5. FIA AND OTHER TITLES ELIGIBILITY 5.1 Vehicles

All vehicles must be in conformity with the above mentioned Technical Regulations. The participating vehicles must be of a type approved for driving on public roads and must be equipped with official registration plates appropriate to this purpose. Admitted vehicles which can score points in 2019 FIA ERRC and 2019 FIA ERCC: - Battery electric vehicles – B.E.V. or pure or fully electric vehicles.

5.2. National vehicles

Category IIIa: Serial electrical vehicles for daily use. Category VII: Hybrid electric vehicles (electric hybrid and parallel hybrid electric vehicles). Category X: Approved electric vehicles without factory approval.

5.3 Wheels and Tyres

In cases in which the vehicle is originally supplied with a spare wheel, this must, as a matter of obligation, be kept on board for the entire event. The vehicle must also, again as a matter of obligation, be equipped with all items and tools originally supplied by the manufacturers for use on public roads such (the jack or the repair set for tyres). The tyres must be of the same size as those the manufacturers have foreseen for the normal use of the car. The maximum permissible tyre pressure is that specified by the manufacturers in the vehicle’s maintenance manual or to any other official document, for use with the fully loaded vehicle.

6 GENERAL CONDITIONS

3rd MAHLE eco rally will be organised in conformity with: - the FIA International Sporting Code and its appendices, - the Sporting Regulations of the FIA E-Rally Regularity Cup (ERRC), - the Sporting Regulations of the FIA E-Rally Energy Consumption Cup (ERCC) - the applicable prescriptions of AŠ 2005, - the present Supplementary Regulations.

The Organizing Committee will ensure that the event complies with all the rules and regulations stated above, and that the event has received all the required administrative authorizations.

8 BASIC CHARACTERISTICS OF E-RALLIES The purpose of E-Rallies is to promote the new technology of vehicles designed to conserve energy and to emit the smallest possible quantities of pollutants and CO2.It is also aimed at encouraging drivers to change their driving habits, giving priority to the protection of the environment and to the sustainability of the transport sector through the use of electricity as their vehicle’s propelling energy sources. One of the main fields of competition for which FIA E-Rally Regularity Cup points are allocated is the evaluation of the competitors’ capability to respect accurately the time schedule of the whole event as planned by the Organizers. This is expressed in the form of consecutive “ideal times” for the movement of the cars from one Time Control to the next Time Control. Any “early” or “late” arrival is penalized. The other main field of competition, which is also very important for the final combined General Classification, is the evaluation of the Crew’s capability to drive through all the “Regularity Stages” at a steady and exact obligatory speed (or speeds), respecting all the terms imposed for this purpose by the Supplementary Regulations and its Bulletins. It is important to emphasise that E-Rallies are not “speed” events and that, consequently, there is no need for any specific safety equipment for the participating vehicles and crews. All Electric (EV ́s), Plug in Hybrid (PHEV ́s) of serial-hybrid architecture only, Range extended hybrid (EREV ́s), and Fuel Cell (FCEV ́s) vehicles, officially registered for driven usage on public roads are eligible to participate in the event, under exactly the same conditions as when driving in everyday use.

9 DESCRIPTION OF THE RALLY

9.1 Itinerary and layout:

- Total length of the rally: 424,25 km - Number of Sections: 4 - Number of RS: 12 - Number of legs: 2 - Total length of regularity stages: 151,600 km

9.1.1 Leg 1 19.09.2019

Rally will start on Kidričeva ulica in Nova Gorica. Rally will go trough Kromberk, Šempas, Črniče, Potoče, Cesta, Lokavec, Predmeja, Col, Bukovje, Hrušovje, Razdrto, Senožeče, Štorje, Kazlje, Štanjel, Branik, Šempeter pri Gorici, will pass factory MAHLE Electric Drives Slovenija d.o.o to center of Nova Gorica, where will be recharing. In the mean time the crews will have lunch, si ogledale Franciscan monastery Kostanjevica and Tomb of the Bourbons. They will continue in direction to Pristavo, Rožno Dolino, Šempeter, Miren, Kostanjevico na Kras, then trough Temnica, Renče, to Nova Gorica they will pass Square of Europe in to center on Kidričeva street in front of Hotel Perla Casino. Where it will be overnihgt recharging. Feast at Hotel Perla and presentation of competitors at Bevkov Square.

