Teachers’ Incentives Scheme: Pilot Programme for Improvers’ School Performance
This report covers the activities undertaken by Cambridge Education in support of the
Teachers’ Improvers’ Bonus Incentive Scheme by the Project Monitoring and
Implementation Unit (PMIU) of the School Education Department, Government of Punjab,
between November 2011 and January 2012.
The purpose of the (Pilot) Teachers’ Improvers’ Bonus Incentive Scheme is to reward
improvements made among hitherto poorly performing schools in three low-performing
districts against three indicators: (a) improvements in (objective) test scores; (b) gain in
school enrolment; (c) test participation rate. (See Section 1.1 below).
The programme is now at the end of its second year. At the request of PMIU, CETA has
undertaken to implement a number of activities in relation to the scheme over the next 12
-18 months. These include conducting meetings with teachers in the field, visiting schools
for motivation and advice, visiting schools for assessing impact, registration of
teachers/headteachers, and data handling. These activities will culminate in an impact
evaluation study of the programme in late 2013.
During the period November 2011 to January 2012, CETA conducted a programme of
meetings with 700 teachers/headteachers of participating schools in two districts1. The
purpose of the meetings was for information sharing and motivation; to register teachers
into the scheme for the school year, and to respond to any questions and issues arising.
An NGO, Society for Health, Education and Reformation (SEHAR) was engaged to make
logistical arrangements at the meeting venues, and to provide resource persons locally
under the supervision of CETA. Provision of teachers’ lists, data relating to outputs in
2010/11, and contact with District officials was undertaken by PMIU. Following the
registration of teachers during the field meetings, CETA processed the data and finalised
the lists. School data was entered onto school score cards, and these were distributed
back to the districts.
The findings and recommendations emerging from this phase of the programme are
given in detail in Sections 3 & 5 of this report. The major recommendations may be
summarised as follows:
� The programme should be initiated as early as possible in the next academic year to
maximise the potential for improvement.

� Bringing a large number of teachers to a central venue presents an opportunity for
making a greater impact in terms of conveying appreciation and celebrating
achievements. These events could be expanded to bring in a variety of expert
resource persons to reinforce advice regarding maximising student performance and
school improvement, to encourage experience sharing among the teachers, and to
convey other messages relating to school and teacher development.
� District Education officials, especially DTEs and AEOs, are in a better position to be
involved in such meetings, than are DMOs. These are the people who are going into
schools on a daily basis and who are able to reinforce the messages of the
programme.
� It appeared that District Education officials were not always aware of the goals of the
programme, which militated against their active involvement in promoting those goals
during visits to schools. An awareness-raising seminar/workshop for AEOs and DTEs
is a priority need, with DEOs and DDEOs also needing to be on board.
Next steps: Once the data for the year 2011-12 has been processed and entered on
school score cards (April/May 2012) a programme of visits to participating schools will
begin in order to engage the teachers to take further steps to improve student
performance and increase enrolment and retention. Workshops for District Education
officials will be conducted to maximise the penetration of the messages of this
programme into schools on a day-to-day basis.

Three districts, Attock, Mandi Bahauddin, and Rahimyar Khan, were selected for the pilot, based on overall
district performance in the 2010 PEC examinations at Class 5 and Class 8. Within those districts, schools
selected were those placed in the bottom 40% of the 2010 PEC examination score distribution. The
rationale for arranging the programme in this way was to maximise impact by concentrating scarce
resources to generate the highest possible gain in increased enrolment and improved student performance.
The bonus calculation was based on the following three indicators2:
� Gain in school achievement (GTS) 60% of weightage;
� Gain in school enrolment (GSE) 25% of weightage;
� Test participation rate (TPR) 15% of weightage.
For bonus award, qualifying schools were divided into four groups:
� Group 1: No bonus (control group);
� Group 2 (H1): Bonus to headteacher only;
� Group 3 (B1): Equal bonus to headteacher and teachers;
� Group 4 (B2): Bonus to headteacher double that of bonus to teachers3.
The baseline year for the programme was the school census data 2009/10 and the 2010 PEC examination
results for Classes 5 and 8.
All eligible teachers and headteachers (in groups as above) are called to a briefing/ registration meeting at
the beginning of the school year. Information about the programme is shared, together with advice about
how to increase enrolment and improve student performance. Data is collected on all eligible participants,
including their bank details. (See registration form in Appendix E)
All of the performance data (GTS, GSE, TRP) is based on objectively verifiable indicators, and is available
in the PMIU, where the award calculation takes place. The award benefits are then transferred directly to
the bank accounts of the teachers/headteachers concerned, without any further claiming/accounting
procedures required from them.

