Advances Towards More Sustainable Management of Mine Tailings
Professor David Boger’s contributions tofundamental research in fluid mechanics includea class of fluids that now bear his name globally–Boger Fluids. The detailed experimental
investigations using such materials have resulted in significant industrial outcomes in the petroleum, food, polymer and minerals industries.
David is currently Engineering Professor at Monash University and was Laureate Professor and Professor of Chemical Engineering at the University of Melbourne. His previous positions include Director of the Particulate Fluids Processing Centre (a Special Research Centre of the Australian Research Council), Head of Chemical Engineering and former Deputy Director of the Advanced Minerals Products Centre. From 1991 to 2002, Professor Boger was Chairman of the Trade Waste Acceptance Advisory Committee, a group that advised the City of Melbourne on industrial trade waste discharges to the trunk sewer system.

Professor Dirk van Zyl has more than 40 years’
experience in research, teaching and consulting
in tailings and mine waste rock disposal and
heap leach design. During the last decade much
of his attention has been focused on mining and
sustainable development, mine life cycle
management, tailings consolidation and mine
closure.
Dirk has consulted internationally on manymining projects. These projects covered the wholemining life cycle, from exploration to closure andpost-closure, in a large range of climatic andgeographic environments. More of this work hasbeen focused on geo-environmental engineeringaspects to provide solutions for environmentaland human health protection. Most recently hewas a member of the Panel appointed by theBritish Columbia Government and as the WilliamsLake and Soda Creek Indian Bands to investigatethe Mount Polley tailings failure.

Professor David Williams has a First ClassHonours degree in Civil Engineering fromMonash University and a PhD in Soil Mechanicsfrom Cambridge University. He is the GolderProfessor of Geomechanics and Director of theGeotechnical Engineering Centre at TheUniversity of Queensland. The Centre supportshighly successful Geotechnical EngineeringUndergraduate Programs and a wide range ofresearch in geotechnical engineering with almost40 research students.
David’s primary research and consultinginterests lie in the application of geotechnicalprinciples to the management and rehabilitationof mine wastes, for which he enjoys aninternational reputation.

PANEL DISCUSSION ON MOUNT POLLEY TSF DYKE BREACH
Mount Polley is an open pit copper/gold mine with a developing underground projectlocated in the Cariboo region, south-central British Columbia, Canada. The mine isowned by Imperial Metals. Early on August 4, 2014 a breach of the tailings storagefacility (TSF) dyke occurred at Imperial’s Mount Polley mine causing water and tailingsto be released. The failure had significant environmental impacts and a program ofrehabilitation and restoration in the areas affected by the breach is underway. Imperialis incurring costs for rehabilitation and restoration.
On August 18, 2014, an independent review panel of three geotechnical experts wasestablished to investigate and report on the breach. On January 30, 2015, theindependent review panel delivered its final report and recommendations titled“Independent Expert Engineering Investigation and Review Mount Polley TailingsStorage Facility Breach” to the British Columbia Minister of Energy and Mines, theWilliams Lake Indian Band and the Soda Creek Indian Band.
The panel members are Dirk van Zyl, who was a member on the Mount PolleyIndependent Expert Investigation and Review Panel, and Harvey McLeod, who was thelead for Klohn Crippen Berger in the BC Mine Inspector’s investigation of the breach. Itis expected that their report on the failure will be released by mid-June 2015. The panelwill focus on the details of the failure and discuss their implications.

Harvey McLeod is a geotechnical engineerwith 40 years’ experience in all aspects oftailings dams. He has a degree in GeologicalEngineering from the University of BritishColumbia and has a Masters of SoilMechanics from Imperial College, London.
Harvey has worked on over 100 tailings dams in all types ofphysical, climatic and social conditions in over 20 countries.He has been active with the International Commission onLarge Dams for 15 years and is currently Chairman of theSubcommittee on Tailings Dams. Harvey has beensupporting the British Columbian Ministry of Energy andMines with its inquiry into the Mount Polley Tailings Damfailure. He is also actively involved with the Canadian DamAssociation and the Association of Professional Engineersand Geoscientists of British Columbia in developing andimproving guidelines that incorporate lessons learnt fromMount Polley.
