    FAA QUESTIONSFOR THE RECORDNO.1QUESTION #1: At what precise time was the National Airspace closed onSeptember 11,2001?RESPONSE: At 9:45am, the Air Traffic Control System Command Center(ATCSCC) issued verbal direction for all airborne aircraft to land at thenearest destination or as soon as practical. A Notice to Airmen (NOTAM)was issued at 10:39am closing all operations at all airports. In addition anadvisory was issued at 11:06am by ATCSCC suspending operations in theNational Airspace System. The airspace was clear of traffic at 12:16pm-with the exception of a small number of law enforcement/emergencyoperations aircraft.QUESTION #2: What was the policy about which airplanes could flyduring the closure of the National Air Space?RESPONSE: Decisions to allow aircraft to fly were made collaborativelywith the Department of Defense, Department of State, United States SecretService, Law Enforcement and the FAA. Each aircraft was assessed for typeand class (Part 121/135/125/91, etc.), mission-type, purpose, andregistration (foreign, domestic, corporate, etc).QUESTION #3: On what date and at what precise time did the NationalAirspace reopen after the September 11, 2001 terror attacks?RESPONSE: DOT reopened the National Airspace to U.S. carriers,effective 1 lam on September 13, 2001, provided the airport involved hadimplemented the new security measures. The then-FAA Civil AviationSecurity Office developed a series of security countermeasures that wererequired to be implemented by airports and air carriers before flightoperations could be resumed. The records that contain the specifics of thesecurity measures that were required, and any logs of specific dates andtimes when individual airports were certified to begin operations again, weretransferred to the Transportation Security Administration (TSA) when TSAassumed responsibility for the civil aviation security program.
