare inspected, have been changed fol-lowing intensive lobbying by theinsurance industry. The industryhopes to find ways of raising rates to

better “capitalize” their Florida busi-ness. Critics say that means raisingrates so they can earn bigger profits.

As it stands today, the insurancecompany picks its inspectors to checkout your house. That leaves you withno choice. If you refuse the inspection,the company will probably cancel yourpolicy or jack up your rates. If you dis-agree with the findings, you still havethe right to contract your own inspec-tion. However, under current law thereis no independent mediation process,and companies are under no obligationto even read your inspectors report,much less over-rule their own inspec-tors.

Why should you care? There’s onereason in particular. Once the inspectionreport shows your home doesn’t meetthe latest codes, your insurance compa-ny will raise your rates and your billsmight grow by hundreds of dollars ayear.

That’s what happened to me. Aninsurance company inspector disquali-fied my storm shutters because he didn’tfind a small “acceptance” decal showing

they were “Code-Approved.” He alsosaid my roof wasn’t built according tocode because he couldn’t see the extraroof bracing I had installed on the backsection of my gable end. On the otherhand, my inspector found both with noproblem and told me a qualified inspec-tor would have been able to locate bothof these so-called “deficiencies.”

Remember, the inspector is hired bythe insurance company and NOT by thehomeowner. As a result, the insurancecompany ignored my findings andraised my rates about $1,200 a year. SoI dumped them and went with Citizens.

I just got my Citizens inspection let-ter. The company confirms it’s mailedthem out to about 300,000 customers inan effort to better learn about their cus-tomers’ risk. So how does the state’s“insurer of last resort” handle its inspec-tions? It appears to be about the same asthe private companies with no optionsfor homeowners. No due process to han-dle disputes, and no independent arbi-tration between homeowners andCitizens.

In other words, policyholders are left

with few options. The company’s officialstatement explains the intricacies. “Ahomeowner can dispute Citizens inspec-tion findings by submitting documenta-tion that clearly refutes the informationcollected during Citizens inspection.

The findings of an inspection pur-chased by a homeowner generally willnot supersede the findings of a Citizensinspection, because a majority of home-owner purchased inspections do notinclude the same level of detail that aCitizens inspection contains, nor thesame documentation such as photo-graphs to support the inspection find-ings.

Photographs only recently wererequired to be submitted with wind mit-igation inspections on June 1, 2010, somany of the homeowner inspectionsCitizens has on file have no supportingdocumentation accompanying them.”

Get ready for unexpected home inspection and higher premium

Sunny Isles Beach is in Evacuation Zone A (Red Zone) this means that evacuationis required when Miami-Dade County gives the order to evacuate Zone A, the barri-er islands.

Evacuees may go the Hurricane Evacuation Centers (HECs) which are opened fora storm event on a first come first serve basis. Other specialized Centers require pre-registration. The Emergency Evacuation Assistance Program (EEAP) provides spe-cial services at the designated HECs for persons with special needs. Required pre-registration, which may also include transportation, is available by phoning theAnswer Center at 311 (305.468.5900). The Answer Center also accepts pre-registra-tion for Pet friendly hurricane evacuation centers which allow residents to bring theirpets when they evacuate. Each person or petrequires 1 gallon of water per day. Many times electricity will not be available aftera storm so purchase food items that do not require refrigeration or cooking.

to have the Miami Dade Fire Rescue(MDFR) team servicing our area. Lastyear the MDFR was recognized as anInternationally Accredited Agency by theCommission on Fire AccreditationInternational (CFAI). This puts MDFR inthe unique position of being one of only148 agencies to have achieved this status.MDFR is also is the largest accredited firerescue department in the Southeast UnitedStates and the second largest in the nation.

The key to saving lives in an emer-gency is making every minute count. TheCity has two fire stations in the immediatearea: Station 10 located on 172nd Streetand Haulover Station 21. In actuality,though, there are a total of eleven MDFRstations within four and a half miles of theCity of Sunny Isles Beach. Additionally,MDFR plans to construct a new station3.33 miles south of the City, which will beknown as Bay Harbor Station 76.

MDFR is considered one of the mostelite fire rescue departments it the country

and is recognized around the world for itsexemplary service. Along with beingskilled in fire suppression technologytheir advanced life-support rescue unitsare capable of providing pre-hospital careto heart attack patients and stroke victims.The department provides air rescue trans-port and airport rescue firefighting, andhas dedicated units for marine services,hazardous materials mitigation and urbansearch and rescue.

BELOW ARE A FEW STATISTICS:• In 2010 MDFR dispatched 6,333 units

for 3,193 emergency calls. • 81% of the responses to the City came

from Station 10 with 12% coming fromHaulover Station 21

• Over 50% of those incidents were cat-egorized as life threatening

In an effort to improve service throughresident feedback, MDFR regularly moni-tors the quality and effectiveness of theirEmergency Medical Services (EMS) bysending a survey to 20% of the EMSpatients. In 2009 and 2010 the EMS servic-es were rated on average 4.82 out of a pos-sible 5, the score for “strongly satisfied”.

