Introduction MED-Project LLC (“MED-Project”), on behalf of the companies identified in Appendix A, in compliance with M.G.L. c. 94H, the Drug Stewardship Program (“Law”), submits this product stewardship plan (“Plan”) for brand name and generic opioid drugs in Schedule II or III of section 3 of M.G.L. c. 94C and benzodiazepines identified as “Covered Drugs” in M.G.L. c. 94H Section 1. The Law requires Pharmaceutical Product Manufacturers1 that sell or distribute a Covered Drug to consumers in the Commonwealth of Massachusetts (“Commonwealth”) to develop or participate in a Drug Stewardship Program in the Commonwealth to collect, secure, transport, and safely dispose of unwanted Covered Drugs collected from Commonwealth residents. This Plan shall comply with all applicable state and federal requirements for the collection, security, transport and disposal of drug products, including any requirements established by rule or regulation of either the United States Drug Enforcement Administration or the United States Environmental Protection Agency. . ..” M.G.L. c. 94H, § 3(v).
Plan Definitions Covered Drug is a brand name or generic opioid drug in Schedule II or III of section 3 of M.G.L. c. 94C or a benzodiazepine identified in M.G.L. c. 94H Section 1. Covered Drug shall not include: (i) drugs intended for use solely in veterinary care; (ii) substances that are regulated as cosmetic products under the United States Food, Drug and Cosmetic Act, 21 U.S.C. § 301 et seq.; (iii) drugs that are compounded under a specialty license pursuant to sections 39G to 39J, inclusive, of chapter 112; (iv) hypodermic needles, lancets or other sharps products subject to collection and disposal procedures established in Section 27A of chapter 94C; or (v) drugs approved and used primarily for medication-assisted substance use disorder treatment. M.G.L. c. 94H, § 1.
DEA is the U.S. Drug Enforcement Administration.
DEA Rule is the codified version of the DEA Final rule, “Disposal of Controlled Substances,” adopted on September 9, 2014, 21 C.F.R. §§ 1300 – 1317.95.
Funding Grants is the awarding of funds to LEAs with existing kiosks or LEAs that choose to select their own service provider.
In-Home Service Program (“In-Home Services”) is the provision by MED-Project of mail-back packages (“Mail-Back Packages”) and/or disposal pouches, kits or containers (“Disposal Pouches/Kits”) for the disposal of Unwanted Drugs. Any Mail-Back Packages will be provided for the collection, transport, and disposal of Unwanted Drugs by Vendor. Pouches/Kits often consist of a proprietary substance that is meant to deactivate or neutralize any Unwanted Drugs that are mixed and contained in the pouch or container. Any disposal Pouches/Kits will be provided by Vendor.
Law Enforcement Agency or LEA is a state or local law enforcement office or agency.
Mail-Back Packages are pre-paid and pre-addressed mailers for the collection and disposal of Unwanted Drugs at a municipal solid waste incinerator or a medical waste incinerator.
Participating Producers are producers participating in the MED-Project Product Stewardship Plan for opioids and benzodiazepines from households as provided in Appendix A: Covered Drugs Manufacturers Participating in the Program.
Program is the MED-Project drug stewardship program set forth in this Plan.
Residents are persons residing in the Commonwealth. “Residents” does not include pharmacies, hospitals, health clinics, doctors’ offices, veterinary clinics, airport security, or other commercial sources of waste or unused drug products. “Residents” does not include law enforcement officers acting in the course of their law enforcement duties.
Service Grants are the provision of new kiosks provided by MED-Project, hosted by an LEA, and accessible to the public. They include replenishment boxes/inner liners provided by Vendor. Boxes and inner liners will be removed from unwanted medicine Kiosks, sealed, and packaged by the LEA, and shipped to the disposal facility via United Parcel Service.

Unwanted Drug is a Covered Drug: (i) that is no longer wanted or intended to be consumed, or that is abandoned, discarded, expired or surrendered by the person to whom it was prescribed; or (ii) voluntarily deposited at collection points co-located within a law enforcement agency; provided, however, that “Unwanted Drug'” shall not include: (A) waste or unused drug products from a pharmacy, hospital or health clinic or other commercial sources that the department may determine by regulation to be a nonresidential source; or (B) drug products seized by law enforcement officers in the course of their law enforcement duties.” M.G.L. c. 94H, § 1.
