Fishermen are advised not to venture into west central & adjoining southwest Bay of Bengal and along & off Andhra Pradesh, north Deep Depression over Bay of Bengal; Fishermen cautioned Port Blair, Dec.15 The Secretary (Tourism), A&N Administration, Shri Yashpal Garg in a letter addressed to the Station Managers of Air India, Go Air, Spicejet, Vistara and Indigo, Port Blair, a copy of which has been forwarded to the press, has requested for waiving off rescheduling/ cancellation charges of air tickets for tourists stranded in the Isles due to bad weather over A&N Islands. The letter states that the Andaman and Nicobar Inclement weather conditions in A&N Islands Tourism Secretary urges airlines to waive off rescheduling/cancellation charges of air tickets for stranded tourists Islands is under influence of depression in Bay of Bengal, w.e.f Dec 13, 2018, due to which, the Islands are experiencing strong winds and high tides throughout the day. Such situation is expected to continue till Dec. 16, 2018. The Secretary further mentioned that a few hundred tourists are on visit to outer Islands which are connected to Port Blair by sea ferry services. Due to bad weather, the ferry services to and from the outer Islands have been disrupted. Though, the Shipping Department is making all out sincere efforts, to bring back the tourists from the outer islands, but due to inclement weather, the efforts are getting delayed. Hence, many tourists may not be able to avail their flights departing to mainland from Port Blair and would require rescheduling/cancellation of their flight tickets because of the circumstances beyond their control, the letter added. In view of these extraordinary circumstances, the Secretary (Tourism) has urged the airlines that the rescheduling/ cancellation charges for tourists may be waived off and they may be accommodated in alternative flights on priority. In response to the request, all airlines (except Air India) are allowing the rescheduling of air tickets free of cost. In a joint press briefing after holding India, France agree to work together in several areas including climate change delegation level talks, Smti Swaraj said India and France have agreed to fight terrorism jointly. The Minister added that the two countries are working together in several areas including climate change. She said bilateral trade should be increased between the two sides. Smti. Swaraj thanked France for supporting India's bid for a membership of Nuclear Suppliers Group (NSG) and United Nations Security Council (UNSC). Speaking on the occasion, New Delhi, Dec 15 Vice President Shri M Venkaiah Naidu has appealed all political parties to ensure that the Parliament functions effectively and to evolve a code of conduct for their members. Speaking after giving away Lokmat Parliamentary Awards 2018 in New Delhi recently, Shri Naidu Said, the code of conduct will ensure the stature of Parliament and parliamentarians and will reinforce people's trust in the sacred institution. On Dec 12, exhaust of the Decanter of the Hot Mix Plant of one of the Contractor M/s Jandu Construction Company, Haryana went choked due to bursting of the decanter which burnt seven contractors personnel on Dec 13, 2018.All injured persons were admitted to GB Pant Hospital, Port Blair. Observing the serious condition of four persons, the General Manager (Project) of NHIDCL decided to send them to mainland for better treatment. Due to refusal by commercial airlines to carry burnt cases and on account of procedural delay, he sought help from Managing Director of NHIDCL Shri Nagendra Nath Sinha and MP, A&N Islands, Shri Bishnu Pada Ray, who co-ordinated with Ministry of Defense. Accordingly, the Air Ambulance of Indian Air Force airlifted