Dear Brothers and Sisters in Christ,

This year’s UPCSA theme is taken from the Gospel of John: “I am the vine you are the branches” (John 15:5). As branches on the Christ-vine, we are being asked to produce Christ-fruit through our participation in the Upper Peninsula Catholic Services Appeal, which provides the wherewithal for the Diocese of Marquette to continue the work of preaching the gospel and cooperating with the dispensation of God’s grace for the salvation of souls.

Contributions to this annual appeal always imply a sacrifice, united to the life-giving sacrifice of Christ. The image you see on the cover of this leadership handbook is found in multiple variations in Christian iconography. One of these is to be found in the Basilica of San Clemente in Rome. In that image, it is Christ on the cross, in the midst of this sacrificial self-offering, that we see.

Let us bear Christ-fruit through our generosity to the Upper Peninsula Catholic Services Appeal and help bring the life-giving grace of Christ to those who stand most in need.

History of the Catholic Church in theUpper Peninsula of Michigan

The Catholic history of the Upper Peninsula of Michigan dates back to the French exploration of the Upper Great Lakes. Jesuit missionaries of the 17th Century such as Mesnard, Jogues, Allouez, Raymbault, and Marquette touched the shores and spoke the Word of Christ to the Indians. At this time, Northern Michigan was part of the Diocese of Quebec.

The modern history of the Church in the Upper Peninsula began in 1832, when Father Frederic Baraga crossed Lake Michigan from Cross Village to Indian Lake near Manistique. In 1843, Baraga went from LaPointe, Wisconsin to present day Assinins, Michigan. He worked here until 1853. In that year, he was consecrated Bishop, moving to Sault Ste. Marie and later, in 1866, to Marquette. In May of 1866, the “Diocese of Sault Ste. Marie and Marquette” was authorized. During Baraga’s years the Church grew from a church in mission to Native Americans to a Church with many ethnic groups.

The first Sister arrived in Sault Ste. Marie in 1853. In the diocese’s long history, many communities of religious women have served here. Ursuline Sisters, Sisters of Saint Joseph of Carondolet, Sisters of Saint Agnes, Franciscan Sisters, and other communities have given strong witness to the Gospel in the Upper Peninsula. Countless lay men and women have also shaped our Church. Currently, there are permanent deacons, an active lay ministry leadership school, and an institute of theology. Through Cursillo, Legion of Mary, Saint Vincent de Paul, and countless other parish organizations, lay people are serving all over the diocese.

Today 48,000 Catholics in the Diocese of Marquette are part of our 71 parishes and 23 missions.

The Most Reverend Alexander K. Sample was ordained and installed as the twelfth Bishop of the Diocese of Marquette on January 25, 2006. In 2013 he was appointed Archbishop of Portland in Oregon. The Diocese of Marquette is currently under the leadership of Rev. Francis Dobrzenski, Diocesan Administrator, until our next bishop is appointed. Father Francis is pastor of St. Joseph Parish in Lake Linden.

Diocese of MarquetteDETERMINING PARISH GOALS FOR THE ANNUAL

UPPER PENINSULA CATHOLIC SERVICES APPEAL

The following is an explanation of how your parish/mission goal is determined.

1. Proposed budgets are submitted to the Diocesan Finance Council by all departments and agencies of the Diocese of Marquette along with expenses for the support of missions, special collections, outreach and other needs of the Universal Church. Budgets and expenses are reviewed, adjusted, if necessary, and finally approved if within guidelines and limitations. Zero balance budgeting is practiced; that is, neither deficit nor surplus is planned. This process determines the total U.P. Catholic Services Appeal goal.

2. Using the Annual Parish Financial Report submitted by each pastor, the number of contributing units (envelope holders) for each parish/mission is divided by the total of all contributing units for the entire Diocese of Marquette. This percentage is multiplied by the total U.P. Catholic Services Appeal goal.

