The inial response by city council to the preliminary inquiry wasn’t “yes,” it was “heck yes.” Alpha Reclaim Technology approached Cardenas earlier in 2012 about the treated water that the city pumps into the Medina River. With the need for water used in the fracking boom south of Bandera County, Alpha will set up storage tanks at the city’s sewer plant and then transport water, presumably by tanker truck, to where it’s needed. Cardenas said the city has a permit to pump its treated effluent into the Medina River. Alpha would pay for any new permits required. “They want to buy 100 percent of our effluent,” Cardenas said. “Our treatment (of the effluent) is all they need. We meet TCEQ (Texas Commission on Environmental Quality) requirements (on the effluent).” Bandera isn’t the only city Alpha has contacted. “They’ve contacted Poteet, Jourdanton and Beeville,” Cardenas said. Cardenas said the city’s plant produces 123,000 to 150,000 gallons of water daily. The road to the sewer plant would have to be paved to accommodate the trucks. “Council could ask them to pave it,” Cardenas said. James Hannah expressed concerns about area springs that might dry up with the effluent leaving the Medina River basin. Councilmember Binky Archer said money earned could be put back into the city’s waste water budget. An oil fracking company wants to buy the city sewer’s effluent water, Bandera City Manager Mike Cardenas told the Bandera City Council Aug. 16.

The initial response by city council to the preliminary inquiry wasn’t “yes,” it was “heck yes.”

Alpha Reclaim Technology approached Cardenas earlier in 2012 about the treated water that the city pumps into the Medina River. With the need for water used in the fracking boom south of Bandera County, Alpha will set up storage tanks at the city’s sewer plant and then transport water, presumably by tanker truck, to where it’s needed.

Cardenas said the city has a permit to pump its treated effluent into the Medina River. Alpha would pay for any new permits required.

“They want to buy 100 percent of our effluent,” Cardenas said. “Our treatment (of the effluent) is all they need. We meet TCEQ (Texas Commission on Environmental Quality) requirements (on the effluent).”

MESSAGE FROM THE PRESIDENTAs I am writing this letter, we have recently received some much needed rain. The aquifer has risen about 10 feet. Here in San Antonio, the rain, conservation and the innovative ASR facility has provided the resources to prevent Stage III watering restrictions. Being in the profession that we are in, we are very aware of the water issues in central and south Texas.

We are very fortunate to have such an active and involved TAWWA and WEAT organizations in San Antonio. Much of this credit is due to the past officers and those who have volunteered their time to develop the strong groups that we have today. It has been several months since I have become president but this is my first opportunity to thank everybody in this new letter for the opportunity to be president of the local TAWWA group. I hope that I am able to continue and build on what others have started.

Speaking of strong organizations, did you hear about the outstanding success of our recent Summer Seminar and Water for People Golf Tournament? That success is due to the many volunteers and sponsorships that everyone is so willing to provide. However, no matter how successful we have been in the past, we still need your support as we move forward. Hopefully, we will finish the year with a successful Basura Bash, YP Seminar and Scholarship Dinner. If you have not yet gotten involved, do it now!

We are all fortunate to be in the water/wastewater profession that we are in and to serve the people in our community. We are all involved in some manner in designing, building and/or operating systems that provide some of the basic necessities of life. Let’s all work together to keep our professions and local organizations strong.

Dr. Danny Reible holds a Ph.D. Chemical Engineering from the California Institute of Technology. He is Director of the Center for Research for Water Resources at the University of Texas, and also serves as Environmental and Water Resources Coordinator, and as a professor of Civil Engineering at the University.

YP WMbA Social/Fundraiser SILvER STARS vS NEW YORK LIBERTY GAME

TAWWA/WEAT YP’s attended the Silver Stars vs New York Liberty WMBA/Fundraiser game on September 18th, supporting the Dodson Drive. About 10 TAWWA/WEAT members and were in attendance to watch the game, with the Silver Stars winning 70 to 63. More importantly, the group was able to raise over $150 for the Dodson Drive — which strives to advance the skills of our young members through its support of State YP representatives at the national YP Summit. Water for People NewsThe local Water For People Committee has been very busy this year. Soon after wrapping up a very successful Silent Auction at Texas Water, the committee was provided an opportunity to sponsor a booth at the Annual Conference of the Association of Water Board Directors – Texas. The conference was in San Antonio, July 19 – July 21. The booth display was reserved and the call went out on July 13 – merely a week to get the 3 days filled. But the passionate committee members stepped up and were able to have volunteers at the booth the entire conference. The volunteers were: Hilma Perez, Adam Conner, Amy Middleton, Lyn Pitman, Josh Marazzini, Marisa Vergara, Steve Renneker, Greg Swoboda, Rob Cullwell Tommy Klein, and Jonathan Vorheis.

The national office of Water For People sent their professional display. That display, along with all the volunteers, drew crowds who have never heard of the organization, and the committee was able to collect around $800 in donations. San Antonio should be proud of itself for stepping up in short order and helping out this valuable organization.

2012 TAWWA & WEAT 2nd Annual Summer Seminar

With over 125 attendees, the 2nd Annual San Antonio Summer Seminar was again an overwhelming success, which took place on August 10th, 2012. The breadth of technical and informational subjects covers was a significant draw for most attendees throughout South and Central Texas. Topics covered in the full-day seminar ranged from Nutrient Regulations for Texas and San Antonio Water System (SAWS) Long-term Water Plan to Pipe Bursting.

The Seminar was honored to have an Opening Session from Steve Clause, the COO and VP of the SAWS. He accepted a check for $500 on behalf of Project Agua, a program at SAWS that provides water bill payment assistance to customers who are having difficulty paying their water bill. The check was issued in appreciation to SAWS for providing the facilities for the Seminar free of charge. Other benefactors of the seminar included the scholarship fund for both the the San Antonio Area Chapter of the American Water Works Association (AWWA) and the Water Environment Association of Texas (WEAT). The audience was again enamored with a very thought-provoking closing session form Kelly Neumann, Sr. Vice President at SAWS. Stay tuned to WEAT for upcoming information for the 2013 San Antonio Summer Seminar!
