We are renowned and trusted for supplying a full range of bituminous products to public and private customers across the island.
COLAS have always been leaders in the development of more sustainable road solutions and we are working to keep it that way. COLAS Ireland are continuing to forge new ground in our ongoing mission to deliver solutions that are more sustainable; benefiting our customers, people, communities and the environment.

More sustainable road solutions
COLAS Ireland Sustainability Focus Areas
COLAS Ireland are developing a long-term sustainability plan to ensure that we continue to lead the market. We want to build on our heritage as a business that led the way in the development of more environmentally friendly Cold Asphalt solutions from which our names derives. Sustainability is not just in our name, it’s in our DNA!
At COLAS Ireland, we’ve led the way in road maintenance solutions but we are also working on the road ahead. In Ireland, our roads are the connectors between our communities, regions and cities but we are conscious that these connectors need to be maintained and developed more sustainably. To ensure we are building not just for the requirements of today but that of future generations, we want to help develop a road network that supports multiple transport solutions, including greater levels of public transport, electric vehicles, cycling and pedestrian traffic.
COLAS have always been the leader in more environmentally friendly solutions, historically leading the use of lower temperature bitumen solutions (Cold Asphalt), after today we are still on the same journey, developing and rolling out innovative new products and services that are more beneficial to the environment versus traditional road maintenance solutions. Some of these products include:
MORE SUSTAINABLE ROAD SOLUTIONS
WARM MIX ASPHALT Asphalt temperatures can be reduced by up to 40 °C by using a chemical additive that has been developed by our chemical division in Galway called Chemoran. Use of this technology leads to a reduction in fumes at the worksite by up to 80%.
IN SITU PAVEMENT RECYCLING Did you know, COLAS by weight is one of the biggest recyclers on the planet. COLAS actively encourage its clients to recycle road surfaces to reduce transport and production emissions related to transport of the materials that would have been required if recycling did not happen.

LONGER LASTING ROADS EQUALS MORE SUSTAINABLE ROADS As part of our ongoing commitment to more sustainable roads, COLAS Ireland has invested in research and development for products that prolong the life of roads. One such product is called COLAS PenTack Active Seal (TM).
Proven to extend the service life of asphalt pavements, PenTack is a unique product that stops the degradation of asphalt pavements and adds up to 6 years to the expected service life. PenTack regenerates the flexibility and adhesive properties of the binder and adds fresh binder and asphalt mortar to the wearing course. Subsequent follow-up treatments with PenTack will result in further extension of the service life.
SUSTAINABLE OPERATIONS COLAS Ireland is focused on delivering more sustainable operations and has recently initiated ‘Operational Excellence’ as a key strategic pillar in the business.
Reducing the COLAS environmental footprint will be a direct outcome of this strategy through the identification of non-value adding energy costs related to transport and manufacture activities.
COLAS is actively working to improve the environmental footprint of its operations through a number of key initiatives:
1. ENVIRONMENTAL REPORTING 2. FUEL AND ENERGY CONSUMPTION 3. WASTE TO LANDFILL MONITORING
‘As part of our ongoing ambition and focus to drive sustained growth for COLAS Ireland we are introducing ‘Operational Excellence’ as a fundamental strategic pillar in the business. The aim of this approach is to leverage our operations performance and harness our combined expertise to drive growth for the business.
Operational Excellence is about building a sustainable competitive advantage through operations management. This happens when each and every employee can see the flow of value to our customer, and fix that flow when it breaks down. In addition, every employee is involved in enhancing the value to our customer by removing non-value add steps in our internal processes.’

