Lookin at Lucky (Smart Strike) became the first of the conditioner=s four winners in the span of five years in 2010, and American Pharoah (Pioneerof the Nile) will look to do the same when he faces a half- dozen seemingly overmatched foes in the final local prep for the $1-million GI Arkansas Derby Apr. 11. But whereas Lookin at Lucky arrived in Hot Springs a seasoned 3-year-old off a six-race juvenile campaign, American Pharoah joins Sakima, by 2007 Rebel winner Curlin, as the field=s least-experienced entrants with just three races under their belt. But his two victories have been much faster than anything else any of his rivals have put up, and moreover, he seems to have a significant tactical advantage this weekend as the lone apparent speed of the race. While Harry Rosenblum=s big shooter Far Right (Notional) is waiting for the Racing Festival of the South, he will take a crack at American Pharoah with Sakima, though the chestnut has never crossed the wire first in his three starts. Tapit Twosome Draw Rail at Oaklawn

The Steve Asmussen-trained duo of Winchell Thoroughbreds’ champion 3-year-old filly and GI Breeders’ Cup Distaff victrix Untapable (Tapit) and Tapiture (Tapit) both drew the rail for their respective returns to the races Saturday at Oaklawn Park. Untapable’s biggest challenge in the GII Azeri S. could come from another daughter of Tapit in the form of Shadwell’s TDN Rising Star Mufajaah, while Tapiture, the 119-pound highweight in the GIII Razorback H., will have to deal with the likes of Ride On Curlin (Curlin).

MY MISS SOPHIA WORKS TOWARDS RETURNby Jessica Martini The 2014 GI Kentucky Oaks runner-up My MissSophia (Unbridled=s Song), who sold for $2.15 millionat the Fasig-Tipton November sale last year, continuesto progress towards her 4-year-old campaign for newtrainer Bill Mott. The chestnut filly turned in a best-of-12 five-furlong work at Payson Park Tuesday in1:02.00. It was her fourth work since joining Mott=s

Florida base inJanuary. AShe is starting togo through thetraining process ofgetting fit,@ saidMott, who trainsthe filly for JonClay=s Alpha DeltaStables. AShe=sdoing fine.@ While no specificrace has beendetermined for thefilly=s return, Mottsaid, AHopefully

she=ll be close to being ready to run in a month=s time.@ Racing for Mathis Stable and trainer Todd Pletcher,My Miss Sophia won last year=s GII Gazelle S. beforefinishing second behind Untapable (Tapit) in theKentucky Oaks. She has not started since finishing fifthin last year=s Lady=s Secret S. at Monmouth Park, buther half-brother Materiality (Afleet Alex) was in theheadlines recently when tabbed a ATDN Rising Star@after an authoritative score in Gulfstream Park=sIslamorada H.

FLAT STARS SPARKLE AT CHELTENHAMBy Emma Berry He=s won Classics in Britain, Ireland, America andItaly, not to mention two Melbourne Cups; but, likemany in Irish racing, Dermot Weld can=t resist a tilt atsome of jump racing=s biggest prizes, and his trainingskills were demonstrated once more at Cheltenhamwith the rousing victory of Windsor Park (Ire) (Galileo{Ire}) in the G1 Neptune Investment ManagementNovices= Hurdle. Owned by Dr. Ronan Lambe--who last year tastedCheltenham glory with the Weld-trained SilverConcorde (GB) (Dansili {GB}) in the Champion Bumper

as well asCheltenham GoldCup hero LordWindermere (Ire)(Oscar {Ire})--the6-year-old has wonhis only two startsunder Flat rules andmay yet be seenback under thatcode this summer. Weld, who trainssix jumpers

alongside his Flat string on the Curragh, said, AHe's avery versatile horse. He raced five times last year andwon five times. He has done everything right and he's ajoy to train. He could be entered for the [G1] Gold Cup[at Ascot] and we will review it--today was the daythough. We probably first thought of this a year ago. It's a unique atmosphere, a unique occasion and I amvery fortunate to win here.@

Cheltenham Festival cont.

While Dr. Lambe countered that the Ascot Gold Cupcould be aiming a little high for Windsor Park, onpedigree he has every reason to be considered forclassy contests on the level, for not only is he a son ofthe champion sire but his dam, Blissful (Mr Prospector),is a sister to GI Kentucky Derby winner FusaichiPegasus. His trainer added, "He's a very nice young horse, hopefully he has many years to come and will be alovely dual-purpose horse. He's a stayer with speed andI think he'll want two miles on the Flat. We'll see wherewe go. Punchestown will be a logical progressionalthough there are a couple of Flat conditions races thatwe could look at. He could go chasing in the future, hecould be a World Hurdle horse next year or he couldstay on the Flat--he's pretty adaptable.@ Sadler=s Wells and his sire sons have long producedhigh-profile jumps winners, but proving that he=s not tobe outdone by his Flat championship rival Galileo isDubawi (Ire), who gained a first major CheltenhamFestival success on Wednesday via his son DodgingBullets (GB) in the G1 Queen Mother Champion Chase.

