Welcome! A Message from the President and CEO

The Pacific National Exhibition is pleased to welcome all horse show competitors to the 2018 Pacific Spirit Horse Show at the PNE!

The Agriculture displays continue to remain at the forefront of our Fair and we are proud to provide a high quality competition for the BC equestrian community and to showcase your exceptional talent to our urban audience. With the barns filled with people competing in the Draft Team Invitational Show, Open Jumper Exhibition, Indoor Event-ing derby, and our second year hosting an Extreme Trail Clinic and Show there is no better example of why it is important to support BC Agriculture.

Along with the Pacific Spirit Horse Show, the PNE will be hosting the 4-H Festival which will showcase young people involved in Agriculture from across the province. We are proud to bring this program to our Fair and we look forward to a bright future for both 4-H BC and the PNE! Another important aspect of our Agriculture program, the Farm Country exhibit, will see the continuation of our popular Kids Discovery Farm that has seen great success since its debut. In addition, exciting exhibits such as the Farmyard, Milking demonstrations and Honeybee store will once again return along with many other attractions and ex-hibits focused on agriculture education.

I would like to thank you, the Pacific Spirit Horse Show competitors for your continued support of the Agriculture program here at the PNE and wish you all the best of luck as you endeavor to achieve your goals here at our show!

General Rules 1. General Each participant in this competition is responsible for knowledge of and is subject to the rules contained in this prize book and the regulations governing all competitions at the Pacific National Exhibition. Any ques-tion or dispute that may arise that is not provided for in the governing rules shall be referred to the Pacific National Exhibition Management whose decision will be final.

2. Definitions For the purposes of the rules and regulations governing conduct and participation in competitions or exhibitions at the Pacific National Exhibi-tion, the following definitions will apply: PNE: the Pacific National Exhibition Exhibitor: the registered owner of the animal listed on the entry form (note: prize monies will be paid out to the exhibitor listed on the entry form). Exhibitor’s Agents: any employees, volunteers, associates, or other persons associated with the exhibitor. Participant: any person involved in any way in exhibition or competi-tions at the PNE. Presenter: anyone directly involved with the showing of any animal or other element entered in any competition or exhibit (e.g. grooms, han-dlers, exhibitors, etc.).

3. Rights and Privileges Management reserves the right to refuse any entry, limit entries, cancel any class, or change the competition schedule. Management reserves the right to decide any point not covered by the rules, to correct any errors, or make any changes which it considers necessary.

Responsibility: All entries are accepted with the understanding that the PNE will not

be held responsible for any loss, damage or injury to any animal ex-hibited or any article of any kind. All animals shall be under the con-trol and direction of the PNE Management, but solely at the risk of the participant, who will be responsible for any loss, damage, or injury to any person, animal, or property occasioned by the participant, their agents, employees, or by any animal owned or exhibited by the par-ticipant and shall indemnify the PNE against any and all loss, damag-es, and liability thus occasioned, including but not limited to, any and all legal costs including attorney fees which may be incurred as a result thereof. The participant shall accept full responsibility for his/her agents and employees. The submitting of an entry form to the PNE shall constitute an acceptance by each person signing entry form of the provisions herein set forth.

Photography: Each participant shall agree that photographs taken of the participant and/or exhibits by any photographer approved by the exhibition may be used for purposes of promotion by the PNE and/or its official sponsors.

4. Violation of Rules Violation of any PNE rules or regulations may result in the forfeiture of any and all prizes, prize monies and premiums, privileges (including passes to himself/herself and/or his/her employees), and forfeiture of any entry fees, stall rentals, or monies paid for any privilege. Such violation may also result in the exhibitor being expelled from the PNE grounds and/or barred from competition at the PNE for such a further period of time as the PNE may determine. The PNE may impose additional or other penalties and/or forfeitures as necessary.

5. Animal Treatment Abuse:

Any form of abuse (including neglect or excessive use of the whip or spurs or excessive use of the bit) on any animal in a stall, runway, schooling area, competition ring, or elsewhere on the PNE grounds at any time, by any person, constitutes a violation of the rules and renders the offender subject to penalty, disqualification, and possible prosecu-tion. This will be strictly enforced. It is forbidden to “rap” or “bump” a horse in any way at any time anywhere on the exhibition grounds.

Drugs and Medications: No animal is to be shown in any class if it has been administered, in any manner, any forbidden substance. Animals in competition may be sub-ject to testing and/or examination by a licensed veterinarian and/or tech-nician. The examination may include physical, saliva, urine, blood tests, or any other test or procedure at the discretion of said veterinarian and/or technician. Failure to submit to such tests and examinations may result in disqualification and constitutes a violation of the rules.

