JULY 25, 2008 MARKS the 45th Anniversary of the incorporation of the City of Tamarac. It was back in July 1963 that Kenneth E. Behring, the original developer of the City, along with his attorney William Morse (who would later become Tamarac’s first mayor), obtained the articles of incorporation for the new City from the Florida Secretary of State. Originally envisioned as an active retire-ment community of reasonably priced homes offering a maintenance free lifestyle, the City has grown in to one of the most sought after locations for retirees, empty nesters, families and young people alike in Broward County and South Florida. Tamarac’s first development was east of the Turnpike off of what is now Commercial Boulevard — the Mainlands. The popularity of the location and amenities offered helped fuel the expansion westward. This expansion explains the unique shape of the City’s cur-rent boundaries. Today, Tamarac is as exciting and vibrant a

City as ever! Just a few short years ago the average age of residents was in the low to mid 60’s. Today, the latest census shows that the City's average resident's age is 45 and that our diversity is changing just as rapidly. The City boasts a population that includes hispan-ic, creole, and other nationalities — more than ever before. Development continues with-in the City as evidenced by our continued growth, the revitaliza-tion of existing properties, and the enthusiasm for the future of the proposed new mixed use corridor which will include a live/work en-vironment. This Spring, the City of Tamarac unveiled a new logo. The new logo is part of an overall “re-

branding” effort (including the Tam-A-Gram redesign) that evolved out of focus groups and the 2007 Communi-ty Survey. The goal of the effort was to develop a logo that is more up-to-date, communicates a professional image, and reflects Tamarac’s chang-ing community. The design of a new logo can be daunting because everyone has dif-ferent preferences and ideas of what constitutes “good” art. However, a logo is not simply “art;” it is a sym-bol of an entire community. We relied on the expertise of a marketing firm, while also listening to residents and business owners who said they want-ed a bold image that reflects a sense of community. The selection of the final logo was very difficult, many of the draft ver-sions could have easily been chosen. However, in the end, a logo was cho-sen that reflects the character and spir-it of the City of Tamarac.

So what exactly does our new logo mean? It is important to first know two of the primary goals in the logo development; we wanted to dis-tinguish Tamarac from surrounding communities and we wanted to make our new logo easily identifiable. The green represents the abundant green space in Tamarac and the sensitivity the community has for the environ-ment. The bright colors represent Tam-arac’s reputation as a friendly city, the community’s growing diversity, and Tamarac’s commitment to arts and culture. The three boxes represent three distinct groups: youthful sin-gles, growing families, and retired se-niors. The tag line "The City For Your Life” is important because Tamarac is not only your city from the moment you’re born, it is also a full-service city that provides the quality and type of life people deserve. As the new logo's roll-out contin-ues, you will see it more throughout the City. This is an exciting time for our community, please join us in cel-ebrating this fresh new look.

he City of Tamarac has offi-cially been certified as a Flor-ida Green Local Government.

The Florida Green Building Coalition (FGBC), a non-profit organization dedicated to improving the built en-vironment through conservation ef-forts, recognizes local governments for exceptional environmental stew-ardship. The FGBC has designated the City of Tamarac as a Florida Green Local Government. This award designation is the culmination of a formal year-long ap-plication process involving all City Departments and employees at all levels. The City of Tamarac was cer-tified as a Florida Green Local Gov-ernment on May 19, 2008 at the Silver level, having earned 31% of the max-imum applicable points.

The FGBC acknowledged the City of Tamarac’s commitment to the environment and praised inno-vative green practices such as BSO Police being trained in crime preven-tion through environmental design (CPTED), use of energy saving com-puter equipment, the availability of a number of free and discounted green products, and a vast majority of City medians, streetscapes and facilities being certified as Florida Friendly landscapes. Most importantly, the City's designation has come at very little cost — most of the items that Tamarac received points for were programs already in place. Tamarac is the first municipali-ty to be awarded this designation in South Florida, and also the first City in Broward County to win.

In our continuous effort to provide for the future needs of our evolv-ing City, the City of Tamarac has purchased the Chevron gas station located at the corner of Commercial Boulevard and Pine Island Road. This location is directly next door to the Tamarac Branch Library and Tamarac Community Center complex, providing an excellent oppor-tunity to expand this recreational corridor. The Chevron site will become a passive park, providing addition-al green space for the community to enjoy. The vast majority of the cost for the acquisition of the site has come from Broward County — in 2000, voters approved a $400 million referendum which provides for the purchase and preservation of green space within the County. To offset the cost that was not covered by the County's contribution, the City has applied for grant money so that actual fiscal impact real-ized by the City is minimized. In these times of budget cutbacks and restraints, it is imperative that the City use all the resources at its dis-posal to accomplish its goals and provide for the current and future needs of our community. As Tamarac continues to grow and redevelop, the impact of acquir-ing and planning for additional green space now is immeasurable.

