    PART 1: GENERAL

    1. SCOPE

    This specification covers the design, manufacture, testing, supply, delivery and performance requirements of aerial bundled conductor fittings for use in the networks of the Tanzania Electric Supply Company Limited.

    Any departure from the provisions of this specification shall be disclosed at the time of tendering in the Non compliance schedule, in part 2 of this document.

    2. STANDARDS

    The equipment shall comply with the latest editions of, and amendments to, the international standards listed below. Where any provision of this specification differs from those of the standards listed below, the provisions of this specification shall apply:

    BS 88: Cartridge fuses for voltages up to and including 1000V ac and 1500V dc. BS 729: Specification for hot dip galvanized coatings on iron and steel articles. BS 3288: Insulator and conductor fittings for overhead power lines. BS 3643: ISO metric screw threads. BS 4190: Specification for ISO metric black hexagon bolts, screws and nuts.     The bidder may propose alternative standards, provided it is demonstrated that they give a degree of quality and performance equivalent to that of the referenced standards. Acceptability of any alternative standard is at the discretion of TANESCO. Therefore, the bidder must quote for the main standard.

    3. SERVICE CONDITIONS

    The service conditions shall be as follows:

    Environmentally, the region where the work will take place is a coastal area, subject to an overall medium relative humidity, which can give rise to condensation. Onshore winds are frequently salt laden. On occasions, the combination of salt and condensation may create pollution conditions for outdoor insulators.

    Therefore, outdoor material and equipment shall be designed and protected for use in exposed, polluted, salty, corrosive and humid coastal atmosphere.

    Indoor material and equipment shall be designed and protected for use in buildings, which occasionally may be wet and damp.

    5. INSPECTION, TESTING AND QUALITY ASSURANCE

    5.1 Inspection

    The contractor shall submit a detailed program covering the design, manufacture and testing of the equipment within one month of receipt of the contract award.

    Reports shall subsequently be submitted at intervals, outlining progress and, if necessary, explaining deviations from the program.

    The TANESCOs representative shall have free entry at all times, while work on the contract is being performed, to all parts of the manufacturer's works which concern the processing of the equipment ordered. The manufacturer shall afford TANESCOs representative without charge, all reasonable facilities to satisfy himself or herself that the equipment being furnished is in accordance with this specification.

    5.2 Testing

    The equipment shall successfully pass all the type tests and routine tests referred to in part 2 and those listed in the most recent edition of the standards given in clause 2 of this specification.

    Each separate consignment of material shall be accepted or rejected by TANESCOs representative on the basis of the results of the tests carried out on 10% of each of the individual items of the consignments ready for dispatch. TANESCOs representative reserves the right to reject an item of equipment if the test results do not comply with the values specified or with the data given in the technical data schedule.

    Type tests shall be carried out at an independent testing laboratory or be witnessed by a representative of such laboratory or some other representative acceptable to TANESCO. Routine tests shall be carried out at the manufacturer's works.

    Type tests may be dispensed with TANESCOs discretion if the contractor furnishes evidence to the TANESCOs representative satisfaction that the relevant tests have already been performed on identical equipment. In this case test certificates shall be submitted with the bid for evaluation.

    TANESCO shall have the tests witnessed by a representative. In order to facilitate this, the contractor shall give TANESCO a minimum of four weeks notice that the material is ready for testing. If TANESCO does not indicate her intention to participate in the testing, the manufacturer shall carry out the tests and the contractor shall furnish the results thereof to TANESCO.

    Full details of the proposed methods of testing, including connection diagrams, shall be submitted to TANESCOs representative by the contractor for approval, at least one month before testing.

    All costs in connection with the testing shall be borne by the contractor who shall provide TANESCOs representative with all the test facilities which the latter may require, free of charge. TANESCOs representative shall have the right to select the samples if he or she so desires and shall also have the right to satisfy himself or herself that the testing apparatus is correct.

    The contractor shall submit to TANESCO five signed copies of the test certificates, giving the results

    of the tests as required. No materials shall be dispatched until the test certificates have been received by the project manager and the contractor has been informed that they are acceptable.

    The test certificates must show the actual values obtained from the tests, in the units used in this specification, and not merely confirm that the requirements have been met.

    TANESCOs representative shall have the equipment inspected after reception and he or she shall have the right to select the samples if desired. The contractor shall cooperate with this inspection and shall provide the TANESCOs representative, free of charge, all the facilities which the latter may require.

    In the case of components for which specific type tests or routine tests are not called for in part 2 or in the quoted standards in clause 2 of this specification, the contractor shall include a list of all tests he or she proposes the manufacturer to carry out.

    5.3 Quality Assurance

    The contractor shall provide current certification showing the manufacturer's compliance with ISO 9000 or equivalent national standard.

    6. SPARE PARTS

    The bid shall include, if any a comprehensive list of all consumable and non consumable spare parts and accessories, necessary for five years of normal operation as specified by the manufacturer.

    The bidder shall give an assurance that spare parts will continue to be available through the life of the equipment.