Tampering: Any animal artificially, improperly, or unfairly prepared, doctored, or tam-pered with in any way before entering the show ring will be disqualified.

6. Conduct General:

Participants under the influence of alcohol or drugs or any disorderly conduct will result in expulsion from the PNE grounds and constitutes a violation of the rules. Any attempt to interfere with PNE staff, contrac-tors or their agents while in the performance of their duties shall consti-tute a violation of the rules. Owners or their agents may not use any device or conduct themselves in a manner which may cause harm to any other person(s), animal(s), or property.

Barns: Urban Fair – caution to exhibitors. Barn aisles must remain open and safe for the public to pass through while the barns are open. Horses are not permitted in the aisles other than immediately prior and following classes. Blocking off aisles prior and following classes for preparation must be kept to 20 minutes and must be discussed with the Horse Show Coordinator in advance. All stall doors must remain closed unless entering or exiting the stall.

Care and caution should be taken when moving animals through the barns. Miller Drive is NOT open to animal traffic and horses are to be contained to the barns and the rear compound of the Agrodome. Animals may only be ridden in designated areas. Grooming or clip-ping will not be permitted in the public aisles between 11:00am and 10:00pm (with the exception of the six horse hitch preparations). No dogs are allowed in or around the livestock buildings. There is no sleeping permitted in the barns.

Attire:

Suitable attire is required at all times. It is the tradition of the show ring that an exhibitor be correctly attired for the class in question and that the attendants be neatly dressed and animals properly present-ed. Failure to comply will constitute a violation of the rules. PNE Man-agement may at its discretion bar any entry or person from entering the ring if not suitably presented to appear before an audience.

7. Signs and Displays Signs or displays showing the name of the animal and the name of the exhibitor or farm are permitted on the stables only. Displays which ob-scure operational signage are not permitted. Animals may be designat-ed for sale provided that the only “For Sale” sign that is posted is one

obtained from the Show Office.

8. Emergency Procedures The exhibitor is responsible for ensuring that all agents and employees are aware of the emergency procedures of the PNE, including evacua-tion and medical emergency procedures. These procedures are includ-ed in your exhibitor package, which you will receive at check-in (at the Show Office).

Entry Rules

The PNE reserves the right to limit or decline entries, and return any entry fee without being liable for compensation.

1. Entry Requirements Eligibility:

All shows have limited space and entries will be accepted on a first come first serve basis. Entrants will be notified by August 1st if they ARE NOT accepted.

All riders must provide proof of Horse Council of BC Insurance (or equivalent). All entries must be post-marked by July 27th, 2018 and all payments must be made out to Pacific National Exhibition.

Application: Entries must be made in the exhibitor’s name (owner) on the official Entry Form with a valid Horse Council of British Columbia number, fees, and waiver signed by the exhibitor. Correspondence will all be through owner of animals.

Health Status: No animal suffering from an infectious or contagious disease will be admitted to the grounds. If admitted through oversight, it shall be re-moved upon order of PNE Management. A Coggins Certificate is not required. Animals that are visibly lame are prohibited from participating in performance classes. PNE and Horse Show Management reserve the right to disqualify exhibitors with ill or lame horses.

2. Fees The performance fees applicable to each class are listed in the Class List section of this booklet.

Payment of Fees: Entry and stall fees must be paid at the time of making entries and will be returned if entries are not accepted. All fees and entry deposits must be paid in Canadian Funds – Money Order, Credit Card (VISA or MC only), or Bank Draft. Prize money and refunds will be paid in Canadian Funds only. Please issue one money order/cheque per entry. Post dated cheques will not be accepted. Any NSF cheque, declined credit card payment, or any cheque returned to us for any reason will be charged a $30.00 office processing fee. No entries or stabling requests will be accepted by phone. Faxed entries will not be accepted. Credit cards will be accepted for payment of entries, after credit verification.

Late Fees: Entries and class changes received after July 27th, 2018 will be accept-ed if space permits. Late entries will be charged a 50% late fee on top of all applicable performance fees.

3. Changes and Adjustment Cancelled or Combined Classes:

The minimum number of entries in any class will be three (3). If these minimum number requirements are not met at the closing of entries, classes will be cancelled.

Scratches: Scratches must be reported on the official scratch form to the Horse Show Office two hours prior to the first animal entering the ring for that competition.