3. The Assessable Receipts (Sunday & Holyday, loose, children, fuel collections) for each parish/mission divided by the total Assessable receipts* for all parishes/missions combined is multiplied by the total U.P. Catholic Services Appeal goal. If loose collection is greater than 25% of Sunday and Holyday receipts combined, then assessable receipts are reduced by the excess.

4. These two numbers (2 & 3 above) are added together and divided by two to obtain an average. The result is the Parish/Mission Goal for the annual U.P. Catholic Services Appeal.

For example, the goal calculation for a parish with 250 Contributing Units (envelope holders) and total assessable income of $105,000 would be calculated as follows, assuming total contributing units of 20,000 and total assessable receipts of $10,000,000:

(2) 250/20,000 (total contributing units for all parishes/missions in the Diocese) = 1.25% x $1,687,676 or $21,096.

(3) $105,000/$10,000,000 (total assessable receipts for all parishes/missions in the Diocese)= 1.05% x $1,687,676 or $17,721

(4) $21,096 + $17,721 = $38,817/ 2 = Parish/Mission Goal $19,408.

*Assessable receipts for parishes supporting Catholic schools are reduced by 100% of the subsidy amount paid to the school. In the above example, if the parish contributed $10,000 for the support of a Catholic school, their $105,000 in assessable receipts would be reduced by 100% of the $10,000 subsidy, or to $95,000. The net effect would be to reduce their UPCSA goal to $18,565.

FINANCIAL STABILITY IMPLEMENTATION PLAN

DIOCESAN POLICY ON PARISH ASSESSMENT TO SCHOOLS FROM NON-SUBSIDIZING PARISHES:Parishes that do not subsidize a school will be asked to support Catholic Schools beginning with the 2007-2008 fiscal year. The assessment will initially be distributed equally to all schools. The assessment to parishes will be phased in over a three* year period using the following formula:

The assessed amount is based on a percentage of parish assessable receipts. This calculated amount is added to the UPCSA goal for the parishes that currently do not subsidize a school.

Revenue generated by this is considered to be an addition to school operating budgets and is not to be considered an offset to parish subsidies for parishes currently supporting schools. Any reduction to existing parish subsidies must be approved by the Diocesan Superintendent of Schools. Up to twenty-five percent (25%) of the revenue generated from this assessment must be set aside by each school to provide transportation assistance to families from non-supporting parishes.

*Note: The three year timeline was revised due to economic conditions in the diocese

Pastor’s SupportThe single most important key to a successful UPCSA is the strong and enthusiastic

support of the pastor. Leadership in any organization begins at the top, and if the pastor is enthusiastic and supportive, parishioners will be open to hearing the message.

The UPCSA and Development Offices have prepared the way to a successful Appeal Sunday. The “Bishop’s Partners in Service” direct mail invitation to top givers, bulletin insert, campaign brochure and articles to be published in the September 20, 2013 issue of The U.P. Catholic newspaper, pledge cards and envelopes, prayers of the faithful, and bulletin and pulpit announcements are all important ingredients in a successful Appeal. However, there is no replacement for the PASTOR. As the leader of the parish, your personal plea to the people of your parish is the key element.

You are the principal motivator. No brochure, letter, insert or other item can replace the impact of your personal support. A successful Appeal is directly related to the leadership, enthusiasm and motivation provided to parishioners. You are the spiritual leader of the parish and your involvement is essential. Any negative comment made to a group or individual will hurt. Make your parishioners aware during the Masses on Appeal weekend that you have donated to and support the Catholic Services Appeal.

The Church in the Upper Peninsula needs the financial help of all Catholics. But more important is the fact that all Catholics have a need to give and a need to share their time, talents, and financial gifts with their parish and with the wider Church of which they are members. This need to give is as great or greater than the programs and services they benefit.

Talk about the goal of 100% participation. Ask every household to consider a gift to UPCSA. Remember, no gift is too small or too large. Everyone is invited to participate.

Do1. Make your own commitment to UPCSA.

2. Review your previous parish UPCSA results, evaluate the approaches that were taken, determine ways to improve results and develop a plan and strategy that will achieve your parish goal.

