PM terms Union Budget as development-friendly New Delhi, Feb 1 Prime Minister Shri Narendra Modi today termed the Union Budget 2018-19 as farmer, common man and business environment-friendly as well as development- friendly. In a televised address on Doordarshan News after budget presentation in Parliament, Shri Modi said that it focuses on issues ranging from agriculture to Infrastructure. He said, the budget covers aspects such as health plans to address the concerns of the poor and middle class. It has plans to increase the wealth of small entrepreneurs. The Prime Minister said, the budget is expected to give a boost to hopes and aspirations of 125 crore people of the country. It is expected to accelerate the development process of the country, Ease of Doing Business as well as Ease of Living. Stating that medical treatment and its cost has always been a cause of concern for the lower middle class and poor sections of the society, he said, the new scheme 'Ayushman Bharat', will address this serious concern. The Prime Minister said, the scheme will be available to nearly 10 crore poor and lower middle class families and under it, the families will get free treatment up to five lakh rupees per annum in the identified hospitals. Shri Modi said the Budget will fulfill the aspirations of people. He stated that this budget has devoted attention to all sectors. Finance Minister presents Union Budget Presenting his fifth straight budget in the Lok Sabha, Shri. Jaitley said, the focus of the government in the coming fiscal would be agriculture and rural India. The Finance Minister announced that all Kharif crops will be paid a Minimum Support Price that is 50 per cent more than the cost of production. Shri. Jaitley said, it will prove an important step towards doubling the income of the farmers. The wetlands are amongst the most precious natural resources which perform multiple environmental functions in recharging aquifers, conserving floral and faunal diversity and providing various ecosystem services. Wetlands in the urban areas make the cities liveable in many important ways. They reduce flooding, replenish drinking water, filter waste, provide urban green spaces and are sources of livelihoods. Urban Wetlands should be integrated for sustainable future planning and development. Wetlands are unique and distinct ecosystems but their insensitive depletion, despite their exceedingly critical role towards human survival is indeed a matter of serious concern. Therefore, on this occasion I appeal to the people of these Islands to join hands for coordinated and concerted efforts for conservation of Wetlands. The BJP-led NDA Government presented the Union

Budget for 2018-19 today. A slew of measures for the

agriculture and rural sectors, a new health insurance

scheme for the poor and some relief in income tax for

the salaried class and senior citizens, were major

announcements made by Finance Minister, Shri Arun

Jaitley in the last full budget before the general elections.

market. In a bid to provide universal healthcare, Shri Jaitley announced a 'National Health Protection scheme' to

provide health cover of upto 5 lakh rupees to each of the 10 crore poor family per year.

Shri. Jaitley also announced 100 per cent tax deduction for farm producer firms with 100 crore rupees turnover. The

standard deduction allowed will benefit 2.5 crore people.

While keeping the income tax rates and slabs unchanged, the Finance Minister introduced a 40,000 rupees

Standard Deduction for salaried employees and pensioners in lieu of transport and medical expenses.

Presently, no tax is applicable on 19,200 rupees of transport allowance and medical expenditure of up to 15,000

rupees.

Senior citizens will get higher exemptions on income from interest on bank and post office deposits, health

insurance premium and critical illness expense. Their exemption of interest of income on deposits has been

increased from 10,000 rupees to 50,000. The investment limit under the scheme for senior citizens has been doubled

to 15 lakh rupees. The target for providing free LPG connection to poor has been raised to 8 crore from 5 crore and

4 crore poor households will be provided free electricity connections. The Budget announced allocation of 600

crore rupees towards nutritional support of tuberculosis patients and setting up of 24 new medical colleges and

hospitals by upgrading district level ones.

The total budget for health, education and social security has been increased to 1.38 lakh crore rupees for 2018-19

from 1.22 lakh crore rupees in the current fiscal. With excise duty and service tax being subsumed in the Goods and

Services Tax, Shri. Jaitley made changes only in customs duty -- raising them in case of mobile phones and

lowering for raw cashew. The allocation for Defence sector has been increased by 5.8 per cent to 56000 crore

rupees. Two new defence industrial production corridors will be developed. Turning to Railways, the Capital

expenditure for the current budget has been pegged at 148 thousand crore rupees.

The emoluments of the President, Vice President and the Governors have been revised after long 12 years. The

emoluments of the President per month will be five lakh rupees. Vice President will get four lakh rupees and the

Governors 3.5 lakh rupees per month. The Finance Minister of India is firmly on course to achieving over 8 per cent

growth and becoming the world's 5th largest economy. He said it has achieved an average growth of 7.5 per cent

in the first three years of the Modi government. The country is expected to grow at 7.2 to 7.5 per cent in the second

half of the current fiscal ending 31st March. The Fiscal Deficit has been pegged at 3.3 per cent of the GDP as

against 3.2 per cent previously targeted. Fiscal deficit in 2016-17 was 3.5 per cent of the GDP.

Shri Jolly also informed about the work under progress of the Humphrey Strait

Bridge while the work for the bridge at Middle Strait will also start soon for which

the financial bid was opened on 10.11.2017. He said the DPR for the Chatham-

Bambooflat bridge is being prepared and it is expected that the tender for the bridge

will be floated in this year itself.

Shri Jolly also demanded stringent action against those involved in the fake gold

loan case in the A&N State Cooperative Bank Ltd. Around 150 cases have come up

so far which were registered under single FIR at Pahadgaon Police Station, he

informed, urging the Police to register 150 individual FIRs as per the location of the

branches. Citing that fake gold loan amount may be more than Rs.17 Crores, Shri

Vishal Jolly said that for this scam, not only the gold loan appraiser but also the

management and the officials of the A&N State Coop Bank Ltd are responsible. He

demanded that the A&N Administration should immediately transfer the case to

CBI or other investigating agencies keeping in view of the hard earned money of

the poor and middle class people being the account holders in the Bank. He urged

the A&N Administration to take necessary action against the culprits otherwise

the BJP will be left with no other option but to protest throughout the A&N Islands.

Referring to the Rose Valley Chit Fund scam, Shri Jolly stated that like in other

States, many of the Islanders are also affected in this scam. He urged the A&N

Administration to attach the property of the Company in these Islands and settle

the amount with the investors as done in West Bengal and other states.

Shri Jolly also sought the cooperation of the Administration for smooth functioning

of Port Blair Municipal Council. Regarding the restoration of distribution of sugar

under PDS, Shri Jolly said that the issue of subsidised sugar to the APL card holder

is under examination by the Administration. About load shedding, Shri Jolly said

under the initiative of the A&N Administration, the load shedding hours has been

reduced to one hour now and very soon power problem will be solved.
