TANK TRUCK OPERATIONS
TANK TRUCK DESIGN OISD 167 has given statutory norms for
Tank Truck Design & Safety to qualify for loading Hazardous products.
The RLW given in RTO Registration book should not be exceeded.
Explosive Department gives approval for each tanktruck after checking the design criteria.
Carrying capacity of each compartment not to exceed 5000 Litres.
Class of product – A/B/C Mandatory Requirements to be painted on
the T/T’s – as per OISD 167 Section no. 17.
Mandatory accessories/ fittings for Tanktrucks as per CCOE
Flame arrestor Fire Extinguisher Rubber Hose pipe Master switch , Emergency valve & Master valve Fusible plug, Emergency vent & Catwalk Partition wall between Cabin & Tank. TREM (Transport Emergency ) Card Provision for Earthing
STATUTORY APPROVALS Any Tank Truck before it starts plying for
Hazardous product transportation should have following licences after valid registration –
Weights & Measures : Calibration
CCOE : Expl – Form XI
RTO : Tax Goods Carriage Permit
Form No. 5 Fitness
PUC Insurance
MV Act 9
ACTIVITIES AT TTG Prepare meter reading sheets with opening
readings Officer to take possession of Master keys
at the beginning of shift operation. Draw product-wise retention sample at the
beginning of shift
Check & record density/ temperature and compare with parent tanks and thereafter bihourly
Check & record Flash point of SKO shiftwise before release of TT – Min 35ºC
Check and record Ethanol dosage hourly 4.75 % to 5 % Max
TT LOADING OPERATIONS Transport Contracts are finalised through
public tender on Industry & Zonal basis TT should have a contract with OMC. All Statutory licences should be valid. TT data is fed into the system after
physical verification of documents and fittings.
Route to be setup in the system for transporters
On receipt of indent at supply location, cash receipt is generated for the instrument received as per payment terms.
Sales Order is made and Load building is done.
Invoice is printed first for locations loading in manual mode & Filling Advisory Note (FAN) is generated for locations in Auto Mode.
While Tank Trucks are taken inside for
loading
Record ‘In-time’at the gate
Check for valid I – Card of TT driver/ helper
Check for safety fittings
Check for proper locking arrangement
Seal fuel tank.
After placement of TT at TTG for filling
Put off Master switch
Place Wheel choke
Connect Earthing & Bonding wires
Place Fire Extinguisher on the ground.
Remove top & bottom locks
Check for Compartment emptiness
Lock Bottom Valves with new
locks.Check Dip rods for PL, DL, TL.Put correct product Loading
arm in the compartment & start loading as per advise of officer.
Draw TT samples & check density and temperature.
Check dips for correct product loading
Lock Dome covers
Invoice gets generated on acknowledging the filling at TAS locations
Before release invoice to be endorsed withDelivery Tank No.Observed Density @ 15ºCObserved TemperatureLock Nos.
Driver is asked to sign in product received column on the invoice
Location copy of invoice is collected after recording ‘out-time’ at gate.

TT RECEIPT OPERATION On receipt of TT, dealer is required to
match details of invoice in line with indent & check Tank lorry no. Lock no. No of compts & quantity/product contained

Dealer to handover payment Instrument to the transporter as per payment terms
Dealer to ensure Parking of TT on level ground Allow settling time of 10 minutes Check bottom and top locks/seals Ensure opening of master valves
Verify Calibration Certificate Check Weights & Measures markings on dip
rods. Open domecover locks/seals Check dips of all compartments Check for presence of water

After ascertaining quality & quantity,
decant the product in correct U/g tank Ensure emptiness of TT before release Dome covers and Del valves are locked
after unloading at dealer end. On receipt of payment instrument and
signed acknowledged copy, Delivery Confirmation to be done by supplylocation.
If any shortages recorded by dealer, credit to be given to the dealer and debit to the transporter

TRAINING TO DRIVERS
Detailed guidelines for all the training needs of TT drivers in Oil Sector are enumerated in OISD Std – 154
‘Safety in transportation of Hazardous goods’ Training is Mandatory under Rule 9 of Central Motor Vehicle Act 1989
As per Govt Notification, a few agencies
are approved institutes for imparting above training module of 3 days and subsequently refresher trg of one day every year.
Driving Licences are endorsed by RTO for driving vehicles carrying Hazardous products only after undergoing above 3-days training