3. Appoint a coordinator.

4. Involve youth in UPCSA. They are the future Church. The annual UPCSA is an opportunity to draw them into responsible participation in the life, mission and work of the Catholic faith community.

5. Advance notice from both the pulpit and the parish bulletin so that parishioners are prepared to make a commitment on Appeal weekend.

6. Exhibit a positive, sincere attitude toward the Appeal, its objective, and the parish’s importance to the overall effect.

7. Give a motivational homily on Appeal Weekend.

8. Incorporate the campaign theme in all campaign promotions.

9. Ask every parishioner to fill out a pledge card. Emphasize how important their gift is.

10. Encourage people to make a pledge that can be paid in ten monthly payments.

11. THANK EVERYONE.

Don’t1. Don’t apologize for the annual Appeal.

2. Don’t portray this as a chore or just another arduous talk – this is an opportunity for stewardship.

3. Don’t assume someone cannot give a gift.

4. Don’t try to justify UPCSA purely in terms of “what’s in it for us?” Instead focus on your parishioners’ willingness to give as Jesus did, without expecting something in return.

Special Information for UPCSA CoordinatorsAs an UPCSA Coordinator, your role is to help your pastor conduct a successful Appeal

as well as help other parishioners grow in awareness that they belong to the wider Catholic Church – the Diocese. You will serve as the link between UPCSA and the people of your parish. Working together with your pastor or parish administrator, your responsibility is to ensure that the necessary steps for success are carried out within the established time frame.

It is important that you familiarize yourself with UPCSA, especially the programs it funds. Make your own pledge early in the Appeal and motivate and guide others to consider their own pledge. Encourage all members of your major parish committees to make a pledge, i.e. Parish Council, Parish Finance Committee, Parish Stewardship Committee, etc.

Coordinator Duties

Read the Leadership Manual in its entirety. Follow the timetable. Familiarize yourself with all of the UPCSA materials. Recruit a sufficient number of volunteers to assist you. Assist your pastor in conducting a smooth solicitation for the Appeal. Make proper use of the program support materials (bulletin inserts & pulpit

announcements, brochure, etc.) Provide opportunities for every parishioner to be able to say “yes” or “no”. Do not assume

that someone cannot give. Follow internal control and reporting procedures to the UPCSA Office. Conduct an adequate follow-up to the Appeal Weekend to ensure that your parishioners

have been given every opportunity to give. Aim for 100% participation – encourage every parish family to return their pledge card.

Involving Youth In Your Parish UPCSA Campaign

UPCSA can be an opportunity to integrate youth into the life, mission and work of the Church by tapping their time and talents to shape and promote your parish UPCSA appeal!

Developing Leadership:The ministry of Leadership Development calls forth, affirms and empowers the diverse gifts, talents & abilities of adults and young people in our faith communities for comprehensive ministry. Leadership roles in adolescent ministry are key. Leaders must be trained and encouraged. This approach involves a wide diversity of adult and youth leaders in a variety of roles. Many will be involved in direct ministry with adolescents; others will provide support services and others will link the ministry effort to the resources of the broader community.

Why involve youth: Young people are the future Church! The annual UPCSA is an opportunity to draw them into

responsible participation in the life, mission and work of the Catholic faith community. It’s a hands-on opportunity to experience the demands, excitement and adventure of being a

disciple of Jesus Christ. It fosters the total personal and spiritual growth of youth. It develops intergenerational relationships which provide youth with rich resources to learn the

story of the Catholic faith in the Diocese of Marquette and develop a sense of belonging to the wider Diocesan Church.

It’s an opportunity to learn the practical side of needing financial resources to accomplish the lofty mission of our Diocesan Church to promote the Gospel of Jesus Christ, to strengthen and share our Catholic faith, and to show forth the light of Christ’s face to our brothers and sisters.

