I. Introduction
NIMS and ICS
During 2011 and 2012, the Board of Directors of REACT International, Inc. sought to strengthen our
organization’s commitment to the concepts and principles set forth in the National Incident Command
System (NIMS, Presidential Directive HSPD-5). REACT recognizes and acknowledges the importance of
the National Incident Management System (NIMS) and the Incident Command System (ICS) in the
performance of missions at the team level. Federal mandates and rollout schedules have affected funding to
law enforcement, fire and EMS organizations. While not directly affected, many teams serve local agencies
that fall under these Federal NIMS requirements. Teams have in the past been encouraged by the Board of
Directors to take FEMA NIMS training online. Your current membership card now contains a checklist of
these classes and whether you have received credit for taking them. REACT is now raising the bar for team
performance and NIMS compliance. By standardizing REACT resources, we are preparing for improved
national, regional and local response/deployment. By tying our resource typing levels to a program of
certification, we are encouraging teams to increase membership and capabilities. We hope your team will be
up to accepting these challenges.
Resource Typing
If you are unfamiliar with resource typing, we’ll do a brief explanation. In a nutshell this is what resource
typing is. Take a piece of fire equipment or apparatus such as a pumper truck. You can have a basic pumper
capable of pumping 500 gallons per minute with 1 inch hoses or a super duper pumper with 1, 2 and 4 inch
hoses and a 1500 gallon per minute pump. NIMS resource typing has created four degrees or standard levels
for each typed resource and created a national standard for approximately 120 typed resources. There is a
Type IV, Type III, Type II and Type I pumper truck. Type IV is the most basic. Each higher type has more
and more capability. Type I is the most capable. Incident Commanders can then look up and order these
standard resources for incidents and everyone knows exactly what they are asking for and what they are
going to get. Resource typing can apply to equipment or people or both.
We have chosen to start with the most common activities that REACT teams engage in. We have created a
set of standards that are measurable and consistent. There should not be a team that cannot function at a Type
IV or Type III level for their most frequent activities. As you strive to achieve certification, your team will be
challenged to grow through increased membership and capabilities. This program will bring new
encouragement for team drills and individual training in order to become certified as Type II or Type I
resources.

Benefits of participating in the program
Becoming a certified, typed team is totally voluntary. Teams are not required to participate by reaching for
and achieving the standard types. However, look at the benefits. REACT International, Inc. has published
this Resource Guide for entities at every level to see. We want everyone from FEMA down to your local
served organizations to have access to this REACT Resource Guide for information about your team and it’s
capabilities. When they need these kinds of standard resources they may refer to these documents to request
your team’s assistance with an event. What would be better than to able to report that you are a REACT
certified Type II Parking Control team. The resource typing chart will contain everything officials and
served agencies need to know about your team capabilities.
Because our REACT Resource Typing Project follows the NIMS format for resource typing, it is consistent
with Federal Tier 1 and Regional Tier II typed resources. We do not know if or when our REACT resource
types may be regionally or nationally accepted. Wouldn’t you want your team to part of it when that
happens?
Common and consistent training and equipment
All typed resources are consistent in regards to training of personnel and equipment required to achieve each
resource type level. This ensures that when a Type III Communications Team shows up, they will have all
the equipment and people available according this REACT Resource Guide.

You are reading the guide now. But there is more than overview material here. There are currently six typed
REACT resources. They are;

Conclusion
We hope that local served agencies, municipal and county officials, VOADs, task force officials, UASI
leaders as well as state, tribal and federal emergency management agency officials will find this guide a
useful resource for requesting REACT resources at any level. It is the desire of the REACT International
Board of Directors that teams embrace the program detailed in this guide.

II. Resources Types
Definitions
Each resource matrix is divided in to sections but each matrix is the same. The major categories are:
Resource – a name for this resource
Category – the function of this resource
Kind – a broad class of items
Minimum Capabilities – these can always be changed
Component – a subpart of the resource
Metric – the specific thing being measured

The matrices (or charts) for the above typed resources are available as separate documents. They are
included at the end of this guide. The individual charts can be printed out or copied and given to served
agency representatives. You may mark the charts indicating which level your team can fulfill for each typed
resource. All REACT Typed Resource matrices include a Type V resource. This is a single person resource
and is used to fill or replace people when they need to leave. It is understood that a single resource is never
deployed except for replacement or additional needs.
Matrix Components - Header
The header of each Resource Matrix describes the resource, the category, effective date and version of the
matrix and then the column headers for the body of the chart. The four standard Types are shown and all
REACT Resources will include a Type V Single or Replacement resource.

