INTRODUCTION Introduced in 1984, the
concept of Total Defence was adapted from Switzerland and Sweden.
Why did we adopt it?Being young and small, we
cannot afford to maintain a regular armed forces.
Wars are no longer limited to the battlefield. Instead, potential aggressors can strike in less obvious, non-military ways.
To help Singaporeans
understand how they can be
involved, Total Defence is
divided into five aspects.

Psychological Defence
1. Compile 3 pictures/photos of our national symbols, accompanied by a short write-up of their significance /symbolism.
2. Compile 3 pictures/photos of our national landmarks, accompanied by a short write-up of their significance and history.
3. Design a 1-day tour itinerary for a heritage trail around Singapore [including a short description of each place].

Social Defence
1. Compile a list of ‘dos’ & ‘don’ts’ for the customs of our ethnic groups [at least 3 ‘dos’ & ‘don’ts’ for each ethnic group chosen].
2. Design a brochure introducing the major festivals of our ethnic groups.
3. Design a 1-day tour itinerary of the places of worship in Singapore [including a short description of each place and each religion represented].
Economic Defence
1. Compile a set of 10 newspapers clippings highlighting the importance of skills upgrading/retraining and life-long learning.
2. Design a brochure highlighting any example of Singapore’s economic achievement.
3. Your school is organising a 1-day ‘Learning Camp’ to cultivate the spirit of lifelong learning among pupils, Develop a programme of activities for this camp.
4. Design a 1-day tour itinerary to places showing Singapore’s economic progress and development [including a short write-up on each place].
Civil Defence
1. Design a poster highlighting basic fire safety /prevention measures.
2. Compile a list of your school’s nearest bomb shelters, their locations and the procedures for participation in a bomb shelter exercise.
3. Design a guide-book on basic first aid skills.
4. The Singapore Civil Defence Force is recruiting Civil Defence volunteers. Design a brochure to encourage people to volunteer.
Total Defence Badge Lessons- Gold Module -
Assessment: Pair work
[a] Create a guidebook on Total Defence for at least 2 groups of audiences.
[b] Present your guidebooks in the form of powerpointslides / website [online guidebook].
Some possible audience types are as follows;

The guidebook should be designed to achieve the following objectives:
[a] Explain to the target audience what Total Defence is and why it is significant.
[b] Explain how every one can play a part in it.
[c] Encourage the target audience to play a part in Total Defence.
[d] Illustrate various ways that the target audience can make Total Defence part of their lives.