    The spare parts shall be clearly identified and related to the specific equipment item. Spare parts shall be delivered suitably packed and treated for long periods in storage. Each pack shall be clearly and indelibly marked with its contents, including a designation number corresponding to the spare parts list in the operation and maintenance instructions.

    All spare parts shall be stored in the TANESCO designated stores.

    7. PACKING AND SHIPPING

    7.1 Packing

    All equipment, including accessories, shall be packed and securely clamped against movement in robust, wooden, non returnable packing cases to ensure safe transit from the manufacturer's works to TANESCOs designated stores.

    The packing shall provide suitable protection against all climatic conditions prevailing during transport and on site.

    Equipment or material liable to deterioration by sea water, moisture, or ingress of foreign matter shall be totally sealed in strong polythene bags.

    All accessories shall be carefully packed so that they are fully protected during transport and handling operations and in storage.

    Where applicable, internal surfaces of loose accessories shall be sealed off by means of gaskets and blanking off plates. Equipment and surfaces liable to deterioration due to condensation shall be protected by packs of silica gel or other approved desiccant. Each packing case shall be indelibly marked, in two adjacent sides and on the top, with the following:

    Individual serial number; Client's name, that is: Tanzania Electric Supply Company Limited; Contract number; Contractor's name; Name and address of contractor's agent in Tanzania; Manufacturer's name; Description of contents; Country of origin; Case measurements; Gross and net weights in kilogrammes; and All necessary slinging and stacking instructions.

    Each case shall contain a fully detailed packing list in a sealed waterproof envelope. Five copies of each packing list shall be sent to TANESCO prior to dispatching the equipment.

    7.2 Shipping

    The supplier shall be responsible for the shipping of all plant and equipment supplied from abroad to the ports of entry and for the transport of all goods to TANESCO designated Stores and for all the costs and expenses resulting from it in accordance with INCOTERM specified.

    All transport accessories, such as riding lugs, jacking pads, blanking off plates, etc. shall become the property of TANESCO.

    All items of equipment shall be securely clamped against movement to ensure safe transit from the manufacturer's facilities to the work sites. All accessories shall be carefully packed so that they are fully protected during transport and handling operations and while in storage.

    The supplier shall advise, if requested, the storage required for any plant and equipment that may be delivered to the TANESCO stores. The supplier shall be required to accept responsibility for the advice given, in so far as these arrangements may have a bearing on the behaviour of the equipment in subsequent service.

    7.3 Hazardous Substances

    The contractor shall submit safety data sheets for all substances used with the equipment. These substances shall be classified in accordance with the European Union SI 426: European Communities (dangerous substances) (classification, packaging, labelling and notification) regulation, 1992, or any subsequent amendment.

    The contractor shall give an assurance that there are no other substances classified as hazardous in the equipment supplied. The contractor shall accept responsibility for the disposal of such hazardous substances, should any be found.

    The contractor shall also be responsible for any injury resulting from hazardous substances.

    8. SUBMITTALS

    In addition to the documentation set out in specification S01: General technical requirements of 33kV, 11kV and LV networks, some technical documentation is required as set out in clauses 8.1 and 8.2 below

    8.1 Submittals required with the Bid

    The following shall be required:

    Completed technical data schedule;

    Descriptive literature giving full technical details of equipment offered;

    Outline dimension drawing for each component showing mounting

    arrangement details;

    Safety data sheets for all substances used with the equipment;

    Certified original type test certificates and sample routine test reports with an address of the Independent laboratory that undertook the type test. Uncertified reports shall be rejected henceforth the bid will be non responsive.

    Detailed reference list of customers already using equipment offered with particular emphasis

    on units of similar design and characteristics;

    Details of manufacturer's quality assurance standards and programme;

    Bidders should submit with their bids a sample of each type of line fitting for which they bid for evaluation purposes and

    Deviations from this specification. Only deviations approved in writing before award of

    contract shall be accepted.

    8.2 Submittals required by the Project Manager, after Contract Award

    The following shall be required:

    Drawing and a sample of each type of line fitting offered for approval before the whole consignment is manufactured

    Programme for production and testing;

    Detailed assembly instructions within each packing case for each major item of equipment;

    A training video illustrating installation, operation and maintenance of the

    plant item;

    Design of legend and logo, indicating danger or the presence of voltage, to be fitted to the service distribution box; and

    Five bound folders with records of the technical particulars relating to the

    equipment. Each folder shall contain the following information:

    General description of the equipment and all components, including brochures;

    Technical data schedule, with approved revisions;

    Calculations to substantiate the choice of fittings, taking account of the mechanical loads acting on them as a result of wind pressure and conductor tension for maximum windspan and worse design conditions, for all pole duties and for all permitted line deviations and having regard to the required current and short circuit rating at worst operating and ambient temperatures;

    Detailed dimension drawing for all components showing detailed mounting

    arrangements;

    Statement drawing attention to all exposed points in the equipment at which aluminium or aluminium alloy parts are in contact with or in close proximity to other metals and stating clearly what protection is employed at each point to exclude air and moisture;

    Inspection and test reports carried out in the manufacturer's works;

    Detailed installation and commissioning instructions; and

    Operation and maintenance instructions, as well as trouble shooting charts.

