On Sunday, February 10 th I hope you will join us in the Winner’s Circle at Gulfstream Park for our Navy League Day at the Races. We will be sponsoring a race, and our members will be in the Winner’s Circle with the winning horse! The buffet luncheon and glass of wine at the trackside Ten Palms Restaurant is always a hit. Ladies, don’t for- get to wear a stylish hat! It promises to be an excit- ing day. Our Guest Speaker at our February 20 th Dinner Meeting will be the newly arrived J7 Director, U. S. Southern Command, Rear Admiral George Bal- Happy 2013! I hope you all had a wonderful holiday sea- son. David and I were blessed to have both of our children home and to have my parents visiting for two weeks. There is nothing more important to a mother than to feel that her chil- dren are on the right path. My son Adam is now in his 4 th year at the US Naval Academy, majoring in Computer Science. I am so proud of the man that he has be- come. I look back to the first day I brought him to Sea Cadets when he was 12 years old, and I can’t help but feel that it was a major turning point in his life. Since 9/11, Adam had been instilled with an intense patriotism and desire to serve his coun- try. Sea Cadets was the perfect venue to foster his development. The senior Cadets and adult staff proved to be excellent mentors and role models for Adam. I credit Sea Cadet Boot Camp and the many subsequent summer training evolutions he attended for helping Adam develop independence, self-confidence, organizational and time manage- ment skills, the ability to work with his peers, and strong leadership skills. These skills have stood him in great stead at the Academy, and will con- tinue to be essential to his performance as a naval officer. If it hadn’t been for Sea Cadets, who knows what path Adam might have taken? I believe in the Sea Cadet Program because I have personally seen the difference we are making in the lives of many of our Cadets. I felt a great sense of pride recently when I saw our ever-grow- ing Spruance Division marching in the Holly Day Parade last month. We have over 100 Cadets en- rolled now! The program is growing because Cadets recruit their friends to join, so we must be doing something right! lance, USN. His bio is included in this newsletter. Many of us met him at the IA Luncheon in November. He isvery charming, and I am sure he will give an excellent presentation.

We are gearing up for another great Fleet Week Port Everglades the week of April 29 – May 4th. Please try tovolunteer and attend the many events scheduled to welcome the visiting sailors and marines. On May 2nd ourCouncil will be sponsoring a dinner honoring the Sailor of the Year/Enlisted Person of the Year for all of the vis-iting ships and local commands. 2nd Vice President Abi Montes will be chairing this event, so please contact himif you can help out.

I am honored to serve as the 48th president of the Fort Lauderdale Council with such a great roster of of-ficers! I know Oscar Romano will continue to do an excellent job as 1st Vice President. Abi Montes has been pro-moted to 2nd Vice President, and I know he is excited about getting some great speakers for our meetings. SimoneRamos, our new 3rd Vice President is a dynamo! Elaine Hogg, our new Secretary, is a former navy helicopterpilot, with an impressive bio, and a very dry wit. Harvey Kovac has already shown himself to be an excellentaddition as our new Treasurer. We will continue to rely on Rosemarie Dezolt, who does everything, as our As-sistant Treasurer. JAG Capt. Ed Fink will continue to offer us excellent legal counsel, assisted most ably by RichardChosid. We have a great team! Read about our new officers in this issue!

REAR ADMIRAL GEORGE W. BALLANCE, J7 DIRECTOR,

U.S. SOUTHERN COMMAND

GUEST SPEAKER AT OUR FEBRUARY 20TH DINNER MEETING

Rear Adm. Ballance, the son of a World War II veteran, is a Yorktown, Va.,native.  He attended the University of South Carolina on a Reserve Officers Train-ing Corps scholarship, earning his Bachelor of Science Degree in Science andMathematics in 1980.  Upon graduation, he was commissioned as an ensign inMay 1980.  In addition, he earned a Master of Business Administration degreefrom the University of Texas at Arlington in 1995.

After completion of Surface Warfare Officer School in 1981, he reported tothe USS Saipan (LHA 2) where he served as gunnery officer and, later as, electricalofficer.  In May 1983, he reported to Commander Amphibious Squadron 10 asthe assistant readiness officer and, in June 1984, he resigned his regular commis-sion and accepted a commission in the Navy Reserve (NR), first affiliating atNaval Air Station Dallas.

Significant Navy Reserve tours include deputy commander, U.S. 7th Fleet;commanding officer of NR Commander, 7th Fleet; chief staff officer, NR Com-mander, 6th Fleet Det. 802; Commanding Officer, NPC-49R; commanding officer,

Commander Logistics Group, Western Pacific  Det. 610; commanding officer, Naval Reserve Personnel Mobiliza-tion Team 1611; executive officer, Military Sealift Command Office Korea Det. 111; commanding officer, FLTSUP-TRA Det. 1811; executive officer, USS Pratt Det. 208, department head, NR commander, 7th Fleet Det. 111, andintelligence analyst and briefing officer, Fleet Intelligence Reserve Team, Atlantic, 867.

