He says initial testing for the algae had returned results well below the Council’s public health management trigger levels, but to be absolutely sure Council has sent samples to NIWA for testing. In the meantime, Council has switched the supply, by-passing the raw-water reservoir. On Tuesday afternoon (May 17), Mr Bergin said that it would take around 48 hours for the new water to get through the reticulation system and into homes. Mr Bergin says the Council’s water services team is working fast to rectify the problem. He thanks the public for their patience. A Letter to the Editor from J. Perrett that appeared in Tuesday’s Te Awamutu Courier raised concerns over the taste and smell of the town water supply. The decision to grant anymoney at all to the velodromeshould not have been dis-cussed until the due diligencereport commissioned by Wai-kato Regional Council wasreceived.
This was decided by theRegional Council and regionalmayors at a meeting lateApril, which I also attended.
The pre-empting of theagreed process would be seenas giving the velodrome
acceptance and other councilsmay follow.
The Waipa Mayor is amajor supporter and driver ofthe project.
The meeting on May 12 sawCr Dennis Finn move that onemillion dollars be given to thevelodrome project.
A heated discussion fol-lowed and althoughoutnumbered, I personallywouldn’t give one dollar ofratepayers’ money to the
velodrome. It is an elitist sportbuilding a very expensivecomplex on private land.
Four conditions wereadded and the motion waspassed 12 for and 1 against(me).
Cr Laurie Hoverd chairedthe meeting so didn’t vote —an iwi representative was the12th person.
I personally believe alltheir figures are just pie in thesky.
They indicated that 100 newhouses for staff could be builtin Waipa — there’s no guaran-tee one will.
I was so annoyed about theshallow values of some coun-cillors that they could speakour publicly against some-thing, then do a complete Uturn and vote for it.
As an elected official, if youhaven’t got credibility, youhaven’t got anything.

Ensuring conditions enforceablekey to Waipa velodrome funds
The reason that a majorityof councillors voted for a $1Million grant for the Home ofCycling Trust was only afterfour conditions were agreed to.
The only condition reportedin Waipa District Council’smedia release that I agree withis Condition 1, which statesthat Waipa District Councilwill receive and consider theRegional Council’s due dili-gence report.
Condition 2. What on earthdoes the following indicate?‘‘Not adversely differentiateWaipa District ratepayersfrom other ratepayers in theWaikato region.’’ I believe theMayor’s definition in anotherpress release on Saturday ismore accurate. “That Waiparatepayers should not be hit
with a financial doublewhammy. If Waikato RegionalCouncil rated Waipa rate-payers $$1 Million, well there-fore they wouldn’t levy us $$1Million, they would levy usnothing.”
Condition 3. ‘‘The cost ofborrowing to service the grantdoes not impact on existingWaipa District ratepayers.’’
The financial staff estim-ated average yearly cost ofservicing and repaying a $1Million loan would be $83,250per annum over 20 years.
This is based on 25 newhomes being built in Waipa asa direct result of the cyclingcentre. If 25 people are comingto live in Waipa because of thecycling centre why would theybuild a new house. The major-
ity would rent or buy one of themany houses available withthe downturn in the propertymarket. This would result inno income from buildingconsents and no extra rateincreases.
Condition 4. ‘ ‘Thevelodrome development israteable’’.
Councillors were emphaticthat the Home of Cyclingshould be rated. Staff haveadvised us that changes to ourDistrict Plans must be made toensure that we can guaranteethere is no remission orpostponement of rates or dis-cretionary grants used for thepurpose of zero rates. Also thatthey did not avoid rates on theproperty under any othername such as Bike New Zea-
land, St Peters School or Homeof Cycling Trust.
Interesting statistics forWaipa citizens are:
Submissions from peopleoutside Waipa District whosupported ratepayer fundingwere 850.
Submissions from Waipapeople for ratepayer fundingwere 305.
Submissions from Waipapeople against the fundingwere 200.
A final decision is still to bemade at Council’s StrategicPlanning and Policy Commit-tee’s meeting on June 14 andthen adopted on June 28.