9.1.2 Leg 2 20.09.2019

Start will be in Nova gorica to Solkan, Kanal, Čiginj, Most na Soči, Tolmin, Kobarid, where there will be a tour of the World War I Museum and tasting of local dishes. They will continue to Idrsko, Volče, Solarij, Široko, Kambreško, Lig, Krasno, Višnjevik, Dobrovo v Brdih, Medana, Vipolže, Šmartno, Hum, Solkan, v Novo Gorico. Stopover - Visit the Solkan Bridge with the largest stone arch in the world and lunch. After lunch the will go to Kromberk, Ravnica, Solkan, Vogrsko, Dornberk, Branik, Branica, Šmarje, Velike Žablje, Vipavski Križ, Cesto, Potoče, Gojače, Črniče, Šempas, on Super Special, which will be on Kidričevi street in Nova Gorica. After Super Special the rally will finish.

The detailed layout of the event, the exact distances from Time Control to Time Control and the corresponding ideal times, the exact starting points and finishing points of the Regularity Stages and the obligatory steady speed for each one of them, as well the Regrouping and Parc Fermé area locations will be clearly indicated in the Road Book of the event, in which the obligatory itinerary roads to be followed

by the competitors are also indicated. The Road Book of the event should be considered as an Appendix to the present Supplementary Regulations. Any deliberate and certified deviation from the itinerary as it is indicated in to the Road Book will be penalized by disqualification from the event. 9.2 Calibration of the Distance Meters

Competitors can calibrate their distance meters at the points marked in the road book.

10 ADMINISTRATIVE CHECKS Location: : Hotel Casino Perla, Kidričeva ulica7, 5000 Nova Gorica Date: Thursday, 19. September 2019 Time: 07:00 – 10:00 10.1 Documents needed at Administrativechecks

• Valid driving licenses (not applicable to co-drivers if he/she is not driving) • Competition licenses (for both crew members) • A completed and signed application form • Car license • Vehicle insurance policy with cover for participation in competitions and training (for foreigners: green card) • Authorization of the vehicle owner if he is not one of the drivers

11 SCRUTINEERING

11.1 Documents needed at scrutineering

• Veichle booklet

• Car license

12 RUNNING OF THE EVENT

12.1 Nature of the Event

3rd MAHLE ECO RALLY is an E-Rally Regularity event and E-Rally Energy Consumption Cup (only 1. LEG). Each competitor will collect penalty points from the “Regularity Stages” and from the road connecting the sections (Time Control penalties) in accordance with the present Supplementary Regulations and the Bulletins, which may be issued at a later stage.

12.2 Crew Each crew comprises one driver and one co-driver. The driver and co-driver may exchange roles freely during the event provided that both are holders of the necessary driving and competition licences (see Article14.2). Navigators should also hold a competition licence but it is not mandatory that they hold a driving licence. No other passengers are admitted on board. In case of any unauthorized change of a member of the crew, the vehicle will be disqualified.

12.3 Start, Finish, Results

12.3.1 Ceremonial Start

12.3.2 Finish

Location: Finish ramp in front of the Hotel Casino Perla, Kidričeva ulica7, 5000 Nova Gorica Date: Friday, 20. september 2019 Time: 19:20

12.3.3 Results

Results will be announced after the end of the first part and after the end of the rally. All results will be posted on the official bulletin board at the time indicated in the program.

12.4 Time Card

12.4.1 At the start of the Rally, each crew will receive a Time Card showing the times allowed to cover the distance between two consecutive Time Controls. This card will be returned to the Organisers at the end of the 1. Leg and the crews will get a new Time Card at the start of the 2. Leg, at the end of which, it will be finally returned to the Organisers. 12.4.2 Each crew is solely responsible for its Time Card. 12.4.3 The Time Card must be made available for inspection on demand, especially at control posts, where it must be presented in person by a member of the crew for stamping.. 12.4.4 The loss of the Time Card will result in disqualification, as will any correction of, or amendment to it, unless this has been approved by the appropriate marshal. 12.4.5 The Regularity Stages starting Control points will refer to the information contained in the Time Card. 12.4.6 The crew has the sole responsibility for submitting the Time Card at the various controls and also for checking the accuracy of the timing stamps administered by the Time Control marshals on the Time Card. Failure to check in with a stamp in one Time Control station, or in one Time Control station of a Regrouping, or at one Time Control station at the finish of a Leg,or in one Passage Control Station, will result in disqualification from the event. 12.4.7 It is, therefore, up to the crew to submit its Time Card to the marshals at the correct time and to check that the time has been entered correctly. The post marshal is the only person permitted to enter the time on the Time Card and this must be done by hand or with a stamp.

