Preparation Tips
• We know that implementing new HUD guidance and
requirements is time-consuming, can require training,
and often is low on the “to do” list since it competes
with day-to-day property management tasks.
• As a result, implementing changes is often postponed
or overlooked...until it is time for the MOR.
• Some properties have gone almost 7 years since their
last MOR. This can make catching up daunting.

Assess your circumstances, and then create and prioritize a
“to do” list or plan of action.

• What can you complete quickly, and what will take significant
time and effort?

• What resources do you have? Can you split work (e.g.
policy or form updates) with a neighboring property? Is p y p ) g g p p y

time making the updates? Do you need a consultant?
• Once you’ve done an honest assessment and
developed a plan of action, set realistic deadlines for p p ,
the completion of each task.

Recommended Preparation
• When you receive notice of the MOR walk the entire exterior and common
areas of your property, make a punch list, and address what you can.
Remember we assess “general appearance & security ” which is differentRemember, we assess general appearance & security, which is different
than what a REAC inspector assesses.
• Find your last REAC inspection and make sure that all EH&S deficiencies are
still corrected. Sample non-EH&S deficiencies to confirm they are corrected.
This is exactly what SHCC will do during the MOR.
If ’t fi thi t ll b tt h h t l i f• If you can’t fix something, tell us, or even better show us, what your plan is for
fixing the item. This could include copies of bids, new contracts, etc.
Recommended Preparation
• Security- be aware of what kinds of activity is occurring at your
property, safety measure you have in place (lighting, tenant
meetings coordination with local law enforcement etc ) and howmeetings, coordination with local law enforcement, etc.), and how
you address criminal events (e.g. copies of lease violations or
eviction documents).
• Prepare for the exit interview and close-out meeting. This is your
chance to offer anything we should be aware of. By the end of the

RESPONDING TO FINDINGS
• You do not need to copy/paste the MOR Report or entire
Finding into your response.
• For ease of review, we recommend that you organize your
response by Finding:
• A cover page that notes the Finding (e.g. Finding #1- A.1 regarding
exterior deficiencies), includes any required certifications, and lists
what else is being forwarded for that Finding.
• Directly behind that page should be the revised policy, updated form,
completed work order, etc. that is accompanying the certification.
• Repeat for each separate Finding.