Vendor is any vendor retained by MED-Project to carry out MED-Project’s obligations under the Program.
Plan Overview and Summary Currently, there are three hundred and forty-four (344) LEAs in the Commonwealth, of which two hundred and eleven (211) host a kiosk collecting unwanted medicine (See Appendix B; List of Current and Potential LEA Kiosk Sites). These kiosks are currently supported operationally and administratively in a number of different ways. Some kiosks hosted at LEAs are serviced internally by the LEA personnel, while other kiosks are serviced by an entity other than the LEA hosting the kiosk. Additionally, there are one hundred and thirty-three (133) LEAs that do not currently host a kiosk for the collection of unwanted medicine.
To leverage this existing infrastructure, MED-Project will establish a kiosk grant program (“Kiosk Grant Program”) that will, among other things, support current LEA kiosks collecting unwanted medicine in the Commonwealth. In addition, MED-Project’s Kiosk Grant Program will offer kiosks to eligible LEA locations. The Kiosk Grant Program will:
1. Offer new kiosks to eligible LEAs in the Commonwealth not currently hosting a kiosk (and offer to replace selected existing kiosks at eligible LEAs with new kiosks, subject to availability, if a current kiosk is not fully functional or does not meet current regulatory requirements);
2. Support the collection, transport, and disposal of Unwanted Drugs collected in the kiosks through two types of grants:
a. Service Grant: The provision of twelve (12) boxes/liners for new kiosks, including pre-paid transportation and disposal of those full boxes/inner liners by Vendor; and
b. Funding Grant: The awarding of funds to LEAs with existing kiosks or LEAs that choose to select their own service provider.
MED-Project will also create an outreach and education program for Residents that focuses on the safe usage and storage of unwanted medicines once they are no longer needed for the purpose for which they were prescribed, and options to dispose of unwanted medicines, including Covered Drugs, conveniently and safely.
Education and Outreach Program MED-Project will create an educational campaign for Residents of the Commonwealth centered around information about the safe storage, usage, and disposal of unwanted medicines. The content of MED-Project’s educational campaign will include information about options for Residents to dispose of unwanted medicines, including existing kiosks, existing mail-back programs, existing take-back events, and existing in-home disposal services, as well as the services offered under MED-Project’s Program. Additionally, MED-Project will provide guidelines consistent with the United States Food and Drug Administration (“FDA”) website’s recommendations for unwanted medicine disposal.
To promote the MED-Project Program and to ensure Program success, MED-Project will conduct a combination of advertisement and outreach through radio and website Public Service Announcements (“PSAs”), and other digital, print, and social media (See Appendix C; Media Outreach Matrix). Social media will include platforms such as, Facebook and Twitter. These outlets will allow MED-Project to promote the safe use, storage, and disposal of unwanted medicine, and inform Residents of collection site locations. MED-Project will deploy search engine optimization to ensure that the site is prominently displayed in search results related to unwanted medicine, Unwanted Drugs, and their storage or disposal in the Commonwealth. Links to MED-Project’s social media websites will be placed prominently on the MED-Project website.

Educational materials, including informational brochures, will be made available to LEAs and the public and will be available in English and Spanish. Examples of the informational brochures are available in Appendix D: Example Educational Materials.
Within sixty (60) days of Plan approval, MED-Project will activate a website to provide information about unwanted medicine disposal options available to Residents through other programs in the Commonwealth. The website will provide information regarding the availability of unwanted medicine kiosks and in-home services such as Mail-Back Packages, and/or Disposal Pouches/Kits available to Residents that are provided by other organizations. This aggregated information will provide Residents with a single convenient resource for finding disposal options by zip code. The website will also link to information about the importance of safe usage and storage of unwanted medicine, the importance of disposing of unwanted medicine once it is no longer needed for the purpose for which it was prescribed, and options to dispose of unwanted medicines conveniently and safely. MED-Project’s website will align with information provided by the FDA and the Massachusetts Department of Public Health (“Department”). See Appendix E: Example Website Graphics. MED-Project will update the “aggregator” portion of the website at least annually.
Within ninety (90) days of Plan approval, MED-Project will implement a web-based form for Residents to access the In-Home Service Program provided by MED-Project, providing Residents with an additional option for disposing of Unwanted Drugs from the home. The In-Home Services option may offer Mail-Back Packages and/or Disposal Pouches/Kits as further described in Section VI below.