The three-year pilot programme was successfully initiated in 2010/11, in 577 primary and middle schools in
Districts Attock, Mandi Bahauddin, and Rahimyar Khan. Bonuses ranging from Rs 5,000 – 72,000 were
awarded for the academic year to teachers and headteachers in eligible schools, and were paid directly
into the bank accounts of those concerned, without need for further paperwork. The outcomes of this phase
of the pilot, in terms of linking bonus award to improvement, will become apparent as results come in over
the subsequent years of the programme. DSD’s continuous assessment reports may also be consulted in
order to confirm correlation with such achievements.

The second year of the programme started late. In October 2011 the PMIU requested Cambridge
Education Technical Assistance (CETA) to assist with the re-registration of teachers and updating of school
information for the academic year 2011-12.
On October 19, 2011, a meeting with the PMIU (in the presence of officials from the World Bank) was held
to further clarify the scope of services. An outcome of the meeting was concept paper developed by CE.
CE also outlined the planned activities and level of effort over the coming two and a half years; major
activities include:

A total of 700 teachers/head teachers attend the meetings/seminars which were organised in Attock and
Rahimyar Khan districts over a two week period in November /December 2011.
The objectives of the meetings were:
� To refresh teachers’/headteachers’ understanding of the improvers’ bonus programme;
� To provide orientation and advice to teachers/headteachers and district administration;
� To motivate and advise the teachers/headteachers regarding improving student performance and
increasing enrolment;
� To register teachers/headteachers into the programme for 2011 – 12.
SEHAR, a NGO, was commissioned to undertake some of the field tasks under the oversight of CE – the
Senior Capacity Development Specialist Jamshed Khan was leading this. SEHAR designed the
presentations, provided resource persons for the meetings, liaised with district administration staff,
organised arrangements at the venues, and provided refreshments and stationery. SEHAR also organised
the collection of teacher registration details and gathering of score cards from schools. For those teachers
who did not attend, SEHAR followed up those teachers individually to obtain the necessary information.
Cambridge Education undertook the following activities:
� Preparation and printing of registration forms, information leaflets and handouts for the presentations;
� Payment of TA to teachers/headteachers;
� Liaison with SEHAR and district administration in the field;
� Provision of audio visual equipment;
� Data handling of teachers’ registration details for submission to PMIU;
� Data entry of 2010 - 11 results on school score cards and transmission of cards to the districts.
The PMIU provided support by liaising with district administration officials, notifying teachers regarding
meetings, providing school and teacher lists, and providing data for school score cards. PMIU had also
previously arranged meetings in the third district participating in the programme – Mandi Bahauddin. Mr
Sohail Raza (Deputy Programme Director, Co-ordination) continued to provide support and advice
throughout.
Full details of the programme: content and presentations, number of participants, groups, venues, etc. are
are given in Appendix L. Below is a summary table of teachers participation.

3. Findings and Issues
The teacher gatherings presented a good opportunity to show appreciation and respect to teachers, and
also to convey advice and messages regarding good practice. For this reason, the following steps should
be taken:
� The programme can be extended so that a good dialogue can be initiated with additional expert
resource persons invited to give advice and answer teachers’ questions on improving student
performance in examinations, increasing enrolment, and improving school well-being (and other
messages as seen appropriate)
� Detailed orientation should be given to such participating resource persons prior to the event
� District Education administration channels, rather than the DMOs, should be utilised to contact schools
participating in the scheme. Their interest is more intrinsic, and they should in any case be following up
this scheme during visits to participating schools. (See next)
� It was discovered that District Education staff (down to AEOs) seemed unaware that the scheme was
operating in schools in their districts. Orientation for them is of highest priority
� Venues should be selected where full facilities are available, and in which the entire programme (as
recommended by SEHAR) can be conducted without being curtailed by other users needing the venue.
Ideally there should be one venue in the District HQ town /city. In this connection it is recommended
that:
� At a minimum, the programme should have the following structure:
i. Introduction
ii. Briefing about the event itself
iii. Presentation of improvers’ scheme iv. Other presentations by experts
v. Question and answer session (open forum)
vi. Closing and certificate presentation
vii. Registration of teachers
viii. Individual issues ‘clinic’ (where teachers can resolve their personal issues on a one-to-one basis)
� Teachers should be called by groups (H1, B1, B2), and not by tehsil, to avoid awkwardness of differing
terms and conditions operating within the programme
� Travel allowance should be determined in (say) three bands, depending on distance travelled. Rs 200
was thought insufficient to meet the expenses of many of the participants
� A good lunch should be given to show appreciation
� A generator or UPS should be hired for the events so that multimedia can be used

