General J. H. Binford Peay III,VMI Class of1962, became the Institute's 14th Superintendenton July 1, 2003.Through Vision 2039, he has ush-ered in a period of enthusiasm, growth, andchange throughout all aspects of VMI. Never los-ing sight of VMI's primary "academic focus,"which he emphasizes as "first among equals,"Vision 2039 sets forth a plan that will guide theInstitute for decades to come, as it movestoward its 200th anniversary.
Enhancing the physical and cultural environmentis a key component for the future. Full renova-tions of Nichols Engineering Hall, Crozet Hall,Mallory Hall, and J.M. Hall have recently beencompleted, with a major modernization projectat Kilbourne Hall, a new Leadership and EthicsCenter, and a third Barracks all in "full swing." Inaddition to the new third barracks structure, thisproject will include modernization of all roomsin the current Old and New Barracks as well.General Peay and his staff have also spent hun-dreds of hours buried in the details of cadetleadership functions, cadet organizations, the reg-imental and class systems, the Honor System, and the cadet daily schedule.
"We must have the daily schedule right; leader-ship, cadet life, study time, management skills, andeverything else at VMI evolve around that," saysGeneral Peay.
Academically,VMI remains a clear leader amongundergraduate colleges. In July 2007, theInstitute, in a superb performance, successfully
completed its ten-year Compliance Certificationby the Southern Association of Colleges andSchools receiving reaffirmation of accreditation.Modernized and technologically enhanced aca-demic buildings and a full academic support staffcomplement splendid instructors. The Institutereceives annual national and state recognition forits programs.
Military and athletics combine with academics toform the historic three-legged stool at VMI, andboth play major roles in Vision 2039.A significantincrease in commissioning is called for asGeneral Peay emphasizes the importance of mili-tary service, not necessarily as a career, butrather for a couple of years in the true spirit ofthe citizen-soldier. Over the past five years, thepercentage of graduating cadets receiving com-missions has grown from 34% to 51%.A strongproponent of athletics,Vision 2039 (and "everycadet an athlete") calls for huge capital buildingefforts which will benefit intercollegiate teams, club teams, intramural sports, and the Corps ingeneral. The initial and most obvious effort is thenewly renovated football stadium at AlumniMemorial Field, dedicated - Foster Stadium - inSeptember 2006 in honor of P.Wesley Foster, Jr.,VMI Class of 1956.The Gray-Minor BaseballStadium, named in honor of Senator Elmon Gray'46 and G. Gilmer Minor, III '63, and the PauletteLocker Room complex in honor of Bill Paulette'69 were completed and dedicated inMarch 2007.A lacrosse-soccer stadium, additional multi-purpose fields, newCorps confidence courses, tennis courts,RAT Challenge courses, and animproved cross country "Chessie Trail"are planned for the North Post area andwill "round-out" what General Peay calls"leadership valley."
General Peay considers hisSuperintendency as an opportunity togive something back to VMI which hashad such a significant influence on his lifeand that of his family. His Father, J.H.B.Peay, Jr. was a graduate of the VMI Classof 1929, and he and his wife, Pamela, have two sons, who are also graduates:Jim, Class of '98, and Ryan, Class of '02.Born in Richmond,Virginia on 10 May1940, General Peay, upon graduation, was commissioned a Second Lieutenantof Field Artillery, embarking on a 35-year
career in the United States Army. He holds aBachelor of Science degree in Civil Engineeringfrom VMI, a Masters of Arts degree from GeorgeWashington University, and he is also a graduateof the United States Army War College. As acadet, he was a quarterback on the footballteam, a member of the Honor Court, a BattalionCommander and awarded the Institute's presti-gious Cincinnati Medal at graduation.