MED-Project will perform a representative annual survey of Residents’ awareness of Covered Drugs issues. The survey results will be used to evaluate the education and outreach program.
Kiosk Grant Program A. Grant Program Overview and Summary MED-Project will administer a Kiosk Grant Program for the purpose of supporting collection of Unwanted Drugs by LEAs. The Kiosk Grant Program will support eligible LEAs that currently host unwanted medicine kiosks for the take-back of unwanted medicine from Residents and will expand the number of kiosks by offering grants to eligible LEAs that do not have unwanted medicine kiosks.
Each LEA will be able to apply for:
1. New kiosks for eligible LEAs not currently hosting a kiosk, or to replace, subject to availability, a non-functioning kiosk or kiosk that does not meet all regulatory requirements; and
2. Support for the collection, transport, and disposal of Unwanted Drugs via two types of grants:
a. Service Grant: The provision of new kiosks provided by MED-Project, hosted by an LEA, and accessible to the public. They include replenishment boxes/inner liners, pre-paid for the cost of transport and disposal, provided by Vendor; or
b. Funding Grant: The awarding of funds to LEAs with existing kiosks or LEAs that choose to select their own service provider and receive grant funds.
LEAs will be required to reapply annually for continued support via the Kiosk Grant Program. All applications for the Kiosk Grant Program are to be submitted through the MED-Project website. MED-Project sponsored kiosk locations will be updated on the website after the sites become available to the public.
B. New Unwanted Medicine Kiosk Service or Funding Grant MED-Project will provide eligible LEAs that do not currently host an unwanted medicine kiosk with one of two options:
Option 1 will be offered to LEAs that want to manage disposal services independent of MED-Project. Under option 1, the LEA will be provided an unwanted medicine kiosk and an annual Funding Grant of thirteen hundred dollars ($1300).
Option 2, the Service Grant option will be offered to LEAs that want a service provider to manage transport and disposal services. The Service Grant option will provide an unwanted medicine kiosk and twelve (12) containment boxes/inner liners per year. Under the Service Grant option, the LEA will enter into a standard service agreement with Vendor.

With Option 2, the LEA will be required to unlock the unwanted medicine kiosk, remove and seal the inner liner, and prepare the containment box for shipment. The sealed inner liner and containment box will then be picked up by common carrier and shipped to Vendor’s disposal facility for destruction. LEAs desiring more frequent service will be able to order additional kiosk containment boxes/inner liners directly from Vendor with the cost of this additional service being charged by the Vendor directly to the LEA.
C. Existing Unwanted Medicine Kiosk Funding Grant LEAs currently hosting an unwanted medicine kiosk will be eligible to apply for an annual Funding Grant of thirteen hundred dollars ($1300) to support Unwanted Drug collection, transport, and disposal. Funding Grant funds will allow LEAs with an existing kiosk to retain their existing collection program and avoid disruptions to operations that may result from installing a new kiosk and switching to a new collection, transport, and disposal process.2
D. Grant Program Outreach Within one hundred and twenty (120) days of Plan approval, the Kiosk Grant Program application will go live on the MED-Project website. MED-Project will conduct outreach to LEAs to promote the Kiosk Grant Program. MED-Project will provide LEAs with information about the Kiosk Grant Program application, how to apply, and what education resources are available.
Outreach will be conducted in two phases:
1. Distribution of letters notifying LEAs about the Kiosk Grant Program approximately thirty (30) days prior to initiating the online grant application process; and
2. Individual follow-up via emails and phone calls to any LEA that does not respond within ninety (90) days of the initial MED-Project communication.
E. Grant Application In order to participate in the Kiosk Grant Program, LEAs must go through MED-Project’s grant application process. LEA grant applicants must perform the following:
• Complete all sections of the grant application;
• Complete the compliance certification signed by an authorized signatory;
• Agree to enter into the standard service agreement with Vendor for Self-Service Kiosks when applying for the Service Grant option; and
• Agree to re-apply annually if seeking continued collection support.
LEAs will apply for a grant through a MED-Project website portal and will be required to certify that they meet all applicable laws, rules, and regulations.
F. Grant Application Schedule All applications will be subject to the following funding schedule:
• Service Grant: o The Service Grant applications will be received and processed throughout the year.