Sequins, dancing shoes and daring moves addeda bit of razzle-dazzle to Te Awamutu’s ASB Stadiumwhen it hosted the Waikato Ceroc Dance Cham-pionships on Saturday.
Competition organisers and Addiction DanceCeroc teachers William and Tina Karl say about400 competitors and spectators came from as faraway as Christchurch for the champs.
“It was the biggest event we’ve put together andit was a great turnout.”
Mr Karl says Ceroc is modern partner dancing.“The footwork is simplified and can be danced

Competitors entered categories ranging fromBeginners to Advanced, Dance with a Stranger,Battle of the Sexes and Teams.
Local competitor Una Taylor says she enteredthe ‘Dance with a Stranger’ category as a spontane-ous way of testing how she could connect with herpartner, how to follow and how the man leads.
“It was a great way of taking my dancing up tothe next level.”
Te Awamutu dancers Dominic Yuen, KarenCave and Mary Southall were part of the AddictionDance Beginner Team who won first place in theBeginner teams event.
Addiction Dance’s Intermediate/Advancedteam - which included Te Awamutu dancers ChazNaera, Bronte Gibson, Sheryl Patterson and UnaTaylor - placed second.
“They put in a lot of effort and got out what theyput in,’’ says Mr Karl.
Gary Watene (Addiction Dance) came second inthe beginners ‘Dance with a Stranger’ category andsecond in Beginner Freestyle with dance partnerTina Bunn (Addiction Dance).
William and Tina Karl took away the Choreo-graphy trophy, however, the highlight of the showfor the duo was the ‘Advanced Spotlight’ competi-tion.
Six of the top dancers positioned themselves onred velvet chairs where men sat on one side andwomen on the other. Names were pulled out of a hatand each couple danced for first placing.
“It was like a night at the Oscars, they were justgoing for it.”
Mr Karl says because of the national interest inthe event Te Awamutu is now ‘famous’ in the dancescene.
“We appreciate how far people travelled for theevent and the dancers were top class. Te AwamutuEvents Centre is happy for us to return again nextyear.’’

Puppy walkers are sought for two labrador pupswhich will go on to provide assistance for children withdisabilities.
Ngutunui resident Julie Hancox, who was formerly aguide dog trainer with the Blind Foundation, says ahome is needed for the male and female eight-week-oldpups that have been donated to Assistance Dogs NewZealand.
That organisation will cover the costs associated withdog ownership — all the puppy walker has to provide isan indoor home, which includes children, and to be ableto regularly socialise the puppies in busy areas such astowns and cities.
The Dog Control Act changed in December to provideassistance dogs with the same access to public places likesupermarkets and buses that is afforded to guide dogs.
Mrs Hancox visits the puppy for training purposes10-12 times a year. The key to the success of theAssistance Dogs programme is training each dogspecifically to cater for the disabilities of each individualchild or adult.

Assistance Dogs New Zealand was started by MrsHancox in 2008, under the umbrella of Assistance DogsInternational. It provides dogs for children and adultswith disabilities, who would benefit from the tasks aspecifically trained dog can assist them with as well ascompanionship.
‘‘Children who have disabilities can be isolated fromfriends and other children and having a trained dog alsohelps with this.’’
If the labradors prove to be adept at their roles, theycould be used instead as part of the breeding programmeto produce Assistance Dogs for the future (rather thanrelying on donated dogs as at present).

The former Te Awa-mutu man races in theexciting sprintcar classin New Zealand, and fora day job is manager ofHamilton’s TurnersAuctions.
On Sunday the carauction showroom wascleared of sale vehiclesand replaced with over120 cars of all descrip-tions, plus more than 20show, drag, race andstunt bikes, a couple oftrucks and a couple ofrace boats to form ashow that attractedmore than 500 membersof the public.
The event raised$2500 for Dean Brindleracing to help pay for the18 day American trip,which will see him raceat four tracks for KWSSpeedweek and the 40thAnnual Dirt Cup Week.
Mr Brindle, and fel-low Kiwi Sprintcardriver Jason Scott, hadthe idea of racing in theUS planted by Americanracers who make thetrip to competedownunder.
The two race teamsare taking the opportun-ity to purchase new
American built race cars whichthey will take delivery of and racein America.
Darryl Clayton, a member ofScott’s racing team, goes ahead ofthe teams to fit the new engines tothe cars and the teams will finishthe preparation when they arrive.

