Dear Team Delegations and members of the AIBA family! It is my pleasure to invite you to the 2019 AIBA World Boxing Championships that will take place on September 7 – 21 of this year in Ekaterinburg. This 20th edition of the World Boxing Championships will be the first event in which the top boxers from around the world will be able to test their skills in the new 8 weight categories. This competition will also introduce the new AIBA Technical and Competition Bout Review rule. This anniversary edition will showcase your hard work, dedication to the sport, and values of sportsmanship and integrity. In turn, AIBA and the Local Organising Committee through their joint effort will strive to bring you the best possible World Championship experience. I look forward to seeing you in Ekaterinburg, witnessing the crowning of the eight new champions, and wish each and every one of you success and pure enjoyment from AIBA World Boxing Championships Ekaterinburg 2019! The upcoming World Championships is a significant event in the world of boxing – during these days, everybody will follow the fights of the best athletes. For us, it’s a big milestone in the development of our beautiful sport in Russia. We have the men’s elite World Championships for the first time ever. And from our side, we will organize everything at the best possible level. 1. Organiser The Russian Boxing Federation (RBF) – an AIBA Member Federation – and the Ekaterinburg 2019 Local Organising Committee have been entrusted with the organisation of the AIBA World Boxing Championships Ekaterinburg 2019.

3. Competition Format • AOB Competition format as per the AIBA Technical & Competition Rules.

• Each bout will consist of three (3) rounds of three (3) minutes each with one (1) minute of rest between rounds.

• There will be seeding, which will be determined by the Seeding Commission.

• The Official Draw will be conducted by Swiss Timing through an electronic random draw for all boxers, except those who are seeded.

• Two rings will be used until the semi-finals phase.

• Medals will be distributed to the top 4 boxers of each weigh category (1 Gold, 1 Silver, 2 Bronze).

• The event will be officiated by world-class International Technical Officials (ITOs) and 3-Star Referees and Judges – all of whom will be appointed by AIBA Commissions.

• The Technical Delegate for the event is Mr. Angel Villareal (USA).

5. Registrations 5.1 Process and Deadlines The registration will be done in two mandatory phases:

1) Registration in the AIBA database All boxers and team officials need to be registered for the competition by their respective National Federation in the AIBA database (https://www.aiba-database.org/nf). For this, each individual needs to have an active profile in the AIBA database.

2) Validation of the registration at the Sport Entries Check See section 6 “Sport Entries Check” for more information. All boxers and team officials have to fulfill the requirements of Rule 2 and Rule 4 of the AIBA Technical and Competition Rules to be eligible to be registered for the AIBA World Boxing Championships Ekaterinburg 2019. Registrations will open on Thursday, May 9, 2019 (00:01 GMT).

5.3 Participating Boxers Each National Federation is invited to register up to one (1) boxer in each weight category. Boxers are invited to register in the following eight (8) weight categories:

Important: Each National Federation needs to select in the AIBA database in the profile of each boxer one of the eight (8) weight categories in the “Olympic weight class” section. AIBA database team will then receive a ‘change request’. Once the ‘change request’ is approved, you will be able to register the boxer for the competition.

5.4 Team Officials

Each Team Delegation can have the following number of Team Officials:

• 1 Team Manager

• 1 Team Doctor

• 1 Physiotherapist

• 1 AIBA-certified Team Cut Technician

• AIBA-certified Coaches with ringside access as per the table below:

• 1 Boxer: Up to 3 Coaches

• 2 – 5 Boxers: Up to 5 Coaches

• 6 – 8 Boxers: Up to 8 Coaches

5.5 Seconds Each Boxer is entitled to be accompanied to the ring by up to three (3) Seconds. However, only two (2) Seconds may mount the apron of the ring and only one (1) may enter the ring.

• All boxers must be accompanied by at least one AIBA-certified Coach (1, 2 or 3-Star) at ringside during the bouts.

• All Seconds allowed to work in the Field of Play (FOP) must be AIBA-certified (1 to 3-Star) coaches or AIBA-certified Cut Technicians.

• One of the 3 Seconds can be an AIBA-certified Team Cut Technician. Individuals who have successfully passed the AIBA Cut Technician Course in Ekaterinburg will be allowed to work as Team Cut Technicians during the competition.

