1. Back ground
The objectives of running TVET programs are different depending on the target groups. Most government and NGO institutions provide TVET training to enable poor youths and adults become self-employed and earn their livelihood with the ultimate goal of alleviating poverty. The study shows that 40 per cent of the population lives below the poverty line. National unemployment is high at 16.7 per cent, although in the capital city of Addis Ababa it is even higher at 32 per cent.1 Though the Available formal TVET institutions provide training only for less than 3% of the appropriate age group. As well known, only a small proportion of those who complete grade join colleges and universities. The rest enter the world of work unprepared after completing grade ten.2 According to the national context, youth comprises those persons aged 15-29 years.
The rate of youth unemployment in urban areas was 23.3 percent in March 2012.
Female and male youth unemployment rate were 29.6 percent and 16.4 percent,
respectively.3
It has been pointed out that the youth unemployment in urban areas is considerably
high. Similarly rural youth unemployment is also growing due to shrinking land holding.
If the youth has to be self employed or engaged in microeconomic activities at family
level and in cooperatives demand driven and market based formal or non formal TVET
programs needs to be extended for it.
Relatively there is a more variety of training in private institutions and NGOs compared to government institutions. However the issue at stake is how many of the trainees have benefited from the training they have received. In this regard very little is known.4 Papers which studied the TVET institutions and show that: Workshops and stores on
TVET institutions in Addis Ababa are not adequately facilitated. They lack facilitation
and safety features. Recreational services, lodgings, food provision, and latrines are
lacking in most TVET institutions Classrooms and training workshops are reported to
be small in most government institutions. Most government TVET institutions for short
term courses give training for less than 6 months. NGOs and private institutions give
training up to 10 months. The proportion of training time for theory and practice is 20%
and 80% and 30% and 70% respectively in most cases.

Unemployment is a serious problem. that there are many who don’t become self
employed or end up doing something else. It could be argued that quality training
should result in attaining the objectives for which the training is given those who got
TVET training don’t find jobs or are self employed. It is obvious that the job market is
not yet well developed and can’t absorb all. It appears that there is and need for more
job creation. Those who would like to become self employed also need support in
different forms i.e. financial, material, moral etc.
The Ethiopian YMCA has been involving in different activities of changing young
people in spirit, minding and spiritual. Providing vocational training is one of among
different activities. Before 38 years ago the YMCA had well organized and famous
TVET center. The TVET center trained and graduates 40 potential trainees during the
year 1971 till 1976 without counting the 27 enrolled trainees of the 1978 who are not
finished their training in the YMCA owned TVET, since the YMCA shutdown and
nationalized its properties by the government.5
From the early training of metal, wood work and electricity, the YMCA TVET reinstated in
2008/9 and has started giving metal work training after reopening of YMCA. From 2008/9 to
2012 61 trainees had graduated in General metal work and aluminum technician.
2. Statement of problem
Even though there is no document/study/ which tell how the former graduates /before reinstated
of TVET/ exposed to the real market/work and what faces to them, the informal communication
express their worthiness on the job. There also no full information about the later graduates.
Specially to evaluate the achievements of the goal of ETHIOPIA-YMCA TVET; to enhance the
TVET effectiveness and to improve the training system knowing about the status of graduates
is most useful.
The best way of getting information on their states is conducting tracer study. The tracer study
can show the strength and weakness of the training, the accomplishment of the institutional aim
and the very near status of the graduate in the world work i.e. their employment,
competiveness, worthiness, need of extra support, model successful history and other
experience to share.
2.1 need of the study
With the steady increase in the number of TVET graduates, employment opportunities for
students have become very competitive. In line with the mission of the ETHIOPIA-YMCA
TVET Institute to educate responsible and committed citizens, the institute evaluates how its

graduates have fared in their employment scene after their training. Routine Alumni Tracer
Studies are needed to be conducted for this purpose.
3. Aim and purpose of the study
The overall purpose of the study is to trace the graduates of the ETHIOPIA-YMCA TVET
Institute training activities and rapidly review what has been the impact.
The study primarily aims to determine:
1. Trace the status of YMCA TVET graduates within one to three years after
completing their training;
2. Asses graduates’ satisfaction in the level of the curriculum, career guidance,
quality of lecturers;
3. Evaluate graduates’ potential of securing employment; and
4. Asses the graduates’ experience in getting their first job
Such information is vital to assist the institute management committee and head office
management in planning and determining factors linked to student intake, curriculum
design and improvement in services provided by YMCA TVET.
Scope of th study
The study will bound in the period of 2008/9 to 2011 graduates and only trace the
YMCA TVET. The issues beyond the objectives like Graduates’ capability in performing at
their job or What YMCA TVET graduates are worth in the job market based on starting pay for
first-time employees, according to field and qualifications and other similar issues will not be
conducted and let for other studies.
4. Limitation of the study
The time-span of the tracer study is limited, and therefore time and resources might
restrict to remind all students of the target group. The study will lack of field visits for
primary information and data collection because of time and finance limitation.

5. Methodology
The study will employ a descriptive survey method for generating qualitative and
quantitative data. Secondary data also will gather. To generate required data, three
types of data collection tools will develop and use. These instruments are:
A structured questionnaire and an interview guide will develop for collecting
primary data.

The designed questionnaire was comprises two main themes: 1) Graduate
employment and work: This theme is included to obtain the employment status and
areas of employment of the TVET graduates as well as targeting those students who
are not yet employed and self employed;: 2) Training and other provisions: This theme
is included to gather comments about the instructors, the institute and YMCA as well
as the cooperative training.
The in depth interview had four questions. The interview was designed to show the
strength and deficiency of the syllabus, to assess the competency of graduate and to
verify the orientation of the training. This interview was developed only for graduates
which are engaged in the skill area.
The target group for the tracer study included graduates from the year 2008/9-2011 at
YMCA TVET. They were totally 44 of three batches. The last batch, which graduated
in 2011/12, was not eligible for the tracing study because the tracer studies need to be
conduct at least after 6 month of graduation.
The identification of the graduate was primarily base on a registration conducted by
the TVET in relation to the student-enrolment procedure for the TVET program and the
address they were left to the TVET after graduation. Through this registration names,
addresses, and telephone numbers of all of the graduates will be available. However, it
appeared necessary to follow up on contact addresses of all students in order to
update their address details due to the possibility of movements since many students
now have graduated and changed their contact addresses.
First, all students will contact by telephone. To identify the remaining group of students. Second, personal network (word of mouth) and use of key resource persons from each group will use to enquire about current addresses on those students who

could not be traced through the previous method. Then the questioner will be distributed to fill out.
Next, after the identifying the eligible graduates for interview, which are in the skill
area, calling will be held to take interviews from the actual address that getting from
the questioner respond.
All the results will be entering into the computers using Ms Excel windows application
program for analysis. Simple static measurement tools will be used and will aggregate
accordingly.
6. Duration of the study
The tracer study will complete in 3 months.

7 Dissemination
The tracer study will be made available in the institution library; published as one of the
YMCA document and posting in web-site. Making oral presentations to relevant bodies