12.5 Traffic

The event will take place on roads open to normal traffic. Competitors will have to run exclusively on the roads indicated in the Road Book and must respect the traffic code regulations on pain of a penalty, which may go as far as disqualification from the event.

12.6 Traffic jams, accidents, obstructions

Any bottlenecks, accidents or obstructions on the roads will be overcome by the participants by their own means, with full respect to the traffic rules, and there will not be any time period of neutralization for this kind of incident.

12.7 Repairs

Repairs are permitted at any time throughout the rally, except in the Parc Fermé.

12.8 Unsportsmanlike behaviour

At the risk of a penalty, which may go as far as disqualification from the event, crews are prohibited from: - Deliberately blocking the passage of competing cars or preventing them from overtaking; and/or - Behaving in an unsportsmanlike manner. This applies to the crews, as well as to their service teams.

12.9 Parc Fermé

During the overnight stay between the first and second daily Legs, the cars will remain in the Parc Fermé area, which they will enter as soon as they arrive at the end of the first daily Leg. In the Parc Fermé areas, the cars will remain locked and under the supervision of the Organisers. It is not permitted for any car to be moved from this area without the permission of the responsible marshals. Should any repairs be necessary, the Organisers must be notified and the marshals will supervise the repair work, upon the completion of which the car will again be locked. After the arrival of the vehicles at the finish of the event, they will remain in the Parc Fermé area under the supervision of the Organisers until the time period for submitting protests has expired. Only the Stewards are authorized to declare the Parc Fermé over and release the vehicles.

12.10 Maximum permitted delay in a Time Control

The maximum total permitted delay for a vehicle in a Leg is thirty (30) minutes later than its ideal time. The maximum total permitted delay for a vehicle to be present at a Time Control is thirty (30) minutes later than its ideal time. It is necessary to make absolutely clear that every minute of delay in one Time Control station will reduce by one minute the maximum total permitted delay for all the remaining Time Control stations of the same daily Leg. For example, a delay of 2 minutes in Time Control 2, plus a delay of 1 minute in Time Control 4 and plus a delay of 3 minutes in Time Control 7 means that for all the remaining Time Controls, of the same daily Leg, the maximum total permitted delay is now only 24 minutes because the initial 30 minutes have already been reduced by 2+1+3 = 6 minutes.

12.11 For the protection of the natural environment

All persons involved in an 3rd MAHLE eco rally event are required to demonstrate their serious concernfor environmental protection by avoiding acts or omissions which would in any way disrupt orcontaminate the surrounding areas or generate unnecessary noise.

Precautions to be taken include the following: - Consider, and reduce, the environmental impact when involved in an E-Rally Regularity event,

before, during and after the event. This also includes ancillary activities. - Use eco-labelled products, in all activities, if possible. - Before taking part, plan how to act to prevent environmental accidents. - Organisers, marshals and participants should not throw away or leave on site any objects or

materials, such as bottles and metal or plastic packaging materials, leftover food, spare tyres, old spares, etc., along the entire itinerary of the event. The general rule is the obligation to leave the spaces from where we move or where we stand cleaner than we found them.

- We should avoid causing unnecessary noise by sudden acceleration or hard braking or by using the horn of the car unnecessarily.

- The pollution of the spaces around us from liquids of any kind, such as oils, fuels, etc. When refuelling and during any repairs of vehicles, is absolutely prohibited.

- All vehicles should adhere strictly to the legislation regarding noise standards in force in the country of the event.

- The personnel manning the Time Control Stations or Passage Control Stations should have a sufficient quantity of waste collection bags and, on their departure from the point of operation, not leave behind any object or material used for the execution of their duties, such as labelling strips, plates, all kinds of auxiliary materials, and food waste and packaging.

- In the Regrouping Areas, particular attention should be paid to maintaining the cleanliness of the

space and to garbage collection. In these spaces specifically, the rule that we leave the area cleaner than we found it should be strictly applied.

- Any environmentally harmful liquids or fuels that may have leaked during the refuelling and repair of the vehicles must be collected in a suitable container and the polluted space cleaned with care.