Ballance has attended the Senior Naval Reserve Officer’s Orientation course; Naval Reserve Advanced Man-agement Seminar; Basic Intelligence Training course; Air Command and Staff College, Mid-Grade Surface WarfareOfficer School; Military Sealift Command School; Armed Forces Staff College, and National Defense University.

Among his military decorations, Ballance has been the recipient of the Legion of Merit (two awards), Meri-torious Service Medal (three awards), Navy and Marine Corps Commendation Medal (two awards), Navy andMarine Corps Achievement Medal (three awards) and various other service medals and ribbons.  He was selectedfor Rear Admiral (Upper Half) on the FY2012 Promotion Board, and is currently assigned as vice commander,U.S. Naval Forces Europe, U.S. Naval Forces Africa, and U.S. 6th Fleet.  He is also the director, Maritime Partner-ship Program.

In his civilian occupation, Ballance is the president and CEO of Draeger Safety Diagnostics, Inc., based in Irv-ing, Texas.

For our last dinner meeting of 2012 we had a full house with our Council members, friends from other Coun-cils in the area and from Broward Navy Days all in attendance. The night was full of activities, including theelection and installation of the officers for 2013 and the recognition of departing officers, President Rudy Oettingand Vice President Jim Black, both of whom served with distinction and dedication for many years.

Mr. Dan Liftman, representative of US Congressman Alcee Hastings, made the official presentation to SeaCadet PO1 Isaac Stratton of his nomination to the US Naval Academy. In his remarks, Mr. Liftman emphasizedthat it was the quickest acceptance that they have had from the Academy. No doubt the efforts, dedication andpreparation of Cadet Stratton were the decisive factor in the fast response from the Naval Academy. LCDR AlanStarr, the leader in guiding our youth at the Sea Cadet Corps, proudly said that it was the 11th Cadet from Spru-ance Division who has been accepted to the USNA. Mr. and Mrs. Stratton shared this happy moment with theirson.

Another highlight at our dinner was the visit of LTJG Jessica Vance, USN, another former Sea Cadet. She isa graduate of the US Naval Academy Class of 2010 and she is now serving in San Diego as a MH60S HelicopterPilot. Jessica is engaged to be married in April. We wish her and her future husband happiness in their life to-gether.

Our friends from the Navy Recruiting District Miami shared the night with us. We welcomed District Com-mand Master Chief Eddie L. Knight, USN. The Master Chief will soon leave the District for a new assignmentoverseas. We also had with us the Sailor of the Year, NC1 Diana Wilder, USN, and the Sailor of the Quarter, LS1Nichole Wallace, USN in attendance.

As is traditional during our December dinner the USMC collected toys for tots. Our Vice President AbiudMontes represented the Corps and expressed his appreciation for the contribution of toys that will be distributedto kids in the area.

To close the night we had our guest speaker, CDR Andy V. Delgado, USCG, Executive Officer of the USCGAir Station Miami, give an excellent presentation on the Air Station missions. CDR Delgado said that the CoastGuard has a mix of civil and military responsibilities reaching every aspect of the maritime environment. Dueto the location of the Air Station there are more frequent missions in certain areas, like drug interdiction and mi-grant interdiction. Before assuming his duties at the Station, he was involved with the acquisition of the CoastGuard’s newest aviation asset, the HC-144A Ocean Sentry Maritime Patrol Aircraft, a more efficient and advanceairplane. It was an interesting presentation by CDR Delgado followed by several questions from the audience.

Simone C. Ramos was born and raised in Fulda, Germany. As a student in acatholic private school she was intrigued by helping people and finished her Physi-cian Assistant Degree in her hometown. After being in this field for 6 years, she de-cided to pursue other career avenues and moved to Frankfurt, Germany where shecontinued her education at the Frankfurt School of Finance and Management.  Hernext career move was in management with Military Car Sales with offices in Kron-berg Germany, Switzerland and New York.  Her experience includes over 15 yearsof management, recruitment, team building, coaching, business development andestablishing new offices on a national and international level.

Simone emigrated in 1998 from Frankfurt Germany to Texas where she residedfor 8 years before she moved to South Florida. Her professional experience includesbeing a Senior Consultant and Director of Sales and Marketing in the banking, realestate and real estate development industry. Simone is currently employed by aglobal environmental company as a senior strategic account manager.

