Introduction&

The!Tanzania!Fertilizer!Technical!Working!Group!workshop!took!place!at!the!Serena!hotel!in!Dar!es!Salaam,!Tanzania!on!the!17th!and!18th!October,!2013.!The!purpose!of!the!workshop!was!to!refresh!and!train!participants!on!fertilizer!statistics,!review!production,!validate!2012!import!and!export!statistics,!improve! consumption! statistics,! creation! of! fertilizer! thematic! module,! FTWG! action! plan! and!information! on! Tanzania! fertilizer! subsidy,! current! IFDC! programs! in! Tanzania! and! mapping! and!profiling!fertilizer!production!and!blending!units!and!business.!

The!Manager!of!Agriculture!Statistics!Department!–!National!Bureau!of!Statistics!welcomed!all! the!participants!to!the!workshop.!He!insisted!on!the!quality!of!fertilizer!data!uploaded!on!the!CountrySTAT!website.! He! also! advised! the! Coordinator! for! the! AfricaFertilizer.org! (AFO)! initiative,! Mr.! Patrice!Annequin!to!have!a!memorandum!of!understanding!between!AFO!and!participating!institutions.!!

Participants!were!also!given!an!opportunity! to! introduce!and!give!brief!profiles!about! themselves.!They!were!presented!with!the!agenda!for!the!Tanzania!Fertilizer!Technical!Working!Group!workshop!by!the!Manager!of!Agriculture!Statistics!Department.!

After!the!introduction!there!was!a!presentation!on!CountrySTAT!objectives!and!recent!activities!with!focus!on!fertilizers!and!the!CountrySTAT/AfricaFertilizer.org!partnership]2013!plans!and!activities!by!the!CountrySTAT!National!Coordinator,!Mr.!Basike!Mteleka.!In!his!presentation!he!pointed!out!that;!!

•! There!is!a!need!to!emphasize!agricultural!households!on!the!use!of!fertilizer!•! More!information!on!fertilizer!should!be!provided!•! Sensitize!higher!government!officials!on!“to!feed!our!people!we!must!first!feed!our!soil”!•! Fertilizer!subsidy!program!should!focus!on!the!needy.!

After! the! presentation! from! the! CountrySTAT! National! Coordinator,! the! Manager! of! Agriculture!Statistics! Department! emphasized! that! it! was! important! for! the! members! of! Fertilizer! Technical!Working!Group!to!have!a!tendency!to!visit!CountrySTAT!website!to!check!data!and!be!able!to!give!their!comments.!

Refresher'training'on'fertilizer'statistics'

The!AFO!Coordinator!explained!the!goals!of!AfricaFertilizer.org!which!are!to!fill!and!maintain!fertilizer!data,!build!capacity!of!the!Fertilizer!Technical!Working!Group!in!the!area!of!data!collection,!processing,!validation!and!publication.!

!

Fertilizer(definitions,(classifications,(HS(codes,(and(conversions]!the!participants!were!taken!through!the!fertilizer!manual.!The!AFO!Coordinator!explained!different!types!of!fertilizers,!their!compounds,!the!components!in!the!compounds!and!clearly!distinguished!confusing!terminologies.!For!example!the!difference!between!blended!and!granulated!fertilizers.!

Harmonized(system(coding((HS)DHS!codes!(Harmonized!system!codes)!was!defined!to!the!participants.!They!were!also!given!an!explanation!of!how!to!identify!these!codes!and!interpret!them.!

Fertilizer(category(and(use]!Mr.!Patrice!Annequin!had!an!in]depth!discussion!with!the!participants!on!what!fertilizers!were!and!their!difference!from!non]fertilizers.!He!explained!why!ammonium!nitrate!was!not!a!good!fertilizer!for!farming!as!it!was!developed!for!use!in!mining!explosives.!The!key!point!here!was!to!inform!fertilizer!dealers,!the!importance!of!knowing!the!manufacturer,!the!type!of!crops!for!fertilizer!use!and!the!intended!purpose!for!the!fertilizer.!He!also!insisted!that!for!inorganic!fertilizer!it! is! important!to!make!sure!that!the!inscription!on!the!bag!should!be!inside!the!bag,!this!is!not!an!issue!for!organic!fertilizer.!

The'Fertilizer'Resource'Utilization'Account''

The! AFO! Coordinator! explained! and!discussed!with!participants!on!how!best!data!on!fertilizer!consumption!could!be!captured.!He!also!took!the!participants!through! the! formula! for! fertilizer!consumption.! He! clearly! explained! to!the!participants!why! consumption!was!apparent.! In! the! formula,! it! indicates!that;!

Apparent! consumption! in! this! is!assumed!the!opening!stock!and!closing!stock!remain!more!or!less!unchanged.!!

!ISSUES!DISCUSSED!Participants!discussed!the!challenges!facing!fertilizer!statistics.!The!quality!of!data!was!among!some!of!the!challenges!discussed.!It!was!evident!that!there!were!a!lot!of!inaccurate!data!on!volumes!before!or! after! conversion! to!MT,! inaccurate! description! of! fertilizer! product,! nutrient! contents,! etc.! The!problem!with!accuracy!and!reliability!of!this!data!was!among!the!issues!discussed.!This!information!varied!across!manufacturers!and!importers.!

It!was!explained!to!the!participants!how!data!on!fertilizer!utilization!was!inadequate.!It!was!also!noted!that! the! main! source! of! fertilizer! data! came! from! importers,! exporters! and! Agro]! dealers! e.g.!distributors.!There!was!a!need!for!accurate!data!to!be!provided!by!these!stakeholders,!it!was!therefore!important!to!engage;!

•! Fertilizer!importers!and!dealers!to!share!accurate!sales!figures!•! Agree!on!the!preferred!periodicity!of!data!collection!and!validation!•! Validation!of!consumption!data!by!FTWG!

The!Coordinator!(AFO)!made!a!presentation!of!production,!import!and!export!data!till!2012.!!

There! was! also! a! discussion! on! the! existing! and! missing! data! as! well! as! presentation! of!AfricaFertilizer.org!surveys!on!consumption.!He!mentioned!ASYCUDA!(Automated!System!for!Custom!Data),!a!database!system!used!by!TRA!to!enter!data.!!

The! representative! of! the! EAC/RegionSTAT,! Mr.! Marco! Gambamala! made! a! suggestion! to! the!facilitator!to!take!the!participants!through!the!process!of!validating!data!so!that!each!FTWG!member!would!be!able!to!validate!data.!

There! is! no! tool! and!methodology! to! estimate! the! fertilizer! demand! for! the! next! season! per! the!producer’s!response!to!Mr.!Patrice!Annequin’s!inquiry.!

It!was!suggested!that,!price!data!can!be!collected!on!fertilizer,!seeds!and!pesticides!and!these!data!must!be!clearly!explained.!E.g.!price!for!DSM!and!price!to!centers.!

In!the!case!of!data!on!prices,!Kenya!promised!to!share!the!methodology!and!format!used.!
