 The afternoon began with the introduction of the Junior Chamber Senators and Past Presidents of the organization followed by a moving invocation from Monsignor Oscar Aquino. Deputy Consul General (and Honorary member) Melita Sta. Maria Thomeczek and 2008 Chapter President Victor de Leon formally welcomed the over 100 guests who came to the celebration while Past President and JCI Sen. Fred Cabahug gave a simple message of “Congratulations to the Jaycees” as we raised our champagne glasses to toast our celebration. Among the guests at the event were representat ives from the National and State organization. They include Nati onal Vice Preside nt & JCI Se n. David Pond (South Dakota), Missouri JCI Senate President – Dennie Kramer, 2008 State President & JCI Sen. Shonda Ranson (Rochester, NY), 2009 incoming President Stephanie Kingsley (Saratoga Springs), 2009 State Treasurer Kim Lambert and 2007 National Vice President & JCI Senator Scott Kingsley. Your Money Vs.

The Market By Joe Valdez Editor-in-Chief 

Over the last year, world financial markets have been

experiencing extraordinary times and on August 12, 2008, thePhilippine-New York Jaycees conducted a free investmentplanning seminar for young professionals. There wastremendous interest in the event as many Filipinos who are inthe seminal to intermediate stages of growing careers felt theneed to invest and start developing their wealth, particularlythrough their employers’ retirement plans.

As the featured speaker that evening, I focused the scope of thepresentation to understanding the different types of investmentasset classes, maximizing investment returns while minimizingrisks, determining one’s optimal investment strategy andstarting to invest with minimal funds. Many of the guestsfound the seminar highly informative and a number of themeagerly asked rounds of questions. Excited to get started, they

were introduced to basic investment concepts and strategies.However, a successful participant in the market must alwaysbe aware of current market environment conditions to takeadvantage of opportunities, but more importantly to avoidpainful missteps.

The conditions in the financial markets have proved extremelychallenging for a prolonged period of time and many investorsare wondering what actions to employ. Before movingforward, one must first understand how we arrived to wherewe are. Among other factors, the credit crisis is the majorelement in the collapse of markets around the world and thereare multiple parties responsible including banks, the mortgageindustry, the government, Wall Street, credit rating agencies,and greedy individuals.

To benefit more Americans, particularly those living in lowerincome communities, the government enacted a policy of encouraging banks to loosen their lending practices. Under thisinitiative, banks were pressured to provide credit to some of those who would not have qualified for a loan. Thus borrowerswith lower credit ratings were able to be approved for sub-prime mortgage loans, which generally offered lowintroductory teaser interest rates followed by much higher ratesin the future. With the prices of homes skyrocketing, manyAmericans saw the sub-prime loan as a tool to make a quick profit by buying a house and quickly reselling it at a highervalue in the near future. Many banks and mortgage houses alsooperated with unsound business practices such as offeringloans without requiring proof of income.

To facilitate the flow of mortgage loans, Fannie Mae andFreddie Mac, purchased mortgages including the sub-primesand packaged them up into investment securities known asmortgage backed securities (MBS). The holder of thesepackaged investments would receive the flow of principal andinterest payments from the underlying mortgages. Since themortgages would no longer be owned by the banks, they arerelieved of the risk of defaults by the borrowers and theholders of the MBS assume the risk.

In theory, MBS were considered very safe as Fannie andFreddie were backed by the government. Bond credit ratingagencies also rated the securities as high quality investments.

With their attractive interest payments and high quality ratings,these investments were very appealing to Wall St. firms andfinancial institutions around the world. Many of theseinstitutions developed non-prudent investment portfolios witha common practice know as leverage. They levered theirportfolios by using the MBS that they purchased as collateralto borrow more funds to acquire more MBS. It is possible thatsome firms were levered more than fifty times; meaning thatfor every $1 billion in capital invested, they would borrow $50billion to make more investments.

The spark that ignited the credit crisis occurred when interestrates for sub-prime mortgages were reset to higher rates andmany borrowers found themselves unable to make theirpayments. Simultaneously, the rapid erosion of home pricesmade millions of home values worth less than what they werebought for. As homeowners defaulted on their mortgages, thevalue of MBS investments plummeted and since most of thefinancial institutions borrowed excessive amounts to buy thosesecurities, their losses were magnified multiple times. Theresult was bankruptcy of investment firms and banksthroughout the world. Many of the financial companies in theU.S. are alive today simply because of a government rescuepackage that will give taxpayers a bill in excess of $1 trillion.

