IntroductIon

Science and technology parks are regarded as useful mechanisms to promote technology transfer between higher education and industry (and vice versa), foster increased levels of innovation and better harness research and development results. They are also seen as pivotal in encouraging the creation and accelerating the growth of high technology start-ups and in facilitating the development of sectoral clusters. Through their strong focus on networking, they create new jobs and business start-ups and have proved a useful tool for engendering a more entrepreneurial and innovation-oriented culture particularly when located in proximity to higher education and research institutions.

Short hIStory

Sunrise Valley is an initiative bringing together higher education, science and research, government authorities and industry to develop a business support infrastructure (to include science and technology park and incubation facilities to nurture the growth of high-tech start-ups) at the Saulėtekio (Sunrise) campus in Vilnius. Sunrise Valley (Saulėtekio slėnis – lith.) was formally incorporated as a public non-profit entity in May 2003. Founders of Sunrise Valley included Vilnius University, Vilnius Gediminas Technical University and leading companies in key target sectors –

such as Alna (IT), Bitė (telecommunications), Ekspla (lasers). In February 2004 Vilnius City Municipality became a stakeholder in public company Sunrise Valley. EKSPLA Ltd transfered its authorities as Sunrise Valley stakeholder to Association of Laser and Photonics Science and Business Institutions in July 2005. Association unites nine Lithuanian R&D institutions and business companies.

SunrISE VALLEy LocAtIon

Sunrise Valley development is centered on the 156 ha Sauletekio (Sunrise) Campus in Vilnius (5 km from the city centre, 12 km from the airport). The territory of 2.4 ha designated for Sunrise Valley constitutes university campus reserve (in total - 62 hectares) in the immediate neighborhood to the laboratories, research centers, institutes and auditoriums of Vilnius University and Vilnius Gediminas Technical University. This prestigious district of Vilnius is already fully integrated into the city life and represents dynamic, multifunctional environment. The area is supported by adequate communications and transportation, surrounded by student campus and private housing.

Sunrise Valley is being developed as part of the broader strategic plans of the two universities. There are plans to transfer a number of universities faculties from central Vilnius to the Saulėtekio site in order to rationalize geographically dispersed buildings located across central Vilnius and also to support and stimulate Sunrise Valley’s development by moving relevant scientific centers and faculties to the site.

InFrAStructurE dEVELopMEnt – ScIEncE&tEchnoLoGy pArK (Stp) And buSInESS IncubAtorSunrise Valley is developing the high quality sites and premises that are suitable for high value creating, technology-driven busi-nesses. 2.4 hectares (two land plots of 0.6 and 1.8 ha) have been allocated in Saulėtekio (Sunrise) campus for the development of new business support infrastructure as well as office space for domestic companies and foreign investors (building potential - up to 50.000 sq m). One-stop shop services will be provided to companies in the STP as well as to regional businesses and research institutes under business, innovation support and funding programs covering a wide range of services designed to meet the needs of businesses or university units at different stages of their lifecycle – from product idea to business development in international markets.

Sunrise Valley Science and Technology Park development project (the first phase) received over LTL 10.5 million in EU structural assistance under measure 3.2 Improvement of Business Environment of the Single Programming Document of Lithuania 2004–2006. The project is worth over LTL 28 million. It is co-financed by the Vilnius City Municipality (LTL 6 million) and bank credit (up to LTL 12 million). During the first phase, a 6,300 sq. m. Sunrise Valley STP building will be built for high-tech and business support companies selected according to pre-defined criteria. Up to 900 sq. m will be used for a business incubator, where business start-ups will be able to rent space at discount prices. Project was started in August 2006 and is planned to be completed in September 2008.

InnoVAtIon Support – tEchnoLoGy trAnSFEr cEntrE

Technology Transfer Centre (TTC) has overall responsibility for organizing the provision of innovation support services to companies and R&D institutions located at the Sunrise Valley site. Some services, particularly contract research services provided by the universities/ research institutes and intellectual property management services provided by the technology transfer centre will also be available to wider business community. Main objectives of TTC includes:

Promotion of technology transfer from publicly funded research to industry and vice versa

Exploitation, management and protection of intellectual property within Vilnius University and VGTU and within publicly funded research more broadly;

Commercialisation of new technologies/ innovations

Encouragement of spin-off creation from within both the universities and companies To deliver these services, the TTC is planning to establish service level agreements with providers such as the Lithuanian Innovation Centre (LIC) as well as to establish working relationships with law firms, patenting offices, etc.