• Funding Grant: o Complete applications received in the first half of the calendar year will obtain a full annual
grant of thirteen hundred dollars ($1300). o Complete applications received in the second half of the calendar year will obtain a half
year grant of six hundred and fifty dollars ($650). o The grant application cycle will renew on January 1 of each subsequent year.

In-Home Services Within ninety (90) days of Plan approval, MED-Project will provide In-Home Services via the MED-Project website at no cost to Residents. The In-Home Services will provide Mail-Back Packages and/or Disposal Pouches/Kits for Unwanted Drugs and shall comply with all applicable laws, regulations, and other legal requirements.
A. In-Home Services Availability Residents will be able to request In-Home Services through the MED-Project website for the disposal of Unwanted Drugs. Upon such request, Residents will be provided a Mail-Back Package or a Disposal Pouch/Kit. MED-Project may, at any time, change the product it offers for In-Home Services. MED-Project will provide instructions with any In-Home Services product sent to Residents.
B. Mail-Back Packages MED-Project may offer pre-paid and pre-addressed Mail-Back Packages for disposal of Unwanted Drugs at a municipal solid waste incinerator or a medical waste incinerator. If MED-Project offers such a program, the program shall comply with the DEA rules for mail-back programs at 21 C.F.R. § 1317.70.
The following general procedures will be applied to the request and processing of Mail-Back Packages:
1. Requests by Residents made via the MED-Project website are verified and logged; 2. Requests by Residents are processed and tracking numbers are logged; 3. Mail-Back Packages are sent to requesting Residents; 4. Residents place Unwanted Drugs in Mail-Back Packages per instructions; 5. Residents place Mail-Back Packages in the mail; 6. Mail-Back Packages are received at a permitted facility and unique identifiers on returned Mail-
Back Packages are logged as “returned”; 7. Mail-Back Packages are treated and disposed of at a permitted municipal solid waste or medical
waste incineration facility; and 8. Tracking information on returned Mail-Back Packages is reconciled with log of Mail-Back Packages
shipped to Residents.
Mail-Back Packages will contain an insert with instructions for use. Residents will be directed to follow such instructions. Mail-Back Packages will comply with all applicable laws, regulations and other legal requirements.
C. Disposal Pouches/Kits MED-Project is evaluating in-home disposal systems that may be provided to Residents by mail. In-home Disposal Pouches/Kits often consist of a proprietary substance that is combined with the Unwanted Drug in a pouch or container. The in-home disposal systems under evaluation include those where the proprietary substance is meant to deactivate or neutralize any Unwanted Drugs that are mixed and contained in the pouch or container. If MED-Project offers such a program, the following general procedures will be applied to the request and processing of Disposal Pouches/Kits:
1. Requests by Residents made via the MED-Project website are verified and logged; 2. Requests by Residents are processed; 3. Disposal Pouch/Kit are sent to requesting Residents; 4. Residents place Unwanted Drugs in Disposal Pouch/Kit per instructions; 5. Residents dispose of the Disposal Pouch/Kit pursuant to instructions provided by the manufacturer.
Residents will be provided with instructional inserts on the use of Disposal Pouches/Kits. The Disposal Pouches/Kits would likely be designed to be ultimately discarded in household trash for disposal where allowed by law, including local laws and regulations.

Safety and Security This section describes safety and security measures employed by MED-Project to ensure compliant take-back and disposal of unwanted medicine and Unwanted Drugs. This section also describes measures to provide Disposal Pouches/Kits securely to Residents and to dispose of them securely. MED-Project will utilize a Vendor, or Vendors, qualified in pharmaceutical reverse distribution for unwanted medicine collected from unwanted medicine kiosks and Unwanted Drugs collected from Mail-Back Packages.
A. Unwanted Medicine Kiosks LEAs will certify compliance with all applicable laws, regulations, and other legal requirements as part of the grant application process. MED-Project’s kiosk vendor services contract will require the Vendor to represent and warrant that it will comply with all applicable laws, regulations, and other legal requirements and that it holds all professional and governmental permits, licenses, consents, authorizations, and certifications required to perform the kiosk services. In addition, Vendor will represent and warrant that it shall comply with all industry-standard safety and security procedures.
