EXPLANATORY COMMENTS

SOURCE: Data were compiled from quarterly tax reports submitted to the Division of Unemployment Insurance by "employers" covered by Wisconsin's Unemployment Insurance and Reserves Law and from Federal agencies subject to the Unemployment Compensation for Federal Employees (UCFE) program. Most large, multi-unit employers submit supplementary area reports.

CUT-OFF DATE: Included in the tabulation for the current quarter were reports received through the end of the subsequent quarter, plus estimated data for employers whose reports were delinquent.

COVERAGE OF U. I. LAW: The following "employers" are subject to the U. I. Law:

1. Commercial employers who employed one individual (full or part-time and not necessarily the same person) on at

least one day in each of 20 or more calendar weeks occurring in a calendar year. 2. Commercial employers who paid wages for employment that totaled $1,500, or more during any calendar quarter. 3. Any employer who is subject to the Federal Unemployment Tax Act (FUTA) on total payroll in all states will be

subject retroactive to its first Wisconsin payroll of a calendar year. 4. A non-profit organization [only those described in Sec. 501(c)(3) IRS Code] with at least 4 employees on at least

one day in each of 20 or more calendar weeks in a calendar year. 5. Agricultural employers who (a) paid cash wages for agricultural labor which totaled $20,000 or more during any

calendar quarter, or (b) employed as many as 10 individuals in some agricultural labor for some portion of a day in each of 20 or more calendar weeks occurring in a calendar year.

6. Any employers of any individual(s) in domestic service who paid cash wages of $1,000 or more during any calendar quarter.

7. All government units. 8. Any other employer who has voluntarily elected coverage. 9. Employers who have acquired all or a portion of a business covered under the U. I. Law.

Employers not covered by the U. I. Law include railroads for services covered under the Federal Railroad Unemployment Insurance Act.

TOTAL PAYROLL: Figures include all wages and salaries paid to covered workers for the quarterly period covered by the report. They include commissions, dismissal pay, vacation or sick leave pay, bonuses, value of board and lodging, etc.

Note that "total payroll" includes both the taxable wages, limited to $14,000 per year per worker, plus non-taxable wages in excess of $14,000.

INDUSTRY: Reporting units are classified by industrial activity according to the North American Industry Classification System--United States, 2012 manual (which covers both manufacturing and nonmanufacturing activities). County data are available at the 3-digit NAICS level, and State data are available at the 4- digit NAICS level. To ensure the highest possible quality of data, the Bureau of Workforce Information and Technical Support within the Department of Workforce Development verifies and updates, if necessary, the NAICS, location, and ownership classification of all establishments on a 3-year cycle. Government units in the public administration sector are verified less frequently. Each year, these changes in classification codes resulting from the verification process are introduced with data reported for each first quarter.

COUNTY: Covered workers are classified by county where employed rather than by their place of residence.

Small employers having establishments in more than one county are not generally asked to make their reports on a county-by-county basis. These reports are typically tabulated under the county which has the greatest employment.

Employers who have no fixed location in Wisconsin (mostly out-of-state employers with a sales force in Wisconsin and out-of-state contractors) are tabulated under the heading of "Unknown County".

EMPLOYMENT: In general, monthly employment data represent the number of covered workers who worked during, or received pay for, the pay period that included the 12th day of the month.

INDIAN TRIBAL DATA: Effective January 2001, the Covered Employment and Wages program began assigning Indian Tribal Councils and related establishments to local government ownership as a result of a change in Federal law dealing with the way Indian Tribes are treated under FUTA. Previously, these establishments were coded to private ownership. As a result, the data reflect significant shifts in employment and wages between the private sector and local government from 2000 to 2001.