In August 2006, Sunrise Valley’s Technology Transfer Centre project received almost LTL 1.3 million in EU structural assistance under measure 3.2 Improvement of Business Environment of the Single Programming Document of Lithuania 2004–2006. The first project of this type in Lithuania is aimed at developing a permanent innovation support framework at the knowledge economy cluster to drive forward business and research co-operation networks and innovative activities as well as promote technology transfer from VU, VGTU and related research institutes to Lithuanian businesses. Project ends in August 2008.

EntrEprEnEurShIp EducAtIon – SunrISE EntrEprEnEurShIp SchooL (SES)

The Sunrise Valley entrepreneurship development programme is offered to individuals from the universities and start-ups who have a basic business idea but who lack the necessary skills to launch and operate a company. After an appraisal of the individual’s business potential and training needs, two options are offered:

Fast-track course for prospective STP and incubator tenants who already have

some business experience; Full training programme for those

who have a good business idea but who do not have any previous experience in business (mainly for universities master degree level students and graduates, researchers, professors). Eentrepreneurship development pro-gramme is designed and delivered in close collaboration between the Sunrise Valley management company, business associations, local universities, and experienced partners from United Kingdom (Kingston University, London). The SES is planning to develop a wider support structure that enables entrepreneurs to join forces with those in publicly funded research in order to start and develop hi-tech ventures. It will work closely together with business angels, business mentors and business support providers to provide potential entrepreneurs with access to appropriate financial and advisory support. The SES will also seek to stimulate interest in entrepreneurship for example by holding competitions to identify the most promising business plans from would-be entrepreneurs, internships for students etc.

In April 2006 Sunrise Entrepreneurship School project received LTL 1.1 million of EU support under measure 2.5 Improvement of Human Resources Quality in Scientific Research and Innovations of the Single Programming Document of Lithuania 2004–2006. The school project is aimed at developing a permanent practical training and consultancy framework at the Sunrise Valley knowledge economy cluster to promote entrepreneurship among students, researchers and scientists. During the project, a four-month entrepreneurship capacity building course will be compiled for graduate and post-graduate students, scientists and researchers as well as a two-month entrepreneurship capacity building course for start-up representatives. The end pilot of project - May 2008.

AccESS to FInAncE - buSInESS AnGELS nEtWorK (bAn)

In order to fill the information gap between those who are looking for risk capital and those who are willing to invest into innovative projects Sunrise Valley jointly with partners – INVEGA, business schools, private consultancy companies - initiated creation of the first Business Angels network in Baltics. BAN will provide range of services - screening of investment proposals, organization of presentations and meetings between entrepreneurs and business angels, organization of seminars and trainings for entrepreneurs and business angels.

Sunrise Valley is an initiative to facilitate the development of a science and technology park capitalising on existing research excellence within Vilnius University and Vilnius Gediminas Technical University. The initiative involves close partnership between business, academia and research. At the science park, the plan is to develop a knowledge-intensive cluster centred around (but not limited physically to) the Saulėtekio (Sunrise) campus in Vilnius where both universities already have an impressive number of university faculties and affiliated research institutes, some recognised as European centres of excellence (such as VU Laser Research Centre). While Sunrise Valley involves the development of new business infrastructure at the Saulėtekio site to create an attractive environment for

knowledge-driven, predominantly high-tech businesses, the overriding emphasis is on the development of high quality services and on other soft factors such as networking and internationalisation.The site reserved for the development of Sunrise Valley currently covers an area of approximately 2.4 hectares in Sunrise avenue in Vilnius. It is planned that Sunrise Valley Science & Technology Park will be developed in phases over a 10-15 year time span by attracting public and private investments. Over the medium term, to attract businesses to Sunrise Valley, wider supporting infrastructure (sporting, leisure and recreational facilities, student hostels, banks, shopping centres) is planned to be developed by private investors.

Start-up companies and micro-firms under 3 years of operation – these will be located in the Technology Business Incubator (typical space need 10-120 sq m);

Existing companies (SMEs) –small firms with less than 50 people located in the STP (average space need of 100-250 sq m)and medium-sized companies (space need of 250–5,000 sq m. Some companies may require additional facilities such

as advanced security systems, labs, etc. Business development/marketing units, product houses, R&D divisions of existing companies will be typical tenants in the early stage of STP expansion.

