– Preparation of final Business Plan• comments made by TCFM will be discussed,• relevant changes agreed and made,• final Business Plan submitted, and• approval and sign-off by 5 November 2004.

– Preparation of final Implementation Plan• comments made by TCFM will be discussed,• relevant changes agreed and made,• final Implementation Plan submitted for approval, and• sign-off on third (final) payment by 17 December 2004.