5. Recommendations 1. It appeared that education department staff at district level, including EDO (Edu) DEO (EE) and DDEOs
(EE) are neither properly informed nor closely involved in the programme. It is suggested that these
immediate supervising officers of primary schools should be closely involved in the improvers’ school
performance programme, so that results are more positive and encouraging. During the meetings/
seminars, the organizers tried to involve the above mentioned officers but with only partial success due
to their being preoccupied with other engagements.
2. This improvers’ programme is a very innovative and strong programme. Expectations are that
interventions of this programme will greatly improve the schools working in disadvantaged areas. It is
recommended that continuous awareness and motivation activities are pursued through-out the
academic session of 2012 – 2013 to get the best out of this programme.
3. The transfer of teachers/headteachers should be banned in the programme schools for the period of the
project so that the experimental results are unbiased.
4. The score cards displayed in the schools could be redesigned in colour and made more attractive. The
score card may include some motivational slogans/sentences.
5. Logistics at meetings need to be improved. Due to frequent electricity failures, presentations on
multimedia were disrupted. It is proposed that a stand–by electricity generator be in place during
Meetings/Seminars.
6. Along-with the orientation and motivation of teachers, it is proposed that some guidance on increasing
enrolment and enhancing examination scores of the students be included in the seminar programme.
7. In 2012, the activities regarding Improvers’ School Performance programme should be started as early
as possible, preferably in April, and continues throughout the academic session to get the best results.
8. The travel allowance for teachers participating in the Meetings/Seminars should be enhanced in view of
the distance and level of public transport fare.

Involvement of Cambridge Education Technical Assistance with
Pilot Programme for Improvers’ School Performance 2010 - 2013
Background The pilot “Improvers” School Bonus Programme
4 was initiated by PMIU/SED in FY2010/11 as a three-year
programme to award incentives to low-performing schools in poorly-performing districts, with the aim of increasing enrolment in schools and improving student learning outcomes. The second year of the programme is currently underway, with re-registration of teachers, and updating of school information. B: Involvement of Cambridge Education Technical Assistance Cambridge Education Technical Assistance (CETA) team proposes to assist PMIU in conducting and completing the Improvers’ Programme Pilot in the following ways: 1. Programme implementation in second and third phases (FY 2011-12; 2012-13) CETA will assist PMIU in
• updating the schools and staff lists to take account of any mergers which may have occurred in the previous year
• conducting meetings with teachers/headteachers to o refresh their understanding of the programme o give advice to teachers/headteachers on how to achieve the targeted improvements
• developing programme brochure/leaflet for distribution
• visiting schools to o further motivate the school staff regarding the up-coming phases of the programme o ensure correct understanding of the programme and answer teachers’/headteachers’
remaining questions o share baseline (past two years) information and give score card – see Appendix E o re-register the teachers (including updating of their bank details) o facilitate school staff/SCs in developing self-help approaches to school improvement, such as
quality circles, school self-assessment
• compiling the data necessary to measure improvement outcomes
• analysing the data to attempt to determine correlation (if any) between improvement and incentives District-based NGOs will be engaged to organise these activities in the field.
2. Tracking of school performance through DSD’s continuous assessment outcomes CETA will monitor the outcomes of DSD’s continuous assessment programme with regard to participating schools, and link these back to performance in the programme.
3. Updating and merging of all available teacher databases To facilitate the programme, and to support the eventual evaluation of its impact, CETA will take stock of all existing teacher databases (especially those of PMIU and DSD) and make recommendations for possible merging of information, and collection of further information as required by end-users. 4. School and classroom observation (for impact study) CETA will undertake a programme of visits to a sample of 20% of schools (from each of the four categories – see Summary above) participating in the programme to:
o assess the school against general school ‘well-being’ indicators o observe classroom practice against good practice indicators o ascertain the degree of effort expended to achieve the targeted improvements
The purpose of these visits will be to capture information on factors which may have been impacting on improvement, and to help the teachers to help themselves in improving their schools. Motivational material will be developed for the latter purpose, and distributed to all schools participating in the programme. 5. Reporting CETA will report on the programme as follows:

Pilot Programme for Improvers’ School Performance

TERMS OF REFERENCE for
field-based technical/administrative assistance Background The pilot “Improvers” School Bonus Programme
7 was initiated by PMIU/SED in FY2010/11 as a three-year
programme to award incentives to low-performing schools in poorly-performing districts, with the aim of increasing enrolment in schools and improving student learning outcomes. Summary of the scheme Accordingly, three districts (Attock, Mandi Bahauddin, and Rahimyar Khan) were selected for the pilot, based on overall district performance in the 2010 PEC examinations at Class 5 and Class 8. Within those districts, schools selected were those placed in the bottom 40% of the 2010 PEC examination score distribution. The rationale for arranging the programme in this way was to concentrate scarce resources to generate the highest possible relative gain in terms of increased enrolment and improved performance. The bonus calculation was based on the following three indicators