The race was arguably the most hotly anticipatedcontest of the week, featuring as it did the previoustwo winners, Sire De Grugy (Fr) (My Risk {Fr}) andSprinter Sacre (Fr) (Network {Ger}). Neither had enjoyeda clear run into this year=s contest, however, and beforethe field even turned for home both horses were beingdriven to stay in contention while Dodging Bullets, coming into the race on the back of two Grade 1victories over fences, cruised ominously under SamTwiston-Davies. Jumping the final two obstacles intandem with long-time leader Special Tiara (GB) (KayfTara {GB}), the 7-year-old fended off a last-gaspchallenge from the admirable veteran Somersby (Ire)(Second Empire {Ire}) to gain the second of three winson the day for champion trainer Paul Nicholls and animportant feature-race victory for Britain.

Adding a little sparkle to the winner=s enclosure wasDodging Bullets= breeder, Frankie Dettori, who hadentered fully into the Cheltenham spirit by donning abrown trilby and three-piece suit. The leading Flatjockey was full of praise for his jumping counterpartSam Twiston-Davies as he embraced him post-race anddeclared he had given the winner the perfect ride. ASam was very tactically astute and saved ground allthe way. The horse jumped like a stag and was gutsyall the way to the line--it was just so exciting towatch,@ said Dettori, who partnered Dodging Bullets=sire in all bar one of his eight starts, including the G1Irish 2000 Guineas. He continued, AI have to admit I was pretty nervous. Iwatched the race with his owners and my legs felt likethey were shaking a little bit as I came down the stairs. This horse was bred to win a Derby but he wasn=t verycorrect. He was sold pretty cheaply as a yearling buthe=s more than made up for it now.@ The 8,000gns Tattersalls December Sale purchase, who is out of the unraced Kris S. mare Nova Cyngi, won twice on the Flat for trainer Andy Oliver beforebeing sold privately to his current syndicate, whichincludes former British Horseracing Authority chairmanMartin Broughton. Cheltenham Festival cont. After two days of the Festival, Ireland still holds theadvantage with eight wins to Britain=s six. AnotherGrade 1 success for Willie Mullins with Don Poli (Ire)

(Poliglote {GB}) inthe RSA Chasebrought up the firstpart of a double forthat horse=s owner,Ryanair bossMichael O=Leary ofGigginstown HouseStud, which wascompleted byRivage d=Or (Fr)(Visionary {Fr}) inthe Glenfarclas

Cross-Country Chase for trainer Tony Martin. Adding to the Nicholls trio of home wins was ascorching success for Moon Racer (Ire) (Saffron Walden{Fr}) in the G1 Weatherbys Champion Bumper--the onlyrace of the meeting which is run on the flat for youngjumps prospects. The David Pipe-trained 6-year-old wasbought for ,225,000 ($335,000) last April, five daysafter making a winning debut in Ireland and he is nowunbeaten in three starts.

Sheikh Fahad In the Hunt for Cheltenham Glory... The St James=s Palace Foxhunter Chase, the mostprestigious event in the amateur jump jockeys= calendarthat is run directly after Friday=s Cheltenham Gold Cup,was given an interesting twist with the announcementthat Sheikh Fahad Al Thani has purchased one of theleading fancies, Current Event (Fr) (Muhtahtir {GB}). The 8-year-old, who was formerly in the care ofBritain=s champion jumps trainer Paul Nicholls, is nowtrained in the point-to-point field by Nicholls= employeeRose Loxton and will carry Pearl Bloodstock=s yellowand blue-starred silks for his appearance at Cheltenhamwith rider Bryony Frost. He will not be the first runnerfor Sheikh Fahad at the Festival, as he formerly ownedthe multiple dual-purpose winner Vulcanite (Ire)(Dubawi {Ire}) prior to the gelding=s sale to JPMcManus. Away from the glare of Cheltenham, Sheikh Fahadhas a significant runner today at Chelmsford City whenhis 2.5 million-guineas yearling purchase Hydrogen (GB)(Galileo {Ire}) lines up for the second start of his careerin the 10-furlong maiden at 6.10 p.m. (GMT, 1:10 p.m.Eastern). "At Woodbine, it=s in our mandate to act in the bestinterests of horse racing and a regular, thoroughexamination of our track surfaces is paramount in that

pursuit,@ said JimLawson, chairman ofthe board of theWoodbineEntertainment Group."We went through anexhaustiveconsultation exercisein our search for thenew main track. It=sclear that Tapeta isthe next generationof horse racingsurfaces that we=ll be