With the financial system so fragile, banks are nowincreasingly unwilling to provide loans to other banks,businesses, and individuals. This lack of liquidity has sloweddown the economy to a grind and the government isaggressively searching for solutions. All signs point to a deeperrecession through 2009 and because capitalism in this countryhas been altered tremendously by increased governmentintervention, the growth potential of businesses may belimited. The economy cannot recover until the financialinstitutions resume normal lending behaviors. Currently, thesefirms are stuck with toxic investments in MBS and will requiresome time and considerable funds to de-leverage.

The extreme volatility in the market is an indication of thelevel of fear and uncertainty that most investors are dealing

with. Some would consider this historic drop in prices as “thebuying opportunity of a lifetime” and that may be the case.This recession had officially started one year ago and only twoother recessions have lasted longer since the end of World WarII, both were 16 months long. Previous significant declinesappear to be minor events on a long term growth chart of themarket. Also, the stock market is considered a leadingindicator of the economy and should present a growth trendmonths before the economy recovers. The current marketenvironment is certainly gloomy but the simplest strategy tomaking money in the market is to buy when it is low and sellwhen it is high. This may not be such a horrific idea now forthose who have liquid funds available to invest for the longterm and can withstand the turbulence.

Making Strides Against Breast Cancer4

21 volunteers from the Philippine-

New York Jaycees walked in theAnnual Stride Against Breast Cancerorganized by the American CancerSociety. With the support of NipponLife Insurance Company of America,walkers decided to join forces and

volunteer for the 5-mile event. Withless than two weeks to prepare,volunteers were able to raise a total of $910.00 for the cause.

The Sunday morning walk was verycold but the energy and enthusiasm of all walkers was enough to keepeveryone feeling warm and excited.After less than a mile of walking,some of the Jaycee volunteers decidedto run the 5-mile trail instead. Beforecompleting the trail, volunteers werefeatured and interviewed by The

Filipino Channel’s Balitang AmerikaNews Program which was aired allover United States. Becoming a partof events such as Making Stride is justone of the many ways the Philippine-New York Jaycees help thecommunity and support worthyprojects for the common good.

Making Strides Against Breast Canceris more than just the name of a walk -it's a great way to fight back against

breast cancer and provide hope to allpeople facing the disease. Making

Strides is not a race; it is a celebrationof survivorship, an occasion toexpress hope, and a shared goal to enda disease that threatens the lives of somany people we love.

The money that was raised by allwalkers of Making Strides will enablethe American Cancer Society to fundgroundbreaking breast cancerresearch, provide up-to-date cancerprevention and early detectioninformation, help ensure all womenhave access to mammograms and

follow-up care, and provide freeprograms and services that improvethe quality of life for people facingbreast cancer.

Being me, I still responded and saidthat I am sorry for her loss, but sheshouldn't take it out on me. She got

hysterical and charged towards me,thank God her companions stopped her,and even sided with me and told her thatshe should have not said all those thingsto me because indeed, I was only askingabout the line. At this point, I turned myback away and never said anything elseand boarded the bus.

In a little over a month this country isgoing to swear in its first AfricanAmerican president, and I thought thatat the very least, it would start makingthem feel that America is slowlyovercoming the racial discriminationproblem; but maybe I expected toomuch. Maybe the problem would haveeventually resolved itself, but the socalled victims themselves perpetuate theinhumanity by assuming that everyoneand everything is against them.

I  was standing in queue for a

Chinatown bus bound for Boston. Thelady in front of me was smoking, and as

I didn't want to reek of smoke, I steppedabout two feet away from her, leaving abig gap in the line. People just went onand lined up behind me and everythingwas fine.

A man of color suddenly stood in frontof me. Disclaimer: I am not racist; Ihave nothing against other races, color,nation or culture. I just stand up for whatI think is right and fair. So I asked thisman "are you lining up? I was in line."And then a woman of color shouted atme saying "don't you go telling him that,he knows where the line is. We know

where the line is." And since she startedthe conversation with a "tone", I thenreplied, "I was asking, not telling." Andshe went on and on about how I have noright to tell that man about where theline was, about how I assumed thatbecause he was black that he was goingto try cut the line. I adamantly andfirmly replied that I was asking andclarifying, which I believed wasreasonable; regardless of the color of person's skin who appeared to be cuttingthe line. And she kept on being angryand said that she just lost her father and

I should shut the f*ck up and if I don'tshut up she will kill me and shedoesn't care if she goes to jail.