• gain in school achievement (GTS) 60% of weightage
• Gain in school enrolment (GSE) 25% of weightage
• Test participation rate (TPR) 15% of weightage For bonus award, qualifying schools were divided into four groups:
• Group 1: No bonus (control group)
• Group 2: Bonus to headteacher only
• Group 3: Equal bonus to headteacher and teachers
• Group 4: Bonus to headteacher double that of bonus to teachers9
The baseline for the programme was the school census data 2009/10, and the PEC examination results for Classes 5 and 8 in 2010. All eligible teachers and headteachers (in groups as above) are called to a briefing/registration meeting at the beginning of the school year. Information about the programme is shared, together with advice about how to increase enrolment and improve student performance. Data is collected on all eligible participants, including their bank details. (See registration form in Appendix E) All of the performance data (GTS, GSE, TRP) is based on objectively verifiable indicators, and is available in the PMIU, where the award calculation takes place. The award benefits are then transferred directly to the bank accounts of the teachers/headteachers concerned, without any further claiming/accounting procedures required from them. (The official notifications and proposal which provide a fuller picture of this scheme are attached at appendix B) The pilot programme

The three-year pilot programme was successfully initiated in FY2010/11, in 577 primary and middle schools in Districts Attock, Mandi Bahauddin, and Rahimyar Khan. Bonuses ranging from Rs 5,000 – 72,000 were awarded to teachers and headteachers in eligible schools, and were paid directly into the bank accounts of those concerned, without need for further paperwork. The outcomes of this phase of the pilot, in terms of linking bonus award to improvement, are yet to be analysed. The second year of the programme is currently underway, with re-registration of teachers and updating of school information, with the assistance of Cambridge Education Technical Assistance team (CETA). CETA is now seeking the services of a field-based organisation which can undertake technical and administrative assistance in two districts: Attock and Rahimyar Khan. The terms of reference are as follows: Scope of work (This scope of work should be read along with the Task Specification Sheet attached for details of numbers, days, etc and cost implication) A: Teachers and headteachers’ meetings in Districts Attock and Mandi Bahauddin 1. Liaise with CETA, PMIU (through CETA), and District Education Administrations in arranging meetings
with teachers/headteachers 2. Oversee the arrangements at the meeting venues identified by PMIU (seating, cleanliness,
OHP/multimedia10
). Liaise with the venue’s management. 3. Arrange refreshments (tea and biscuits) for up to 800 people in the various venues 4. Be present at the meetings to give general administrative assistance 5. Identify, arrange and liaise with a resource person to conduct the meetings 6. Arrange travel and accommodation of resource person B: Reporting 1. Develop a short narrative report (3 hard and 3 soft copies) on the District meetings visits for each
district. Draft report to be submitted through CETA along with the teacher registration forms. Final report to be submitted after feedback from CETA/PMIU.
C: Deliverables 1. Organisation and administration of teachers/headteachers meetings in two districts 2. Registration of all eligible teachers/headteachers in 450 schools 3. Draft and final report on meetings in each district D: Timeframe The District meetings (two districts) to be completed by December 20, 2011 The registration data and report to be submitted by January 15, 2012 Note:
• Cambridge Education (Senior Education Management Specialist) will remain the focal point for all activities, including liaison with PMIU
• On completion of the assignment, all data collection records will be handed over PMIU, through CETA, and the report and all data generated will be the property of PMIU/Government of Punjab School Education Department

Two groups of teachers / Headteachers were provided orientation / motivation each day in two separate sessions. 1st Session: 9:00 AM to 12:30 PM 2nd Session: 12:30 PM to 3:30 PM Review was done each day at the end of two sessions. During the review sessions, critical matters coming up in the seminars were discussed and resolved. District Attock: Attock November 29, December 1, 2011. Fatehjang November 30, December 2, 2011. District Rahimyar Khan: Rahimyar Khan December 18 – 19 2011. Khanpur December 20 – 21 2011. Liqatpur December 22 – 23 2011. Programme of the seminars included the following:
1. Recitation from the Holy Quran. 5 minutes
2. Filling of registration forms. 25 minutes
3. Orientation about the Improvers’ School Performance Programme. 90 minutes
4. Motivational lecture 30 minutes
5. Tea and Refreshment and payment of traveling allowance. 30 minutes
Comprehensive introduction and orientation session was conducted by the resource person hired for this purpose. Motivation lecture was delivered by the chairman SEHAR, This programme of seminars was organized by Society for Education Health and Reformation (SEHAR) with the help of funds provided by Cambridge Education Technical Assistance (CETA) and MMP.
Description of Participating Teachers: Three groups of teachers/Headteachers were called to participate in the meetings/seminars namely:
1. H1 group comprising of Headteachers included in the programme schools.