Substitutions: Substitution of an animal is permissible provided that the Show Office has been notified a minimum of two hours prior to the class.

Refunds: No refunds will be issued for entry and stall fees except in cases where entries are cancelled on or before July 27th, 2018 or a class is cancelled due to lack of entries. Refunds, for entry fees only, will be issued for veterinary or medical physician scratches reported in writ-ing to the Show Office prior to commencement of the class, substanti-ated within 72 hours by a properly signed certificate by a veterinary or medical physician, less an office processing charge of $10 or 15% of the total refund (whichever is greater). When, because of an accident or other emergency, a request for refund cannot meet this deadline, it must be submitted within one week of the accident for consideration by the PNE Management.

Competition Rules 1. General Competitions are governed by the General Rules, Entry Rules, the Com-petition Rules below, and any additional guidelines for individual classes listed in the class list. It is vital, therefore, that each exhibitor is familiar with all of these sections of the prize book.

2. Exercise Agrodome:

The Agrodome is open each morning and most evenings for open exercise time. Exercise times vary depending on the day so please refer to the Horse Show Schedule for times. Times are scheduled around horses moving in and out for show changeovers, so please once again refer to the posted times of the Agrodome.

3. Competition Only persons directly involved in the showing and judging of animals will be allowed in the ring. The PNE, its judges, and officials reserve the right to prohibit any person(s) from entering the ring or from riding or driving. Interfering with judges, officials, or other staff while performing their duties will result in disqualification. Order of entry into the ring may be predeter-mined by the PNE as management deems necessary.

This event is a performance. Please refer to the performance contract included with the Entry Form.

In Gate: Participants are responsible for being ready to enter the ring promptly when called; the PNE will make every reasonable effort to make public announcements for classes, though this service is to be considered a courtesy. Any exhibitor refusing to enter the ring when directed forfeits the right to compete.

4. Prizes and Awards Prize Money:

Prize monies will be paid out, in Canadian funds, to the owner’s name as listed on the Entry Form. Prize award cheques will be prepared and mailed as soon as possible to the owner only; prize cheques will not be made out to each rider. All inquiries with respect to prize payments must be made before December 31st, 2018, after which accounts will be closed, uncashed cheques will be voided, and no further action by the exhibitor may be taken. Should exhibitor(s) be disqualified, prizes will be re-allocated to the remaining placing exhibitors.

Display of Awards: No exhibitor may refuse or substitute any premiums awarded, and prize ribbons should be displayed during the PNE. Exhibitors may not display any awards other than those awarded at the PNE of the current year.

Refusal to Parade: All entries which have been placed must remain in the ring or be brought back to the ring for presentations. Exhibitors refusing to ride or lead out their animals for parade may forfeit all prizes and awards previ-ously won and be disqualified from further competition.

6. Protests Any protest must be submitted in writing, signed, and accompanied by a deposit of $100.00 which shall be forfeited if the protest is not sustained. The protest must state fully the cause of the complaint and must be deliv-ered to the Show Office by 10:00am the day following the cause of the protest. A protest will be considered official when the written protest has been received by the Show Office and a receipt has been issued to the complainant. An official protest will be investigated by the PNE Manage-ment and appropriate Committee Chair. All decisions by this panel are final.

Exhibitor Services

1. Show Office The Show Office is located on the upper mezzanine of the Agrodome on the south end. At the Show Office, exhibitors will check-in upon arriving onsite, update information, and make any necessary entry adjustments.

2. PNE Grounds Access: No dogs are permitted on the PNE grounds (with the exception of guide dogs). Access to the grounds prior to Fair opening (11:00am daily) will only be permitted through Gate 10. Exhibitor animals are not permitted to arrive onsite after Fair opening (11:00am) or leave grounds prior to Fair closing (11:00pm).

Horses are not to be ridden or walked on the area known as Miller Drive (directly behind the barns). Horses are not to be out of their stalls be-tween class times with the exception of walking to and from the Agrodome for classes. No animal may leave the stabling/Agrodome area for any reason.

3. Animal Care Feed:

Feed for animals is the sole responsibility of the exhibitors; there will not be feed available for purchase onsite.

Veterinarian: A Veterinarian is available on call through the Entry Office. Veterinari-an services will be billed to the individual exhibitors as required.

Stabling: Stabling will be managed by the Barn Operations Supervisor and PNE Management. The PNE will try to accommodate the stabling requests of exhibitors where possible. Stabling is only provided for animals entered in the exhibition.

It is the participant’s responsibility to inspect the stabling area for nails or other foreign objects that might harm their animal or their agents.