This isn't my country, this isn't myhomeland, and in little ways every day Ifeel that I am a second class citizen,beginning with the difference in jobopportunities simply because I did notgo to law school here. So I am somehowwith little knowledge of how it feels tobe considered of a lesser class or level insociety. But I try and overcome it inconstructive ways, by showing that I am

no less capable than any graduate. Notbetter, but no less.

So it pains me to be taken for a racistthrough a simple incident of literallystanding up for my right to that place inthe line. I wish that I could reallyalleviate your pain, and make up for allthe long years you have suffered, but if the attitude will not be eliminated andthe race card will be played, I am sad tosay, that the triumph of Barack Obamawill be for naught and of little value interms of having America be a fair and

 just society.

probably heard this cliché countlesstimes that it loses some impact of itsmessage each time you hear it. Itsums up quite neatly, however, onedistinct and forceful truth about life

as a Jaycee – you get out of yourmembership what you put into it.

Our mission, the one we all chose toaccept when we joined the chapter,is to develop our leadership andpersonal skills in order to create

ositive chan e in our lives and in

our communities. To achieve this,the chapter provides variousopportunities for each member to

gain experience and knowledge thatimprove their professional andpersonal lives. Through numerousprojects and events, members havethe opportunity to receive hands-ontraining on project development,budgeting, people management, andmany more.

Involvement in the chapter is key tomaximizing the benefits of Jayceemembership. Active membership isvery important if you wish to fully

explore the possibilities within theJaycees. Each member has the rightand the ability to propose projectsthat the chapter can organize. It canrange from a simple social mixer toan elaborate gala celebration. Partof the training, however, is therequirement for each proposal to go

through an establishedprocess. With the guidance of theChairman’s Planning Guide (CPG)

and the advice of the Board of Directors (BOD), the member hasthe opportunity to develop a betterplan and to absorb and utilizeexperiences and knowledge of veteran members. Participation incommittees for projects allows eachmember the ability to unlock thepotential of Jaycee membership.

If you wish to maximize the benefitsof your membership, seek out thedifferent vice presidents to discuss

opportunities to participate invarious projects. If you have aconcept for a new project, contactme at [email protected] andwe can start discussing your ideasand begin to develop your proposalthat can be submitted to the BOD.

Our sisters in JCI Manileña have presented our

chapter with gift of a Limited Edition PreciousMoments Manileña Doll. The Filipiniana Doll isgarbed in handwoven Pina and Abaca cloth that is aproduct of centuries-old Aklanon traditions of weaving. The doll is made exclusively for JCIManileña by Precious Moments as part of acollection for their fundraising project in thePhilippines. Proceeds from the sales of their dollsbenefit the SJB Foundation (an organization thathelps young people help themselves througheducation) and also help raise funds for the variouscivic projects of JCI Manileña. What Does It Take? By Victor de Leon

Last year, I experienced the thrill and excitement

of running the ING New York City Marathon;

among the most unforgettable moments of that dayfor me was running by the MILE 17 Poland SpringHydration Zone and being welcomed like a hero bymany of you (and, to think, I still had another 9miles to go at that point)!

This year, while I did not compete in this year'srace, it was, yet, another memorable day. This timearound, I was charged only with the responsibilityof being the Captain of the MILE 17 Station. It wasa duty I was not expecting as the day of the race

drew near, but I gladly welcomed the opportunity; I

am truly grateful for the experience! The feelingsof contentment, joy, and satisfaction one gets whenhelping provide hydration and relief to thethousands of weary and tired athletes; seeing thesmiles, hearing the thank-you's, and getting the nodsof acknowledgment from them are uniquely specialmemories.

Of course, this annual ritual of our Chapter is madeeven more exciting and fun with the help andinvolvement of you, friends and members alike.THANK YOU to those who came out to pitch in tomake our participation in the race, yet another

successful endeavor!