If your team does not have any AIBA certified coach (1,2 or 3-Star), please raise this at the Technical Meeting, so that arrangements can be made with another team.

A registered National-level coach, who is not AIBA-certified, has to be registered as an “Extra Official” (section 5.6). This coach will be allowed to access the warm-up areas but will not be allowed to accompany boxers to the ring.

5.6 Extra Officials Any additional individuals to the ones outlined previously, whom their National Federations (NFs) would like to send to work with the team, need to be registered as Extra Officials.

National Federation staff and other individuals who do not have a direct link with the Team’s preparation for the competition will not receive an accreditation. Decisions will be taken by AIBA on a case-by-case basis. Each National Federation can register a maximum of 6 additional persons:

NF Representatives: - NF President - NF Secretary General - NF Executive Board Member - NF President Accompanying Guest - NF Administrative Staff

Team Delegation Extra Officials: - National Coach of a registered boxer - Physiotherapist - Additional Doctor - Nutritionist

All Extra-Officials need to be registered through the AIBA database in the dedicated section of the event.

Important: If you plan to bring more than 6 additional persons, please note that accreditations will not be provided. Please make sure to book tickets in the general public stands (please refer to section 14)

6. Sport Entries Check

• The Sport Entries Check will take place in the morning and afternoon of September 7, 2019. All Team Delegations’ representatives have to arrive on September 6, 2019, at the latest.

• The exact time of each Team’s appointment will be communicated to the participating National Federations by email during July 1 – 5, 2019.

• Each Team delegation should appoint a maximum of 2 persons to attend the Sport Entries Check. AIBA recommends appointing the Team Manager and the Team Doctor.

• Each Team’s representatives will have a 10-minute appointment with AIBA ITOs to confirm the entry list of the Team Delegation, the spelling of the boxers’ names, the uniforms, the medical documents, the Team’s national flag and anthem, and any other relevant elements.

Your representative(s) have to present:

• Copy of passport or national identification document of each boxer

• AIBA Boxer’s Record book of each boxer

• AIBA Medical certificate issued within the previous 3 months of each boxer and accompanied by a copy of the annual original laboratory documentation for Hepatitis B, Hepatitis C, and HIV tests

• AIBA Anti-Doping Consent Form signed by each boxer

• Image Rights Consent Form signed by each boxer and team delegation member

• Uniform and robe (of each boxer, if different)

Important: Please note that the presence of your representative is mandatory. If your Team Delegation’s representative(s) do(es) not show-up to the scheduled appointment, the Team’s registration will not be validated and your boxers will not be able to take part in the competition.

7. Visa & entry requirements The Russian Boxing Federation and the Ekaterinburg 2019 LOC will assist entry into the host country for all participants within the Team Delegation, providing that complete applications are submitted prior to Friday, June 28. Russian Federation applies a different visa policy depending on your nationality. Please find below the different categories of passport holders. These details are provided for information only and are subject to change. 7.1 Countries with no visa requirements Passport holders of the following countries do not need a visa to enter Russian Federation for a stay of 90 days or less: Azerbaijan, Argentina, Armenia, Belarus, Bolivia, Bosnia and Herzegovina, Brazil, Venezuela, Guatemala, Guyana, Grenada, Honduras, Israel, Kazakhstan, Kyrgyzstan, Columbia, Republic of Korea (South Korea), Cuba, Laos, Mauritius, Moldova, Mongolia, Nicaragua, Panama, Paraguay, Peru, El Salvador, Samoa, Serbia, St. Vincent And The Grenadines, St. Kitts And Nevis, Tajikistan, Thailand, Uzbekistan, Ukraine, Uruguay, Fiji, Montenegro, Chili, Ecuador, Republic of South Africa. The passport holders of the above countries who can stay in Russia only for 30 days and who would like to attend both Ekaterinburg 2019 and AIBA Women’s World Boxing Championships Ulan-Ude may need to apply for a visa. These individuals need to contact the Russian Embassy of their country for more information.