Stabling will be available at a cost of $30 per day per horse for box stalls which will include an initial bed of shavings (5 bags). Additional shavings can be purchased through the Entry Office at $7.00 per bale. Stalls must be stripped of all shavings when exhibitors leave the site. Cleaning out stalls will be the sole responsibility of the exhibitor.

Muck out of overnight manure material must be done prior to 10:30am each morning. All overnight materials, manure and stall refuse mucked out at any time must be placed in the barn manure compound at the rear of the Agrodome. The manure compound is for manure and shavings only; garbage cans and recycling bins are available throughout the barns.

Tack Stalls: Tack stalls will be allotted upon request and where available at a flat rate of $50.00 for four day shows and $30.00 for two day shows. In order to comply with fire, security, and health regulations, these tack stalls are restricted to storing materials and equipment only. As a nec-essary precaution against fire and in compliance with Vancouver City ordinances, the use of coal oil stoves, heating or cooking equipment, or fire of any kind in any of the PNE buildings is prohibited. Participants are also required to guard against the overloading of electrical circuits and familiarize themselves with the location and use of fire extinguish-ers and evacuation routes.

Wash Racks The barn provides two wash racks for exhibitors to use, located in the upper barn on the west side. These are available prior to Fair opening only. Exhibitors are asked to observe good housekeeping in wash racks.

4. Parking Parking on the PNE grounds is at your own risk. The PNE is not responsi-ble for any articles left in the parking lots or the payment of parking viola-tions or towing charges incurred by any persons prior to, during, or after the Fair.

Trailer Parking: Trailer parking will be available in a designated Livestock trailer lot. Each rider will receive one trailer parking pass, and additional passes can be requested.

General Vehicle Parking: Exhibitor parking will be available in Lot 9, and is restricted to vehicles which occupy only one parking stall. Lot 9 passes are available for pur-chase at a reduced exhibitor rate that is only offered until entry deadline. After the entry deadline has passed, parking passes will no longer be available for purchase through the Entry Office.

Unloading: Unloading will occur via the Agrodome, where PNE staff will be present to direct you. There will be no unloading or loading anywhere else. Af-ter you have unloaded, you will be directed to the proper parking loca-tion. Vehicles and trailers must be removed from the loading area im-mediately. Vehicles parked longer than permitted WILL BE TOWED AT THE OWNER'S EXPENSE.

Moving in and out is only permitted when the Fair is not open. Animals exhibited at the Fair at the PNE are required to stay onsite for the dura-tion of the show.

Extreme Trail Clinic and Show Our second year bringing the growing discipline of Extreme Trail into our city venue. Developed to allow riders and horses to practice trail skills in an indoor setting, this exciting new event has the potential to grow expo-nentially in years to come.

Exhibitors will have the opportunity to take part in a clinic session on Monday August 27th when the Fair is closed to the public. There will then be a competitive challenge on Tuesday August 28th to allow each rider test what they have learned and also showcase extreme trail to the general public.

This event is open to all ages, and levels but it is recommended that horses and riders have some experience with trail obstacles and that they are comfortable in unfamiliar surroundings.

Attire for both the clinic and the competitive challenge will be jeans, heeled boots, long sleeve western shirt and helmet. Youth are required to wear a helmet at all times.

Stabling at the show is required; trailers will not be parked close to the arena or barns.

All riders will receive 2 wristbands for entry to the PNE grounds and one complimentary livestock trailer parking pass. Day parking and additional admission passes must be purchased by entry deadline.

Move-in and Out

Draft Team Invitational Show

The PNE Draft Team Invitational is a performance contract; entries will be treated as a contract between the entrant and the PNE to compete for pay-ment. Scratches (without a vet certificate or doctor’s note) will be treated as a breach of contract and result in a loss of entries if received after closing

entry date. Entry Closing Date is July 27th, 2018.

An amateur four horse driver is any driver who has never compet-ed in a six horse hitch class in public competition or exhibition for a complete drive. In this class, each driver is given a maximum of 3 minutes to complete the course. This class is judged 100% on driving ability. In case of a tie, the winner will be determined by time. Entry to be made in the name of the driver. One header per entry. Pattern will be distributed upon arrival at the show. Please note: A second qualified driver must be seated on the wagon be-side the amateur driver.

Indoor Eventing Derby Developed to allow riders and horses to practice their Cross Country skills in an indoor setting, this fast paced and exciting indoor eventing competition is now at the PNE. This competition combines the sophistication required for dressage, the accuracy required for show jumping, and the bravery required to ride cross country into one fabulous competition. Entries close on July 27th, 2018 at 5:00pm.

