Covers:

The direct purchases of a unit or piece of IT equipment and accessories/attachments having a normal useful life of one year or more, and an inventory value (acquisition cost, including sales tax and freight) of $5,000.00 or more

Software included and needed for an equipment’s processing unit to operate should be considered an attachment, and coded with Object Code 613 if it brings the acquisition cost of the equipment to at least $5,000.00

Does not cover:

For Telecommunications nonexpendable costs use Object Code 713

For other non-expendable costs use Object Code 013

Special Instructions:

Nonexpendable equipment should not be charged to capital or modal projects unless prior approval is granted by funding sponsor (e.g.: FHWA, Local Agency).

Disposal of nonexpendable equipment purchased with federal funds may require credits to the federal bill. Any proceeds from sale/trade-in of such equipment originally purchased with federal funds will be shared with the participating federal agency.

Covers payments for IT consultant and professional services by others outside of State service when performed under service contract or agreement that is not related to project delivery. This includes computer services, IT consulting services, etc.

Also covers:

Payments to California Universities and Colleges for IT (contract is a standard agreement)

Does not cover:

Payments for consultant and professional services, specifically covered by other Object Codes (i.e. 032, 232, 332, 432, 832, etc.)

Payments for contract student assistants (Object Code 532)

Telecommunications consultant and professional services (Object Code 732)

Services in connection with approved federally-aided projects require prior approval of the Project by the Federal Highway Administration (FHWA). A copy of the proposed agreement must be submitted for approval prior to beginning work (reference: Federal-Aid Policy Guide, Subchapter B, Part 172). Project will determine eligibility.

Reimbursement of Telecommunications professional licenses specifically identified in individual memorandum of understanding and individual memberships for non-represented employees as outlined in the travel guide.

Does not cover:

Payments for departmental memberships (Object Code 175)

Services in connection with approved federally aided projects require prior approval of the Project by the Federal Highway Administration (FHWA).

A copy of the proposed agreement must be submitted for approval prior to beginning work (reference: Federal-Aid Policy Guide, Subchapter B, Part 172).

Special Instructions:

With the written approval of the chief of the Headquarters Consultant Services Branch and concurrence by the manager of the Division of Accounting, Office of Financial Accounting and Analysis, certain other services contracts and cooperative, standard, or other agreement related to contracting-out program may be charged to Object Code 832.

This Object Code is still a controlled item with the same restrictions as Object Code 232. Object Code 832 remains as a part of "Consultant and Professional Services – Project Delivery" (232) in the annual Governor's Budget and will not be identified separately except within the Department.
