1 INTRODUCTION
This investigation was carried out on the instructions of Royal Haskoning DHV (the Engineer)
on behalf of Tarmac (the Client).
The purpose of the work was to investigate ground conditions to determine the geotechnical
parameters of the site and to provide information on potential risks to human health and
controlled waters.
The work included an intrusive investigation, laboratory testing and the preparation of this
report, which contains a description of the site and the works carried out, the exploratory hole
logs, in-situ and laboratory testing results.
The ground investigation has been carried out using intrusive ground investigation techniques in
general accordance with the recommendations of BS5930: 1999 Code of Practice for Site
Investigations (including Amendment A2, 2010). Whilst every attempt is made to record full
details of the strata encountered in the exploratory holes, techniques of hole formation and
sampling will inevitably lead to disturbance, mixing or loss of material in some soils and rocks.
A comprehensive desk study, other than an inspection of geological maps, has not been
requested or undertaken as part of this investigation. Nor has a Preliminary Risk Assessment
been completed by Structural Soils Limited.
All information given in this report is based on the ground conditions encountered during the site
work, and on the results of laboratory and field tests performed during the investigation.
However, there may be conditions at the site that have not been taken into account, such as
unpredictable soil strata, contaminant concentrations, and water conditions between or below
exploratory holes. It should be noted that groundwater levels, gas concentrations and gas flows
usually vary due to seasonal, atmospheric and/or other effects and may at times differ to those
measured during the investigation.
This report was prepared by Structural Soils Limited for the sole and exclusive use of Tarmac in
response to particular instructions. Any other parties using the information contained in this
report do so at their own risk and any duty of care to those parties is excluded. No liability will
be accepted after a period of 6 years from the date of the report.

2 SITE DESCRIPTION
2.1 Location and Topography
The site is located to the south-east of Welwyn Garden City, Hertfordshire; immediately south of
Cole Green Lane and adjacent to Holwell Hyde Lane (see Site Location Map in Appendix A).
The site is situated to the west of B. P. Mitchell’s aggregate processing yard and is bounded to
the north and east by Cole Green Way, which forms part of National Cycle Route 61. The British
National Grid Reference of the site is TL 263 117.
Vehicular access to the site is gained through a locked gate on Holwell Hyde Lane. A public
footpath also originates at this point. The site is approximately 5.9 hectares in size (see
Exploratory Hole Location Plan in Appendix A) and is set at an average elevation of 80.8m
above Ordnance Datum.
Historically, the site was utilised as a landfill site, with landfill operations ceasing in the 1980s.
At the time the investigation took place, the site consisted of an open grassed area which slopes
gently downwards towards the south-west. Several methane venting pipes have been installed
around the site from previous works that have been undertaken. There are a number of natural
drains which cross the site, one of which runs adjacent to Holwell Hyde Lane. There is also a
fishing lake situated just beyond the south west corner boundary of the site.
The site is currently used as an informal public space and is utilised mainly by dog walkers.
2.2 Geology
Information on the geology of the site was obtained from the following sources published by the
the British Geological Survey (BGS):
BGS survey map (sheet 239, scale 1:50,000 published 1978).
The BGS digital geology map, which utilises the most up to date names for geological
units (www.bgs.ac.uk/data).
The BGS Lexicon of Named Rock Units, which provides typical descriptions for most
geological units (www.bgs.ac.uk/lexicon).
The site is shown to be underlain by the following descending sequence of strata:

3 FIELDWORK
3.1 Scope of Works
The following works were completed between 23rd
November and 21st December 2015 at
locations shown on the Exploratory Hole Location Plan in Appendix A:

The exploratory holes typically encountered the following descending sequence of soils: Made
ground (clay capping and landfill material) underlain by gravelly clay, above gravel and chalk.
The scope of investigation and choice of investigation equipment was decided by Royal
Haskoning DHV in consultation with Structural Soils Ltd. Sampling and in-situ testing details
were specified by Royal Haskoning DHV.
As the site was classified as a “Red Site” by the British Drilling Association (BDA), appropriate
health and safety measures were employed during the site works. These measures included a
decontamination unit, aquifer protection in the boreholes, use of appropriate respiratory PPE and
disposable Tyvek overalls when sampling landfill materials, personal gas alarms and the use of
impermeable membranes at the exploratory positions.
The positions were selected by Royal Haskoning DHV, set out by Structural Soils Ltd. and
adjusted where necessary to take account of buried or overhead services, or other restrictions
The exploratory holes were logged by an engineer in accordance with the recommendations of
BS5930: 1999 (Amendment A2, 2010, which incorporates the requirements of BS EN ISO
14688-1, 14688-2 and 14689-1), and CIRIA Report C574 Engineering in Chalk. Detailed
descriptions, together with relevant comments, are given in the logs included in Appendix B.
Prior to the commencement of any exploratory hole or intrusive test, all positions were checked
for buried services by a specialist utility surveyor using a cable avoidance tool (CAT), signal
generator (‘genny’), and ground penetrating radar (GPR).
Inspection pits were hand dug at exploratory locations where noted on the relevant exploratory
hole logs.