7.2 Countries with visa requirements and with a Russian Embassy • European Countries (except Great Britain, Ireland, Turkey and Georgia, and not listed

in the section 7.1 above) must apply for visa with visa invitation letters at the Russian Embassy of their country.

• Citizens of USA, Canada, Great Britain, Ireland, Turkey, Georgia, South American countries, Asian countries, Oceania countries and African countries (not listed in the section 7.1 above) must apply for visa with visa invitation letters at the Russian Embassy of their country.

• No landing visa will be provided. The process for obtaining a visa to Russia is as follows:

1. Send a copy of valid passport to [email protected] (passport should be valid for a minimum of 6 months from the date of departure from the Russian Federation; passport copy should be readable, with a visible photo; file should be in .jpg (min size 200kb) or .pdf format)

2. RBF will liaise with the Ministry of Foreign Affairs and issue the Letter of Invitation or the visa support number.

3. Your Team Delegation will need to apply for the visa at the Russian Embassy.

7.3 Countries with visa requirements and no Russian Embassy Passport holders of countries which do not have Russian Embassies have to apply for visas in advance in the neighbouring countries that have a Russian Embassy. No landing visa will be provided. The process for obtaining a visa to Russia will be as follows:

1. Send a copy of valid passport to [email protected] (passport should be valid for a minimum of 6 months from the date of departure from the Russian Federation; passport copy should be readable, with a visible photo; file should be in .jpg (min size 200kb) or .pdf format)

2. Inform the RBF about the name of the city or nearest Russian Embassy where you are going to apply for the visa.

3. The RBF will liaise with the Ministry of Foreign Affairs and issue the visa support (telex) number.

4. Your Team Delegation will need to apply for the visa at the Russian Embassy.

8. Transportation 8.1 International Transportation

The airport of arrival and departure is “Koltsovo International Airport” (SVX). On arrival at the airport, please look for the AIBA World Boxing Championships Welcome desk. Volunteers will be there to help you to get to your Hotel.

8.2 Local Transportation Local transportation will be provided by the Organiser.

• Between the competition hotels and the Opening Ceremony

• Between Park Inn and the “Athletes’ Village”

9. Accommodation

9.1 Team Hotels

Team Delegations will have an option of four (4) hotels – all located in the city centre.

Three of the hotels are within 50-metre distance from each other. This area will be used as an “Athletes’ Village” during the competition.

The fourth hotel (Park Inn Ekaterinburg Hotel) is 1.5 km away (5 min by bus) from the “Athletes Village”.

The “Athletes Village” is located 13 km (25 min by bus) from the Competition Venue.

• The rings will be provided by an AIBA’s official licensee

• For all bouts, boxers must wear a uniform that complies with the AIBA Technical & Competition Rules. The uniform can be of national colours.

• For the first time in AIBA Competitions, boxers can wear a robe. The robe must comply with the AIBA Technical & Competition Rules.

Important: AIBA strongly encourages teams to prepare uniforms and robes with national colours.

13. Accreditation 13.1 For Team Delegation Members All Team Delegation members who are registered for the Championships through the AIBA database within the deadline will receive their accreditations on site after the accommodation payment has been approved by the Organiser. The Team accreditation center will be located in the Atrium Palace Hotel and will be open from September 6 – 8. From September 9 – 21, the accreditation centre will be open at the Expo Centre near the spectators’ entrance. National Federations have to send high resolution headshot photos of all team delegation members to [email protected] by Friday, June 28. Photos have to be sent in .jpg format and labeled as follows Country_Firstname_Lastname.

15. Image Rights and Video Recording AIBA has appointed a Host Broadcaster that will be in charge of the filming of promotional images of boxers before and during the Championships. By participating in the Championships, each Boxer and team delegation member agrees to release his/her image rights to AIBA for promotional purposes. Your Team Delegation’s representatives will need to submit at the Sport Entries Check the Image Rights Consent Form signed by each boxer and team delegation member. Video recording for broadcasting purposes of any kind will not be allowed.

16. Anti-Doping Control Anti-doping controls will be conducted in accordance with the AIBA Anti-Doping Rules and the World Anti-Doping Code. We would like to remind you that according to WADA regulations, blood testing may be conducted during AIBA Competitions. Therapeutic Use Exemptions (TUEs) must be submitted through the ADAMS system no later than July 31, 2019.