four injured Workers engaged in NH-4 evacuated to Kolkata by Indian Air Force Awareness progr. on PMEGP held at Katchal Port Blair, Dec.15 The District Industries Centre, A&N Administration in association with ANSCB, Departments of Agriculture, AH&VS, Fisheries, NYK Sanghtan, SRO, Katchal and Tribal Council organized an awareness-cum- motivational campaign on Prime Ministers Employment Generation Scheme (PMEGP) and other Govt. sponsored schemes of Line Departments of A & N Administration at Katchal Island yesterday. Addressing the participants, the Assistant Port Blair, Dec.15 Acting on a credible information regarding transportation of venison from Mayabunder to Billiground on Dec 14, the Police team of PS Billiground seized 50 Kgs of Venison under the relevant sections of Wild Life Act 1972 which was being transported from Port Blair, Dec.15 A fleet of five Indian Coast Guard ships evacuated 308 tourists from Havelock Island till 6.30 pm today, including 80 foreign nationals, stranded in Havelock and Neil Islands due to cyclonic weather since Dec.14. On receipt of request from A&N Administration, Indian Coast Guard immediately pressed into service a fleet of five ships to both Islands for evacuation of stranded tourists which were required to board flights to Indian Coast Guard evacuates stranded tourists from Havelock & Neil mainland. The ships berthed at Havelock Island & Neil Island and tourists were embarked on board in coordination with civil administration. Altogether, 308 tourists have been evacuated by ICG Ships, Aruna Asaf Ali, Rajshree and one IB from the Havelock islands and brought to Port Blair till 7 pm. Among those rescued included 80 foreigners. The tourists were disembarked at Haddo Jetty, Port Blair, wherein Andaman & Nicobar Administration made necessary arrangements. Post disembarkation of tourists, Coast Guard ships have headed back to both Islands for further assistance to stranded tourists. Tourists from Neil are being evacuated by two Coast Guard Ships, Approx 100 Tourists are enroute and heading to Port Blair onboard both ships. The evacuation of tourists has once again demonstrated ICG's commitment in support of the A&N Administration towards the safety and wellbeing of tourists/ Islanders, a communication from Indian Coast Guard said. Port Blair, Dec 15 With an objective to provide opportunity to young minds to create something new and showcase their talent and potential, the Department of Education will be organizing 'State Level Exhibition' 'Gyanodaya', 2018-19' in collaboration with Department of Science and Technology, Port Blair and NCERT, New Delhi. It will be held on Dec. 17 and 18, 2018 in the auditorium of Govt. Girls Senior Secondary School, Port Blair. Students and teachers from all nine educational zones (i.e., Campbell Bay to Diglipur) along with the selected projects from the Zonal level Exhibition will be participating in this exhibition. The Secretary (Education), Shri D. Manikandan will be the chief guest and inaugurate the exhibition on Dec.17 at 10 am. This has lead to stranding of passengers, especially in the tourist destinations like Neil Island and Havelock Island. As per reports, large number of tourists are stranded both at Neil and Havelock Islands, and many of these tourists are holding return flight tickets from Port Blair to their respective places. Though, the vessels of DSS made several attempts on Dec 14 as well as on 15, to sail to Havelock and Neil Island, all efforts went futile due to unfavourable weather conditions. QUOTATION NOTICE Sealed quotations are invited from hoteliers/firms/parties who are engaged in Hotels and Lodging Complexes business towards leasing out of Panchayat Samiti lodging complex, at Naveen Nagar, Diglipur.

