Title Harmonization of Airworthiness Standards – Fire Extinguishers and Class B and F Cargo
Compartments (7 pages, in English)
Contents
The FAA is amending certain airworthiness regulations for transport category airplanes by
upgrading fire safety standards for Class B cargo compartments; establishing fire safety
standards for a new type of cargo compartment, Class F; and updating related standards for
fire extinguishers. This amendment is based on recommendations from the Aviation
Rulemaking Advisory Committee (ARAC) and the National Transportation Safety Board
(NTSB), and the changes address designs for which airworthiness directives (ADs) have
been issued by both the FAA and the French civil aviation authority, Direction
G[eacute]n[eacute]rale de l'Aviation Civile (DGAC).
This amendment eliminates certain regulatory differences between the airworthiness
standards of the FAA and the European Aviation Safety Agency (EASA), without affecting
current industry design practices. These changes ensure an acceptable level of safety for
these types of cargo compartments by standardizing certain requirements and procedures.

Title Regulations Amending the Motor Vehicle Safety Regulations (Standard 226) (11 pages,
available in English and French)
Contents
The proposed Regulations would align with the United States regulations, i.e. Federal Motor
Vehicle Safety Standard No. 226 (FMVSS 226), by incorporating by reference Technical
Standards Document No. 226 Ejection Mitigation (TSD 226). As a result, vehicles under a
gross vehicle weight rating of 4 536 kg, other than convertibles, would be required to have
side curtain air bags that would remain inflated for six seconds and protect occupants in the
event of a rollover. It is also proposed that exemptions would be allowed, under certain
circumstances, for altered vehicles that have the roof modified, have a fixed security
partition, or have been modified to accommodate a disabled person.
Motor vehicle manufacturers and importers are responsible for ensuring compliance with the
requirements of the Motor Vehicle Safety Act (MVSA) and its regulations. The Department
of Transport monitors the self-certification programs of manufacturers and importers by
reviewing their test documentation, inspecting vehicles, and testing vehicles obtained in the
open market.

Title
Notice to interested parties – Proposal regarding the scheduling of methylphenidate under the
Controlled Drugs and Substances Act and its regulations (2 pages, available in English and
French)
Contents
Methylphenidate is a stimulant currently listed with its salts in Schedule III to the Controlled
Drugs and Substances Act (CDSA). While methylphenidate has some abuse potential,
methylphenidate is also used in the treatment of Attention Deficit Hyperactivity Disorder
(ADHD) and narcolepsy. In recent years, there has been a significant increase in the
emergence of new psychoactive substances which mimic the effects of controlled substances
but which are created to circumvent existing drug legislation. Several substances related to
methylphenidate have been identified as new psychoactive substances with similar effects to
methylphenidate, but with no approved therapeutic uses. Health Canada is proposing to
amend Schedule III to the CDSA by expanding the listing of methylphenidate and its salts to
include its derivatives, isomers, and analogues, as well as salts of the derivatives, isomers
and analogues. Activities with methylphenidate and its salts are authorized under Part G to
the FDR, where they are scheduled as controlled drugs. However, as the derivatives, isomers
and analogues of methylphenidate (as well as salts of derivatives, isomers and analogues)
have no approved therapeutic uses, Health Canada is proposing to list them under Part J to
the FDR. Research or scientific use of these substances could be authorized under Part J of
the FDR.

Title Approval of American Society of Mechanical Engineers' Code Cases (19 pages, in English)
Contents
The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its regulations to
incorporate by reference proposed revisions of three regulatory guides (RGs) which would
approve new, revised, and reaffirmed Code Cases published by the American Society of
Mechanical Engineers (ASME). This proposed action would allow nuclear power plant
licensees, and applicants for construction permits, operating licenses, combined licenses,
standard design certifications, standard design approvals and manufacturing licenses, to use
the Code Cases listed in these draft RGs as alternatives to engineering standards for the
construction, inservice inspection, and inservice testing of nuclear power plant components.
These engineering standards are set forth in ASME Boiler and Pressure Vessel Codes and
ASME Operations and Maintenance Codes, which are currently incorporated by reference
into the NRC's regulations. The NRC is requesting comments on this proposed rule and on
the draft versions of the three RGs proposed to be incorporated by reference. The NRC is
also making available a related draft RG that lists Code Cases that the NRC has not
approved for use. This draft RG will not be incorporated by reference into the NRC's
regulations.

In this document, the Federal Communications Commission (Commission) proposes to
amend its rules to improve the quality of the geographic location and other data submitted
for fixed white space devices operating on unused frequencies in the TV Bands and, in the
future, the 600 MHz Band for wireless services. The proposed rules would eliminate the
professional installer option for fixed white space devices and require that each fixed white
space device incorporate a geo-location capability to determine its location, and would
provide options to accommodate fixed white space device installations in locations where an
internal geo-location capability is not able to provide this information. These proposals will
improve the accuracy and reliability of the fixed white space device data recorded in the
white space databases and assure that the potential to cause interference to protected services
is minimized.

Contents
NMFS issues this interim final rule to revise regulations implementing the Dolphin
Protection Consumer Information Act (DPCIA) to enhance the requirements for
documentation that demonstrates the accuracy of dolphin-safe labels on tuna products. This
interim final rule: (1) modifies the provisions of the regulations (referred to hereafter as the
"determination provisions") under which the NMFS Assistant Administrator (Assistant
Administrator) may require proof of an observer certification if the Assistant Administrator
determines that a fishery has a regular and significant association between dolphins and tuna
and/or has a regular and significant mortality or serious injury of dolphins, to apply equally
to purse seine and other gear-type tuna fisheries; (2) provides that a government certificate
validating the catch documentation, segregation, and chain of custody may be required for
tuna produced from a fishery about which the Assistant Administrator has made a
determination under the determination provisions; (3) restructures NOAA regulations such
that they now provide for one straightforward certification regarding intentional deployment
and mortality/serious injury for all fisheries that produce tuna that is potentially eligible for
the dolphin-safe label; (4) modifies the Fisheries Certificate of Origin (FCO) to require
captains to complete a training for certifications that must accompany the FCO; (5) enhances
chain of custody tracking requirements for tuna and tuna product; and (6) makes several
non-substantive modifications to the regulations. This interim final rule brings the United
States into compliance with its obligations as a Member of the World Trade Organization