Foreign direct investors – inward investors will also be targeted. Speculative space jointly with private investors and operators would be developed to help attract inward investment.

FAcILItIES

Offices will be equipped with broadband internet access and each office will have telephone, fax and high speed internet connections. Facilities of STP and business incubator will also include a reception desk and shared secretariat services. The reception and secretariat will provide fax, mail and photocopying services to tenant companies. Tenants will have access to shared meeting rooms, small, well-equipped kitchens offering hot drinks-making facilities and snacks as well as cafeteria.

SErVIcES

Sunrise Valley will serve as a one stop shop facilitating access to high quality services for tenant companies and other SMEs in Vilnius region. Services provided to STP and incubator tenants are divided into three categories: business support services, innovation support services and access to finance. Within these three categories, a number of services will be offered:

Business support services – marketing support, business planning, consultancy support on business development, strategic planning, human resource development, mentoring, exporting and internationalisation.

Access to finance - access to investor networks such as the recently formed ‘Sunrise Valley Business Angels Network’, introductions to financial providers specialising in innovation finance e.g. venture capitalists, banks, INVEGA etc. Advice on ‘investor readiness’

Innovation support services - techno-logy commercialisation, technology audit, legal advice on patenting, intellectual property rights protection and management and introduction to technology commercialisation agents/brokers.

Quality of Business Idea

Is the business idea commercially and technically viable? Has a business plan been prepared and is it of adequate quality? Does the company demonstrate strong growth potential? Does the applicant have a good understanding of the market & competition?

Financial Resources

Have cash-flow projections been prepared and have these been reviewed externally? Is the time projected to reach positive cash-flow appropriate?

Is the business likely to have sufficient capital to operate for a minimum of six months? Are the company’s budget forecasts adequate in comparison to the research and development / proof

of concept work outlined? Does the business stand a realistic chance of raising any additional funds needed to carry out the

project? Has it thought through potential financing sources?

Quality of Management

Does the start-up’s management team have the necessary capacity to succeed? Does the applicant have a relevant educational background and / or previous business experience? In the case of spin-offs started by lecturers/ researchers, has the applicant participated in an

entrepreneurship training programme or is able to demonstrate they understand business basics? Has the applicant secured mentoring support/other sources of external expertise (e.g. additional

management and outside directors) to help guide the business’s development?

Target Sector

Incubator applicant operates in: High-tech industry (outside key target sectors); Applicant is focused on a low-medium value added sector but is involved in research and development/

innovation.

Technology/ Innovation Potential

Start-up involves an innovative technology-based concept; There is already a patented technology or the potential to secure a patent; If the business opportunity is based on proprietary technology, is the proprietary position adequately

protected.

AdMISSIon crItErIA: buSInESS IncubAtor

The incubator is important link between the universities and the wider Sunrise Valley science and technology park. It will serve as a mechanism for supporting and nurturing high-technology spin-offs from the universities and existing companies until such time when spin-offs and start-ups are ready to graduate from the incubator to the wider Sunrise science park

or to grow-on space located elsewhere in the Vilnius area. Applications from prospective tenants will be for screened by Advisory Panel comprised of representatives from the Sunrise Valley management team and representatives from universities, R&D institutions, financial institutions and business support agencies.

Technology IncubaTor – summary of facIlITIes and servIces by IncubaTIon sTage

In the first three years of occupancy, tenants will pay a discount compared to the full market rate for office space.

Tenants will have access to managed

In addition, there would be ad hoc mentoring and advisory support form the Sunrise Valley management team as well as other support such as networking.Graduation

The maximum tenancy period could be extended to 5 years in exceptional circumstances.

Graduates will move on to grow-on space located both at Sunrise Valley (STP) or alternatively, if space capacity issues emerge at other STPs and business offices in the Vilnius area or elsewhere.

STP will provide favourable conditions for the accelerated growth of existing small and medium sized high technology firms as well as those that operate in traditional sectors but which are innovation-oriented. STP will also seek to attract private business support service providers to locate in the site including those providing legal, marketing, financial, audit and consulting services. Special services for tenants will also be provided by public business support agencies such as INVEGA (micro credits and guaranties), Lithuanian Innovation Centre (international technology transfer, support for participants in European RTD projects) and other.Applications from prospective tenants will be evaluated by Advisory Panel based on admission criteria.