Great planting options forscreening and sheltering

GRISILINIA LITTORALIS — a great shelter hedge known for its glossy green foliage.
Today’s column will focus onsome top performing plants forscreening and sheltering your gar-den.
I have been visiting quite a fewproperties lately that are veryexposed to the westerly winds thathit the Waikato region at certaintimes of the year and cause havocto the garden, especially if it’srelatively new with not much shelteraround to protect it.
MICHELIA FAIRY BLUSH - thisis a real beauty for Waikato gar-dens. Bred by the famous Juryfamily of New Plymouth, this planthas so many good characteristicsthat I thoroughly recommend it forthe smaller city section, anddeserves a place in the larger ruralgarden too. It can be kept trimmedas a hedge at 1-2 metres tall. Ortake off its lower branches and keepthe central leader nice and straightwhile young, and the tree will turninto a beautiful lawn specimen at3.5-4 metres tall. It is evergreen,and the masses of light pink flowershave the most beautiful fragrance inlate winter/early spring.
PSIDIUM RED AND YELLOWGUAVAS - these are an interestingoption to use as a hedge orscreening plant. They are certainlytough enough for the Waikato, and Ithink they will become more popu-lar, because they provide such agreat crop of tasty fruit over theautumn/winter months.You can getthem in either red or yellow fruit,both very yummy. A fantastic optionfor children, because they containmany healthy vitamins.We have aguava hedge at home thatsurrounds a part of our vegetable
garden, and we continually havefruit coming on, ready to eat. Theyare virtually pest and disease resist-ant, which is definitely anotherbonus,(we have never had to sprayany chemical on our plants).Theplants can be kept at anywherebetween 1-2 metres tall. If you wanta hedge that looks great all yearplus the bonus of giving you some-thing to eat, then certainly look tothis plant as a good option. Don’t beconfused with some of the tropicalvarieties of guava available,because they will struggle in theWaikato, if we have some heavywinter frosts. One of these tropicalvarieties is called ‘Tropical Nectar’ -this would be better at your beachproperty or even amongst someother trees that can protect it fromsevere cold winds.
CAMELLIA EARLY PEARLY-what a fantastic plant this is! It hasthe darkest green foliage and theclearest of white flowers, in factglistening white. There are a num-ber of super Early Pearly hedgesaround the Waikato at the momentin flower, and they certainly catchyour eye, with the white contrastingso strongly with the dark greenfoliage. This variety of camellia isdeservedly one of the favouritesamongst gardeners, because it hasa reputation for being so easy togrow, looks great 12 months of theyear ,trims easily, doesn’t get toobig and woody and fits in well with alot of garden styles. I use it a lot onmy landscaping jobs, because Iknow it wi l l perform withexcellence.You can, like the previ-ous subjects in this article, easilykeep it between 1-2 metres tall.
GRISILINIA LITTORALIS - likethe other subjects above, thegrisilinia has a fine reputation forbeing a great performer forscreening/sheltering a property. Ifyou don’t know this hedge, it has anextremely shiny lime green leaf andyou see them everywhere aroundthe Waikato, especially in the life-style block areas. No flower of anysignificance, but a great lookingleaf. Extremely tough to the ele-ments, but doesn’t like waterloggedor heavy soils, which is not surpris-ing as it originates from near thecoast. Prune at whatever height youlike, and a good option for some-thing needed between the 1-2metres tall.
As with all plants, to get yourhedge or screening plants to growas quickly as possible, keep grassaway from around the base. If youdo this you will help your hedge togrow 50% faster than having grassthere.
Also feed your hedge with slowrelease fertiliser twice per year —spring and autumn.
When the hedge is young, trimevery few months when it is activelygrowing. This will help encouragesideways growth, which in turn willhelp your hedge fill up the gapsmore quickly.
The month of May is regarded asone of the very best to get anyplanting done, so if you contemplat-ing doing some this winter then Ithoroughly recommend that you getinto it while it’s still warm, as thisencourages good new root growthand this will help your plants tocome away strongly next season

Sean Clarkson was born intothe flooring industry as his fatherhas traded in the UK for over 40years.
He trained alongside his fatherand brothers from when he wasjust 15 years old, gaining experi-ence and numerousqualifications.
While living in SouthYorkshire Mr Clarkson initiallyworked for his father, then oper-ated his own business ‘SouthYorkshire Flooring’ for 20 years.