OTHER SUSTAINABLE INITIATIVES: ELECTRIC CHARGING COLAS Bitumen Emulsions Dublin have installed an electric car charging point at their facility in Bluebell, the first to be installed within the Group. Another Electric Vehicle Charger is due to be installed in November 2019
COLAS ENVIRONMENTAL REPORTING Every year, COLAS Ireland complete COLAS SA site specific checklists as a way to monitor and improve our environmental performance. COLAS Ireland has consistently performed well in this area, with a high percentage of checklist completion and strong scores in those checklists. We now submit function specific checklists (emulsion plants, workshops, labs, offices etc.)
In 2019, COLAS Ireland finished in the top three subsidiaries for checklist completion, with a completion rate of 87% (20 Checklists) behind only COLAS Mauritius 88% (7 checklists) and Branscombe 94% (34 checklists). Our aim for 2020 is 100% completion rate, which should be very achievable and will hopefully lead us to first position in completion rates.
FUEL & ENERGY CONSUMPTION 1. On a monthly basis, fuel (heating/transport) and
electricity usage figures are compiled along with production/storage figures where applicable (emulsion plants, amine plant, bitumen terminals).
2. Any unusual spikes in energy usage are identified and corrective action can be taken.
3. KPIs (i.e. fuel/energy per ton produced) are generated from monitoring fuel/energy vs production.
WASTE TO LANDFILL COLAS is one of the world’s biggest recyclers by weight and COLAS Ireland contributes by diverting many different streams of waste away from landfill including paper, cardboard, glass, oil, vehicle batteries, IBCs, oil filters, oily rags/gloves, fluorescent light tubes, printer cartridges, C&D waste, scrap metal, end of life vehicles, tanks and many more.
ENERGY EFFICIENCY DRIVE AT OUR TERMINALS As part of COLAS Ireland’s effort to reduce energy consumption across its operations, the business is undertaking significant works at its terminals to help improve ‘energy efficiency’. The Belfast bitumen terminal has recently refurbished it’s largest bitumen storage tank driving a significant reduction in energy consumption at that location. The Portadown site is also currently undertaking refurbishment work, relagging the tanks to keep the emulsion warmer in storage meaning less energy is required to get the product up to temperature for final use.

SUSTAINABLE OPERATIONS – HOW WE DRIVE THE AGENDA Our efforts to improve our environmental performance are also supported through staff training and subsequent communications to ensure we build awareness of:

• Their contribution to the effectiveness of the management system, including the benefits of improved performance
• The implications of not conforming with the management system requirements
• The importance of housekeeping
• Annual Training Day
• Company notice boards
COLAS ENVIRONMENTAL REPORTING COLAS Ireland has invested significantly in Environmental management through infrastructural improvements, financial investments and investment in people through continual education commitments. All sites are committed to compliance with operating permits, management standards and COLAS SA requirements. Improvement shall be further driven in 2020 through continued investment; a program of budgeted actions plan and the internal audit program.
COLAS DIRECTORS ENVIRONMENTAL SITE INSPECTIONS In order to promote a culture of environmental awareness throughout the organisation, COLAS Ireland Directors agreed to conduct environmental site inspections of COLAS facilities in 2019. Having senior management conduct these inspections emphasises the importance of environmental responsibility to all staff.
INVESTMENT IN SYSTEMS TO SUPPORT IMPROVED PERFORMANCE IN SAFETY & COMPLIANCE COLAS Ireland has invested in iAuditor which is an inspection checklist app for use on phones and tablets that enables users to conduct audits on mobile devices from anywhere, including remote locations with offline capability.
Safety Culture is iAuditor’s cloud based backup management system and PC dashboard. Through the use of Safety Culture, it is possible to manage inspection teams, analyse data collected from site, create / edit templates and conduct desktop audits. Safety Culture gives real-time visibility across the entire operation, and provides site inspectors with the latest templates, and more importantly, their data is synced as they collect it.

‘Safety Attitude’ is at the heart of strategy and the business and has set a” zero accident “ target. The cornerstone of attitude, rests on the conviction that safety on work sites and on the road is a matter of daily behaviour and permanent reflexes that involve every employee, from the boardroom to the road construction site. More than a priority, safety is a genuine corporate value and managers are asked to get involved personally and set the example.
‘Health and Safety is not just a policy or set of standards, its ultimately a belief that everyone at the end of their working day can make it home to their families, knowing that they and COLAS Ireland have done everything possible to make their workplace safer. That’s what we are protecting’.
COLAS Ireland sees (NISO) Health and Safety as the start and end point for all operations and has one of the strongest health and safety programmes in the industry. COLAS has won NISO awards for the past 13 years, have been awarded Exceptional High Achievers for the last 10 years and in 2019 won the Bronze Awards and a Road Surfacing Award.

COLAS has a variety of ongoing and focused activities to ensure Health and Safety is a continuous focus in the business and all individuals are engaging in communications.
COLAS Ireland has a dedicated Health & Safety week. In 2019, the key theme was ‘Noise Prevention and Health and Wellbeing’. Safety week is an annual event with various topics occurring and works in line with the COLAS Global Safety Week.
COLAS Ireland has its own detailed Safety Policy Documentation with the most recent being published in July 2019.