The project is implemented in association with partners – the Lithuanian Industry Confederation, the Public Institution Lithuanian Innovation Centre, the Public Institution North Town Technology Park, the Public Institution Visoriai Information Technology Park.

AdVAntAGES oF projEct:

Seminars ‘Innovations in business’. These seminars are unique, as participants are going to be both from Lithuanian high technology companies and two universities – Vilnius University and Vilnius

tEchnoLoGy trAnSFEr cEntrE – minimizing the gap between business and science

Gediminas Technical University – as well as Vilnius research institutes. The main aim of the seminars is to stimulate development of innovative activities, implementation of innovation projects and application of scientific knowledge in Lithuanian high technology business companies, to narrow the gap between Lithuanian business and science sectors and to encourage constructive dialogue and cooperation between these sectors. Participants will be selected according to their field of activity and demand for interdisciplinary cooperation. Seminars will be devoted to the topics of innovation management, technology transfer and commercialisation, venture financing, intellectual property rights, etc. Moreover, case studies of Lithuanian

innovative business undertakings and their experience in implementing certain innovations will be analysed.

Meetings involving Lithuanian high technology companies and representatives form science and research institutions. The aim of these person-to-person meetings is to inform Lithuanian high technology companies about possibilities of Vilnius University, Vilnius Gediminas Technical University and Vilnius research institutes to conduct contract research, about technologies with commercialisation potential and other possibilities for mutual cooperation. These meetings are going to be a platform for future establishment of innovation and technology transfer system, involving Vilnius University, Vilnius Gediminas Technical University and Vilnius research institutes.

Innovation and creativity trainings for Lithuanian high technology companies. Innovation and creativity trainings will help business companies in evaluation of inner demand for innovation and new technologies. Also current need for innovation support services among business companies will be evaluated and involved companies will be provided with information about possible technology transfer mechanisms.

Innovation and technology audit in universities and research institutes. Innovation and technology audit is aimed to evaluate intellectual property of certain departments of Vilnius University, Vilnius Gediminas Technical University and Vilnius research institutes and assess technologies with commercialisation potential. Results of this audit will be a background for technologies data basis, which will be used by business companies for searching

technologies offers and placing their requests. This data basis is going to be integrated in international innovation (technologies) transfer network (IRC).

Information publications about technologies and possibilities of Vilnius University, Vilnius Gediminas Technical University and Vilnius research institutes. Two information publications about technologies with commercialization potential and scientific research competence of Vilnius University, Vilnius Gediminas Technical University and Vilnius research institutes will be issued. These publications will be also focused on information about possibilities of science institutions to take part in innovation projects and about technology transfer processes and mechanisms.

Innovation management consultancy services for business companies. Lithuanian high technology companies will be provided with two types of consultancy services:

Legal consultancy. These consultancy services will be focused on intellectual property rights, technology transfer agreements, innovation protection and other legal questions as well as on intermediation between business companies and science institutions.

Innovation management and innovation audit consultancy. These consultancy services will embrace innovation and technology audit in business companies, identification of business companies’ demand for innovations and new technologies, information EU financed programs and search of possibilities of science institutions to conduct contract research or of already existing technologies with commercialisation potential.

SErVIcES proVIdEd by ttc:

Technology ‘scouting’ or ‘mining’ services - to assess commercialization potential i.e. undertaking joint research with universities and companies to identify technologies/ innovations for commercialization. This could be managed through a centralized database;

Intelligence monitoring of technological and innovation deve-lopments - to assess the commercial potential of new innovations, high quality research is needed to assess the technical competitive landscape i.e. other institutional R&D efforts, similar product offerings, existing IP in those areas etc;

Patenting services to clients – assisting clients in registering patents with Lithuanian State Patents Bureau and European / international patents orga-nizations such as European Patents Office;

Technology marketing and commercialization strategies – the Centre will assist clients in developing

strategies to commercialize promising technologies by evaluating market opportunities, monitoring key trends etc;

Facilitating access to networks of strategic partners – partners can help in the commercialization of new technologies/ innovations, licensing aspects, international IP management and protection and marketing aspects. Working through partners may be a more cost-effective mechanism for companies than managing IP directly;

Generating interest at European and international level in client technologies – this could be managed through a contacts database of potential research partners, licensees etc;

Assessing most appropriate route to market – assessing merits of dif ferent routes to market and identifying most appropriate commercialization route. Options include creating a spin-off company and licensing a technology / product/ service to an existing company that can help develop and commercialize it.

proFILE

The project is aimed at creating an educational centre of practical training and advices in order to promote the ideaof entrepreneurship among university lecturers, researchers and scientists, graduates and master degree students, to help them developing entrepreneurial mindsets and skills necessary for entrepreneurial start-up, to encourage them on starting new ventures, to support them in the early start up phases in order to increase the chances of success.