Your Community Board has beenvery busy over recent months. I hopeyou all know that you can get a copy ofour agendas at the Council office, orread a copy at the Library.
It would make a huge difference ifyou read what actually is being dis-cussed and decisions made, instead ofsome assumptions made that are notquite right. You are welcome at ourmeetings, starting at 6pm in the Coun-cil Chambers and there is the first halfhour free for you to tell us of any issuesthat you have.
As an example, Bernard has beenlooking into better street lighting inPrice Crescent. When we can see thecost and the benefit to the residentsyour Board will make a recommenda-tion.
The Board has considered the needfor a town caretaker to do all of thosejobs that keep our town looking cleanand tidy. We have been granted a staffmember one day per fortnight or moreoften if needed.
We received a request for a bikerack at the bus stop for those folk/pupils who ride there, then catch thebus. This is being actioned. The needfor better lighting inside the bus stopwas brought to our attention and thismatter has been solved.
Some trees are causing problemswith neighbours nearby having theirhouse gutters blocked with leaves. Notso easy to solve but Council staff areworking on it and will keep usinformed. It also seems thatoverhanging trees over footpaths arethe cause of many complaints, especi-ally now that the wet season isapproaching. It can’t be too pleasant tobe a pedestrian and have to get arounddangling branches. It is the responsi-bility of the owner of the property tomake sure the branches are kept awayfrom the footpath so if you are plaguedby this problem, ring the Council with
the address and let them deal with it .At last the refuge crossing, which
the Board is funding in Roche Street isgoing to be completed. This follows arequest from the elderly that live inthe street.
We had a petition brought to us byconcerned cyclists wanting betterconditions riding from Te Awamutu toKihikihi. A painted line is not practi-cal but this adds weight tosubmissions to the Annual Plan for aproperly constructed walkway/cycleway which residents have beenasking for, for years. The cyclistswould also like to see shared pathwaywith pedestrians along Pioneer Walkand linking Albert Park to MemorialPark. This is a priority project ident-ified in the walking/cycling strategyso let’s watch and see.
The roundabout has caused prob-lems for cyclists and NZTA is appar-ently looking in to the problem.
Dean has been busy with hiscamera again photographing all thesigns left behind by businesses vacat-ing the building. Some have been thereyears after the business owner has left.It is not a good look for the town.Council is looking at strengtheningthe current bylaw to address thematter.
The pond in Centenial Park was onthe agenda again and a solution soughtfor its lack of water flow and unkeptlook. This is ongoing and we will keepyou up to date.
The Board has had a deputationfrom Community Probation Servicesto speak about their proposed shiftfrom their very cramped premises inWalton Street to a purpose builtservice centre at another location inTe Awamutu. Te Awamutu College First XVstarted their second division cam-paign in great style, beating Mata-mata First XV, 22 -10.
Matamata began the game posi-tively and retained the bulk ofpossession for the first tenminutes.
However, once Te Awamutugained possession, they showedtheir strong running game, keep-ing ball in hand and wererewarded with their first try.
The forwards showed goodscrummaging skills, winning themajority of scrums, including aneffective tight head.
Matamata dominated in the lineouts, but Te Awamutu showedstrength in the forward drives and‘pick and goes’.
In the fine conditions the TeAwamutu backs showed plenty ofconfidence, breaking the defensive
line to score four times in all.Try scorers were Pere
Retemeyer (2), Mike Vincent andJack Munce. Retemeyer success-fully converted one of the tries.
Matamata landed a penalty mid-way through the first half andcame back strong in the last tenminutes to score a try with asuccessful conversion.
But it wasn’t enough to catch TeAwamutu, who celebrated the finalscoreline on their home ground.

KIHIKIHI fullback Phillip Te Huia’s chip and chase opened the scoring for Kihikihi in their Division 2 matchagainst Te Akau at home on Saturday. In a see-sawing match Te Akau scored three tries to two for a 19-12 win.
TA Foss Sports startwith win, loss, draw
TA Foss Sports recorded a ‘fullhouse’ in their first three games inB division soccer this season, witha win, a loss and a draw.
They toppled Cambridge 6-2 intheir opening game at JansenPark.
The convincing win included afour goal blitz from Scott Ward,and two stunning goals from GregMcKenzie, one of which saw his 40metre free kick loop over theCambridge keeper.

