Overview
• RENs & WACREN • Electronic LMIS -‐ Overview • Open Source LMIS – A global approach • Leveraging Research and Educa2on Networks
• Collabora2on on Capacity Building & Moving Forward
Research and Educa2on Networks
1. An NREN is responsible, on a na2onal basis, for the provision of data communica2ons networks and services to the research and educa2on community of its country. The NREN network typically connects other networks at regional or metropolitan level
2. NRENs are primarily human networks and their accompanying organiza2onal structures for producing and sharing knowledge and for promo2ng a con2nuous research agenda.
• The human networks are the users and beneficiaries of the physical network …… they have to be drivers too!
About WACREN
• Registered in Ghana in 2010 • 22 poten2al member NRENs • Second Board and 1st CEO appointed recently • Opera2onal agreement with Ubuntunet Alliance
• Partner in AfricaConnect – Phase 2 around the corner.
• Partner in eI4Africa project
Our NRENs 8 Established NRENs • GARNET -‐ Ghana • snRER -‐ Senegal • MaliREN -‐ Mali • RITER -‐ Cote d’Ivoire • NigerREN -‐ Niger • GabonREN -‐ Gabon • TogoREN-‐ Togo • NgREN-‐ Nigeria Ongoing Ini2a2ves in Benin, Cameroon, Burkina Faso, Chad and Guinea
Electronic LMIS
• LMIS involves the processes needed to produce orders for products from higher central and intermediate stores as well as the tracking of products from the point of departure at the central store to the service delivery point.
• Star2ng point is vision, strategy, and requirements for an LMIS
eLMIS
OpenLMIS
• Global Approach to help countries strengthen their logis2cs systems by providing a global commons for sharing tools, experience, and best prac2ces -‐ h\p://openlmis.org
• VillageReach, JSI, and PATH with funding from The Rockefeller Founda2on
• Main outcomes – Common requirements for LMIS – Open Source Reference implementa2on
Open Source
• Generally refers to to something that can be modified because its design is publicly accessible.
• Open source sobware is sobware whose source code is available for modifica2on or enhancement by anyone.
• Source code is program instruc2ons in their original form -‐ access to source code allows a programmer to improve that program by adding features to it or fixing parts that don't always work correctly.
OpenLMIS (2) • Common Requirements for Logis2cs Management Informa2on
– Collabora2ve Requirements Development Methodology (CRDM) • develop a general methodology for determining and documen2ng health informa2on system user requirements and (
• apply this methodology to produce requirements in supply chain as one of the core func2onal domains of a na2onal health system.
– applying CDRM to strengthen logis2cs management of systems for pharmaceu2cals, vaccines, and medical products
– Adapt and refine the common requirements into a version that meets specific local needs, including the alignment of local stakeholders to a shared vision and strategy as well as requirements.
• Zambia and Tanzania (with USAID/JSI support) have produce localized version of user requirements for na2onal LMIS – with a methodology and a set of common requirements were able to
move rapidly to sourcing a solu2on to meet these requirements
Matrix of global and country-‐specific architecture and solu2ons.
OpenLMIS Conclusions • Users and stakeholders in LMIC can be successfully engaged in applying appropriate methodology to determine requirements for a health informa2on system
• The requirements can be used to plan, secure funding, and source a solu2on that meets those requirements.
• Requirements related to supply chains are more alike than different across countries
• Common LMIS requirements have value to many as a public good.

Stakeholders
• Ministry of Health and related agencies • Communi2es of Prac2ce anchored in Research and Educa2on – REN – Pharmacists!! – System Developers
• Private sector / SCM Industry • Technical Advisors • Development Partners / Donors
Opportunity to Innovate • Work with the research networks and leverage resources and services – Build online communi2es of prac2ce and capacity for development projects.
– Setup up virtual sandbox for research and development including sobware tools for prototyping
– Experiment with open healthcare systems and develop mobile applica2ons as student projects in a tested capacity building model.
– Use network to support development of eLMIS requirements and a Nigerian OpenLMIS implementa2on.
Example of the Model -‐ ngMobicon • Eko-‐Konnect project supported by Ford Founda2on towards Mobile development Innova2on Centre – Research & report on use of mobile apps in Nigeria – Capacity building on Android Mobile development for Eko-‐Konnect students
– Par2cipatory Design Sessions with CSO’s & NGO’s – Provide a plajorm to connect students and young mobile app developers and entrepreneurs
– Develop 5 mobile applica2ons that promote, social jus2ce, governance engagement, youth rights.
• Outcome is sustainable framework for suppor2ng grantees technology needs.