Simone is a proud mother of a 14 year old son, Nico, who is currently a SpruanceDivision Sea Cadet. Nico truly enjoys and loves the program.  He is a freshman in

a magnet program high school specializing in pre-law. His interests are in the Navy, Coast Guard and playingbasketball besides staying busy with Sea Cadets and school.

Simone is a Community Outreach Liaison for Operation Homefront, a major non-profit organization that pro-vides direct services to military family members to alleviate emergency financial burdens. In addition, the or-ganization provides counseling and recovery support to those that have unmet needs due to financial hardship,death, or injury as a result of service in Iraq and Afghanistan.

She is a member of the National Professional Women Association. Her accomplishments include: Top Produceraward for North America; Top Producer Awards for highest volume in sales on a national and regional level; TopRanking Award for boosting store ratings into first place; Most Valuable Professional Award for North America.

On a personal level, Simone enjoys cycling, traveling, reading, swimming and yoga.

OUR NEW 3RD VICE PRESIDENT SIMONE RAMOS

OUR NEW COUNCIL SECRETARY CAPTAIN ELAINE M. HOGG, USN (RET.)

Elaine Hogg, a native of Greenlawn, New York, received her regular commissionthrough Naval Reserve Officer Training Corps Unit Hampton Roads upon graduatingfrom Old Dominion University with a Bachelor of Science Degree in Management In-formation Systems in 1985. After completing flight training in NAS Pensacola, FL, andNAS Whiting Field, Milton, FL, she earned her Naval Aviator wings in 1986.

She logged more than 1,000 flight hours flying the CH-46D helicopter during herfirst operational assignment in Helicopter Combat Support Squadron EIGHT (HC-8) inNAS Norfolk, VA. She completed two Mediterranean deployments in USS BUTTE (AE-27) and USNS SATURN (TAFS-10) and held various billets, including Flight SchedulesOfficer and Quality Assurance Officer. In December 1989, Elaine reported to the Secretaryof the Navy’s Office of Legislative Affairs in Washington, DC, where she served as aNavy Liaison Officer to the U.S. House of Representatives. During her two and a halfyears “on the Hill”, Elaine dealt with thousands of Congressional inquiries involving amyriad of Navy issues as well as coordinating and escorting Congressional delegations

to destinations around the world.In 1992, Elaine transferred to the Navy Reserve and served for the next 19 years in

seven different Navy and Joint reserve commands. She was recalled to active duty in 2004 and 2005 where sheserved as a Team Chief in the United States Central Command Current Operations Directorate Joint OperationsCenter in Doha, Qatar, and Tampa, FL. Elaine concluded her career serving as a Joint Deployability Team Oper-ations Chief in United States Transportation Command Joint Enabling Capabilities Command in Norfolk, VA.

In addition to volunteering with the Fort Lauderdale Council, Elaine continues to volunteer in the guidancedepartment at J.P. Taravella High School and volunteers with the Coral Springs Emergency Response Team. Sherecently completed a Master of Science degree in Homeland Security and is pursuing a career in maritime or avi-ation operations. She and her husband, Bob, a Captain with American Airlines, reside in Coral Springs. Theirson, Rob, is a senior at the Florida State University and James is a sophomore attending the University of CentralFlorida.

VIEW FROM THE BRIDGEDECEMBER 2012

December was another very active month for the Cadets of the Spruance Division, and the League Cadetsfrom the Radford Training Ship. The Cadets and Color Guard stood tall and proud alongside the Crew of theFort Lauderdale Coast Guard Station for the Pearl Harbor Remembrance Day Ceremony. LCDR Starr was theMaster of Ceremonies and along with Captain Kenin assisted the two Pearl Harbor Survivors in the Wreath layingceremony by throwing it into the waters of Port Everglades. There were also three widows of Pearl Harbor Sur-vivors there to honor the memories of their husbands. Coast Guard Captain Rick Kenin, the Chief of Staff forAdmiral Baumgartner, was the Guest Speaker. The following week our Cadets participated in a Color Guard foranother Pearl Harbor Rememberence Ceremony at the Veterans of Foreign Wars Pearl Harbor luncheon at VFWPost 1966, sponsored by the District Ladies Auxiliary.

One of the Highlights of the year is our Cadets participating in the Annual Fort Lauderdale Winter Fest BoatParade. 40 Cadets and staff had the unique privilege of riding on board the US Coast Guard Cutter Hudson asthe Hudson had the honor of being the lead vessel in the Boat Parade. The event is televised nationally, andbrings great recognition to the Sea Cadet Program.