    PART 2: TECHNICAL

    9. GENERAL

    This specification covers the design, manufacture, testing, supply, delivery and performance requirements of

    Strain clamps, suspension clamps and insulation piercing connectors for LV overhead, aerial

    bundled conductors;

    Aerial service clamps and service distribution boxes for bundled service conductors;

    Facade saddles for aerial bundled conductors clipped to building and house walls; and

    Pole mounted, enclosed fuse units for the control of services and tap-off branches.

    All these fittings shall be suitable for the LV lines described in specification S01: General technical requirements of 33kV, 11kV and LV networks and for the type of bundles described in specification S17: Aerial bundled conductors and, specifically, for the following sizes:

    2x25sq mm; 4x25sq mm; 2x50sq mm; 4x50sq mm + 1x25sq mm; and 4x95sq mm + 1x25sq mm.

    In any case, the bidder shall specify the standard to which the fittings offered shall be manufactured.

    This specification does not cover pole-top steelwork which is included in a separate specification.

    10. DEFINITIONS

    The following is the meaning of the commonest terms used in this specification:

    Strain clamp: a clamp designed to terminate a mainline conductor bundle and to transfer its tensile

    loading to the supporting structures.

    Suspension clamp: a clamp designed to support the conductor bundle at intermediate positions and light angle positions (30 maximum line deviation).

    Aerial service clamp: a clamp designed to terminate an aerial service conductor bundle to a pole or

    wall anchor.

    Insulation piercing connector: a tapoff connector which is designed to be applied to the conductors in the bundle without first removing the insulation.

    Insulated facade saddle: a saddle designed to support a conductor bundle at regular intervals on a

    surface and which provides secondary insulation for the bundle.

    Service distribution box: a weatherproof enclosure designed for pole or wall mounting and capable of providing for a number of single and three phase service connections.

    Pole mounted fuse units: a shrouded apparatus designed for operation from ground level and for

    use as a fuse unit, a linking switch or a short circuiting device.

    11. DESIGN

    All items shall be suitable for the whole range or part of the range of LV aerial bundled conductors, as well as for the conductor material used by TANESCO; that is: 2x25sq mm, 4x25sq mm, 2x50sq mm, and 4x50sq mm + 1x25sq mm and 4x95sq mm + 1x25sq mm aluminium bundles.

    All items shall be designed to meet the performance requirements given in this specification. They shall be adequately rated for their intended application and retain this rating during their normal lifetime in an outdoor environment.

    All items shall be free from defects which could cause them to be incorrectly assembled or to perform unsatisfactorily in service. Finish shall be such that outer surfaces are free of sharp edges and burrs which could result in damage to adjacent material or personnel.

    Items comprising different component parts shall be so designed that they can be applied without disassembly. The installation of all items shall be possible by one operator working alone.

    12. MATERIALS

    The materials used for manufacturing the fittings, accessories and apparatus covered by this specification shall be compatible with the materials of the conductor bundle such that the reliability of either will not be impaired by their association.

    Materials shall be resistant to climatic stress. All insulating materials shall be ultraviolet stabilized and colored black. Steel parts shall be hot dip galvanized and other metallic parts shall be of the non corrosive type. Non metallic materials shall be fire retardant.

    All threaded parts shall comply with ISO metric standard BS 3643 and hexagonal heads and nuts shall conform to ISO metric standard BS 4190.

    Grease shall be made of high stability, high drop point, water repellent materials which are proven to be suitable for their application.

    13. IDENTIFICATION MARKINGS

    Where practical, all items shall be legibly and indelibly marked with TANESCO's and with the manufacturer's logo or symbol and, where applicable, the recommended torque value for the tightening bolts. Where items are suitable for use on a range of conductor sizes, the largest and smallest size of the range shall be displayed.

    14. STRAIN CLAMPS

    14.1 House Service Strain Clamp

    House Service Strain Clamp is meant for house service connections typically from a pole to fascia board. The strain clamp shall have the following features:-

    Designed to accomodate from two to four conductors of 25mm Captive wedge system for automatic clamping of conductors which reduces installation time and

    requires no tools. The wedge system shall also allow sag adjustment to be done easily without tools.

    UV stabilized thermoplastic body for long term exposure to sunlight

    A typical House Service Strain Clamp is shown in figure 1.

    14.2 Dead End Strain Clamp These strain clamps are used mainly as a dead end anchor on ABC installations to anchor runs at regular intervals, or at the end of runs.

    14.3 Design

    Strain clamps shall be designed to anchor bundled conductors complying with specification S17: Aerial bundled conductors and to attach to TANESCOs poles, conforming to specification S11, S11A and S11B for wood, concrete and steel poles respectively.

