LATAR BELAKANG
Sebagian besar para operator air di Asia-Pacific termasuk di
Indonesia (PDAM/PD PAL) memiliki : Infrastruktur yang kurang memadai dan sudah tua
Lemah dalam hal organisasi
Kinerja pelayanan yang kurang baik
Kinerja keuangan yang lemah
Hubungan dengan pelanggan yang kurang baik
Tipikal tersebut diatas berdampak kepada :
Tingginya tingkat kehilangan air (NRW)
Cakupan dan tingkat pelayanan yang kurang memadai
Pendapatan yang kecil
Sistem sanitasi yang tidak tepat dan kurang memadai

PROGRAM WOP ADB DI INDONESIA
Executing Agency Kementerian PU
Pendanaan bekerja sama dengan AusAID Durasi pelaksanaan January 2010 to 30 December 2012
Tujuan: Memperbaiki kinerja operasional dan keuangan PDAM . Menyediakan lingkungan yang memadai agar PDAM dapat
mengidentifikasi kebutuhan investasi jangka menengah danjangka panjang. Melengkapi inisiatip yang sedang berjalan didalam penyusunan
rencana bisnis PDAM.
Output yang diusulkan :
5 regional twinning partnerships dalam bidang NRW dan 2Sanitasi
2 domestik twinning partnerships dalam bidang NRW Workshop, training dan produk pengetahuan.

KARAKTERISTIK PROGRAM TWINNING
Durasi 12-18 bulan
Diawali oleh kunjungan diagnosa selama satu minggu oleh mentor dan
ADB
Hasil diagnosa berupa rencana kerja dan MOU.
Rencana kerja fokus kepada inisiatip daerah percontohan (pilot area)
Kunjungan penerima kepada mentor untuk melihat yang dapat
diimplementasikan di tempat penerima.
Kunjungan 2 - 3 kali Mentor kepada penerima untuk pelaksanaan on-
the-job training
Penerima melaksanakan ' pekerjaan rumah ' diantara beberapakunjungan.
Program Twinning harus menghasilkan penurunan tingkat NRW di pilot
area atau perbaikan yang terukur di pengolahan air limbah.

Contoh : RANHILL-SERANG Twinning (NRW)
Tujuan
Pembentukan 4 DMA percontohan.
Memastikan 24/7 penyediaan air dengan perbaikan pengelolaantekanan.
Menentukan sistem pelaporan agar NRW dapat dipantau setiap
waktu.
Mengidentifikasi faktor NRW & mengukur dampak dari upayapenurunannya.
Aktivitas Kontrol Kebocoran air secara aktif
PDAM menyediakan:
Alat deteksi kebocoran, meter DMA, alat ukut tekanan dan debityang kompatibel dengan data logger.
Data loggers (dual channel flow & pressure)

CONTOH: K-WATER - PD PAL BANJARMASIN (SANITASI)
Tujuan
Membantu perbaikan operational dalam pengolahana air limbah
dan sistem pengumpulan di pilot area.
Mereview master plan air limbah & memberikan saran untuk
investasi rencana pengembangan lebih lanjut untuk pengolahan air
limbah dan jaringan sistem pengumpul.
PD PAL Banjarmasin diminta untuk:
Memperbaik i kualitas data untuk kualitas air limbah.
Menyediakan investasi untuk data sampling dan alat untuk
pemeriksaan kualitas air.
Mempertimbangkan alternatif untuk pengembangan lebih lanjut
terhadap sistem yang ada dengan penambahan 8 pengolahan air
skala kecil.

AusAID and ADB have agreed to explore the development of an
PDAM training/accreditation institute Initially focused on water supply, the institute would include
wastewater training as the sector develops
The institute will offer PDAM specific technical, managerial,financial management, planning and institutional/policy training
The institute will target PDAM managers and technical staff,sanitation operators, and local government decision-makers
The institute will have a central training center, complemented bysatellite regional centers, and potentially offer e-learning
The institute would work closely with PERPAMSI and other relevant(training) organizations
The institute should be able to funds its operations through fees