13 REGULARITY STAGES, TIME CONTROL STATIONS AND PENALTY POINTS

The Regularity Stages are indicated in the Road Book and are placed between two consecutive Time Control stations. These will take place on roads that are open to public traffic. The crews must cover the total length of each Regularity Stage, driving their vehicles at a “steady” speed (or speeds) imposed by the Organisers. In cases in which, for any reason, this speed has to be reduced or a momentary stop has to be made, these losses must be recovered as soon as possible, without making any breach of the traffic rules, and their average speed must be brought back to the exact level of the imposed “steady” speed. The start point and the finish point of Regularity Stage will be marked in the Road Book (also with GPS coordinates) and the exact distances. The start point and the finish point of Regularity Stage will be also be marked on the roadside by means of standardized FIA signs. One or more intermediate secret Timing Control points will be located along of each Regularity Stage, and the timing accuracy for the calculation of the achieved average speed will be at least 1/10 of a second. Deviations from the average speed will be penalized on the basis of the penalty table (see point 13.3 and 13.4 for relavant cup),

The time will be measured by GPS System, except on RS 12 Nova Gorica – Super Special, where it will be measured by photocells (see 13.2).

13.1 Description of the Time Controls procedure

The event will be started by the start of competitor No. 1 all other competitors will follow the first car, starting at one-minute intervals. Time Controls shall be ready to function at least 30 minutes before the scheduled time of the arrival of the first car and they will cease operating after the scheduled time of the arrival of the last car plus 30 minutes (or 60 minutes for ERCC only). All time control shall be indicated in the Road Book and also at the actual position by FIA approved standardized signs. The check-in procedure begins at the precise moment the cars pass the time control area entry sign. Between the time control area entry sign and the location of the control post, the car is forbidden to stop or to be driven at an abnormally slow speed. The actual timing and its recording on the Time Card corresponds to the exact moment at which the Time Card is handed by the crew to the Time Control station marshals. For example, if the target arrival time is 11h34m, the Time Card must be given to the marshals at any time between 11.33.01 and 11.34.59. Early arrival and late arrival to time control are penalized according to Art. 13.3 and 13.4 of these regulations. The starting marshal can change this “provisional” starting time and a new starting time can be entered in the Time Card, endorsed by the starting marshal’s signature. For procedures on time controls, "sports instructions for participants in the Rally competitions AŠ2005" are used.

13.2 Description of the Time Controls procedure for RS 12 Nova Gorica – Super Special 1. Starting lights will be placed in the driver's field of vision. 2. At first the light will be red. 3. Starter will show with hand approximately 5 seconds before the start. After 5 seconds, the light

will turn on green, which means the crew can start. 4. The crew can start within 5 seconds after the green light turns on.

13.3 Table of penalties – FIA E-Rally Regularity Cup (ERRC) and AŠ 2005 E-Rally Regularity Cup

- For every one tenth (1/10) of a second divergence from the calculated correct time of the

car’s movement from one Regularity Timing Control point to the next along the Regularity Stage: One (1) Penalty point (art. 6).

- For every minute or fraction of a minute early arriving at a Time Control station: Sixty (60) Penalty point (art. 6).

- For every minute or fraction of a minute late arriving at a Time Control station: Ten (10) Penalty point (art. 6).

- Where the check-in delay in one Time Control station or the accumulated delays in some or all of the Time Control stations of the same daily Leg exceed 30 minutes: Disqualification from the event (art. 4.11).

- Failure to check-in at one Time Control station or at one Regrouping Time Control station or in the finish of a Leg Time Control station: Penalties at the stewards discretion going as far as disqualification from the event.

- For a no-show at the start of a Regularity Stage or any deliberate deviation from the Road Book itinerary: Disqualification from the event.

- Where an attempt is made to receive or to communicate information regarding the positions

of the secret timing posts along the Regularity Stages: Disqualification from the event.

- For the unauthorized change of a member of the crew: Disqualification from the event.

- For loss of the Time Card: Penalties at the stewards discretion going as far as disqualification from the event (art. 4.5).

- For making a correction/amendment on its records: Penalties at the stewards discretion

going as far as disqualification from the event (art. 4.5).

- For deliberately blocking the road or for unsporting behaviour: Penalty at the Stewards’discretion, going as far as disqualification from the event (art. 4.9).

13.4 Table of penalties – FIA E-Rally Consumption Cup (ERCC)

Energy consumption increased by 2% (art. 6).

- For any deliberate deviation from the Road Book itinerary: Energy consumption increased by 20% (art. 6).

- For the unauthorized change of a member of the crew: Disqualification from the event (art.

6).

- For loss of the Time Card: Energy consumption increased by 20% (art. 6).

- For making a correction/amendment on its records: Penalties at the stewards discretion going as far as disqualification from the event (art. 3.5).

- For deliberately blocking the road or for unsporting behaviour: Penalty at the Stewards’discretion, going as far as disqualification from the event (art. 3.9).

13.5 Any crew who will use the detection device or receive information about the location of the

hidden time control will be disqualified from the event, after the decision of the stewrds. 13.6 Vehicles or crews will be classified on the basis of the sum of penalty points accumulated from

the Regularity Stages and from the “Connecting Sections” (Road Penalties). The vehicle with the fewest total penalty points will be in the best position.