On completion of the works, a survey of the exploratory hole locations was undertaken using
specialist Global Positioning System (GPS) equipment. The coordinates of each exploratory
hole were measured relative to British National Grid, and the level relative to Ordnance Datum.
These are shown on the exploratory hole logs contained in Appendix B which have been printed
with a reduced level column.
3.2 Cable Percussion Boreholes
The boreholes were drilled using a cable tool percussion drilling rig and were 300mm in
diameter, reducing to 150mm diameter when through the landfill material. Aquifer protection
measures were employed during drilling in the form of bentonite sealing plugs installed at the
base of the landfill material. The final depths of the boreholes were between 15.50m to 28.50m.
Small and bulk disturbed soil samples were taken from the boreholes at regular intervals.
100mm diameter undisturbed samples were also recovered from suitable strata within the
boreholes in accordance with BS EN ISO 22475-1. These samples were recovered using a thin
walled UT100 sampler.
Standard Penetration Tests (SPT) were carried out at specified intervals (see In-Situ Testing,
below).
Drilling equipment was jet-washed between boreholes at a specified location agreed with Royal
Haskoning DHV to help prevent cross contamination between boreholes.
3.3 Trial Pits
Machine dug trial pits were excavated using a wheeled mechanical excavator and were
approximately 2.50m x 0.60m in plan and up to 4.50m deep.
Small and bulk disturbed soil samples were taken from the trial pits at regular intervals. Water
samples were taken at each water strike. Hand vane and/or hand penetrometer tests were carried
out in the cohesive strata (within the pit where safe to do so, else on excavated material).
As with the boreholes, the excavator was also jet-washed to help prevent cross contamination.
3.4 Backfill, Monitoring Wells and Installations
Upon completion, 50mm diameter gas/groundwater monitoring wells and were installed in the
exploratory boreholes, the design having been decided by Royal Haskoning DHV. The
installation details are shown on the exploratory hole logs in Appendix B.

Upon completion, the trial pits were backfilled with arisings, compacted in layers by the
excavator bucket. Excess arisings that could not be placed back into the trial pits were
stockpiled on an impermeable membrane and covered over pending further waste classification
assessment on the agreement of Royal Haskoning DHV and Tarmac. This stockpile was fenced
off to prevent access by members of the public and any wildlife present on site.
3.5 Chemical Contamination Sampling
Samples for contamination testing were taken from the exploratory holes by a Royal Haskoning
DHV geoenvironmental engineer present on site during the site works.
Water samples were also taken from the monitoring wells by Royal Haskoning DHV.
All samples were placed in appropriate contamination sample containers that were supplied by
the laboratory. Containers for volatiles testing of soil samples were filled to capacity. Any
water sample containers (with preservatives where required) were filled to capacity to minimise
volatilisation. All samples were then kept in cool boxes with ice packs and were transported to
the laboratory under Chain of Custody documentation, as promptly as possible to maintain
sample integrity.
3.6 In-Situ Testing
Standard Penetration Tests (SPT) were carried out in the exploratory holes, where noted in the
preceding sections, in accordance with BS EN ISO 22476-3 using a hammer which had been
calibrated for efficiency. The calibration certificate is included in Appendix C. Seating drives
have been recorded in increments of 75mm in accordance with recommended UK practice.

The SPT N-values are reported on the exploratory hole logs, on which the serial number of the
hammer used is recorded. The full results are presented in tabular format on the Summary of
Standard Penetration Tests in Appendix C, on which the normalised N60 values are also reported,
which are the equivalent N-value for a hammer delivering 60% of the theoretical drop energy.
Plots showing both N and N60 values versus depth and versus elevation are also included.
Where 50 test blows failed to achieve 300mm of penetration, the SPT N-value equivalent to that
for 300mm of penetration has been extrapolated and reported on the exploratory hole logs using
the guidance contained in CIRIA Report The Standard Penetration Test (SPT) - Methods and
Use (1995).
3.7 Monitoring and Post Fieldwork Environmental Sampling
Gas concentrations and groundwater levels were recorded in the monitoring wells by Royal
Haskoning DHV during the site works.
A single round of post-site work gas and groundwater monitoring was completed by Structural
Soils Ltd at the request of Royal Haskoning DHV on 8th
January 2015.
An infrared gas meter was used to measure concentrations of carbon dioxide (CO2), methane
(CH4) and oxygen (O2) in percentage by volume. Initial and steady state concentrations were
recorded. An integral flow meter was used to measure borehole flow rates (initial and steady
state) in litres per hour (l/hr). In addition the atmospheric pressure before and during monitoring,
together with the weather conditions were recorded. The results together with the temporal
(weather) conditions are tabulated in Appendix F.
The monitoring results are presented as follows: -
1(1): Gas flow within the monitoring well recorded in l/hr.
1(2): CO2, CH4, O2 and Lower Explosive Limit (LEL) concentrations in %.
1(3): Water level within the monitoring well.
The bracketed number signifies the order in which the readings were collected from the
installation.
At the time of writing, any future monitoring visits to the site are to be completed by Royal
Haskoning DHV.