It’s 7:30 a.m. and I’m seated at a table,declining an invitation to help myself tobreakfast before it’s time for me to speak at aRotary Club gathering. Soon I will be intro-duced to the fifteen or so people who gatherthis morning to hear my remarks and discusseducation. I admire their commitment, thesepeople who come for quick breakfasts and hur-ried lunches, before launching into the rest oftheir day’s appointments; they want to under-stand and help.As the public face of Miami-Dade teachers,I speak to many such groups. In the short timeI am given, I try to correct the record, so asmany people as possible can understand theissues from the educators’ perspective – notthe media or the politicians.I do my best to let the business profession-

als at breakfast understand that our state’s fail-ure to fund public schools diminishes thefuture for our children and the future for theirbusinesses. I don’t have much time, though,because I am off to the airport for a trip toTallahassee to talk to our legislators – a muchtougher audience.On my way to the airport, I meet by phonewithmembers of our Race to the Top commit-tee, who brief me on the situation. Race to theTop was sold to the public as a sort of miraclegrant, when in fact, it might be seen as abureaucratic nightmare of clauses and sec-tions dedicated to defeating the entire purposeof local control by educators and of innova-tive approaches to teaching. We have lemonshere; we are making gallons of lemonade.I arrive at the airport, board the plane and

work on my remarks for my meeting in anattempt to save what’s left of funding for actu-al education, or to hold our finger in the dykeagainst what many see as a move to slowlydismantle public education altogether. Whatmost of the general public does not know is

that the defeat of Senate Bill 6 last year did notstop the effort to weaken public education inour state. The new assault was confirmed bythe passage of Senate Bill 736.Senate Bill 736 eliminates professional serv-ice contracts for teachers hired July 1st orlater, no matter how well these teachers per-form. Legislators also instituted an income taxof 3% on teachers and other public employeesintended to fill a deep hole in Florida’s budg-et, while at the same time, giving large corpo-rations tax breaks. Budget cuts to public edu-cation resulted in a $185 million loss Miami-Dade Public Schools alone (over $500 perstudent). Teachers and school support person-nel face lay-offs as public schools are forcedto curtail or eliminate arts, physical education,and elective courses. Class sizes will increasebased on a new definition of what constitutesa core course and will only make mattersworse.My afternoon is spent meeting with legisla-tors, and speaking out on behalf of real educa-tors. The mood varies depending on theLegislator. Some greet me with understand-ing and affirmation, as by RepresentativeBullard and others we almost have to chasedown the corridor to try to catch aminute. It’salways frustrating to see how far legislationgets away fromwhat’s really happening in theclassroom, and how hard it is for many whomake our laws to understand the real impacton real people. The day ends with few victo-ries. Nonetheless, we state our case repeated-ly until well past dinner.Before going to bed at my hotel (I have

another full day of meetings tomorrow start-ing at 7:00 am.), I check in with my fellowofficers who have spent the day at school fac-ulty meetings, where they had to tell teachersthe bad news about SB 736. We let themknow we do have recourse when there is badlaw; we have a voice and we will use it. Mycolleagues assure me that, even though peopleare not happy, they are not defeated. We canwork together to make our voice heard andcreate change.In spite of it all, I have had a good day. I havehad the honor of being the president of a unionof educators. I have had the honor of fightingfor American principles, and working withmany dedicated professionals who are willingto do the same. I go to sleep tired but proud ofour Union, and grateful to do this work.

QUESTION: According to my taxnotices, the value of my home has gonedown every year since 2008, but mytaxes have gone up. How can that be?How can my property be worth less, butI pay more in taxes?

PEDRO GARCIA: Your question is onemany property owners have been ask-ing. The answer is a little complicated,so first let’s start with some backgroundinformation on the property taxing sys-tem in Florida. There are up to four sep-arate components to this property taxprocess. Each of these componentshas a separate and distinct job. Here isan overview of the main components:

1. Property Appraiser – Assesses thevalues all property2. Taxing Authorities (such as County,School Board, and Cities)- Sets taxrates3. County Tax Collector - Collectstaxes on behalf of all taxing authorities4. Value Adjustment Board - Hearsvalue appeals

Now, to answer your question we needto focus on the first two--the PropertyAppraiser and the Taxing Authorities.Each year, the Property Appraiser’sOffice establishes the ‘assessed value’of all properties as of January 1, byreviewing thousands of sales and othermarket data.

For example, if sales show the valuesof a particular neighborhood are down10%, our market values will decrease bythe same 10%.

Once established, these values aresent to the taxing authorities.

The taxing authorities, based on theirbudgets to provide services, such asschools, police, and fire, then use thevalues from the Property Appraiser’sOffice to set their millage rates. A mill-age rate is really just another way ofsaying tax rate.

Putting the math aside for a moment,many people believe that, as in the pre-vious example, where property valueshave gone down by 10%, this will trans-late into a 10% tax reduction. However,this is not always true.

Here’s why…the tax rates can beadjusted up or down depending on ataxing authority’s budget needs. So,even when the property valuesdecrease 10%, if the tax rate increasesby 12%, then the overall property taxeshave increased by 2%.

While this example represents a sim-plified view of how values and tax ratesmay change, other factors may alsoinfluence the process. One such factoris the 3% Value Recapture Ruleimposed by state law for properties withhomestead exemption, which is anothertopic all together.

After all this, the property owner stillhas a voice and can influence these taxrates. In late August, the PropertyAppraiser mails a Notice of ProposedTaxes to every property owner. ThisNotice lists the dates, times and venuesfor public budget hearings that taxingauthorities must hold.

I encourage you to attend as many ofthese public budget hearings as you canto make your voices heard.