Each horse and rider combination may only enter in one height division. Priz-es will be awarded based on the best cumulative score after all three phases.

Dressage tests will be provided by the PNE and will be performed in a 20m by 40m arena. Trot may be ridden sitting or rising. No test callers will be permit-ted.

Stadium and Derby courses will comprise of approximately 10 to 12 jumps each. Derby courses integrate both show jumps and cross country jumps.

Dressage and Stadium phases must be ridden in English show attire. The Derby class is less formal and may be ridden in a light-weight rugby or polo shirt, but all riders must wear medical armbands and the PNE strongly recom-mends the use of a safety vest.

Leg bandages and protective boots are not permitted for dressage, but are allowed for Stadium and Derby courses. Dressage must be ridden in a snaffle bit. No martingales or training devices will be permitted. Manes are to be braided or plaited for Dressage.

Stabling at the show is required; no haul-ins will be permitted.

Open Jumper Exhibition

The PNE Jumper Challenge is a performance contract. Entries will be treated as a contract between the entrant and the PNE to compete for pay-ment. Scratches (without a vet certificate or doctor’s note) will be treated as a breach of contract and result in a loss of entry fees. All scheduled events excluding schooling rounds are considered public performances and therefore proper attire is required. The PNE will provide warm up fences at all possible times in the Agrodome. Any competitor caught using a show fence without express permission from the Horse Show Coordina-tor will be disqualified from the competition without refund.

There will be no changes to entries after 5:00pm on the first day of compe-tition (Friday, August 31st). Horse substitutions are permitted (up to two hours prior to class only) but entries are not transferable. Classes will be run with a posted order of go.

For the duration of the show, all horses are considered on display in their stalls as well as in the Agrodome. For the safety of the horses and the public, it is recommended that all horses have both a handler and a point person to clear the public from the path of the horses while walking to the Agrodome. The PNE will make every effort to block aisle ways 20 minutes prior to the start of the competition and 20 minutes after the start of each competition.

Schooling Rounds

Schooling rounds will be available over a posted course on Friday, August 31st as per schedule.

Schooling rounds must be entered on the entry form. Lack of entries in the warm up rounds will result in their cancelation.

You may enter as many schooling rounds as you would like. Unused

Open to any horse and rider combination who has entered at least 1 class at the PNE. Dog/Handler will be provided by the PNE. Each horse/rider combination will be paired with a dog/handler combination by draw. Dog will compete on a separate agility course. Placings will be determined by the fastest time combination of horse/rider and dog/handler team.

Open to any horse and rider combination who has entered at least 1 class at the PNE (including Heritage Qualifier show riders). To be shown over a course of 10 to 12 obstacles. Each competitor will be allowed 50 seconds in which to accumulate as many points as possible after crossing the starting line in either direction. Each obstacle may be jumped twice. Obsta-cles may be jumped in either direction. Ringing the bell signals the end of the round. The competitor must then cross the finish line, in either direction, to allow time to be recorded. Failure to do so will place the competitor last of those with equal points and make them ineligible to attempt the “Joker”. There will be an optional “Joker” fence. After crossing the finish line the competitor has 20 seconds to jump, or attempt to jump, this fence. 200 points will be awarded if the Joker is jumped cor-rectly. 200 points will be deducted if the Joker is knocked down.

Height of jumps will be a minimum of 2'6” (.75m). This competition is conducted in the same manner as the Six Bar Competition but the obstacles, six in number, may be built differently from one an-other. Obstacles must be placed at a distance of two strides (about 11m) either in a single straight line or in groups of three in two straight lines. All obstacles may be kept at the same height. In the event of a knock down, the competitor must not stop, but shall continue the round. In the event of a refusal or a run-out, the com-petitor must restart the course at the obstacle where the fault was made, but is allowed to make his approach from the space be-tween the two poles, taking the obstacles at an angle. Only com-petitors who are equal for first place over the first round or the pre-ceding ride-off take part in the raised jump-off(s). First jump-off will be over a reduced number of obstacles, subsequent ride-offs may be over a reduced number of obstacles to a minimum of three. After the fourth ride-off the PNE official must stop the competition.

Competitors must have competed in all three rounds in the Open Division in either the 3’0”, 3’3”, or 3’6” height to qualify to enter the Finale. Exhibitors must compete at the highest height they com-peted in the Open Division. The scores from each round of heights will be ranked as one set of final placings from 1st – 6th.