Vendor will establish secure chain of custody procedures meeting the DEA requirements for collection, transport, and disposal of unwanted medicines from kiosks. Vendor will also be required to establish incident and emergency response procedures.
Vendor will direct any collected unwanted medicines from kiosks to a permitted municipal solid waste or medical waste incineration facility for treatment and disposal. The annual report will list the disposal facilities used to dispose of unwanted medicine from kiosks during the reporting period.
Consistent with the requirements for kiosks in pharmacies under 21 C.F.R. § 1317.75(e), kiosks provided by MED-Project will:
1. Be securely locked, substantially constructed containers with a permanent outer container and removable inner liner;
2. Include a small opening in the outer container that allows contents to be added to the inner liner but does not allow removal of the inner liner’s contents;
3. Prominently display a sign identifying unwanted medicine that may be deposited in the kiosk and other items and medications that will not be accepted; and
4. Have a small opening in the outer container that can be locked or made inaccessible to the public when LEA personnel are not present.
The kiosks will satisfy kiosk safety and security specifications through the use of heavy gauge steel; multiple locking mechanisms, including a locking mechanism on the tamper-resistant drop-slot; and commercial hinges. The design will increase the likelihood of Resident participation by providing easy access to wheelchair users. The locking mechanism on the drop-slot will prevent kiosk overflow once the container has reached its maximum level and is locked by the LEA.
While the DEA Rule does not require LEA kiosks to meet these requirements, kiosks and inner liners provided by MED-Project are designed to provide for the secure collection of unwanted medicine. See 79 Fed. Reg. 53531.
Kiosk inner liners provided by MED-Project will:
1. Be waterproof, tamper-evident, and tear-resistant; 2. Be removable and sealable immediately upon removal without emptying or touching kiosk
contents; 3. When sealed, make the contents of the inner liner not viewable from the outside; 4. Clearly indicate the size of the inner liner; and 5. Bear a permanent, unique identifier for tracking purposes.
Kiosks provided by MED-Project will be distributed with signage identifying unwanted medicine that may be deposited in the kiosk and other items that will not be accepted. In addition to the unwanted medicine kiosk, MED-Project will provide LEAs with the educational materials described in section IV of the Plan. All unwanted medicine will be destroyed in accordance with DEA requirements.

B. Mail-Back Packages MED-Project’s mail-back vendor services contract will require the Vendor to represent and warrant that it will comply with all applicable laws, regulations, and other legal requirements and that it holds all professional and governmental permits, licenses, consents, authorizations, and certifications required to perform the mail-back services. In addition, Vendor will represent and warrant that it shall comply with all industry-standard safety and security procedures.
Vendor will establish secure chain of custody procedures meeting the DEA requirements for collection, transport, and disposal of Unwanted Drugs via mail-back.
Vendor will direct any collected Mail-Back Packages to a permitted municipal solid waste or medical waste incineration facility for treatment and disposal. The annual report will list the disposal facilities used during the reporting period.
Pursuant to 21 C.F.R. § 1317.70(c), Mail-Back Packages provide a safe and secure option to Residents and will be:
• Nondescript and without any markings or information potentially indicating that they contain Unwanted Drugs, including controlled substances;
• Water and spill-proof, tamper-evident, tear-resistant, and sealable;
• Pre-paid, Pre-addressed with and delivered to Vendor’s registered address;
• Provided with a unique identifier enabling tracking; and
• Provided with instructions indicating the process for Mail-Back Packages, accepted substances, a notice about mailing restrictions, and a notice that only packages provided by Vendor will be accepted for destruction.
The pre-paid shipping label will direct the Mail-Back Package to a registered collector for disposal via municipal solid waste or medical waste incineration.
Ultimate users and persons lawfully entitled to dispose of an ultimate user decedent’s property will not be required to provide any personally identifiable information when using Mail-Back Packages provided by MED-Project to dispose of Unwanted Drugs. See 21 C.F.R. § 1317.70(d). As required under 21 C.F.R. § 1317.70(e), Vendor will only accept identified Mail-Back Packages Vendor made available (or packages lawfully forwarded under DEA requirements). In accordance with 21 C.F.R. § 1317.70(f), when Mail-Back Packages are received, only employees of Vendor will handle the Mail-Back Packages. Mail-Back Packages will not be opened, x-rayed, analyzed, or otherwise penetrated upon receipt by Vendor. See 21 C.F.R. § 1317.70(f). Vendor will keep all records required under the DEA Rule, including those identified in 21 C.F.R. § 1304.22(f).