Carl Henderson reports thatafter a week of soul searchingfollowing their sub-par perform-ance against Matangi-Hillcrest,Murray Gane Plumbing Te Awa-mutu Marist came out firing onSaturday and played some of theirbest rugby so far this year.
‘‘In front of a large vocal crowdthey outscored the previouslyunbeaten Ohaupo two tries to one,scoring points against a team thathad only had a total of 40 pointsscored against them in the firsteight games of the round.’’
Marist opened the scoring inthe fourth minute after spinningthe ball wide to John Conner, whoturned his opposite inside out andleft him standing, to score in thecorner.
Ohaupo hit back straight away
with a fine try of their own beforeScott Sands landed a penalty forMarist.
Conner scored his second trywith another good effort in the28th minute, for Marist to lead 13-5at half time.
Marist had little possession inthe second half, but kept the scoreboard ticking over with two penal-ties.
In reply Ohaupo kicked threepenalties, but never really lookedlike breaching the muchimproved Marist defence.
The Marist backs combinedwell and are looking dangerouswith ball in hand as the seasongoes on.
In a team that was hard toselect just one standout player,the Redoubt Player of the Daywent to Puhoi Heta.
He also collected the TimmosTimber Tackler of the Day.

Another tough day at ‘office’It was another tough day for
Pirongia in Waikato First DivisionRugby on Saturday as they wentdown 46-7 to Tokoroa’s SouthernUnited.
Despite a strong first half per-formance, with Pirongia dominatinglarge parts of the game, they letSouthern in for two tries and a 12-0halftime lead.
Unfortunately for Pirongia,Southern came out firing in the first15 minutes of the second half scoringfour quick tries and blowing out thelead to 41 – 0 before captain LeeBennett stormed over from 10 metresout to put Pirongia on the board.
Southern scored again to com-plete the victory.
STANDOUTSThere were some strong individ-
ual performances in the losing effort.Mike Reymer continued some
impressive form since coming backseveral weeks ago and made a num-ber of strong runs to get Pirongiaover the advantage line.
Lee Bennett was a tower ofstrength in the tight and around thefringes of the breakdown.
Stand in halfback Ash McGregorpeeled off some impressive kicks andwas a menace around the edges.
The 2011 season has proven diffi-cult so far for Pirongia with anumber of serious injuries to keyplayers, while others have beenunavailable due to workcommitments.
They will need to galvanise them-selves going forward and take theopportunities for redemption that afull second round offers them thisyear.
Key playmaker Paul Taylor willpossibly be back in some capacitythis week against Taupiri (at Tau-piri).
Key to better performances willbe settling on a backline combina-tion.
It seems every week has requiredmajor backline reshuffles resultingin disjointed efforts on both attack
and defence.A reasonably settled pack is often
holding their own against biggeropponents and at times has beensuperior offering the backline oppor-tunities.
CLUB SUPPORTOne of the serious injuries this
year was to winger Shaun Smith whosuffered a serious ankle dislocation.
A number of raffles staged at theclub on Saturday allowed for asizeable donation to Shaun and hisfamily.
U19’s IMPRESSThe shining light at Pirongia
Rugby Club so far this year has beenthe impressive efforts of the under19’s who drew 15 all with Te Rapa onSaturday, having beaten Universitythe week before.
With a number of 16-17 year oldsin the squad they are often up againstbigger and older opponents, but witha combination of enthusiasm, desireand quite a bit of skill they are morethan holding their own in this grade.

Due to changes in the draw, both these teamswill play each other twice in the league in a week.For Te Awamutu it was important to return towinning ways after a 5-1 loss away to Tauranga lastweek.
It didn’t take long for Te Awamutu to get intothe winning groove when in the eighth minuteNigel Stanley made a great pass that beat theCambridge defence and left David Ireland with thechance to go one on one with the keeper.

The visitors then went into their shell for a longperiod of the game as Cambridge went all out onattack. If it were not for the efforts of Kevin Bucklein goal and the woodwork, the scores may havebeen levelled.
In the 38th minute Te Awamutu effectivelykilled off the contest when at a corner kick, NigelStanley jumped above the defenders at the backpost to head the ball home and stretch the lead to3-0.
The second half was ironically a much moredominant display by Te Awamutu, but neither sidecreated many scoring chances and the score wasunchanged.