How to involve youth: A few ideas The Youth Group could make a contribution in the name of youth ministry. Consider having a young person provide a lay witness presentation at Mass during UPCSA

kick off weekend. They might talk about a diocesan youth program they attended or what it means to them to have a pastor and belong to a parish –connecting these things to UPCSA. The Youth Minister or other qualified individual will need to help the youth prepare the presentation and the pastor may want to approve it.

Ask a family to coordinate your parish UPCSA. Challenge them to involve every member of the family in some meaningful way.

If you collect UPCSA pledge cards during Mass and/or present pledges with the offertory, use youth as ushers and gift bearers.

Organize a youth work bee to help organize pledge cards, stuff envelopes, prepare saddle bags, or other campaign preparatory work.

Adults who are involved, who have teens, can be encouraged to bring teens along. Ask them! “How can you be involved in UPCSA?”

U.P. Catholic Services AppealCoordinator Checklist

___ Review the U.P. Catholic Services Appeal materials.

___ Follow the time line in order to make sure all responsibilities are carried out.

___ Recruit dependable assistants if necessary.

___ Plan and implement the promotion of UPCSA at your parish.

___ Consider involving youth in the promotion & work of carrying out your parish UPCSA campaign.

___ Arrange for the bulletin announcements to appear in the parish bulletin weekly.

___ Arrange for pulpit announcements each week.

___ Arrange for prayers of the faithful each week.

___ Arrange for the BULLETIN INSERT to be inserted into your parish bulletin on UPCSA weekend, September 28-29, 2013.

___ Work with your pastor or other parish leaders to arrange for proper equipment to be set up in the church on UPCSA weekend to play the audio.

___ Assist your pastor. Be in attendance at every Mass during the Appeal weekend.

___ Make sure a generous supply of information is available the Sunday prior to, and on, Appeal Sunday.

___ Coordinate the envelope counting. Use the internal control and return procedures provided in this handbook.

___ See that the Record of Pledges and all appropriate transmittal forms are returned to the UPCSA Office.

___ Complete and return the Feedback form on the last page of this handbook.

Tips for a Successful Appeal1. Start early. Make sure that bulletin announcements, pulpit announcements and

prayers of the faithful are used.2. Be Prepared. Review the Leadership Handbook and have a good understanding of

how the gifts to the U.P. Catholic Services Appeal benefit the many ministries it supports.

3. Be Enthusiastic. Speak with confidence and pride.4. Create a positive image. Speak and publish information about the Appeal and the

many ministries and programs that the appeal supports.5. Help the people see that their lives are connected with the ministries being

supported by the Appeal and how they are enriched by them.6. Strive to obtain 100% participation. Stress participation by encouraging a pledge

8. Encourage pledging instead of one-time gifts. Remind them that they are able to give more by making a pledge and paying in ten payments. The UPCSA Office will send reminder statements from December through September.

9. Utilize all campaign materials provided:a. Leadership Handbook (at www.dioceseofmarquette.org)b. Brochurec. Bulletin Insertd. Pledge cards and envelopese. Bulletin and pulpit announcementsf. Prayers of the faithfulg. New this year - the September 20, 2013 issue of The U.P. Catholic Newspaper will contain an extended informational article.

10. If your parish collects pledge envelopes during mass, bring them to the altar as part of the Offertory procession, recognizing that the pledges are also a gift to God.

11. Prominently display parish progress toward the dollar and donor goals & keep the information up-to-date. The progress thermometer included in this handbook can be enlarged to poster size and displayed in your parish entry. Update it weekly!

12. Conduct a comprehensive follow-up. Continue to provide opportunities for parishioners to pledge. Don’t give up on them.13. Emphasize Stewardship. Each of us has been blessed by God. UPCSA is an opportunity to return some of those blessings to God in gratitude and help build the kingdom on earth.

Stewardship FocusThe 1992 U.S. Bishops’ Pastoral Letter on Stewardship states: “Mature disciples make a

conscious, firm decision, carried out in action, to be followers of Jesus Christ no matter the cost to themselves.

“Beginning in conversion, change of mind and heart, this commitment is expressed not in a single action, nor even in a number of actions over a period of time, but in an entire way of life. It means committing one’s very self to the Lord.