4.34  Explosive  Atmospheres  at  Places  of  Work  
Chemoran access of for authorised personnel only. The entrance of the Chemoran plant is classified as a “Zone 2” work area apart from the control cabin.
• Chemoran, which is on the Cold Chon (Galway) site has prepared an explosion protection document and shall revise this document if the workplace, work equipment or organisation of work undergoes significant changes, extensions or conversions.
You must ensure that:
• you are aware of safety signage in place to inform you of the hazards in the work area
• you are aware that Chemoran is designated as a “No Smoking” area and appropriate signage shall be in place
• Use of mobile phone is not authorised in the surrounding areas of the plant
4.35  Young  Persons  
You must ensure that:
• where Young Persons are employed for temporary or seasonal employment, Colas Ireland will carry out an Induction presentation outlining the measures in place to protect the safety, health and welfare of any young person employed
• young person’s shall be under the direct supervision of the Line Manger in that area and carry out minimal duties
4.36  Noise  
You must ensure that:
• you wear hearing protection in all areas marked as hearing protection zones
• you know how to fit and adjust your ear protectors
• you keep your hearing protectors clean and store them correctly to avoid damage • you do not share hearing protection
• report any issues such as lost or defective equipment immediately to your supervisor
• ensure you are aware of how often hearing protection should be replaced

Notify your supervisor of any medical conditions that could affect your ability to handle loads, e.g. pregnancy / illness / injury. • Mechanical aids must be used as a priority when the need to manually handle any load. 4.22.1 Principles of Lifting 1. Assess – Task / Individual / Load / Environment (T.I.L.E.) 2. Broad stable base. 3. Bend the knees. 4. Back straight. (Not necessarily vertical) 5. Firm grip with palm of hand (Palmar Grip) 6. Arms in line with trunk. 7. Weight close to center of gravity. 8. Turn feet in direction of movement.
4.23 Occupational Driving Colas Ireland has implemented a Driving for Work Safely Policy. • The Driving for Work Safely Policy is asking you too: • Take appropriate breaks. • Keep your mobile phone switched off while driving. • Don’t overload your vehicle. • Not drive if you are on medication, which can cause drowsiness. • Not drink alcohol or use drugs while driving. • Not exceed the speed limit – • Obey the two second rule “ Only a fool breaks the Two Second Rule” • Be responsible for ensuring that no unauthorized person drives the vehicle whilst it is in your care. • Ensure learner drivers are not permitted to drive company vehicles.

4.37  Welfare  Facilities

• You remain with your vehicle during the loading operation. • You confirm that there is adequate space within the vehicle for the requested load. • You wear the appropriate PPE, full overalls, gloves and safety boots at a minimum. • You do a visual check on walkways, loading gantry’s and safety barriers. • You report any defects immediately.
4.30 Using Burners (Loading Emulsion) You must ensure that: • The burners are switched off during loading activities. • The burners are switched off while the vehicle is in motion. • You follow safe operating procedure for igniting burners. • You ensure the flue is covered prior to igniting burners. • You use approved igniters when lighting burners.
4.31 maintenance You must ensure that: • You are experienced, competent, and authorised to complete maintenance/welding activities on site. • You check that all hazardous moving parts of machinery are adequately guarded. • You follow Isolation procedures to ensure machines are switched off when not in use and
COLAS invest in technology to bring H&S policy, training updates from the office to every worker in the field. This provides instant communication platforms to allow monitoring of engagement, standards and instant updates from sites on issues.
COLAS Ireland always makes the Health and Safety of its contracting partners a core responsibility. It provides Health and Safety training to ensure the projects COLAS and its people work on operate at the highest possible standards.
COLAS Ireland, as part of its Health and Safety policy is deeply committed to compliance and in the following sections you will find more details of the standards we have achieved and seek to maintain.