The Panchayat Samiti lodging complex is a double storeyed building consisting of 10 Nos. Non AC rooms in the ground floor and 10 Nos. AC rooms in the first floor. All the rooms are furnished with 02 Nos. beds with mattresses, pillows, bed sheet, bed spread, dressing table, wooden almirah, Tea table, Ceiling fan, Colour television sets, air

conditioners. There is also facility for kitchen and dining space which is fully furnished.

Pramukh, Panchayat Samiti, Diglipur from any

Nationalized bank or A. & N. SCB Ltd.

The lodging complex of Panchayat Samiti, Diglipur will be leased out on the following terms and conditions: - 1. The lodging complex will be initially leased out for a period of 03 (three) years commencing from the date of

execution of the agreement between the Pramukh Panchyat Samiti and the Lease/ Licensee. 2. The Lease/Licensee shall pay a Security Deposit of Rs.5.00 (Rupees Five Lakhs only) initially to the Licensor and that will be returned by the Licensor after one month of the termination of the agreement between both the parties after

deducting for any normal wear and tears.

3. The minimum monthly rent proposed by the Panchayat Samiti Diglipur is Rs. 2 Lakhs per month. The Lease/ licensee/bidder who quotes/bids the highest amount above Rs. 2 Lakhs shall be awarded the lodging complex. The

monthly rent will be inclusive of GST and all relevant taxes applicable. 4. The Lease/Licensee shall pay the monthly rent by the 05

th of every month and if not paid within 10

th of the

consecutive months, the licencee shall have to pay a fine @ rate of Rs. 500 per day.

5. The licence fee will increase by 10% after every 3 year and the licensee will be bound to pay the revised monthly licence fee from the date of its effectiveness by the _5th of every month in advance. 6. The Lease/licensee shall take over the lodging complex from the Executive Officer or his/her authorized

representative (s) duly acknowledging the taking over possession of the rooms along with its fittings and fixtures. 7. The grant of Lease/licensee of the lodging complex is for the purpose of running the lodging complex only and the licensee shall have no rights or claims over the property/premises.

8. That if the Lease/licensee fails to pay the monthly license fee to the Pramukh, Panchayat Samiti for a period of three months consecutively, the licence will stand terminated without any notice and the Pramukh, Panchayat Samiti, will take over the possession of the premises and indicate further legal action for recovery of the arrears of the rent as

arrears of land revenue. 9. The Lease/licensee shall not convert lodging for any other purpose than the one for which licence is granted.

10. The Lease/licensee shall not run any offensive business/Liquor bar/trade/activities in the premises.

11. The /Lease/licensee shall pay for all water supply, electricity charges, cable connectivity charges, telephone and internet charges which shall have no part with the licence fee fixed. 12. The Lease/licensee shall be responsible for engaging sufficient Number of staffs for housekeeping, cleaning,

sweeping and maintenance of rooms, alleyways, kitchen and dining space and cleaning the surrounding area/ premises. Their monthly payment, EPF etc. shall be borne by the licensee. 13. The Lease/licensee shall not make any additions/alterations to the property.

14. The Lease/licensee must not add or erect on the room/premises of any permanent structure.

15. The Lease/licensee shall not carry out any other business/Liquor bar/ trade other than the lodging complex for which the property has been allotted.

16. The Lease/Licensee shall be responsible for maintenance of all records, registers etc pertaining the Guests residing in the Lodging complex, and also follow the relevant guidelines of the UT administration on lodging complex/hotels.. 17. Upon the termination of the licence, the licensee shall handover the possession of the property in the same original

condition on which it was granted except reasonable wear and tear. 18. The Lease/licensee shall insure the property against flood, fire, earthquake and other natural calamities on his own expenses.

19. The licensor shall have the right to renter the property and takeover possession for their reasonable requirement

after returning the security at any time with an advance notice of one month. 20. The order of license and the relevant clause/sections of Panchayat regulation/ Rule/Bye-laws also from a part of

this agreement. 21. The Lease/Licensee shall abide by all such Panchayat Raj Regulations Rules and Bye-Laws made there under, which may be in force along with their amendments made from time to time.

22. Any breach or violation of this agreement shall be the ground for the termination of the licence and the Panchayat Samiti shall not be responsible for any loss(es) or damage(s) whatsoever caused to the licensee due to such termination. 23. The extension of lease period after completion of 03 years vests with the Pramukh, Panchayat Samiti, Diglipur.

24. Any legal disputes will be heard/settle at Courts in A & N Islands. 25. The Pramukh, Panchayat Samiti, Diglipur reserve the rights to accept or reject any or all the bids whatsoever without assigning any reasons thereof.

26. Interested hoteliers / firms / parties who are interested in running of the lodging complex shall furnish their bids in sealed envelopes addressed to the Pramukh, Panchayat Samiti, Diglipur, North Andaman latest by 03:00 PM on 02

January, 2019. The bids will be opened in presence of Quotationers/ bidders if any at 04:00 PM on 02nd January, 2019.