“Stewardship is an expression of our discipleship…disciples who practice Stewardship recognize God as the origin of life, the giver of freedom, the source of all they have and are and will be. A Christian steward is one who received God’s gifts gratefully, cherishes and tends them in a responsible and accountable manner, shares them in justice and love with others, and returns them with increase to the Lord.”

The life style of stewardship invites our response to God’s love by our willingness to share a portion of our time, our abilities, and our material possessions for God’s work in our parishes, our diocese, and the Universal Church.

To return to God a just portion of our many blessings is a practical application and a real demonstration of our Christianity. We are merely custodians, not owners, of our material goods. What we return to God through His Church will be returned to us many times over. We are able to live and to work and to possess goods only by the grace of God. The Lord has instructed us to bear witness to Him by returning a fair portion of what we have in support of His Church, not because we must but because the love of God is alive within us.

The U.P. Catholic Services Appeal is an opportunity to return some of those blessings to God in gratitude. We, as church, are called to share a portion of our gifts and to combine them with the gifts of others so that the work of the Kingdom of God can be furthered through the ministries of the Church.

The diocesan Stewardship program suggests the following based on the biblical concept of tithing:

5% to your parish1% to the annual U.P. Catholic Services Appeal4% to other charities

The “take a step” approach encourages parishioners to incrementally increase their giving toward the goal of giving 1% of annual income. Below is a guideline for giving based on the 1% giving to UPCSA. Pledging is encouraged, making the gift more manageable to some families. The UPCSA Office will send reminder statements from December through September.

Evangelization & Faith Formation 29%. Lifelong formation is necessary to invite and inspire Catholics to live their life more fully and deepen their relationship with the Lord. The diocesan offices of faith formation and youth ministry are funded through UPCSA, as well as parish ministry assistance, prison ministry, and the diocesan communications office. UPCSA helps fund the New Evangelization efforts coordinated through the Bishop’s office. Marygrove Retreat Center and two campus ministry programs receive UPCSA support. In addition, the worldwide Catholic mission is supported, including the Holy See, U.S. Conference of Catholic Bishops, and Panama Missions in aid of the poor.

Catholic Social Services 19%. Catholic Social Services of the Upper Peninsula has been strengthening families throughout the U.P. since 1952. Services are offered to people of all generations, races, and faiths. UPCSA helps to ensure that these services are offered regardless of a person’s ability to pay for them. A wide variety of Christ-centered counseling and substance abuse services and programs are offered, as well as family life programs, open adoption placement, foster care licensing and placements, and home studies for independent or international adoption placements. Catholic Schools 27%. UPCSA supports the superintendent’s office and the diocese’s nine Catholic schools which educate and form over 1,300 pre-K through 8 th grade students annually. Our schools are an important catechetical and evangelization ministry of the diocesan church requiring ongoing commitment to excellence. Parishes that do not subsidize a school support diocesan schools through an assessment, which is included in their UPCSA goal and distributed to all schools. Vocations & Pastoral Outreach 25%. The diocesan vocations program works to inspire priestly vocations that sustain the Catholic Church in the Upper Peninsula. Substantial support is provided through UPCSA for the education of seminarians who are preparing to serve in our diocese. UPCSA helps fund the Bishop’s Ministry as he participates in parish celebrations throughout the diocese. The office of diving workshop, including sacred music, fosters the renewal and growth of liturgy in the diocese. Pastoral planning assists parishes with their local leadership and organizational and structures, and the tribunal and chancellors offices assist individuals with church legal and canonical matters such as marriage annulments. Newly-ordained priests are supported in their initial years of parish placement prior to receiving an assignment as pastor.

Internal control procedures for processing pledges and initial payments

Whether receiving pledges and payments via the collection basket, mail or in person at the parish office, there are internal control procedures to which the staff must adhere.

1. UPCSA Coordinator with the pastor should establish an unrelated two person count team for the UPCSA pledges and payments.