Matrix Components – Rows
Components are the kinds of things that make up the resource. Metrics are
specific details of Components. In our example on the left, Personnel is a
component of this resource. Metrics of Personnel are Team Members and
Training. Members and training can be measured or counted. Similarly,
Equipment is a component of this resource. Communications and Vehicle are
both equipment needed to fulfill the job of this resource and as such become
requirements of the resource.
Component Metrics provide measurable standards of identifying the capabilities
and performance levels of resources. Resource typing serves as the basis for
resource categories.
Resource typing is an ongoing process designed to be as simple as possible. It
allows for frequent use and accuracy in obtaining needed resources. But actual
team input will be crucial to the ongoing work of resource typing. Some types
will need adjusting while new types may also be adopted.
Matrix Components –Body

At last we have the main body of the chart or matrix. The smallest deployable unit is a Type IV resource
with a team leader and team member. Remember that each column defines the minimum capabilities for each
Type. You may have more people and more equipment and still only be a Type IV resource.
For example, you need six people to tend a parking lot. You need two people at two entrance/exit locations
and two people inside the lot. Everyone has MURS VHF radios but you do not have a base station. Also it’s
a warm cloudless night so no shelter is needed. Instead of being a Type II Parking Control team, you could
be two Type III teams or three Type IV teams depending on equipment. But without the MURS base station
you do not meet the minimum requirements of a Type II team.
Note that Team Availability and Duration is one of the metrics. A Type I team of eight must be ready to go
with 24 hours notice and be maintained by rotation and/or replacement for 72 hours. A Type IV team of two
is smaller and more agile. They can be ready in two hours but will need replenishment in 12 hours or one
shift. Learn to read and use these charts. Determine where your team is now and where you would like to be.
Use common sense. Although the chart does not call for an antenna, we know that a base station requires an
antenna. It may be as simple as a magnetic mount on a vehicle or as complex as a freestanding mast. A
repeater needs either a separate transmit and receive antenna properly distanced to operate OR a properly
tuned duplexer. See the Resource matrix notes for comments.

III. Certification Program
Training
Any team wishing to certify must have all members complete the requisite training. Some training is
available from REACT while other courses will be on-line or locally taught. Each member must present
suitable documentation indicating acceptable completion of all required training for the level the team is
attempting to certify at. The team should collect and catalogue each member’s training certificates. Once
each team member has completed all the training required, forward paper or scanned copies to the designated
NIMS Certification Program Manager. As FEMA updates independent study courses, be sure to stay current
by taking the latest version of the required training. (For example, as of this writing, IS100 is now IS-100b)
What is required?
• Copies or scans of certificates showing recipient’s name and date of successful completion.
Equipment Teams must furnish sufficient documentation before certification of equipment can take place. Adequate
documentation must accompany any application for certification under this program. Remember, when your
team is certified at a Level 1 or 2, you are saying that you can provide personal and equipment to operate at
that level. Each team should maintain an inventory of all fixed assets (equipment of any kind). Match your
equipment to the list of equipment required at each resource level for a particular resource type. You can use
the same equipment to apply for certification for several levels of one resource. That is, if you have all the
equipment to operate as a Type II resource, you can use that same equipment plus the additional needed to
function as a Type I. However, be mindful that if you claim you can be a Parking Control Team AND a
Search and Rescue Support team at the same time, you must document enough equipment to cover BOTH.
Here is what you need.
What is required?
• List of equipment you are stating your team or members own
• Pictures of each component (annotated with description)
• Copies of registrations for vehicles and trailers
• Copies of insurance coverage for vehicles and trailers
Certificate
Once the Program Manager receives and processes all the documentation, he will determine whether you
have met all the requirements for certification. You will be notified of any problems and given the chance to
correct the deficiencies. Once it has been determined that your team meets all the requirements for the level
you applied for, your team records will be updated to reflect your team certification and REACT will issue a
printable certificate suitable for framing.
Publication REACT International, Inc. will maintain via its Team and Membership database a listing of all teams and
their present NIMS Typing capabilities based on Team reporting for Levels 4 and 3 and through the
certification process for levels 2 and 1. This information will be available on the REACT website so that
served agencies can look up team capabilities and verify current NIMS levels for any team participating.

IV. Training
Team member training is an integral part of NIMS and the REACT Resource Typing and Certification
Program. See the “Training,PDF” document. Also use the following Checklist to track your membership’s
training completion. You will find it in the “Training_Record.PDF” document or at the of this document.
You may use this form or make your own.
Each sheet can take three team members. Space is provided for each course to be initialed, checked and
dated. The yellow section of RI training classes is available now as the “RI_Training.PDF” document and
may be subject to revision.