Tamarac has offered its residents these activities, and more, for more than twenty years. The annual July 4th Celebration is the City's most popular event; it draws thousands of residents from Tamarac and our surrounding communities together to commemorate and enjoy the revelry. Even with the budget cut-backs the City has experienced, there was no doubt that the show must go. As in past years, there will be plenty of activities for the entire fam-ily including a cookout, visits from

Uncle Sam and Betsy Ross, a concert, and an incredible fireworks display. July 4th, the birth of our Nation, is also a time to reflect on what it means to live in this great country, the struggles we've endured as a Na-tion, the sacrifices we continue to make, and the benefits of our experi-ence. Tamarac Sports Complex, originally opened in 1982, is undergoing a major upgrade. The City purchased property adjacent to the original park in 2002 and with community input began deciding what type of improvements would best suit the needs of resi-dents. The expansion includes two full-size and one little league size baseball fields, a picnic shelter, play-ground, fishing pier, multi-purpose path, additional parking and more. The park is used for football and soccer leagues as well as other events including the City's annual July 4th celebration.

Gary B Jones Park for People and Pups (see story on Page 2 regarding the naming) will be the first of its kind in Tamarac. Once completed the 3.5 acre park will in-clude: a fenced, double-gated area for small dogs; a fenced, double-gated area for large dogs; walking paths; drinking fountains for both humans and canines; and common area with additional shelter and a dog wash-ing station. The need for the park was identified during the City's master planning process and was also advo-cated for by a group of residents called Kaz's Corner.

SPORTS COMPLEX GARY B JONES PARKFOR PEOPLE AND PUPS

WITH OVER 154 ACRES OF OPEN SPACE AND PARK FACIL-ITIES, THE CITY OF TAMARAC HAS SOMETHING TO OFFER EVERYONE. THIS HAS BEEN A BUSY YEAR FOR THE CON-STRUCTION OF NEW PARKS AND THE REFURBISHMENT OF EXISTING FACILITIES. THE FOUR MAIN PROJECTS CUR-RENTLY UNDERWAY ARE: THE SPORTS COMPLEX EXPAN-SION; THE TAMARAC DOG PARK; TEPHFORD PARK; AND THE RECREATION CENTER.

New ImprovedThe Tamarac Recreation Center is in the process of being completely rebuilt. The old facility was de-molished in February 2008 to make way for a larg-er, two-story Recreation Center to meet the needs of our growing community. The new building will in-clude: an arts and craft room with kiln, an instruc-tional kitchen, a warming kitchen, youth/teen game room, meeting rooms, and staff offices. Other im-provements will include revamping the parking lot to improve traffic flow, drainage, additional park-ing, as well as refurbishing the existing ball fields.

RECREATION CENTER

Tephford Park, known during the planning and con-struction phase as Southgate Linear Park, is an area just over 57 acres south of the C-14 canal and west of Nob Hill Road, off Southgate Boulevard. This new park will include: a multi-purpose path, fishing pier, sitting areas, an open play area, restroom facilities, and parking. Along with the traffic calming project on this stretch of Southgate Boulevard, Tephford Park has completely transformed the landscape of this north-ern most area of the City. The park is named after BSO Deputy Brian Tephford (see story on Page 1).

amarac University is an annual City program modeled after community leadership programs and citizens’ academies around the nation. Participants are provided a first-hand,

behind-the-scenes view of Tamarac's government. The goal of this program is to educate and empower a group of residents each year so that they can share information and knowledge about Tamarac with their friends and family. Classes kicked off on April 15th, and over the next seven weeks, participants were given in-depth presentations by every City department. Participants enjoyed two and a half-hour ses-sions every Tuesday at various facilities, including the Communi-ty Center and BSO-Tamarac headquarters. Department Directors and staff made presentations, providing an overview of their De-

But this visit was an important step designed to get us to the next level of Performance Excellence. The purpose of this visit was for a team of industry experts to evaluate our programs and services, and the methods by which we deliver them. Their report will ensure we recognize and capitalize on our strengths, as well as identify and focus on our Op-portunities For Improvement (OFIs). While as of this writing, we have not received the final report yet, the in-formation the Examiners presented to staff on the last day of their visit reinforced that the City of Tamarac is on the right track to becoming a High Performance Organization!

n our continued efforts to bring you the best programs and services, the City of Tamarac recently took another important step towards becoming a High Performance

Government. A team of volunteer “Examiners” from the Flor-ida Sterling Council spent a week in Tamarac examining our processes. (The Sterling Council is based on the Malcolm Bal-drige National Quality Program, which recognizes organiza-tions whose programs and services exceed national quality and performance standards. Past winners include the Ritz Carlton, Motorola, and Boeing Aerospace Support). While the Examin-ers were here, they visited nine sites throughout the City, inter-viewed staff, reviewed documents, and ‘examined’ City processes. As you may be aware, over the past few years we have made great strides in our HPO efforts — we developed a new vision of where we want to be in five to ten years, revised our strate-gic plan that lays out the plan to get us there, incorporated new standards of how we interact with our customers, completed two cycles of Tamarac University, and completed our second an-nual Community Survey to better identify and meet your needs

The Parks and Recreation Department offers a di-versified program for seniors ages 55 and up Mon-day-Friday 8:30am-4:00pm. Where else can you go for a fitness class, to play volleyball, go line dancing, yo-galites, card playing, duplicate bridge, water fitness classes and a movie — all for $25 a year! And those are just the Wednesday activities! And right now all fees are prorated… sign-up this month and residents pay only $12.50 while non-residents pay $22.50 and your membership is valid through September 30, 2008. With over 30 different activities, programs and ser-vices per week, there is truly something for everyone.