DETAILS OF SOME OR OUR ACCREDITATIONS
ISO 14001:2015 COLAS Bitumen Emulsions Dublin, Galway, Sligo, Chemoran, Galway Bitumen Terminal and Colas Northern Ireland all have ISO 14001:2015 accreditation and operate under a common Environmental Manual.
IPPC License COLAS Bitumen Emulsions Galway and Dublin both have IPCC licenses, which are governed by the Environmental Protection Agency Act 1992, as amended.
National Highway Sector Scheme COLAS Ireland is accredited to work on National Highways in Northern Ireland.
SafeT Cert COLAS Bitumen Emulsions, COLAS Contracting and COLAS Northern Ireland have all achieved SafeT Cert accreditation.
SEVESO and COMAH The Chemoran/Galway COLAS Bitumen Emulsions site is classified as Upper Tier Seveso site and as such falls under the COMAH Regulations.
OHSAS 18001 Colas Bitumen Emulsions Galway and Chemoran has the OHSAS accreditation and are working continuously to ISO 45001 safety standard.
National Irish Safety Organisation (NISO) COLAS Ireland has won NISO awards continuously for over 13 years and are Exceptional High Achievers Awards continuously for 10 years. COLAS also won a Bronze Award and a Road Surfacing Award.
(CPD) Continual Professional Development Accredited employer standard This is the national benchmark for organisations across all sectors of engineering.
Compliance Monitoring COLAS Ireland monitors compliance with legislation and regulations through the Pegasus Legal Register. Management receives notification of upcoming changes to legislation that are relevant to our businesses. Compliance can be verified by completing questionnaires based on the various pieces of legislation. Currently we have an overall compliance rating of 8.82/10 (as of 12th November 2019), with high compliance scores for environmental legislation contributing to our overall score. Our performance is reviewed in management review meetings and reports as well as in both formal and informal meetings.
SUPPORTING OUR COMMUNITIES COLAS Ireland are actively engaged in making our communities a better place and as a business is actively engaged with differing local clubs and charities across the country to help better the community it operates in.
COLAS has been a long term proud official sponsor of the local Galwegians RFC Club.
COLAS is an active supporter of the STEPS Engineers Ireland progamme that seeks to encourage schoolchildren to become the next generation of engineers.
Fergal Madden, with support from COLAS Ireland, was the first male Galwegian to swim the English Channel.
The Action Cancer Big Bus was located at our Portadown depot where ladies from the local community were given the opportunity to avail of the digital breast screening service.
COLAS Ireland also actively supports its staff and operations to engage in charity fundraising and community engagement across all its business units and sites. These are just a small sample of the type of work being carried out to support charities across the country.

LOCAL DIALOGUE Each subsidiary within COLAS Ireland has a Local Dialog record. Its use has been promoted as essential to establishing and maintaining positive relationships with neighbours, local communities, local authorities etc.
Local dialogue has always been of utmost importance to COLAS Ireland, however, previously there was no formal structure in place to keep a record of local dialogue. With the new structure in place, regular communication to sites on the importance of local dialogue means that we have seen increased activity with this policy.

In recognition of Liam’s high standards of quality, expertise and innovation, Engineers Ireland recently awarded Liam Henry Chief Operations Officer of COLAS Ireland the title of Honorary Fellow of the Institute of Engineers Ireland.

SUPPORTING OUR INDUSTRY COLAS are active participants across a wide range on industry bodies to foster shared learning and to help advance engineering and construction knowledge in Ireland as a whole.
In Northern Ireland, Ken Hood and Ian Mackey (COLAS Ireland Directors) have fundraised for local charities including the ‘Northern Ireland Alzheimer’s Society’ and ‘Myasthenia Gravis’ by completing the ‘Lap the Lough’, a 144KM cycle around Lough Neagh.
COLAS GLOBAL POLICY COLAS Ireland also take leadership from COLAS Global who have outlined a comprehensive sustainability policy. The Global business focus is on three key issues and five initiative areas.

COLAS future therefore depends on our human capital; there are three priorities to enhance this: attracting people, building loyalty and fostering development, built on the cornerstone of our corporate values.
2. SOCIETAL ACCEPTANCE OF OUR PRODUCTION SITES Extracting commodities and transforming them into construction products is an integral part of COLAS activities. COLAS are active in ensuring we work with local stakeholders, regulatory bodies and communities to ensure our sites minimise impact on the environment and the broader community.
3. ETHICS The observance of ethics and integrity has been an intangible management principle throughout the Group for many years. Fair and open competition offers COLAS better conditions in which to highlight our organization, technology and expertise and develop long-term partnerships with our customers. The observance of ethics also plays a key role in aligning the Group’s values with those of our employees.
COLAS Group is also investing in Research and Development and Innovation to make roads safer for pedestrians and workers. Two such examples are:

COLAS IRELAND STRATEGIC DIRECTION COLAS Ireland is developing a strategic approach to sustainability, ensuring its activities at all locations and business units are co-ordinated through one policy and one direction framework document.
This strategic framework is currently being developed and the framing of the pillars is being aided through looking at best practice policy approaches from COLAS Global and other divisions.

Internally, a major benefit of undertaking this project is that we can right-size the business, both operationally and administratively. By streamlining our documentation, policies and procedures, we will ensure we are more efficient as a business and by removing ‘solo’ thinking, we will serve to unify our culture.
There will obviously be a big change visually but, this rebrand is about much more than just the visual change, it’s about a change of mind set both internally and externally.
The first stage of our rebrand will roll-out in January, 2019 and will focus on the change from Cold Chon, Colfix and ICB to Colas Bitumen Emulsions.
Subsequently we will rebrand Road Maintenance Services, Atlantic Bitumen and Chemoran over the coming years.