proud to unveil in April of 2016.@ Officials at the Woodbine Entertainment Group beganexploring options to replace the main track in 2014,including a return to a conventional dirt surface, but, after consulting with industry stakeholders for theiropinions, decided on sticking with a synthetic track, albeit a slightly different one. AA surface that will endure racing and trainingthrough hot and cold climate extremes for more thaneight months a year is critical for our horsepeople,@ saidLawson. AWe also considered racing fans andhorseplayers through this process. Field size, thenumber of quality races and wagering on Woodbine=sthoroughbred racing product has grown appreciably inthe synthetic track era. We see those metricscontinuing to improve with the installation of Tapeta.@ Sue Leslie, president of the local Horsemen=sBenevolent and Protective Association, admitted thatthere was no unanimity among members as to the finaldecision, but praised WEG executives for their efforts inthe process. AThe HBPA has appreciated WEG=s regular andtransparent communication with the HBPA=s directorsand its members as Woodbine reviewed options for anew racing surface," Leslie said. "While acknowledgingthat HBPA members were very split on their preferredsurface, we are satisfied that WEG was thorough andopen-minded in its review. The change of surfaceannouncement is a good day for horsepeople and theirhorses.@ Two stakes races, the $125,000 Kingarvie S. and theGIII $150,000 Valedictory S., originally scheduled forDec. 5 and 6, respectively, will be moved up a week toNov. 28 and Nov 29.

Woodbine will join Golden Gate Fields and PresqueIsle Downs as the only North American facilities toconduct main-track racing on Tapeta. Arlington Parkand Turfway Park are the lone remaining venues withPolytrack after the surface was recently removed atKeeneland and Del Mar.

In Sharper Focus cont. Kentuckian=s feet looked just fine Saturday. The sonof the talented Unbridled=s Song mare Forest Musicshowed the way through an opening quarter in :22.54.With his ears flickering back and forth just waiting for acommand from Russell Baze at the top of the stretch,he was hand-ridden down the lane to the easiest ofvictories. Kentuckian, bred in the Bluegrass byStonestreet Thoroughbred Holdings LLC, will be aimedat an entry-level allowance at Santa Anita, according toPorter. This is the first year that Fox Hill has beenrepresented with a West Coast string in California.Hollendorfer trains all four runners, including recent GIIISanta Ysabel S. third-place finisher Glory (Tapit). If he shows that he=s asimpressive as he was in his debut, then we=ll look forsomething better. I like to get two races under their beltbefore we start looking for anything else. He gallopedout extremely strong and Russell [Baze] said that hecould=ve went around again.@ Porter concluded, AThe way he was twitching hisears, you could tell he wanted to do a little bit more. We=re very excited about him. We didn=t beat the besthorses in California, but he got a race under his belt. We=re just hoping that he=s a good one. NTRA Announces Federal Agenda for 2015: Economic issues, along with Internet gaming, immigration and racehorse drug and therapeuticmedication regulation and testing are the issues ofhighest priority in the federal legislative agenda for theNational Thoroughbred Racing Association for the114th Congress, which convened in January. In the previous Congress, the NTRA was able tosecure passage of three bills critical to the horse racingindustry: standardized, 3-year depreciation forracehorses, a bonus depreciation structure whichpermits taxpayers to depreciate 50% of qualifiedproperty in the year it is purchased and placed intoservice (e.g. yearlings and farm equipment); and theexpanded Sec. 179 expense allowance pegged at$500,000 with a $2 million threshold for qualified newor used property purchased and placed in service (e.g.broodmares, racing and stallion prospects).

These provisions were extended for one year in 2014and will be up for renewal in 2015. This year=s federal agenda looks to continue the 3-year-depreciation while seeking to secure a longerextension of this provision along with bonusdepreciation and the current levels for Sec. 179expensing. The modernization of tax withholding andreporting requirements will also feature prominently on

the NTRA agenda in thenation=s capital. Rulescurrently in place do notreflect the modernwagering climate, theNTRA argues. Theorganization is nowapproaching this issue byseeking a clarification ofthe Aamount wagered@from the Department ofTreasury. NTRA believesthat modernizing the waythe IRS calculates theamount wagered toinclude all money bet intoa single pool on a

winning wager would eliminate many of the reportingand withholding tickets and simplify racetrack IRSreporting obligations. AThe NTRA will continue to work with Treasury andits Congressional allies to push for this modernization, which will greatly improve the economics of pari-mutuelwagering for all concerned,@ Waldrop said. AThe NTRAwill be reaching out to all segments of the horse racingindustry, including horseplayers, to coordinate andsolicit comments in support of this important taxclarification.@ Bills regarding medication regulation and testing, likely to include some sort of federal oversight, are alsoexpected to re-emerge in the current Congress. AThe NTRA has taken no position on these bills as our

membership remains divided on the issue of federal orcentral authority over testing for banned substancesand the regulation of therapeutic medications,@ Waldropcommented. AHowever, the association continues toprovide information and data to interested parties andremains committed to achieving consensus on this issue.@