Project is prepared in such a way that lecturers, scientists, researchers and students from Vilnius University and Gediminas Technical University as well as entrepreneurs from Sunrise Valley will be educated. In the second phase of the project there is an intention to expand network of target groups by providing services to all universities in Lithuania as well as to other interested parties. The project also encompasses new and recently started companies of Sunrise Valley that are working in high-tech industries (creating and implementing innovations): start-ups, incubated companies that have been operating for less than 3 years, spin-offs and spin-outs. The project aims at improving entrepreneurship skills of employees of the above companies. It is a pilot project whereby Sunrise Valley is going to create entrepreneurship skills development concept and training program, to prepare case-studies and entrepreneurship courses targeted towards young innovative firms, spin-offs and spin-outs. The project is also directed towards business meetings and practical seminars in high – tech companies to discuss business opportunities and to encourage cooperation between business and academics.

Advantages of the programme Prepared using the best practice of

EU schools and under the supervision of foreign experts.

Lectures on programme modules are delivered by specially-trained and selected lecturers who have experience of working at EU higher education establishments.

Subject modules have been developed in view of the context of Lithuanian entrepreneurship problems.

Unlike other project of such nature that use foreign companies’ experience in training, the Sunrise school refers to materials on the practice of Lithuanian companies developed especially for this project.

A new form of training that is not used in Lithuania yet – practical workshops at companies – has been introduced.

Structure and curriculum of training programmeThe Sunrise Entrepreneurship School programme has been developed by experts from the British University of Kingston, who are directly involved in it. The programme is comprised of lectures designed specifically for training that are divided into three blocks:

management – development of a new business, marketing of new products, technology transfer;

finance – attraction of investments, venture capital;

law – product commercialisation, patents, copyrights. The Entrepreneurship School aims not only at providing theoretical knowledge but also at developing the students’ skills in putting the acquired knowledge into practice. Therefore, much attention is given to seminars presenting Lithuanian company case studies, performance of practical business tasks together with company representatives and lecturers. The Sunrise Entrepreneurship School organises two kinds of training in the development of entrepreneurship skills – Programme I and Programme II:

SErVIcES proVIdEd by SES:

Four months entrepreneurship training for researches, doctoral and master students, as well as two months courses for prospective incubator tenants. The program aims at providing theoretical and practical knowledge, and covers such themes as: entrepreneurship, new product marketing, financing the entrepreneurial business, managing start-ups, spin-offs, spin-outs, and R&D developing.

“Business clinic”. Programme lectures focus on such topics as new product creation and marketing, venture capital, technology transfer. Conducted by practitioners, case-study seminars will familiarize participants with the contemporary issues of Lithuanian management. In business clinic session the participants will discuss on the situation of the company and will try to find solutions.

“Case study”. Up to date, most of training programs in Lithuania are based on business practice of foreign companies. In order to change this approach, our programme uses special created cases, which analyze business practice of local companies. Case study seminars, as well as “business clinic” provide an opportunity to apply theoretical knowledge and to

find practical solutions. Invited speakers from companies will present cases and will participate in discussions.

“Entrepreneurship library”. Sunrise entrepreneurship school offers library services. Our library has extensive collection of textbooks and scientific literature, as well as provides free access to electronic databases.

Presentation of business plan. The final part of the programme. Participants (one by one or in groups of a maximum of 3 people) present their business plan, which is evaluated by a panel comprised of representatives of business, academic institutions, the Sunrise Valley and the Municipality. Persons who have successfully completed the programme and whose business plans have been given the highest evaluations are given an opportunity to establish their own companies in the Sunrise Valley business incubator.

Simulation games. This is a constituent part of the entrepreneurship skills development programme designed for the development of instrumental, interpersonal and system competencies and practical applications of knowledge. The interactive game of modelling business situations promotes communication and teamwork, in addition to improving decision-making skills.

Public institution “Visoriai Information Technology Park” (VITP) was founded on November 14, 2002.
