1. Vision Zero

5

• Death and serious injury target in a safe system

• Working Group Report 2008: 21 governments, World Bank, WHO, FIA Foundation

Page 6: Systemas de Analisis y Evaluacion Vision Cero y IRTAD database Stephen Perkins, Head of Research Bogota, 13 June 2012.

Safe System Targets

• Vision – zero deaths– Raises level of ambition

– Stimulates new measures and research

– Only ethical approach

– Possible to achieve

• Interim Targets – based on– Policies adopted

– Modelled results of measures to be taken

– Such evidence-based targets are needed to make targeted improvement happen

UN Decade of Action

• UN Decade of Action Global Plan based on the safe system approach

• Five Pillars– Road Safety Management

– Safer Roads & Mobility

– Safer Vehicles

– Safer Road Users

– Post Crash Response

8

Page 9: Systemas de Analisis y Evaluacion Vision Cero y IRTAD database Stephen Perkins, Head of Research Bogota, 13 June 2012.

Strategy

• Develop a Safe System Approach– Integrating measures that target: infrastructure design,

maintenance, traffic management, vehicles, and driver behaviour

– Shared responsibility / liability for safety between

drivers, police, road managers, traffic departments …

• The Safe System is for all countries– Philosophy: to design system to ensure crash impact

energies stay below levels that cause death and serious injury

• Intensify / transfer tried and tested measures:– Speed, Drink, Seatbelts, Safer vehicles

Page 10: Systemas de Analisis y Evaluacion Vision Cero y IRTAD database Stephen Perkins, Head of Research Bogota, 13 June 2012.

Recommendations

1. Adopt an ambitious vision

2. Set interim targets

3. Develop a safe system approach

4. Exploit proven interventions

5. Analyse data to understand crash risks and safety performance

6. Improve safety management with a results focus

7. Accelerate knowledge transfer

8. Invest in road safety

9. Foster commitment at top political levels

Page 11: Systemas de Analisis y Evaluacion Vision Cero y IRTAD database Stephen Perkins, Head of Research Bogota, 13 June 2012.

Political Support

• General support for the safe system

• Vision Zero still questioned

but Towards Zero asks the right questions

• Research + evaluation key to success– Targeting and designing measures

– Keeping safety on the public agenda

• Data for evidence based decision-making– Public awareness

– Political awareness

11

Page 12: Systemas de Analisis y Evaluacion Vision Cero y IRTAD database Stephen Perkins, Head of Research Bogota, 13 June 2012.

2. IRTAD: International Traffic Safety Data and Analysis Group

• Mission– High standard road safety database

– Analysis of data with peers

– Network for road safety data and analysis professionals

• Expert working group– Under the umbrella of ITF and OECD

– Funded separately by subscription from members

• 60 members from 33 countries