Upon arriving at the destruction facility, Mail-Back Packages shall be scanned for receipt verification and then rendered non-retrievable by incineration. Any storage of Mail-Back Packages received by Vendor will comply with the applicable security requirements of 21 C.F.R. 1317, including the requirement that Unwanted Drugs are securely stored in a manner consistent with the security requirements for Schedule II controlled substances. All Unwanted Drugs will be destroyed in accordance with DEA requirements.
C. Disposal Pouches/Kits To the extent provided as an In-Home Services option by MED-Project, Disposal Pouches/Kits will be provided at no cost to Residents through the MED-Project website. While still in development, MED-Project plans to direct the Vendor to mail the Disposal Pouches/Kits to Residents in nondescript packages without any markings or information potentially indicating the package contents. Ultimate users and persons lawfully entitled to dispose of an ultimate user decedent’s property will not be required to provide any personally identifiable information when requesting Disposal Pouches/Kits provided by MED-Project to dispose of Unwanted Drugs.

Program Implementation Objectives MED-Project expects the Program will achieve the following objectives:
1. Provide Residents educational materials on the safe and secure storage of medicine, and on unwanted medicine disposal information through the MED-Project website;
2. Provide Residents a convenient single resource for finding disposal options for unwanted medicine in their area through a web-based aggregation tool;
3. Enhance MED-Project website awareness in the Commonwealth using search engine optimization; 4. Perform outreach to Residents through various media including MED-Project social media
postings; 5. Provide LEAs information about the Program and how to conveniently apply for a Service or
Funding Grant through the MED-Project website; 6. Support the collection, transportation and disposal of Unwanted Drugs through the administration
of Service or Funding Grants. 7. Expand kiosk availability in the Commonwealth through an increase in the number of unwanted
medicine collection kiosk sites that meet potential underserved area needs (see Figure 1 below: Existing Kiosks, Potential Expansion Kiosks, and Other Program Kiosks); and
8. Provide In-Home Services to Residents including a pre-paid, pre-addressed return Mail-Back Package and/or Disposal Pouches/Kits through the MED-Project website.
The map below demonstrates potential Resident access to collection options across the Commonwealth if all LEAs not currently hosting an unwanted medicine kiosk participate in the Program.

Program Costs and Fees MED-Project will be responsible for administrative and operational costs associated with funding the Program. Costs associated with the education and outreach efforts undertaken as a part of the Program will also be the responsibility of MED-Project.

Effectiveness MED-Project will include a program effectiveness summary in the annual report assessing program awareness and impact via a Resident survey. MED-Project will perform a representative annual survey of Residents’ awareness of Covered Drugs issues including Unwanted Drug disposal options. The survey study design will include random Resident contact by both web and telephone to minimize sampling bias. The survey questions will be designed to have Residents respond to questions about:
• Frequency of Covered Drug use;
• Knowledge of Unwanted Drug safe disposal methods;
• Types of Unwanted Drug disposal methods used by Residents;
• Frequency of Unwanted Drug disposal methods used by Residents;
• How Residents learned of Unwanted Drug disposal options;
• Convenience of provided Unwanted Drug disposal options; and
• Overall perception of Unwanted Drug disposal programs.
In addition, MED-Project will provide metrics on program activity during the reporting period. See Section XI for additional specifics on the planned reporting metrics.
Annual Report MED-Project will submit a report to the Department no later than March 1 following the first full calendar year of Program operation, which shall include any partial year of operation prior to the first full calendar operating year. MED-Project will submit reports annually thereafter no later than March 1 of each subsequent year that the Program operates.
The annual report will describe the Program’s activities for the prior year including:
1. Program effectiveness summary 2. List of Participating Producers 3. Collection methods provided 4. Number and type of grants provided 5. Total weight of unwanted medicine collected where such information is available to MED-Project
through Vendor3 6. Total weight of any Mail-Back Packages supplied by MED-Project and received by Vendor (as
determined by average Mail-Back Package weight) 7. Number and type of any In-Home Services products provided by MED-Project 8. List of disposal sites used 9. Media summary 10. Website statistics 11. Examples of downloadable educational materials 12. Total program cost