    Strain clamps shall be heavy duty, for use with overhead lines, supported on poles and operating at full line tension.

    The gripping force shall be increased by any pull exerted by the gripped conductors and shall not be released by shock loadings or sudden release of the conductor pulling force.

    If a single clamp is capable of being used with more than one size of bundled conductor this will be considered an advantage.

    All strain clamps shall be marked with TANESCO's and with the manufacturer's logo, the smallest and largest bundle sizes for which they are suitable and the recommended torque value for the tightening bolts.

    The different component parts of the clamp shall be so designed that they can be applied without disassembly. Their installation shall be possible by one operator working alone and it should not be possible to assemble the clamp in an incorrect manner.

    The strain clamp shall provide secondary insulation to earth for the gripped conductors.

    The strain clamps shall be designed to sustain the design tensions given in table 1, below. The tensions given for these clamps allow for two additional control cores to be carried by the bundle, external to the clamp. In addition, heavy duty clamps shall not cause any damage to the aerial bundled conductors when subjected to 85% of the ultimate tensile strength of the bundle concerned.

    Strain clamps shall preferably be designed so that the tensioned aerial bundled conductor enters on the tension side with the minimum separation of the cores.

    14.4 Type Tests

    Table 1 below shows the range of conductor bundle sizes and various test loadings associated with strain clamps used on them.

    type tests listed below, in accordance with ESI 43-14. Each clamp shall be tested for the smallest and largest bundled conductor sizes for which it is marked:

    Static test; Dynamic test; Mechanical high tension test; Low temperature test; High temperature test (see clause 14.3); Voltage test: conductor; Voltage test: fittings; and Galvanizing test (see clause 14.4).

    In every case, the fittings shall be installed on the conductors in accordance with the manufacturer's instructions. The conductor bundle shall project 350mm +10mm from the rear of the clamp. The tail shall be bent clear of the attaching steelwork to a radius of not less than 250mm. Except where otherwise specified, the length of free span of bundled conductor shall be not less than 100 times the approximate circumscribed diameter of the bundle.

    The remote attachment may be a second strain clamp undergoing test. The manufactured lay of the bundle shall not be disturbed more than is necessary to fit the strain clamps. No adjustment to the fittings shall be made once testing commences.

    14.5 High Temperature Test

    Two strain clamps shall be applied to the appropriate bundle size as per the manufacturer's instructions. The bundle length between them shall exceed 200 d , where d is the diameter of the circumscribed bundle. The test is carried out with a static mechanical load equivalent to the tension at 10C given in table 1. This tension shall be subjected to a tolerance of +10%.

    The temperature in the conductor shall be obtained by passing current through the Conductors. Current shall flow in all phase conductors. Tails approximately 300mm long shall be left beyond the two fixed points and they shall be prepared for connection to a current source.

    Temperature variation shall be achieved by means of 60 heat cycles at a rate of 2 per day during which time the mechanical test load shall be maintained in a longitudinal direction. Interruptions in the temperature cycling shall be acceptable up to two days per week but the mechanical test load shall be maintained for the duration of any breaks.

    The temperature cycling shall go through the following steps:

    Commencing at an ambient temperature of 20C 5C;

    Gradually raising the conductor temperature to 65C 5C in less than 2 hours;

    Maintaining this high temperature for 8 hours; and

    Allowing cooling to ambient to take place naturally before the next cycle begins.

    The temperature measuring point shall be midway between the two strain clamps under test.

    The test will be considered to have been passed if:

    No damage occurs during the test which could be considered to seriously affect the function of the clamp;

    The slip measured after the first ten days of testing does not exceed 10mm;

    The slip measured at the end of the test does not exceed 11mm; and

    The assembly passes the voltage tests specified in ESI 43-14.

    14.6 Galvanizing Test

    All steel parts shall be hot dip galvanized and shall meet the test requirements of BS 729.

    14.7 Sample Tests

    Sample tests shall be conducted in accordance with BS 3288.

    15. SUSPENSION CLAMPS

    15.1 Design

    Suspension clamps shall be designed to support bundled conductors complying with specification S17: Aerial bundled conductors and to attach to TANESCOs poles conforming with specifications S11, S11A and S11B for wood, concrete and steel poles respectively. The suspension clamps shall support the bundle by clamping around the overall diameter of the cable. The clamps shall be suitable for use at line deviation angles of up to 30. A typical Suspension Clamp is shown in figure 3.

    The main body of the clamp shall be made from metal and a means of secondary insulation shall be provided between the bundled conductor and the metal parts. Installation of the clamp shall be possible

    by one operator working alone. All metal parts shall be captive to the body. The component parts shall not provide water reservoirs within the assembled clamp.

    If a single clamp is capable of performing with more than one size of bundled conductor this will be considered an advantage. All suspension clamps shall be marked with TANESCO's and manufacturer's logo, the recommended tightening torque and the smallest and largest bundle sizes for which they are suitable.

    The design of the suspension clamp shall preferably be such that the cable can be loosely supported in the open clamp during installation, without applying the final fixings.