4 LABORATORY TESTING
Samples for potential geotechnical testing were returned to Environmental Scientifics Group Ltd,
a UKAS accredited laboratory. Samples collected by a Royal Haskoning DHV
Geoenvironmental Engineer for potential contamination testing were sent directly from site to
Alcontrol Limited, an MCERTS and UKAS accredited chemical testing laboratory.
Geotechnical and contamination laboratory tests were scheduled by Royal Haskoning DHV.
4.1 Geotechnical Laboratory Testing
Geotechnical laboratory testing was generally carried out in accordance with BS1377: 1990,
Methods of Test for Soils for Civil Engineering Purposes, Parts 1 to 8. The number of tests
completed and the test methods used are summarised below. Where non-standard procedures
have been undertaken, this is recorded on the report sheet.

4.2 Contamination Testing
Samples for contamination testing were collected and processed by Royal Haskoning DHV.
Royal Haskoning DHV confirmed the presence of asbestos fibres and asbestos containing
material within the landfill material during the site works period.

The only contamination testing completed by Structural Soils Ltd. was for waste classification
purposes to facilitate the removal of excess spoil from the site. These samples were sent to
Envirolab Limited, a sister company of Structural Soils Limited and an MCERTS and UKAS
accredited chemical testing laboratory. The contamination testing carried out is summarised in
the following table. The results are included as Appendix E of this report, and include details of
the test method used.

For samples with Matrix Codes 1 - 6 natural stones and brick and concrete fragments >10mm are removed or excluded from the sample prior to analysis and reported results corrected to a whole sample basis. For samples with Matrix Code 7 the whole sample is dried and crushed prior to analysis. Notes - General
This report shall not be reproduced, except in full, without written approval from Envirolab. Subscript "A" indicates analysis performed on the sample as received. "D" indicates analysis performed on the dried sample, crushed to pass a 2mm sieve, unless asbestos is found to be present in which case all analysis is performed on the sample as received. All analysis is performed on the dried and crushed sample for samples with Matrix Code 7 and this supersedes any "A" subscripts. All analysis is performed on the sample as received for soil samples which are positive for asbestos and/or if they are from outside the European Union and this supercedes any "D" subscripts. Superscript "M" indicates method accredited to MCERTS. If results are in italic font they are associated with an AQC failure. These are not accredited and are unreliable. A deviating samples report is appended and will indicate if samples or tests have been found to be deviating. Any test results affected may not be an accurate record of the concentration at the time of sampling and, as a result, may be invalid. TPH analysis of water by method A-T-007 Free and visible oils are excluded from the sample used for analysis so that the reported result represents the dissolved phase only. Asbestos in soil Asbestos in soil analysis is performed on a dried aliquot of the submitted sample and cannot guarantee to identify asbestos if present as discrete fibres/fragments. Stones etc. are not removed from the sample prior to analysis. Quantification of asbestos is a 3 stage process including visual identification, hand picking and weighing and fibre counting by sedimentation/phase contrast optical microscopy if required. If asbestos is identified as being present but is not in a form that is suitable for analysis by hand picking and weighing (normally if the asbestos is present as free fibres) quantification by sedimentation is performed. Where ACMs are found a percentage asbestos is assigned to each with reference to 'HSG264, Asbestos: The survey guide' and the calculated asbestos content is expressed as a percentage of the dried soil sample aliquot used. Predominant Matrix Codes: 1 = SAND, 2 = LOAM, 3 = CLAY, 4 = LOAM/SAND, 5 = SAND/CLAY, 6 = CLAY/LOAM, 7 = OTHER, 8 = Asbestos bulk ID sample. Samples with Matrix Code 7 are not predominantly a SAND/LOAM/CLAY mix and are not covered by our BSEN 17025 or MCERTS accreditations. Secondary Matrix Codes: A = contains stones, B = contains construction rubble, C = contains visible hydrocarbons, D = contains glass/metal, E = contains roots/twigs.
