Foreword

S. Dave ChairmanSteering CommitteeSurakshit Khadya Abhiyan

Food safety is as much important as the quality, nutrition and appeal of the food product that we consume. Safety of the food is judged from adulteration of food, kind and content of food additives, colours and preservatives used in food, the levels of contaminants like residues of pesticides and veterinary drugs, heavy metals, different kinds of toxins and shelf life. One of the other most important contamination occurs due to bad handling & storage of food, and poor hygienic practices leading to microbiological contamination. All these contaminants and hazards cause adverse health effects on the human body leading to various diseases requiring huge sums of money on treatment. These diseases also increase the cost burden on the Govt. and the tax payer.

Surakshit Khadya Abhiyan, a first-of-its-kind food safety awareness initiative is led by the Confederation of Indian Industry (CII) and is currently supported by Cargill as the National industry partner in association with others like VOICE, a consumer body, and National Association of Street Vendors of India (NASVI). The initiative has evolved into a nation-wide movement starting from farmers, street vendors and food businesses to the consumers in spreading awareness about food safety and hygienic practices and for implementation of good practices at all levels of the food operations. Shri Ram Vilas Paswan, Hon'ble Minister, Ministry of Consumer Affairs, Food and Public Distribution launched the Surakshit Khadya Abhiyan in New Delhi on 21st July 2015.

This Abhiyan is aligned to the Swachh Bharat Abhiyan and Jago Grahak Jago initiatives of the Government and has helped engage State Governments, Local Authorities, consumers, food industry, street food vendors and primary producers. An important segment of the Surakshit Khadya Abhiyan is the training of street food vendors and operators of school canteens. There are several other programmes that have been taken up to train the farmers and food manufacturers for implementing Good Agricultural Practices, Good Manufacturing Practices and Good Hygienic Practices for safe production at the farm level up to the plate to simultaneously meet the objectives of the Food Safety and Standards Act. Consumer education and awareness is also an important part of the Abhiyan.

This report presents an update on the various activities undertaken under the Surakshit Khadya Abhiyan. Suggestions for improvement are welcome.

Capacity Building and reaching out to more than 16000 participants and 5000 Food Business

Operators with Increasing Tier 2 city outreach.

To further augment India's thrust on Food Safety by engaging the key stakeholders to catalyze their

role in ensuring Food Safety from the Farm to Fork, Confederation of Indian Industry (CII) in

partnership with its National partners Cargill India, NASVI (National Association of Street Vendors TM

India), Consumer Organization -VOICE and others is launching the Surakshit Khadya Abhiyan

as a Pan India Campaign on Safe Food to raise Awareness on Hygienic and Food Safety practices and

Build Capacity on Safe Food for All. The Abhiyan would include a series of campaigns towards

sensitizing consumers, Street Food Operators and Industry on their Roles, Rights, Importance of

Hygienic Practices and Steps for Food Safety Risk Mitigation. In order to enhance involvement of

people from all walks of life including general consumers, schools, colleges and street food

operators, Safe Food Walkathons and Interactive sessions, would be organized across Metros and 2

tier cities. Other Events like Food Summits, Round Tables and Workshops would be aimed at

upgrading supply chain participants across the food industry to best in class levels of Food Safety.

Mass dissemination of Food Safety practices would also be organized by strategically leveraging

Print, Electronic and Digital media, The campaign which has been launched this year will surely go a

long way towards strengthening Industry's engagement in enhancing Food Safety implementation TM

in the country. I look forward to Surakshit Khadya Abhiyan becoming instrumental in triggering the

Access to safe food is a basic human right. In a global food system

where food comes from many sources and can travel great

distances, food safety becomes even more important and

complicated. We believe, in today's complex and interdependent

farmers, the food industry, regulators as well as consumers. Cargill

is committed to promoting food security and safety – it's what we

work at every day around the world. We are glad to join hands with

Street foods are ready-to-eat foods prepared and/or sold by

vendors or hawkers on the streets. They represent a significant

part of urban food consumption for millions of low-and-middle-

income consumers in urban and semi-urban areas on a daily basis.

Since time immemorial, India has fantastic social-cultural diversity

of street foods. Each region of India has its own diverse street

foods . However in India, more than eight million hands and four

million souls that create the wonders and make Indian street foods

a sheer delight for millions and millions of people still remain

marginalized. The authorities deliberately ignore the fact that the

street food vendors constitute a major mass of urban poor

representing the unorganized sector of retail industry and they

stand in sharp contrast to supermarkets based restaurants big

food chains, and plazas. They contribute immensely to local and

national economy, and provide cheap and affordable services to

cross sections of society. And, in performing that, they stand quite

independent as they do not depend on government subsidies or

private charity. The government must think that promoting street

food and cementing the identity of street food vendors is closely

linked with preserving and promoting the social- cultural diversity

of place and region, and making economy and society equitable

and just.

Healthy mind lives in a healthy body and will pave the way for

Nation's progress. To keep body healthy, consumers must have

safe and hygienic food in all platforms cutting across all strata

of the society. For this consumers should demand for safe and

hygienic food from all Food Business Operators and must have

access to it as a basic right. We strongly believe that every

consumer has the right to Safe & Hygienic Food. For this objective,

consumers must be made aware on the importance

of Food Safety, Hygiene and Quality by dissemination of

knowledge through “Surakshit Khadya Abhiyan”. Street food

for common people should be our first target.