    Suspension clamps shall preferably be of a type that can be installed without the use of tools. Where tools need to be used they should be of a type and range normally used for overhead line construction.

    15.2 Type Tests

    The performance characteristics of all suspension clamps shall be proven by satisfactorily undergoing the range of type tests listed below. Each clamp shall be tested for the smallest and largest bundled conductor size for which it is marked:

    Static strength; Thermal test; Slip test at ambient temperature; Fatigue test at high temperature (see clause 15.3); Voltage test: conductors; Voltage test: clamps; Galvanizing test (see clause 15.4); Rubber ageing test (see clause 15.5); and Metal abrasion test (see clause 15.6).

    Fittings shall be installed in accordance with manufacturer's instructions and no further adjustments shall be made to the fittings during the tests.

    15.3 Fatigue Test at High Temperature

    Two suspension clamps shall be tested. They shall be installed in turn, as per the manufacturers instructions, on the appropriate conductor bundle size. The test shall be carried out with a mechanical load on the clamp while the conductor temperature varies. The span between each fixed point in the conductor and the suspension clamp shall be a minimum of 200 diameter of the bundle.

    The mechanical load applied shall be equivalent to the load which will be generated at the 30 angle by the aerial bundled conductors at the tension at 10C, as given in table 1. This load +10% shall be maintained for the duration of the test.

    The test is considered to have been passed if:

    No damage occurs during the test which could be considered to affect the function of the clamp

    or conductor; and

    The assembly passes the voltage tests specified in ESI 43-14.

    15.4 Galvanizing Test

    All steel parts shall be hot dip galvanized and shall meet the test requirements of BS 729;

    15.5 Rubber Ageing Test

    This test shall be carried out on clamps where the insulation is provided by the rubber material. This material shall be ultra violet stabilized and black in color.

    Four dumbbell samples shall be prepared in accordance with IEC 811. Two samples shall have the breaking strength and elongation at break measured without ageing. The other two samples shall be aged in air by heating at 100C for 168 hours. After ageing in accordance with IEC 811 their breaking strength and elongation at break values shall be measured.

    The test is considered to have been passed if the average values obtained after ageing are:

    at least 70% of the breaking strengths before ageing; and

    at least 60% of the elongation at break value before ageing.

    15.6 Metal Abrasion Test

    The purpose of this test is to simulate wear on the suspension clamp.

    The test rig shall combine friction and hammering.

    The friction effect shall be obtained by a horizontal movement of amplitude +5mm and frequency of 2.5 Hz. The hammering action shall be obtained by a vertical load of 200N on the friction area. The hammering frequency shall be 10 Hz.

    Failure is deemed to occur when only 2mm of clamp metal remain in the friction area.

    15.7 Sample Tests

    Sample tests shall be conducted in accordance with BS 3288. The tests shall consist of the static strength test plus the conductor and clamp voltage test detailed in ESI 43-14 and of the galvanizing test as required by BS 729.

    16. AERIAL SERVICE CLAMPS

    16.1 Design

    Aerial service clamps shall be designed to terminate conductor bundles complying with specification S17: Aerial bundled conductors, at poles and at buildings, when strung at reduced tension. They shall be suitable for attachment to TANESCO poles as described in specifications S11, S11A and S11B for wood, concrete and steel poles respectively and to buildings and for operation at reduced tension.

    Their design shall be such that they can be applied by one operator working alone. Installation shall be possible without disassembly of the component parts. The gripping force shall be increased by any pull exerted by the gripped conductors and shall not be released by shock loadings or sudden release of the conductor pulling force.

    If a single clamp is capable of being used with more than one size of bundled conductor this will be considered an advantage.

    The main body of the aerial service clamp shall consist of either metal or a composite insulating material. In either case the aerial service clamp shall be required to provide secondary insulation between the conductors and the installation steelwork.

    All aerial service clamps shall be marked with TANESCO's and manufacturer's logo, with the smallest and largest service bundle sizes for which they are suitable and the recommended torque value for the tightening bolts.

    The range of conductor bundle sizes and various test loadings associated with aerial service clamps used on them are shown below:

    25sq mm (single phase and three phase): 1.30kN; and 50sq mm (single phase and three phase): 2.15kN.

    16.2 Type Tests

    All aerial service clamps shall have their performance characteristics proven by satisfactorily undergoing the type tests listed below:

    Tensile test at ambient temperature (clause 16.3); Voltage test: conductors (clause 16.4); Voltage test: clamps (clause 16.5); and Galvanizing test (clause 16.6)

    16.3 Tensile Test at Ambient Temperature

    Two aerial service clamps shall be installed in a test rig. The span between the two clamps shall be a minimum of 200 d , where d is the circumscribed diameter of the bundle.

    The loading shall be increased at between 50 and 100N/sq mm per minute to the tensile test loading of 1.30kN for 25sq mm bundles and 2.15kN for 50sq mm bundles. After one minute the conductors shall be marked at their exits from the grips of the clamps.