The first organization recognized was the FilipinoAmerican Human Services, Inc. (FAHSI)represented by its Executive Director, Ms. JohannaMartinez. FAHSI was founded over ten years agoto serve the needs of the most vulnerable Filipinosbased in Queens. Its youth programs and Tagalogclasses has provided Junior Chamber members withthe opportunity to interact with the young Filipino-American kids. Jaycee members has served as partof the Honorary Board and its staff. www.fahsi.org 

The second partner organization to be honored wasCollaborative Opportunities for RaisingEmpowerment, Inc. (CORE) currently under theleadership of 2008 Chairman Mark Habana. Thefounding of CORE sprouted from a PIDC event -K3 (Kasiyahan, para sa Kabataan sa araw ngKalayaan) during the term of congen LinglingayLacanlale. The event was overseen by PIDCDirector Nelsie Parrado. A few years later, ConsulGeneral Rebong would host a reception bringing

back young Fil-Ams to the Consulate to foster betterrelations with the young professionals. ThreeJaycee members were part of the organizingcommittee of this event which eventually broughttogether 20 dedicated young Filipinos who createdan organization that serves as a voice for youngFilipino American professionals. CORE’s signatureprojects such as READ-Philippines, Write to ourCulture, and networking events continues to provideopportunities for young people to be empowered

through collaborations with other. Along withFAHSI, CORE and the Junior Chamber (Jaycees)has come together for its Annual Simbang Gabi saKonsulado in the spirit of the advent season and topromote unite and cooperation amongst YoungFilipinos. www.core-nyc.org 

The third organization to be recognized wasKintetsu International Express, a Japanese corporatetravel agency with offices located across the US.Company President Frank Lee was

instrumental in providing the Junior Chamber withsupport throughout the year. Through 2008,training events and board meetings took place atKintetsu which provided the chapter with a venue to

fulfill their training needs. The award was acceptedby Edwin Ochoa, 2008 chapter director and ITmanager for Kintetsu. www.kintetsu.com 

The final community partner honoree was TheFilipino Reporter, Bert Pelayo (publisher). Foundedin 1972, the newpaper has provided the JuniorChamber with a voice in the local Fil-Amcommunity to share its accomplishments, andpromote its noteworthy projects. The award wasaccepted by JCI Sen. Penn Baluyot, a personalfriend to Mr. Pelayo.

For over sixteen years, Mobile East interactivedeejays Eric and Hector Concepcion have providedthe musical background to many Jaycee formalevents. Too often, our “vendors” are overlookedbecause they are hired to provide a service to us, butthis year, it was decided to surprise the brotherswith a small token of appreciation for the manyyears that they have supported the organization.Event sponsors were also thanked individually, theyincluded United Staffing Registry (Ben Santos,President), Krystal’s and Xoom.com.

The Jaycees also presented lifetime achievement

awards to four chapter Past Presidents. RoselynBarranda Yson (1998) and Nicanor Luna (1994)were each presented with a United States JayceesAmbassadorship by the chapter Senate organization.Ms. Barranda-Yson as previously recognized in1998 with numerous awards and citations from theNew York State organization as well as a NationalPresidential Award of Honor. Mr. Luna served aschapter president, chairman of the Board and laterwas a Region Director for New York State.Presentors for the Ambassadorships were PsatPresident & NYSJC Gov. Krizteen Concepcion andJCI. Sen. Sergs Estrada.

There has only been three chapter presidents whowent on to become State Presidents. JCI Sen. RollieBalanza, JCI Sen. Richard Rillera and JCI Sen.Jesse Arteche were the presentors for the mostprestigious award from the internationalorganization – the JCI Senatorship.

Past President Richard Aguinaldo (1999) who hasserved the chapter as Board trainor in the past twoyears, was honored with a Junior ChamberInternational Senatorship. He under his term, the

chapter garnered the “Chapter of the Year”recognition which came with five foot tall awardthat the chapter kept for one year. The last awardeewas Past President Joseph Tieng, Sr. was presentedwith a Charter Member plaque and the 45thAnniversary Senatorship. Not only was he an activemember and leader, he also passed along his legacyby inviting his son to be a member of theorganization. It was an emotional moment for thispast president to have been given this prestigiousinternational award. His acceptance speech touchedupon the chapter’s history and the challenges it hadto face to make it through the first year of existence.

Each of the awards were reviewed by the Awards

committee comprised of five members: JCI Sen.Sergs Estrada, JCI. Sen. Max Madridejos, JCI Sen.Mario Labot, USJC Ambassador George Daco andMembership Services Vice President ZultanBermudez.

As the afternoon came to a close, Overall chair JCI.Sen. Jocelyn Bernal and co-chair JCI Sen. AnteroMartinez acknowledged the hard work of the 45thanniversary committee. It was an afternoon toreminisce, share new memories and reconnect withfellow alumni members. The stories of ourindividual experiences may be different but what

binds all of us together is the desire to become abetter leader and to contribute to society in our ownsmall way. By passing on the lessons that we havelearned, each of us can be proud of how the Jayceeexperience has changed each of us for the better.
