MHSAA Code for Athletic Officials

1. Register with the MHSAA each year on a timely basis and attend all required meetings. Work no interscholastic contests with officials who do not hold current registration in the sport.

2. Join and actively participate in an Approved Association for officials.

3. Accept contracts for and officiate only contests for which you are qualified and experienced. Execute and honor contracts in a timely and ethical manner. Complete reports and follow up all obligations resulting from a contest.

4. Be prepared, physically and mentally, to officiate according to the principles and philosophy promoted by the MHSAA.

5. Refrain from the use of tobacco or alcohol within sight of players and spectators and avoid the use of alcohol anytime before a contest on the day of the contest.

6. Cultivate professional relationships with partners, players, coaches, administrators, and spectators. Refrain from comment to the media.

7. Commit to a personal lifestyle which avoids sexual misconduct, use of illicit drugs and public abuse of alcohol, and will not in other ways impinge upon your perception in the community to fulfill the obligations and standards of the MHSAA “Code for Athletic Officials.”

8. Officiate according to the rules and manuals adopted for MHSAA competition. Admit and correct one’s own errors, hold to correct but unpopular decisions, and support the decisions of other officials.

9. Exercise self-control at all times. Guard against baiting or taunting which may generate loss of poise or demeanor which can erode the professionalism expected of officials in even the most difficult circumstances.

10. Hold to and maintain the basic tenets of officiating which include honesty, integrity, neutrality, respect, sensitivity, professionalism, discretion and tactfulness.

NFHS Officials Code of Ethics

Officials at an interscholastic athletic event are participants in the educational development of high school students. As such, they must exercise a high level of self-discipline, independence and responsibility. The purpose of this Code is to establish guidelines for ethical standards of conduct for all interscholastic officials.

• Officials shall master both the rules of the game and the mechanics necessary to enforce the rules, and shall exercise authority in an impartial, firm and controlled manner.

• Officials shall work with each other and their state associations in a constructive and cooperative manner.

• Officials shall uphold the honor and dignity of the profession in all interaction with student-athletes, coaches, athletic directors, school administrators, colleagues, and the public.

• Officials shall prepare themselves both physically and mentally, shall dress neatly and appropriately, and shall comport themselves in a manner consistent with the high standards of the profession.

• Officials shall be punctual and professional in the fulfillment of all contractual obligations.

• Officials shall remain mindful that their conduct influences the respect that student- athletes, coaches and the public hold for the profession.

• Officials shall, while enforcing the rules of play, remain aware of the inherent risk of injury that competition poses to student-athletes. Where appropriate, they shall inform event management of conditions or situations that appear unreasonably hazardous.

• Officials shall take reasonable steps to educate themselves in the recognition of emergency conditions that might arise during the course of competition.

• Officials shall maintain an ethical approach while participating in forums, chat rooms and all forms of social media.

More Details for Time-Out and In:

• The rule applies for varsity games ONLY. This rule does NOT apply to sub-varsity games.

• The rule will apply to the MHSAA postseason tournament.

• The rule applies no matter how large the lead. The clock should be stopped in the last five minutes of 1-0 games as well as 5-0 games.

• The rule will apply if both teams substitute.

Improperly Equipped Players versus Illegal Equipment

The NFHS committee added definitions for "illegally equipped" and "improperly equipped" in 2008.

An illegally equipped player is a player not wearing equipment required by rule or wearing an item or items not allowed by rule.

• 1st time, Caution to the coach; 2nd or more, Caution to the player

An improperly equipped player is a player wearing legal equipment that is being worn incorrectly or becomes illegal during play.

• Cautions are not issued for improperly equipped players.

9-3: In case of a temporary suspension due to injury or any unusual situation the game shall be started by a drop ball at the point where the ball was when the play was suspended (except as noted in 14-1-7), provided the ball was not in the goal area and not in the possession of the goalkeeper. 12-8-2

Rule 16: Goal Kick

The ball is in play when it is kicked and leaves the penalty area. If the ball is not kicked beyond the penalty area, the goal kick shall be repeated (retaken).

• Players opposing the kicker shall remain outside the penalty area until the ball has cleared the penalty area.

• After the goal kick leaves the penalty area, the ball may be played by any player except the one who executes the goal kick. The kicker may not play the ball until it has been touched by another player.

Rationale: This change will eliminate free kick opportunities that often create scoring opportunities that are not deserved.

• Utilize them as a resource… they should be a “teammate”

• Remember, we have identified the Game Administrator to have Zero Tolerance in regards to proper behavior – a role model

• An official cannot eject a fan. Go through the Game Administrator and/or security personnel to remove a fan.

• Record this and report to your Association and MHSAA

Referee Communication & Teamwork: Active and effective communications among referees and with coaches and team captains is critical to ensure successful game management.

• Conducting a meaningful and thorough pregame with the head coach, captains and referee crew provides an opportunity to review:✓ important rules changes✓ ensure players are properly and legally equipped, ✓ discourage rough play ✓ emphasize a zero tolerance for the use of offensive or abusive language or gestures.

• Advancements in electronics communication devices will afford opportunities to improve communication among referees during the run of play.

Closing Remarks

• We need to work together / mentor each other / support each other in these days of crazy, high stress athletic competition.

• It’s easy to criticize, but not so easy to provide constructive support to a fellow referee or official. Don’t be that guy!

• Combative Youth Athletes/Players? MHSAA has a zero-tolerance policy regarding fighting in all sports…