    This load shall be maintained for 1 hour. The test shall be considered to have been passed if: The clamp does not fail; Conductor slippage does not exceed 5mm; Damage to the clamp which could permanently impair its intended function has not occurred; and The assembly passes the voltage tests detailed below.

    16.4 Voltage Test: Conductors

    The bundled conductors shall be immersed in water taking special care that the section on which the clamp is mounted is fully covered. After soaking for four hours it shall withstand a 50Hz voltage of 4kV for one minute between the conductors and the water without breakdown. The resistivity of the water used in this test shall not exceed 100-m at 20C.

    16.5 Voltage Test: Clamps

    The clamp shall withstand a 50Hz voltage of 4kV for one minute between the un-insulated conductors or bars mounted in the clamp and metal components. The conductors or bars used shall be equivalent in size to the insulated conductor used in the previous test.

    16.6 Galvanizing Test

    All steel parts shall be hot dip galvanized and shall meet the test requirements of BS 729.

    16.7 Sample Tests

    Sample tests shall be conducted in accordance with BS 3288. The tests shall consist of the tensile test and voltage tests as detailed in ESI 43-14 and galvanizing tests as required by BS 729.

    17. INSULATION PIERCING CONNECTORS

    17.1 Design

    Insulation piercing connectors shall be designed to tap-off bundled conductors complying with specification S17: Aerial bundled conductors. They shall be of a type which enables them to be connected by a single tightening action to both the main and tap-off conductors without removing the insulation.

    Only waterproof rated insulation piercing connectors shall be considered.

    An insulated housing shall encapsulate all live components and shall be ultra violet stabilized and colored black. Its design shall be such as to minimize the need for special practices during live application. In general, it shall be suitable for application by one operator working alone and it should not be necessary to dismantle parts during installation.

    It shall be possible to install the connectors with standard ISO metric spanners or other commonly available tooling. Some means of ensuring that actual tightening torque is within the prescribed limits shall be present, such as a shear head.

    The insulated housing shall incorporate blank knock out areas that are only removed if and when a conductor is inserted through that particular conductor entry. It shall also incorporate an insulated sealing chamber for the end of the tap-off conductor and this chamber shall be movable depending upon the side of the connector on which it is required.

    Sealing or insulating greases and compounds within the connector shall be stable and neutral with respect to the adjacent insulating and conducting materials and shall not migrate or drop at temperatures below 150C. Rubber parts shall comprise materials that exhibit resistance to ageing caused by heating or other weather conditions.

    17.2 Range

    Table 2 below shows the range of combinations of bundled conductor sizes to be connected using insulation piercing connectors. It shall be considered advantageous for a single connector size to be capable of connecting a number of the conductor combinations in table 2.

    All connectors shall be marked with TANESCO's and manufacturer's logo, with the largest and smallest conductor sizes for which it is suitable and with the prescribed tightening torque for correct application.

    17.3 Tests

    The performance characteristics of all insulation piercing connectors shall be proven by satisfactorily undergoing the appropriate tests listed below. Where a particular connector is suitable for a number of the connection combinations required, it shall be tested on the largest to largest and largest to smallest combinations:

    electrical ageing test (clause 17.4); tensile test (clause 17.5); waterproof test (clause 17.6); and rubber ageing test (same as that described for suspension clamp test in clause 15.5).

    17.4 Electrical Ageing Test

    This shall be carried out in accordance with VDE 0220, part 3.

    17.5 Tensile Test

    This shall be carried out on two samples of each connector size undergoing the test.

    A length of conductor shall be fitted into a tensile test rig taking whatever precautions are necessary to ensure that premature conductor failure does not occur at the anchor positions. A load shall be applied to the conductor equal to 10% of the breaking load for that particular conductor (see table 2). A connector sample with tap-off conductor included shall then be fitted to the main conductor in accordance with the manufacturer's instructions. The length of conductor between the test sample and

    any anchor device shall not be less than 200 d where d is the conductor diameter in mm.

    The load shall then be steadily increased at a rate of between 50 and 100N/sq mm up to a value equal to 90% of the breaking load given in table 2 and held at that level for one minute. The test will be considered to have been passed if, during this period, conductor failure does not occur and if no significant damage is evident on the conductor or connector.

    The load shall then be steadily increased until failure occurs. The load reading at which failure occurs shall be recorded as a percentage of conductor breaking load.

    17.6 Waterproof Test

    A test loop similar to that specified for the electrical ageing test above shall be prepared, the conductors and test samples comprising the loop having previously been at ambient temperature (20C 5C) for at least 24 hours. All connectors shall be tightened to the prescribed torque value as per manufacturers instructions. Retightening during the test shall not be carried out.

    The test involves a cyclic ageing process followed by a voltage withstand test.

    The ageing test consists of 250 heating and cooling cycles followed by a 24 hour immersion in brine solution. Each cycle consists of:

    50Hz current to raise reference conductor temperature to 80C in 20 minutes;

    Immersion in water or sprinkling running water over the test samples for 20 minutes with no

    voltage applied; and

    Natural drying for 20 minutes in air.

