TC171209DB02FLASHBACK: Te Awamutu ACC levy protest organiser Lou Brown walked the line to count over 150 bikes lined up on OhaupoRoad for the October event as more kept arriving.
The Government announced its ACC levyincreases — less than recommended by theAccident Compensation Corporation board
but still about $200 a year for an average workerwith a car— and admitted further increases werepossible.ACC’s board previously recommended far
bigger increases, but it did not take into accounta bill before Parliament to cut some entitlementsand extend the date for full funding for residualclaims liabilities from 2014 to 2019.ACC Minister Nick Smith said increases were
a balance between what people could afford andkeeping the scheme viable.Motorbike owners had been hardest hit under
the proposed new rates, but got out in force inOctober and November to protest and may haveforced a rethink.While the new rates are higher, they are down
on the proposal.Rate increases next year include the motor
vehicle levy increasing by $30 a year to $198.46from July 1. The petrol levy remains at 9.9cents.Mopeds 50cc and under will pay $129.24
(more than double the current $58.97 ),motorbikes up to 600cc will pay $327.70 (upfrom $252.69 ) and bikes over 600cc will pay$426.92 (up from $252.69).A stocktake of ACC is under way and Dr Smith
said although the increases and changes are
expected to save $100 million a year, more wereneeded.‘‘There will still be further decisions that need
to be made around cost savings and broaderpolicy around ACC associated with the stocktakeprocess for us to be able to meet full funding by2019,’’ he said.
The AA is pleased that increases are lowerthan the proposals from the ACC Board.AA Motoring Affairs General Manager Mike
Noon says that extending the date for fullyfunding pre-1999 claims has helped to moderateincreases in the motor vehicle levies.‘‘Nobody wants to pay more so it’s pleasing
that the Minister has listened to people’sconcerns and decided to take a more modestapproach with levy increases.‘‘The AA particularly welcomes the initiative
to set aside $30 out of motorcycle levies forinjury prevention. This is something that hasworked well in Victoria, Australia, and hopefullyit will also help to save lives here,’’ says Mr Noon.‘‘The $30 increase for petrol car owners is the
best case scenario and the motorcycle increasesare far less than the original proposals as well.‘‘We are disappointed however that the
Government has chosen not to increase theproportion of the ACC levy collected on petrolbecause we believe it is a fairer way of fundingACC.‘‘Gradually increasing the petrol levy would
result in lower registration fees for all vehicleowners, while ensuring those who drive more payfor their increased risk of accidents.‘‘Other advantages of collecting more of the
ACC levy on fuel is that no one can avoid payingtheir share and those with more than one car arenot penalised.‘‘As many of our members tell us, they can
only drive one car at a time,’’ says Mr Noon.

Toyota’s new Land Cruiser PradoVX is so packed with luxuryfeatures it seems a shame to
take it off road and get it dirty.And yet Toyota insists with its
proven Land Cruiser DNA the Prado isas at home off road as on the blacktop.Driving Waikato Toyota’s feature
packed VX for a day was an outstand-ing experience, although there wasno way of testing all its capabilitiesand options.All new Prado models have
Toyota’s proven 3.0 litre common-railturbocharged diesel engine whichdevelops 127kW of power and 410Nmof torque.The GX gets either a six speed
manual or five speed automaticgearbox. The VX models come inautomatic only.The Prado is a traditional SUV,
with a ladder chassis, seven seataccommodation and a four wheeldrive transmission including lockableTorsen centre differential and lowratio transfer box.Claimed fuel economy is 8.5litres/

paign — ‘Reduce the Risk’.The message is being spread in a
novel way — footpath advertising.The process utilises a chalk based
paint which lasts about four to fiveweeks.The Drink, Drive, Die message has
appeared in various locations aroundtown to remind people if they drinkthen drive they are likely to crash.The first Te Awamutu sign was
painted outside The Redoubt Bar andEatery.Manager Bridie Osborne says the
signs are a good idea, and she is happyher patrons are reminded of such animportant message.She says the campaign works
happily alongside The Redoubt’s hostresponsibility practices.Waipa Road safety coordinator
Megan Jolly says it is also timely toremind responsible people to helpothers make good decisions.She says even well meaning people
make poor decisions when alcohol isinvolved, so it is up to everyone to helpkeep the roads safe this Christmasseason.Ms Jolly believes the footpath
signage will grab people’s attention
and help them remember to be respon-sible.The ‘Reduce the Risk’ campaign will
focus on drink, drugs and speedthrough till February 2010.Apart from targeted messaging, this
module will also feature newspaper andradio advertising, mobile billboards,web advertising and publicity.A campaign website
www.reducetherisk.co.nz features allthe campaign messages,Nationally, one in three crashes is
alcohol related. For the Waikato region,injury crashes involving alcohol haverisen from 149 to 213 in five years — anincrease of 43%.

has undergone a well planned overhaul,only to stumble at the last hurdle.Mr Ensor says an issue with
electronics has necessitated newpumps, instead of refurbished ones.
This has held up the re-opening by afew days, although he is confident hewill be selling fuel again before Christ-mas — hopefully as you are readingthis.Mr Ensor had gone to a great deal of
trouble to minimise the disruption tobusiness, including relocating storagetanks so fuel could still be pumpedwhile the installation took place.This meant a seven week closure
could be reduced to about three weeks.Over the past few weeks new
underground pipework has beeninstalled by project contractors FuelInstallations and the new forecourtlaid.Mr Ensor is sure customers will be

Pokuru Playcentre hostingfundraising Motorcross
Pokuru Playcentre is hosting aMotorcross Event in February — anovel fundraiser they hope will
become an annual event.Playcentre president Wendy
Greenhalgh says the centre was lookingfor something new and unusual thatcould be run every year, and themotorcross idea seemed perfect.Money raised from the inaugural
event will be used to refurbish the
sandpit and playground.The Motorcross Event is sponsored
by The Honda Shop and will take placeon Sunday, February 7, 2010 at the endof Ray Road (off Budden Road), Pokuru.There are classes to suit all ages and
skill levels, and either licensed orunlicensed riders.Special events include the Farmers
Race and Swamp Dash.The main track is on rolling grass-
land, and there are fantastic spectatorviewing areas.The event also has a family focus, so
there will be a bouncy castle and foodand drinks available.Riders need to pay $20 and sign on

Electronic RUC better for industryT
he AA is pleased with TransportMinister Steven Joyce’s announce-ment that an electronic system for
Road User Charge (RUC) licences will beintroduced from next year.‘‘We’ve long supported an electronic
system for Road User Charge licencesbecause it’s much simpler for the roadtransport industry,’’ says AA GeneralManager Motoring Affairs Mike Noon.‘‘The electronic system should
reduce administration costs andimprove compliance in the transportindustry.‘‘It should not only help operators be
accurate with distances travelled, butwe believe it will also make it easier forthem to register weight changes.’’While an electronic RUC system is a
welcome development for the commer-cial road transport industry, the AAbelieves most private motorists who
purchase RUC for their diesel vehicleswill stick with the paper-based systembecause their RUC charges do not varylike they do for trucking companies.The AA believes it is a good first step
towards a full electronic system for RUC,which ultimately could charge driversaccording to time, place, and vehicleweight. A full electronic system wouldbe fairer because there is less opportun-ity for avoidance or under-paying.