2. Pledges and payments should be put in a secure place until processed.3. Pledges and payments should never be opened or in the control of a single individual.4. Review pledge cards and payments as outlined above.5. Complete the record of pledges report as indicated in the timeline. The total cash for the

set (as shown on the record of pledges report) should equal the deposit amount.6. Complete the UPCSA pledge verification and deposit summary form and sign.(optional)7. Tips for UPCSA Mass Presentation

The most important part of your presentation will be a personal story about how a diocesan ministry has touched your life and made a difference.

To help create general awareness of all that UPCSA supports, please also mention the four main areas of support below.

1. Vocations & Pastoral Outreach - Substantial support is provided through UPCSA for the education of seminarians who are preparing to serve in our diocese. Outreach includes things like the tribunal and chancellor’s office, which assist individuals with church legal and canonical matters such as marriage annulments; the office of worship, which fosters renewal and growth of liturgy in the diocese; and the pastoral planning office which assists parishes with their local leadership and organizational structures.

Sample UPCSA Presentation

Did you know that over 2,000 people in the Upper Peninsula receive compassionate, Christ-centered counseling and substance abuse services every year, as well as other social services like open adoption placements and foster care licensing?

Did you know that for over 65 years people have been going to Marygrove Retreat Center, located in the Garden Peninsula between Escanaba and Manistique, to learn about the Catholic faith and to be re-energized?

Did you know that about 1,300 students receive a quality Pre-K through 8th grade education at nine Catholic Schools that dot the perimeter of the Upper Peninsula, while over 5,500 more elementary, middle and high school students receive religious education instruction in our diocese’s 94 parish faith formation programs?

Or, that it can cost upwards of $200,000 to fully educate and form a new priest? And, that currently the Diocese of Marquette is providing financial assistance to 10 men who are preparing for the priesthood?

These are just some of the ministries that are supported through the Upper Peninsula Catholic Services Appeal, or UPCSA.

A little closer to home, here at _________ Parish, we receive a number of support services from our diocese that help us to administer our parish more efficiently, to worship more deeply, and to form our parish families more completely. Our pastor, Fr. _______, is supported mainly by our parish community. But he also receives valuable support and services from our diocesan administration, including continuing education and training opportunities. Our parish catechists and secretary/bookkeeper have access to ongoing learning workshops and support services through the diocese.

Even if you have not been touched personally by any of the ministries or programs that I’ve mentioned, you should know that when you support UPCSA, you are helping others in countless ways. Most UPCSA supported ministries go well beyond what we can do here at __________ Parish.

It is truly an exciting time to be a Catholic! Especially here in the Upper Peninsula of Michigan, where so much is happening to engage people in a variety of ministries and initiatives to deepen and strengthen their faith.

Any amount our parish raises over its goal comes back to our parish for our own operational needs. Bishop’s Partners in Service

The “Bishop’s Partners in Service” is the annual leadership giving society for UPCSA. It is our bishop’s call to stewardship as a way of life and encourages generous annual giving to UPCSA. It is based on the stewardship concept that gifts be equal in sacrifice, not equal in size. (see page 16 of this handbook for more on stewardship.)

Membership in the “Bishop’s Partners in Service” is automatic based on the gift levels listed below, or by checking the box on the UPCSA pledge card that indicates “My total pledge is at least $500 or 1% of my total income, and I would like to join the “Bishop’s Partners in Service.”

The program was instituted in 2002 with the 35th UPCSA as part of a long-term strategy to identify, acknowledge and develop those donors who give sacrificially year after year. While every response and every gift is important to the overall appeal, stewardship calls each family to prayerfully reflect on their giving and to determine a pledge amount that is sacrificial. A 1% of income gift level is recommended for UPCSA and membership in the “Bishop’s Partners in Service.”

All donors who contribute over $300 to the last UPCSA receive a special invitation direct mailed to their home from the Bishop, inviting them to join the “Bishop’s Partners in Service.” Information about the program is also included in the UPCSA brochure.