    Immediately after completion of the 250 cycles the samples shall be immersed in a brine solution for 24 hours without voltage. The temperature of the brine shall be 20C 5C and the salt saturation level 20kg/cubic m.

    After completion of the 24 hours and without removing the samples from the brine, a 50Hz ac voltage of 4kV is applied to the main test loop conductor for one minute.

    The test is passed if no breakdown occurs between the conducting parts and the brine or tank, which shall be earthed. The current leakage relay sensitivity shall be 1mA.

    After the tests, the samples shall be dismantled and examined in detail for evidence of deterioration.

    18. FACADE SADDLES

    18.1 Design

    These fittings shall be designed for use on bundled conductor sizes of 25sq mm, 50sq mm and 95sq mm, complying with specification S17: Aerial bundled conductors. They shall be required to stand the bundle off 30mm from the facade of a building or structure at intervals not exceeding one metre. Their design shall provide secondary insulation between the conductor and the facade or any metal part of the saddle attaching to the facade.

    The design shall be such as to permit the saddles to be attached to the facade before the conductor bundle is fitted and before final installation is completed. They shall be capable of being used on concrete or wooden facades. It shall be possible to release the aerial bundled conductor without removal of the saddles from the building.

    The insulating saddle material shall be ultra violet stabilized, black in color, resistant to degradation due to pollution or weathering and it shall exhibit fire retarding properties. Exposed steel parts shall be hot dip galvanized.

    18.2 Tests Each saddle shall be tested for the smallest and largest conductor bundle sizes for which it is offered. All facade saddles shall have their performance characteristics proven by satisfactorily undergoing the tests listed below:

    Mechanical test (clause 18.3); and Voltage test (clause 18.4).

    18.3 Mechanical Test

    This shall be carried out on two saddles on concrete facades and two more saddles on wooden type facades. It shall be carried out in accordance with the method contained in ESI 43-14. The saddles will be considered to have passed the tests if:

    After sustaining the loads for one minute, no permanent deformation or extension of the fixing

    straps is evident; and

    After this test, the saddles pass the voltage test.

    18.4 Voltage Test

    This test shall be carried out on all the sample facade saddles undergoing the mechanical test, and immediately after it. The method to be used and the requirements are set down in ESI 43-14.

    19. SERVICE DISTRIBUTION BOX

    19.1 Design

    The service distribution box shall be suitable for mounting on concrete poles, wood poles, steel poles or walls.

    The outer housing shall be made of black insulated material of sufficient mechanical strength to prevent it being damaged due to vandalism. It shall provide protection of the internal parts in accordance with category IP43 of IEC 529. The material shall be resistant to ultra violet light degradation and have flame retardant properties.

    The box shall incorporate a cover which shall be removable at pole-top to enable work to be done. The cover shall be retained in such a way that it cannot fall to the ground and it shall include a locking device which facilitates the application of security seals.

    The internal connections shall be made with sealing greased terminals having the capacity to accommodate the following conductor combinations, looping in and out of the box:

    mains: one 50sq mm or 95sq mm mains conductor, three phase; and

    services: six single phase services or one three phase and three single phase services;

    services may have 25sq mm or 50sq mm cross section.

    All bundled conductors will be of the stranded aluminium bundled type. Services will be either stranded aluminium aerial bundled conductors or AAC conductors, either way, with 25sq mm or 50sq mm cross section.

    The conductor entries shall be located on the bottom of the box and shall be capable of snugly fitting around conductors with outer diameters of up to 18mm.

    The phase terminal blocks and neutral bar shall be designed with sufficient shrouding and shall be so located that services can be added or removed at pole-top under live line conditions.

    The box shall have a current rating of 250A, 50Hz.

    The front external surface of the box shall have a suitable legend, legibly and indelibly marked, bearing the words "HATARI" and "DANGER" and a suitable logo indicating danger or presence of voltage. This inscription shall be approved by TANESCO before delivery of the distribution boxes.

    In addition, details of manufacturer, rating, etc. shall be marked on the service distribution box as specified in IEC 947, part 3.

    Internally there shall be a notice in a prominent location in large letters stating "warning: for live work only one terminal block to be exposed at one time".

    19.2 Tests

    The performance characteristics of the distribution boxes shall be verified by passing the following range of tests:

    temperature rise test (clause 19.3); dielectric properties test (clause 19.4); and wet voltage withstand test (clause 19.5).

    19.3 Temperature Rise Test

    Connections shall be made to the unit as if it were in service condition. Air movement of 0.6m/s shall be permitted in the vicinity of the box during the test. The test shall be carried out generally in accordance with the method contained in IEC 947, part 3 and the results shall meet the requirements of that specification.

    19.4 Dielectric Properties Test

    This shall be carried out on the unit which has just completed the temperature rise test after temperature has returned to ambient (20C 5C). The test method shall be as described in IEC 947, part 3. A 50Hz, 4kV, voltage shall be maintained for one minute without flashover.