He assumed command of the 101st AirborneDivision on 3 August 1989 and led the Divisionthroughout Operations DESERT SHIELD andDESERT STORM in the Persian Gulf. Promotedto Lieutenant General in 1991, he was assignedas the Deputy Chief of Staff for Operations andPlans, Department of the Army and Senior ArmyMember, United States Military Committee,United Nations and on 26 March 1993, he waspromoted to the rank of General and appointedthe 24th Vice Chief of Staff of the United StatesArmy.
His last assignment was Commander-in-Chief,United States Central Command, MacDill AirForce Base, Florida, from 5 August 1994 to 13August 1997, with responsibility for the regionencompassing twenty countries in Africa, theMiddle East, Persian Gulf and South Asia. The most ambitious capital improvements to athletic facilities in20 years have been launched under the Vision 2039 initiative ofVMI Superintendent General J.H. Binford Peay, and AthleticDirector Donny White has been a guiding force in the process.
Over the past several years, both the football and baseball pro-grams have seen their facilities significantly upgraded with theadditions of P.Wesley Foster, Jr. '56 Stadium and Gray-MinorStadium.Also, the Keydet programs have hosted several highly-regarded visitors and set attendance records during White'stenure, including during the 2008-09 campaign, as this past sea-son saw VMI lacrosse host top-ranked Virginia and Keydet bas-ketball draw 5,029 to a game with Big South rival Liberty inCameron Hall.
White is entering his 27th year in VMI Athletics, having spent 15seasons as a coach and the past 11 years as Athletic Director.Upon his return in 1998,White immediately went to workaddressing the challenging issues facing the VMI athletic depart-ment.At the same time, he has built support for intercollegiateathletics among the VMI community and its alumni. His efforthas resulted in a change in conference affiliation, increased fund-ing for operations, the development of women's athletics, and abetter overall competitive environment for VMI sports.
In 2008-09, the Keydet programs posted several notable results:VMI basketball posted 24 wins and came within just one victoryof the program's fourth NCAA tournament appearance, as twinbrothers Chavis and Travis Holmes became the top scoringtwins at the NCAA Division I level. In addition, runner DonnieCowart earned All-American honors in the 3,000-meter stee-plechase, while women's soccer finished at .500 for the firsttime and earned its initial post-season win, a 2-1 win overWinthrop in the first round of the Big South Championship. Finally,VMI won the Big South Sportsmanship award for thefourth-consecutive season.
White compiled a distinguished VMI coaching career in twosports spanning 15 years. He joined the football staff in 1971and helped lead the Keydets to two Southern ConferenceChampionships and a State Championship.White coached thedefensive backs to a number one national ranking in 1975 and anumber four ranking the following season. He served as VMI co-defensive coordinator from 1976 to 1981 and had the SouthernConference's top-ranked defense in 1977. His defensive back-fields led the conference in pass defense three times.White also
recruited seven football players who were selected all-confer-ence.
In the fall of 1981,White became VMI head baseball coach andbegan to resurrect a program that had not won a SouthernConference game the three previous years. His 1982 debutsquad compiled six league wins and White was named SouthernConference Co-Coach of the Year. His teams won 85 games insix years and his 1987 squad reached the Southern Conferencechampionship game. While serving as baseball coach,White alsotaught on the Physical Education staff as an assistant professor.
White is a 1965 graduate of VMI with a B.S. degree in civil engi-neering.As a cadet, he was a Distinguished Military Student, named Who's Who in American Colleges and Universities, andwas awarded the VMI Intercollegiate Athletic Award for excel-lence.White co-captained the 1964 VMI football team and wasselected All-Southern Conference in baseball for three consecu-tive years as a shortstop while also leading the team in batting. He was inducted into the VMI Sports Hall of Fame in 1975.
After graduation from VMI,White was commissioned as a fieldartillery officer in the U.S.Army and served a tour of duty inVietnam. His decorations include the Bronze Star, Purple Heart, and Air Medal with four oak leaf clusters.
White and his wife, Bettie, have four children, Kyle, Katherine,Shannon and Bryan.