13.7 Where cars have the same number of points, the relative position will be determined according to

the Regularity Stages results by a comparison of the most first places, most second places and so on; otherwise the cars involved will stay in the same position.

14.1 Entry fee will be refunded in full: - To candidates whose entry has not been accepted. - In case of the rally not taking place.

The organiser may refund part of the entry fee to those competitors who, for reasons of »force majeure« (duly certified by their ASN, before the administrative check) were unable to start the rally. This must be applied for in writing ([email protected]), giving the reason of withdrawal, before the admin istrative checks, including bank and account details. 14.2 Crew documents

- Valid driving licenses (not applicable to co-drivers). - For FIA E-rally Regularity Cup and FIA Energy Consumption Cup - Driver licenses (for both crew

members) issued at the parent ASN or Class Z license obtained by the parent ASN or at the event by AŠ2005 (with the written permission of the parent ASN for foreigners). For a Class Z license (for both crew members), you need to pay 200 €.

- For AŠ2005 E-rally Cup - Driver licenses (for both crew members) issued at the parent ASN or Class D1 license obtained by the parent ASN or at the event by AŠ2005 (with the written permission of the parent ASN for foreigners). For a Class D1 license (for both crew members),, you need to pay 60 €.

- A completed and signed application form. - Vehicle traffic permit. - Vehicle insurance policy with cover for participation in competitions and training (for foreigners:

green card). - Authorization of the vehicle owner if he is not one of the drivers.

14.3 Entry form

Competitors entering the 3rd MAHLE ECO RALLY must send his/her correctly fully filled entry form until Friday, 6. September 2019 to the address:

14.4 By signing the application, the competitor authorizes the publication of the information specified in the application form in the media.

14.5 The number of crews is limited to 40. 14.6 The organizer reserves the right to cancel the application. This right is defined by point 74 of the

ISC and point 8A of the General Regulations for the FIA Championships. 14.7 The crews cover damages from their own insurance policy. The organizer does not take any

responsibility for the losses and the damages in regard to competitors. The competitors take part in the rally at their own risk.

14.8 ADVERTISING 14.8.1 Official sponsor :The organization of the event is supported by MAHLE. The logo will be

displayed at the start numbers and other promotional material on the vehicles. Optional promotional material may be proposed by the organizers.

14.8.2 Organizer’s obligatory advertising: Competitors have to reserve the space on the competition

car for the organizer's and AŠ 2005 Advertisings in accordance to Article 19 of this Regulations. Competitor cannot refuse the organizer's compulsory advertising.

14.8.3 Organizer’s optional advertising: Organizer will require from competitors to carry additional

optional advertising. Details of optional advertising will be specified in a bulletin which will be published later on.

14.8.4 The entry fee include: - Competition numbers 1 set - Advertising stickers 1set - Road Book 1 pcs - Team passes 2 pcs - Rally T-shirt 2 pcs - Food and beverage for crew - entrance fees for castles and museums according to the program

15 SPECIFIC TERMS - RALLY PLATES

15.1 The submission of the entry form will constitute the proof that the entrant and the crew members have agreed to respect all the regulations applicable to the event.

15.2 Any amendment or addition to these regulations, will be communicated by officially-numbered

and dated Bulletins on Official Notice Board. 15.3 The Organising Committee will provide each crew with competition numbers and advertisments

according to Article 19 of these Supplementary Regulations.

17 CUPS AND TROPHIES

The cups will be held on Friday 20. September 2019 at 22:00 on the ramp. If the recipients do not attend the awards ceremony, they will lose the right to this. Teams will be ranked on the basis of the sum of penalty points collected on punctual trials and full stages (road penalties) and consumption points in 1. LEG. A crew with a total of minimum penalty points will win.

18 PROTESTS AND APPEALS 18.1 The amount of the ASN protest fee is 300,00 €. 18.2 Protests against the provisional results of the Event must be lodged, in writing, in accordance

with the prescriptions set in the ISC with the Clerk of the Course within 30 minutes of the moment of their posting on the official notice board. Upon the expiration of this time period, the results become final.

18.3 Every protest is eligible to be examined by the Stewards of the Event only if it is accompanied by

the aforementioned protest fee defined in Art. 18.1. above, which is not refundable should the protest fail to be upheld.

18.4 National appeal fee (ASN) is

- For warning and cash penalty less than 500 € 600,00 € - For all other 1.200,00 €