The parents committee held a wonderful holiday luncheon including a traditional Spanish roast pig donatedand expertly carved by our X.O. LT Jorge Perez. A Promotion and Awards Ceremony was held and a lot of newstripes were pinned on with the help of Master Chief Ed. Knight, the Command Master Chief from Navy Re-cruiting Command, Miami. It was also a pleasure to welcome back Commander and Mrs. Brian Gove, US CoastGuard retired, who is our Chief Judge for our annual Flagship Competitions. Several of our graduates stoppedby, and it was great to see how successful they are, and they gave up their free time to visit. Former CadetsDrucker and Kotler will be graduating from the Naval Academy this spring. LTJG Jessica Vance attended theCouncil Holiday Dinner, and she is now a Navy Helicopter Pilot in San Diego and will be getting married inApril.

18 of our Cadets gave up their Xmas vacation and attended 10 days of Sea Cadet Winter Training. 8 Cadetsand 2 older Staff Cadets attended Recruit Training, and 8 Cadets attended the Petty Officer Leadership Acad-emy.

We are extremely proud to announce that our Leading Petty Officer, PO1 Isaac Stratton has received his ap-pointment to the US Naval Academy, making our 11th Cadet to be accepted to attend the US Naval Academy. Hisletter of Appointment was presented by a member of Congressman Alcee Hastings Staff at the Fort LauderdaleCouncil Holiday dinner.

We wished all of the Cadets, Families and Staff a wonderful safe, happy holiday season. We all have a lot tobe thankful for in our lives, and we are especially thankful for the support given so willingly by our sponsor, theFort Lauderdale Navy League Council.

BRIGADIER GENERAL CARL E. MUNDY, III, USMC

EXECUTIVE OFFICER TO THE COMMANDER, U.S. CENTRAL COMMAND

GUEST OF HONOR AT OUR SEVEN SEAS GALA ON 26 JANUARY 2013

BGen Mundy was commissioned through the NROTC program at

Auburn University in August 1983. After completing The Basic School and In-

fantry Officer’s course, he served in 2d Battalion, 2d Marines, as a Rifle and

Weapons Platoon Commander, and Company Executive Officer. In 1987 he re-

ported to the Marine Corps Recruit Depot, Parris Island, South Carolina, where

he served as a Series Officer, Company Commander and Battalion Operations

Officer. In August 1990 he transferred to the 1st Battalion, 9th Marines, 1st Ma-

rine Division, where he served as a Company Commander and Assistant Oper-

ations Officer.

In June 1994 he was reassigned to the staff of The Basic School at Quantico,

Virginia. While there he served on the staff as a Section Head in the instructional

group, as a Company Commander for two Basic Officer Course Companies, and

as the Support Battalion Executive Officer. In July 1999, he transferred to the I

Marine Expeditionary Force (I MEF) Staff where he served in the G-3, Future

Operations Section, and in the G-5, Plans Section. In August 2001 BGen Mundy

assumed command of the 3d Battalion, 5th Marines. He deployed with the battalion to Okinawa, Japan, serving

as part of the 31st Marine Expeditionary Unit (MEU) From January to July 2002, and then to Kuwait with RCT-5

where he commanded the battalion during Operation Iraqi Freedom I from February to June 2003.

Following this command tour, BGen Mundy spent a year in the foreign policy studies program at the Brook-

ings Institution in Washington, D.C. Afterward, he joined the Marine Corps’ Office of Legislative Affairs and

served as the Director, Marine Corps Senate Liaison Office, from May 2004 to June 2006.

In July 2006 BGen Mundy assumed command of the 13th MEU at Camp Pendleton, California. He deployed

with the MEU to the Arabian Gulf and was committed ashore as part of ongoing “surge” operations in Al Anbar

Province, Iraq, during the summer of 2007. After redeploying the MEU aboard amphibious shipping, he returned

to Camp Pendleton, California, and relinquished command in January 2008. He subsequently joined the Joint

Improvised Explosive Device Defeat Organization (JIEDDO) in Arlington, Virginia, and served there as the Chief

of Staff until January 2010. Before assuming his present duty in June 2010, he served as the Director of the Strategic

Initiatives Group at HQMC.

BGen Mundy is a graduate of the United States Army’s Armor Officer Advance Course and Cavalry Leader’s

course; Marine Corps Command and Staff College and School of Advanced Warfighting both at Quantico, Vir-

ginia; and the Joint Forces Staff College in Norfolk, Virginia. He also earned a Masters in Business Administration

from Averett College in 1996. His personal decorations include the Defense Superior Service Medal; Legion of

Merit with “v” device; Legion of Merit; bronze star; Meritorious Service Medal with gold star; Navy and Marine

Corps Commendation Medal with gold star; Navy and Marine Corps Achievement Medal; and the Combat Ac-

tion Ribbon. BGen Mundy is married and has two daughters.
