Mission StatementTo promote the health and well-being of our community, environment and economy by facilitating recreational opportunities and coordinating the enhancement of our parks, facilities and natural resources now and into the future.

Vision StatementTo be the central driving force in strengthening the heritage of a healthy, active community for future generations by continuing on the path of improving and enhancing our parks and facilities; protecting our natural resources; and developing partnerships to deliver recreation programs and services.

Financial Assistance PolicyThe goal of the fee assistance policy is to lower financial barriers to participation in park programs for Duluth residents in financial need. Eligibility for the program is determined by completing an application and verifying City of Duluth residency. Qualified household members will be eligible to receive a discounted price on Parks and Recreation program fees. The discount is valid for the calendar year in which citizens applied and applicants must reapply for fee assistance each year. To qualify for assistance, applicants must affirm, one, that they are Duluth residents, and, two, that they are receiving, or are eligible for, one of the following benefits:

• School Free and reduced lunch program• Housing Authority (HUD) Section 8 Rent Subsidy• Medicare or Medicaid• County financial assistance (SNAP, Emergency or Medical Assistance, Unemployment)• Social Security Disability

Fee assistance provides a financial benefit for families by reducing recreation program fees 100 percent off on 2 qualifying programs per household member per year. One member of the household must meet one of the above criteria for everyone in the household to be eligible to receive financial assistance. There is a limit of $300 per person per year. Fee assistance is not eligible for facility rentals.

COVID-19 Public Health Safety Policies and ProceduresThe City of Duluth is following Minnesota Department of Health, CDC, and govenors orders closely. Our policies and procedures may change from time to time due to new recommendations. Please visit the parks and recre-ation COVID page for the most up to date information: duluthmn.gov/parks/covid. The safety of our participants and instructors while providing recreational programming is of the utmost importance. We have implemented these precautions with our programs.

• Pre registration required to ensure group size is within recommendations• Procedures for social distancing for non household groups in all programs• Health screening/questionnaire• Sanitization of all program equipment

All of our programs have individual policies and procedures, and you can rest assured that we are following guidelines and continuing to put our participants health above all else. We will email all registered participants before the program with detailed program information and policies to help reduce the spread of COVID-19.

RegistrationOnlineTo register for parks and recreation programs, please visit our online registration system at duluthmn.gov/parks/registration. Log in with your username and password or create an account if you don’t already have one.

Create Account:• Go to duluthmn.gov/parks/registration• Select “Create an Account”• Enter all required information (all family members, contact information and birthdates must be entered)

In PersonIn person registration is by appointment only. Please contact [email protected] if you need to schedule a time to register in person.

Payment Payment must be made at the time of registration by cash, check or credit card.

Program Cancellation and Refund Policy• Participants wishing to withdraw from a program must do so at least 2 days prior to the start of the program

or by the stated registration deadline to guarantee a full refund.• Partial refunds after the start of the program are only considered if injury or serious illness occurs and must

be approved. • Refunds can take up to three weeks to process.

Photo Policy Photographs and video are occasionally taken of participants while they are in programs, special events, city facilities or enjoying parks. Please be aware that these photos may be published by the City of Duluth.

Chester Creek ConcertAGES: All

This summer our popular concert will be a one time event that brings music to Chester Bowl’s outdoor stage for all to enjoy. Finalized date and band information will be announced on our Facebook and Parks and Recreation website. Visit duluthmn.gov/parks/programs-events/special-events for band information. Bring your own lawn chairs.

COVID-19 ProceduresThis event will require pre registration this year to ensure we are following the MDH group size limitations. Please register your family 3 days prior to the event at no cost. The City of Duluth is following current reccomendations closely. Our policies and procedures may change as recommendations change. Ever wondered what adaptations make owls such skilled hunters? Who is making those animal tracks in my yard? How was Lake Superior created? Join us to learn about the natural world around us in these educational activities based in parks throughout the city. Sessions may include a short hike on a natural-surface trail.

Archery NightsAGES: 10+

Come learn a new skill and practice your accuracy! Participants will learn the basic safety, technique, and process for shooting archery and get a chance to test their skills in archery games and challenges. This is an introductory class to learn the basics of archery taught by certified instructors by the National Archery in the Schools Program.

In this program, participants will learn the basics of disc golf at a local course. Topics will include how to play, different types of discs, throwing techniques, and course etiquette. Groups will practice their skills as we play and learn our way around the course!

Archery CampAGES: 10–14

This program will introduce youth to the sport of archery. Using curriculum from the National Archery in the Schools (NASP) program, certified archery instructors will lead youth in a progression of archery topics and skills including equipment and safety, archery history, basic technique and form, and how to correctly use an archery scorecard. Youth will also participate in fun and exciting archery games, challenges, and friendly competitions.

Join us on a different trail each session, with staff facilitating discussion on topics related to that trail, the area and nature. Pace will match participants collective ability. Snack provided after hike. Wear appropriate shoes and dress for the weather.

M June 29 10–11:30 a.m. $2 Congdon Park, 3204 Congdon Park Dr N 1352 This out and back trail with some incline goes along the gorgeous Tischer Creek.

M July 13 10–11:30 a.m. $2 Lester Park, 61 Lester River Rd 1354 This location offers a range of trail difficulties, all of which feature views of Lester River

M July 20 10–11:30 a.m. $2 Lincoln Park, 411 Lincoln Park Dr 1355 1.5 mile out and back gravel trail along Miller Creek with parking at the trailhead on W. 5th St.

M July 27 10–11:30 a.m. $2 Quarry Trail, N 59th Ave W and Highland St 1356 Quarry Park is known for the huge stone spaces used for climbing, it also offers hiking trail perfect for year round use.

M Aug. 3 10–11:30 a.m. $2 Hawk Ridge, 3980 E Skyline Pkwy 1357 This trail starts and ends with great views overlooking Duluth. It features some slight inclines and op tions for loop or out and back routes.

M Aug. 10 10–11:30 a.m. $2 Lakewalk, Water Street/21st Ave E. 1358 The well-known Lakewalk offers a very gentle grade with out and back and loop trail options.

Generations Outside (GO!)AGES: 55+ with youth grandchild(ren)

This program is focused on building generational relationships between grandparents and grandchildren through experiences in the great outdoors! Activities will include hiking, bird watching, and creating nature art. Youth should be ages 6 and older in order to match the physical activity level of these experiences.

Registration will close when filled or three days before each session. Limited space available.

Schedule a group program with Duluth Parks & Recreation! We work with a diverse range of groupsincluding schools, youth agencies, social clubs, businesses, adults and families. Our programs are customized for each group and available year-round. We can bring programming to you at a Duluth location of your choosing! Parks and Recreation staff will bring the equipment and supplies to facilitate a lesson or activity that best serves your group.

This includes sanitizing and strict check-in and check-out procedures.

Equipment RentalAGES: All

This summer we’re launching our equipment rental for you to bring to your group! Items range from yard games, sports equipment, and outdoor equipment. If you’re looking for something to add to your event this summer look no further. Reserve equipment on-line through our reservation system. Reservations for equipment can be made through Aug. 14 and are designed for Friday pick up and Monday returns. Equipment rental will be han-dled in COVID-19 safe practice standards established by the MN DNR outdoor guidelines for rental equipment. This includes sanitizing and strict check-in and check-out procedures.