3. B2 group comprising of teachers and Headteachers included in programme schools.

Presentation by the Resource Person A resource person was engaged to provide detailed information about the programme. The resource person gave his presentation prepared on power point with the help of multi-media projector. Main points of the presentation included:
� Introduction of the Programme.
� Objectives of the programme.
� Procedure of implementation.
� Main elements of improvement in performance.
� Numerical calculation of performance and explanation of terms used.
� Calculation of bonus and payment procedure.
� Presentation details prepared on power point can be seen at appendix G.
Motivational Session Conducted by Chairman SEHAR The programme of orientation / Motivation Seminar included a session to motivate the seminar participants to enhance their efforts and thus improve their school performance. The objective was to create an internal urge in the teachers for continuous improvement of performance of their schools. This lecture was also delivered with the help of a multimedia presentation. Support from CETA and MMP

Apart from provision of finances, CETA and MMP extended support and guidance by providing the presence of during meetings / seminar in district Attock and Rahimyar Khan.

The presence of these gentlemen was a source of continued support and strength for the organizers of meetings / seminars. Travel expenses of the meetings / seminar participants were directly provided by CETA / MMP. Disbursement of travel expenses was managed by colonel (R) Javaid Ahmad Kamal and Hafiz Ghulam Farid.
Question / Answer Session: At the end of each seminar, question / answer session was a permanent feature. Frequently asked questions and their answers provided by the resource person were as follows. Question: What about a teacher who is transferred from school included in the programme to
another school not included in the programme, whether he/she will be counted in the programme?
Answer: No. That teacher is excluded from the programme. Teachers should remember that the programme is based on schools not on teachers. Who so ever is posted in the programme school is included in the programme and will get improvers’ bonus.
Question: If a teacher is transferred from a school not included in the programme to a School
included in the programme, what is his/ her status. Answer: He/She will be included in the improvers’ bonus programme. Question: If a school A not included in the programme is merged in a school B included in the
programme and all the teachers working in school A are posted in school B, then what will be the status of merged school teachers.
Answer: All the teachers, merged in a school included in the programme, are eligible to benefit from improvers’ bonus programme.
Question: If a primary school is upgraded to an elementary school and additional staff is
posted for elementary section, then what will be the status of teachers already working as well as those newly appointed.
Answer: Apparently the teachers already working in primary section will continue to be part of improvers’ bonus programme but newly appointed teachers in the elementary section will
not be included in the programme. However, the matter������be put before the Department
of Education to make policy decision in this regard. Question: If a teacher and a headteacher of a school included in the programme interchange
positions due to revised placement orders of the Govt., what will be their status now in improvers’ bonus programme?
Answer: Their status will be now according to their new positions ordered by the Govt.
Follow up of the missing information about teachers who were not present in meetings / seminars. SEHAR organized Meetings / Seminars in the districts of Attock and Rahimyar Khan on behalf of CETA. During these Meetings / Seminars some teachers were not able to attend due to their personal reasons or

perhaps due to some problems of communication. After these Meetings / Seminars SEHAR tried to contact the missing teachers and collect the missing information through following means.
1. The teachers present in the Meetings / Seminars were requested to ask their absent colleagues to
submit their registration forms and score cards to DMOs offices from where SHEAR would collect the
materials.
2. EDOs (Education) were also requested to direct their absent teachers to submit their registration etc.
3. The focal persons of SEHAR in Attock and Rahimyar Khan also made efforts on their end to collect the
missing materials through DMOs and EDOs.
4. SEHAR head office also tried to contact the absent teachers through cell phones of their headteachers
and other colleagues to confirm their present status.
5. Employing all the means mentioned above, it was possible to retrieve most of the information and
confirm present status of the mission teachers. However, we still feel that there might be some gaps or
overlaps in the registration data of eligible teachers. In this regard, it is proposed that the registration
data may be circulated to the stakeholders for verification and confirmation.

SEHAR was contracted to organize Seminars in the districts of Attock and Rahimyar Khan for the teachers
and Headteachers of Improvers’ School Performance Programme Schools. SEHAR is indebted to CE and
