SW FLAG Submission to Consultation on Seafood Development Plan 2014-2020 Proposed funding from 2014 -2020 equals €12, 000,000. €12 million less 10% on average for administration = €10.8 million. €10.8 million divided by 42 = €260,000/per annum per FLAG (6 year programme x7 FLAGS =42). Approx €260,000 in grant aid for projects in each FLAG area. Coastal communities are peripheral to mainstream services particularly in the south west due to the geographical and peninsular location. These locations are characterised by ongoing rural erosion, deficiency of services, business closures and population decline. Enterprise and social development are critical factors in supporting the local circular economy and in turn, community development. The absence of Foreign Direct Investment and limited High Potential Growth business sector emphasises the need for the support of local and frequently low tech businesses in the services and tourism sectors. This is supported by the high level of entrepreneurial activity in the South West region as demonstrated through recent Global Entrepreneurship Monitor 2013 Report which shows that the rate of early stage entrepreneurial activity is at its highest since the onset of the economic crisis. This increase action is demonstrated by the increasing number and scope of projects received reflecting increased tactical investment activity through the support of the SW FLAG in 2015. The FLAG programme is hoped to promote a bottom up approach in community local development. Coastal regions have few other alternatives economic opportunities other than those provided by the marine .i.e. aquaculture, seafood processing and marine tourism. The alternative to providing local marine related enterprise is a continued migration of population from the rural coastal regions to large urban centres. The FLAG programme is still only in its infancy in Ireland .The strategies are in place and being implemented in each area, but it is really only now the general public are becoming aware of the benefits ofthe FLAG programme and the diversity of projects it is able to fund. Also as the upturn in the economy strengthens over the next few years we are hopeful that people's confidence to invest and innovate will increase the supply of new and worthwhile projects for the FLAGs to support as well as participate in more broad scale thematic projects to address specific issues in FLAG areas. The Action Plan for Small Scale Coastal Fisheries (SSCF) will increasingly depend on the funding available through FLAGs and given there will be an increased number of FLAGS the funding being limited in this way will stagnate the programme and restrict its ability to contribute significantly to the economic development ofthe FLAG areas, just at a time when people are becoming more familiar with the programme. The cap on grant aid of €20,0000, while only an administrative issue, is a serious obstacle to attracting some ofthe initiatives that may be required to drive change in the SSCF. This cap must be reconsidered. It is undeniable that CFP, MSFD and Integrated Maritime Planning will have ramifications on SSCF communities and while some of these actions are legally required the funding under the Union Priority 4 should be available to offset negative impacts. The positioning of SSCF to step up to the plate in terms of interacting and negotiating change and future solutions must be supported. There is no effort to recognise the investment ofthe communities as having an implicit value through human capital which should be able to help them leverage the advice, expertise and facilities that they need to truly realise the full potential of what community led local development can do.

c o m p l e t e and ef fec t ive w/ay with l ong te rm benef i ts t he budge t is ex t reme ly l imi t ing. It w/ill be

u n t e n a b l e for the FLAGs to de l i ve r in any mean ing fu l w/ay if t he budget is reduced to any ex ten t f r o m

the € 12 ,000 ,000 cur rent ly a l l oca ted . G i ven the respons ib i l i t y under Un ion Pr ior i ty 4 to se rv i ce so

m u c h o f ou r coasta l SSCF c o m m u n i t i e s there shou ld be no ques t i on of any reduc t ion in t he a l l oca ted

f u n d i n g . O n the cont rary f und ing for FLAG'S shou ld be i nc reased f rom its p resent leve l , o f

a p p r o x i m a t e l y 5%, to 10 % of the overa l l E M F F / N a t i o n a l f u n d . A t the very least have a c o n t i n g e n c y

for ex t ra f und ing to be m a d e ava i lab le to the FLAG'S f r o m any unspen t mon ies in o ther ca tego r ies o f

the S e a f o o d D e v e l o p m e n t P r o g r a m m e 2014-2020 ove r the du ra t i on the p r o g r a m m e . The re are