Regulations 2011 for not only Food

Products but for Production processes

including those for Petty Food Business

Operators. Focusing on Food Safety can

help in effectively preventing and

controlling food borne diseases in our

country that impact the large rural and

urban population. Moreover there is a

need to raise awareness of Micro, Small

and Medium Food Business Operators

and Consumers on preventive measures

to ensure Safe Food for All. While India is

one among the leading Wheat, Rice, Milk

and Fruit and Vegetable producer, a focus

on the Food Safety, Quality and Wastage

prevention of food would help deliver

safe food to all and enhance domestic

trade and export. Additionally, Food

Safety being an integral part of Food

Security, is a shared responsibility for

all stakeholders right from the farm to

the fork.

Thousands Walk for Safe Food

With the advent of the new Food Safety & Standards Act, Rules and Regulations 2011,

during the last decade, India has moved to yet another step to be at par with global

standards of food safety and quality. The Act ensures consumer safety by mandating a

structured food safety management system for all Food Business Operators including

Manufacturing, Transportation, Storage & Warehousing, Wholesale and Retail and Street

Food Vendors.. As part of CII's endeavour to strengthen nationwide action on Food Safety,

CII, FACE with National Industry Partner Cargill India and in association with multi-

stakeholder bodies like VOICE and NASVI organized a Safe Food Walkathon on 29th

November 2015, at 1090 Headquarters, Gomti Nagar

Raising awareness on Food Safety from the Farm to Fork by addressing Consumers, Street

Food Vendors, Student Community and the entire Food Business Chain is a pre -requisite for

making safe food available to all. While producing food under hygienic conditions and food

safety practices is key to delivering safe food, consuming it under hygienic conditions in an

appropriate manner is equally important .

\The Lucknow Safe Food Walkathon was one of its kind rally on sensitising all stakeholders

on Food Safety Practices with more than 3000 participants from all walks of life including

Government officials, Police, Academic and Research Institutes, Celebrities, School and

College Students, Street Food Vendors and the general citizens.

A Walk for a Safer India!20th December, 2015

Food Safety is a globally escalating concern and with the advent of the Food Safety and

Standards Act of 2006 and the setting of its Rules and Regulations in 2011, India has

successfully consolidated the laws relating to food and is investing its resources in laying

down Science based standards for all articles of food. The Act aims at regulating the

manufacture, storage, distribution, sale and import to ensure availability of safe and

wholesome food for human consumption. As a part of CII’s endeavour to strengthen

nationwide action on Food Safety, CII FACE along with its National industry Partner Cargill

and in association with VOICE and NASVI organized a Food Safety Awareness Walkathon on

the 20th of December, 2015, at King’s Court, Palace Grounds, Bangalore.

The Walkathon at Bangalore comprised of about 1500 people including various

stakeholders of the Food Supply Chain, Consumers, Students, Local Bodies, Street Food

Vendors, NGOs and various Food Business Operators. The prime objective of the Walkathon

was to enhance consumer awareness about various safe food handling practices and to

deliver the message that Safe Food is the responsibility of every stakeholder right from the

farm to the plate.

The Walkathon started at 07:30 Hrs at one of the prime locations of the city: Gate Number

5, Palace grounds, Bangalore with a lot of grandiosity.

VOICES

Food Safety is a shared responsibility.

From the farm to the fork, let us all

contribute our bit by practicing food

safety in our daily lives. Safe food will

play a very pivotal role in the coming

years. For an economy to grow, we

need productive workers. An

environment characterized by the lack

of safe food, either due to the lack of

standards, lack in enforcement or lack

of outreach methods, will have a

detrimental effect in the health of all

individuals. This will prevent us from

taking full advantage of the

democratic dividend. India is the

youngest country in the world. It is

our responsibility to ensure that our

younger generation treats safety of

food as top priority. Our goal is to

provide safe food every time,

everywhere. The farmers, food

business operators, regulators and

consumers should all share the

responsibility of preventing food

borne illnesses.

Mr. Sandeep MainiImmediate Past Chairman of CII Karnataka and ChairmanMaini group

It is a wonderful cause that addresses

a very important national issue. Clean

India is important and so is clean food.

This programme and the message

should be a part of school curriculum

and the message needs to be carried

forward by all of us to make maximum

impact across the country.

Mr. Santosh Hegde Former Lokayukta

Mr. Achyuth IyengarMD Cargill Feed and Nutrition India

Access to safe food is a basic human

right. It is important that every

family gives importance to nutrition

and safe food. The immediate

question in every consumer's mind

when eating street food is about its

safety. In a global food system where

food comes from many sources and

travels great distances, food safety

becomes very important. We believe

that food standards are a shared

responsibility of the farmers, food

regulators, industries and the

consumers. Safe food is a basic

human right and every individual

deserves to have safe food and a

healthy life.

VOICES

Joining hands makes a lot of

difference. We have all joined hands

for the cause of food security and safe

food for all. Health is a mission for

every country. We are being led to the

same by a group that includes all

stakeholders. It is a multiplying effect

to spread the message of the

necessity of safe food and school and

college students play the most pivotal

role in the same.

Mr Ashim SanyalCOO, VOICE

Food Safety starts from the field. To

ensure that food is safe, it has to be

produced hygienically with the use of

optimum pesticides and antibiotics

should not be used to fatten animals.

Food should be properly handled,

cooked and stored. If we do not have

safe food, we fall sick and do not

contribute to the country's economy.

All tax payers face a cost burden due

to loss of money in the treatment of

food borne illnesses. The government

is trying to develop new standards

and create enforcement mechanisms

and organizing awareness

programmes. All of us have to build

our country together.