17. Medical Care The LOC will provide first-aid during the entire Championships Period to any participant who suffers from a sports injury contracted during the Championships.

18. Insurance All participants are requested to get their own travel, medical, and liability insurance.

19. Awards & Farewell Dinner Several awards, including the Best Boxer Trophy of the AIBA World Boxing Championships Ekaterinburg 2019 will be distributed after the last boxing session. Team delegations are also invited to attend the Farewell dinner that will take place after the end of the competition.

20. Weather The weather in Ekaterinburg in September is between 6 to 14C. Please ensure to bring weather-appropriate clothing.

21. AIBA Cut Technician Course AIBA will organise a Cut Technican Course prior to the Championships. All AIBA Certified coaches (1,2 or 3-star), doctors and physiotherapists are eligible to take this course. Dates: September 5 - 6 Location: Atrium Palace Hotel Content: Professional Hand wrapping, cut prevention and treatment Price: 300 USD Candidates who successfully pass this course will be able to work as Team Cut Technicians during AIBA World Boxing Championships Ekaterinburg 2019. Registration will be done through the AIBA database; more information will be communicated in a separate letter.

22. The Host City 22.1 Intro to the city Ekaterinburg is one of the largest cities of the Russian Federation. It is an administrative capital of the Sverdlovsk Region and the Ural Federal District. Nowadays the city is an important center of industry, transport, finance, science and culture.

The city was founded in 1723 and is situated in the heart of the Eurasian continent, on the border of Europe and Asia and in the middle of the Ural Mountain Range. It is located on the eastern slope of the Ural Mountains along the Iset River.

Total area of Ekaterinburg is 491 square kilometers.

The city is at 1667 kilometers' distance away from Moscow and at 7635 kilometers' distance away from Vladivostok. The time zone of Ekaterinburg is UTC+6 (two hours ahead of Moscow and six hours ahead of Greenwich). A flight from Moscow to Ekaterinburg takes two hours, while a train trip takes 25 hours.

22.2 Sightseeing and Must Sees Ekaterinburg, one of the most interesting cities in the Urals, is full of tourist attractions. Each era of the city’s history is embodied in its architecture: the merchants’ houses and old schools, strict constructivism and bold modern sculptures. The main attractions are linked by a 6.5 km-long tourist route, called the “red line”. You can complete it in about half a day, following the red markings on the road.

Life is always in full swing on Ekaterinburg’s main street “Prospect Lenina” with its many shops, museums and other cultural venues. Here, you will find one of the most beautiful buildings in Ekaterinburg – the house of Sevastyanov from the late 19th century. Tourists are attracted by the pedestrianised Vainera street with its many restaurants and fun contemporary sculptures. The favorite place among young people are the banks of the “Plotinka” urban reservoir, where all the city festivals are held. And the spirit of old times can be felt by visiting Kharitonovsky Gardens with its pavilion near the Kharitonov-Rastorguev country estate from the early 19th century.

Ekaterinburg’s museums are definitely worth to see. The Museum of the History of Jewellery and Lapidary Art of the Urals has a large collection of natural and man-made stone masterpieces. The small, cozy A.S. Popov Radio Museum, with its collection of vintage receivers, and the V.S. Vysotsky Ekaterinburg Museum featuring personal belongings of the singer and poet, are dedicated to the great people who lived and stayed in the city. Also there is the Boris Yeltsin Presidential Centre, which tells the story of the first president of the Russian Federation. This impressive list ends with the Ekaterinburg Museum of Fine Arts with its collection of paintings, applied arts and crafts and unique cast ironwork – the pride of the Urals.

Ekaterinburg does not forget its history. There’s the new Church on the Blood, built on the site of the demolished (and sadly infamous) Ipatiev House, where the Russian royal family was shot. The graceful Church of the Ascension of the Lord, reinstated as a church, shines gently between the tree branches. Near the “Great Ural” hotel, where Vysotsky stayed, is one of the most romantic monuments of the singer, as if playing a serenade to his beloved wife Marina Vladi. And a monument to the keyboard, apparently, represents its modern history.
