May 18, 2019

Board Members Present: Gary Williams, Scott Winegar,, Larry Raymer,

Annette deLeest, Chris Chandler & Kurt Olds. Mark Scott and Rudd

Turner via speakerphone.

Staff Present: Laura Frazier, Bill Neal, Gil Gonzalez, Maureen Gilbert,

Jim Wilson and Tom Reber.

Call to Order: Gary Williams called the meeting to order at 9:00 a.m.

Agenda: MP to adopt the agenda for the May 18, 2019 Regular Board

Meeting.

Safety Message: Gary Williams gave this month’s safety message; Rec-

ommended limiting sun exposure and using sunscreen before exposure

and after-sun products.

Sheriff’s Report: Deputy Ostgaard provided written and verbal reports

for April, 2019.

Minutes Approval: MP to approve the minutes of the April 20 2019 Reg-

ular Board Meeting.

Floor Comments:

Jim Clancy requested that the survey bid from S & F Surveying be added

to new business. MP to add this item to the agenda under new business.

DuWayne Mott reminded everyone of the Fishing Derby coming up on

Saturday May 25, 2019.

Old Business:

A. Woolridge Violation. Mr Woolridge commented he had hired a new

contractor and expected the project would be completed within 10

days. MP to table the complaint until June, 2019.

New Business:

A. MP to accept the survey bid of the compactor site from S & F

Surveyingj.

B. 7 Candidates for Board Trustee were introduced with a brief syn-

opsis. The candidates are James Clancy, Rick Minich, Kurt Olds,

Michael Riley, Shawn O’Neil, James Flood Jr and Steve Cox.

C. MP to purchase a replacement PLC for the ATEC.

E. MP to deny the appeal on lighting requirement modification at 34600 F Place.

F. MP to grant the 10’ Height variance at 35410 J Place.

Jim Lanzarotta from Moss Adams reported on the Draft Audit. There are no significant issues to be brought

to the Board of Trustees.

G. MP to table a request to modify our governing documents to hear from the proponent and better under-

stand the proposals.

H. MP to grant a waiver to the conservation recharges for a member who was unaware of the leak.

Communications:

Meetings & Contacts – Larry Raymer met with the Flood Advisory Board; the work at Twin Lakes has been put on hold.

Tuesday we had a water main leak that was fixed by our water crew. We’ve had breaks

before that were a result of the thin walled asbestos cement pipe. This time it was a utili-

ty crew boring a hole under the road. We had marked our water main, but they still hit it.

As a precaution we issued a Boil Water notice for the entire system. This procedure is

recommended by the Washington Department of Health. What does the boil water notice

mean? Anyone who receives water from Surfside should not drink it until the boil water

notice is lifted.

We have fielded many questions. When will it be fixed? The main was fixed within about

four hours. Why isn’t the boil water order lifted(right after it was fixed)? Before we can be

absolutely sure that we are delivering safe drinking water, the water needs to be tested

for bacteria. This test takes 24 hours of incubation time before we lift the boil water or-

der. A negative result, meaning no bacteria present will be cause to lift the advisory boil

water order. If the test comes back positive, meaning there are bacteria present, we will

take more samples and wait for the test results. And repeat if necessary.

Is it okay to use the water for bathing, close washing, dishwashing and for pets? This is a

personal choice for each user. Unless you have a compromised immune system or other

health issues, most people will use the water for these other activities being careful not

to ingest any water.

Why weren’t we notified? Once we knew exactly what we had, we implemented the re-

verse 911 through Pacific County. We also placed it on our website and on our Facebook

page. The signs were placed at entrances to Surfside. We also placed the notice in a few

conspicuous locations. Anyone who would like to be on the reverse 911 list can do that

through Pacific County. The link is on our website.

On 05/17 I was on patrol when I observed an open door on a residence on 338th Pl. I checked the residence, and it was empty from a recent tenant moving out. I secured the door and let the homeowner know.

Planned RV/Compactor Renovation

The Surfside Homeowner’s Association is planning to upgrade and repair the RV/Compactor Site dur-ing calendar year 2020. This work will be accomplished through accumulation of Capital Reserve

Funds. An Ad Hoc Committee is beginning the planning.

The Ad Hoc Committee needs input from members especially those who have vehicles in the site. A series of Brainstorm/Member input sessions are planned. These meetings are as follows:

• May 11, 2019, 1PM at the Surfside Conference Room

• June 6, 2019, 6PM at the Surfside Conference Room

• July 13, 2019, 9AM and held in conjunction with the Surfside Annual Meeting.

Noxious & Invasive Weeds:

Drainfield, Pathway,

Garden, and Yard Intruders

INVASIVE PLANT OR TREE ROOTS LIKE BAMBOO CAN CLOG SEPTIC DRAINFIELD LINES, DRAINAGE OR CULVERT PIPES CAUSING THOUSANDS OF DOLLARS TO REPAIR OR REPLACE

NOXIOUS AND INVASIVE SPECIES

Many plants thrive in our mild coastal environment. Unfortunately, some species spread far and wide from their initial planting beds, invading surrounding property and damaging drainfields, fences, paths or yards.

NOXIOUS WEEDS

Noxious species are classified in Washington state as A, B or C. Class A noxious weeds are very limited in their distribution, and the goal is to prevent them from gaining a foothold in Washington.

By law, all Class A noxious weed plants must be eradicated (eliminated). In our area, Spartina (Smooth Cordgrass) is an example of a Class A noxious weed. Class B noxious weeds are nonnative, invasive species that are abundant in some areas of the state, but absent or limited in other areas. Gorse or Scotch Broom are examples of a Class B weed. Class C noxious weeds meet the criteria of noxious weeds but are typically so widespread that there is no realistic hope of eradicating them. Evergreen Blackberry and yellow flag iris are examples of this class.

INVASIVE WEEDS Invasive species are ones that are non-native and which thrive and spread aggressively outside their natural range. Some invasive species can become serious problems that threaten water quality, drive away native wildlife, crowd out native plants and create fire hazards. English ivy, and bamboo are common invasive species in Surfside.

Each year, Surfside owners find they face expensive repair or replacement of septic drainfield systems due to invasive weeds or tree roots.

WHAT YOU CAN DO

➢ Eliminate these plants in your yard or over your septic drainfield area.

➢ Plant native species to control the spread of non-native species

➢ Replace invasive species (i.e. Butterfly bush) with a non-invasive alternative (i.e. Korean lilac).

➢ Help prevent the spread of noxious and invasive weeds by cleaning shoes after hiking trails that may have seeds or runners.

Class A: Spartina (Cordgrass) A rhizomatous, perennial grass, 2 to 4 feet tall. TThe plant is deciduous; its stems die back.

Class B: Gorse

Thousands of seed pods, with spiky thorns.

Class C: Yellow Flag Iris Yellow flag iris is an invasive perennial. Contact with its resins can cause skin irritation in humans.

Architectural Committee

Just a reminder if you are planning on installing a fence, a shed, a garage, a house or even doing a little

remodeling ALL building plans must be

submitted to the Architectural Committee prior to any construction.

The committee usually meets weekly on Tuesdays at 9 a.m., dependent upon if there’s

anything on the agenda. All applicants are encouraged to attend the

meeting (if possible) to answer any questions that may arise.

Two (2) sets of plans must be submitted to the committee. Once approved, you will get a copy of the plans that have been stamped so you can take them to the county for

their approval.