    19.5 Wet Voltage Withstand Test

    This shall be carried out on the unit that has just satisfactorily completed the dielectric properties test. A 50Hz, 4kV, voltage shall be applied between phase and neutral terminals. Artificial rain shall be directed onto the unit at 45 and falling at a rate of 3ml/min (specific resistance of water 10,000 /cubic cm). No flashover shall occur within five minutes, although a glow is acceptable.

    20. POLE MOUNTED FUSE UNIT

    20.1 Design

    The units required is of the three phase and neutral type

    The units shall be suitable for mounting on concrete poles, wood poles, steel poles and walls.

    The fuse units shall be of the manual operation type and shall be capable of operation from ground level using the standard TANESCO's rod head.

    The pole mounted fuse units shall be capable of being used either as a fuse unit (J type cartridge fuses to BS 88), a linking switch or a short circuit and earthing facility.

    The units shall have a minimum rating of 250A at 253/440V. The insulation class of the housing shall be 1kV.

    The outer housing of the units shall be made of black insulating material of sufficient mechanical strength as to prevent it from becoming damaged due to vandalism. The material shall be resistant to ultra violet light degradation and have flame retardant properties. It shall provide protection of the

    internal parts in accordance with category IP43 of IEC 529.

    Protection of the terminals from weathering shall be provided by means of guarding sheds and the application of sufficient sealing grease in the terminal bores. The terminals shall be suitable for up to 95sq mm round, stranded, aluminium or copper conductors.

    The cover or lid of the units shall be suitable for normal operations and for removal and refitting using the purchaser's standard operating road. They shall be capable of withstanding a vertical load of 5kg even when in the closed and unloaded position.

    Sealing or insulating greases at the conductor terminals shall be stable and neutral with respect to the adjacent insulating and conducting materials and shall not migrate or drip at temperatures below 150C.

    Means shall be provided to indicate position status when:

    the short circuit and earthing device is inserted;

    the unit is in the "normally open" position: a green "dummy" cover or lid is an

    acceptable method.

    Markings including manufacturers name, rating, etc. shall be marked clearly on the outside of the unit in accordance with IEC 947, part 3.

    The "in" and "out" sides of the units shall be clearly marked both externally and internally in prominent fashion. Inside, the neutral bar of the unit shall be clearly indicated by a green and yellow plastic covering.

    The short circuit and earthing device shall be designed to fit in the unit when fuses or solid links are removed. It shall incorporate a feature to prevent it from being erroneously fitted in the incoming position unless deliberate actions are taken. Also, a means shall be included to enable the presence and position of the short circuit and earthing device to be indicated to operators at ground level. Provision shall be made for insertion of an external earthing lead under certain conditions into the body of the fitted short circuit device.

    20.2 Tests

    The performance characteristics of the units shall be verified by successful completion of the range of tests listed below. In order to complete the tests, all fittings and accessories comprising the fuse unit system shall be used (fuse transition pieces, solid links, short circuit and earthing devices, mounting brackets, operating rod head, etc.):

    Temperature rise test (clause 20.3); Dielectric properties test (same as for the service distribution box described in clause

    19.4); Wet voltage withstand test (same as for the service distribution box described in 19.5); Load break, load make capacity test (clause 20.4); Short time current withstand test (clause 20.5); Mechanical endurance test (clause 20.6); and Electrical endurance test (clause 20.7)

    20.3 Temperature Rise Test

    The unit shall be erected as in the service condition with normal 250A cartridge fuses fitted. Air movement of up to 0.6m/s shall be permitted in the region of the test unit. The test shall be carried out generally in accordance with the method contained in IEC 947, part 3 and the results shall meet the requirements of that specification.

    20.4 Load Break, Load Make Capacity Test

    The unit shall be erected as in the service condition with solid links fitted. The test method and requirements are those of category AC 21 of IEC 947, part 3.

    20.5 Short Time Current Withstand Test

    This test is intended to prove the satisfactory operation of the short circuit device and of the unit contacts. The unit is mounted with the short circuit and earthing device in position. In accordance with IEC 947, part 3, five current pulses are applied. The value of these ac pulses shall be 20 times full load current for one second.

    The requirements are those of IEC 947, part 3.

    20.6 Mechanical Endurance Test

    The unit shall be mounted as if it were in service and operated using TANESCOs standard operating rod without presence of voltage or current. Three thousand operations shall be performed as per IEC 947, part 3 and the requirements stated in that specification shall be met.

    20.7 Electrical Endurance Test

    The unit shall be mounted as if it were in service and shall be operated using TANESCO's standard operating rod. One hundred and fifty operations shall be performed on the energized units as detailed in IEC 947, part 3. The requirements set down in that specification shall be met.

    PART 3: INSTALLATION

    22. INSTALLATION

    TANESCOs employees shall do the installation work of bare and PVC Covered Conductors unless otherwise stated. General guidelines for installation work involved are given in specification S01: General technical requirements of 33kV, 11kV and LV networks.
